WELCOME TO THE FINANCE COMMITTEE MEETING.
WE HAVE 2 PRESENTATIONS TODAY THAT WILL OCCUPY MOST OF OUR TIME AND
[4.A. Community Integration Planning: Dallas College - North Lake Campus Presenters: Paris Rutherford, Christa Slejko ]
THOSE ARE THE MASTER PLANNING PRESENTATIONS RELATING TO NORTH LAKE AND RICHLAND.SO WELCOME DR. EGGAL ANYTHING IS DR.
PARIS, YOU'RE PACK FOR A RETURN PERFORMANCE.
WHEN I LOOKED AT THESE PRESENTATIONS AND READ THE MINUTES FROM THE LAST MEETING, IT STRUCK ME THAT A LOT OF THE ISSUES THAT CAME UP LAST MONTH WHEN WE LOOKED AT BROOKE HAVEN, ISSUES SUCH AS ENGAGING THE COMMUNITY ON OUR PLANNING PROCESS, HOUSING, OPEN SPACE, THOSE WILL COME PRESENTATIONS AS WELL.
I'LL SHARE WITH THE BOARD THAT ON FEBRUARY, OUR FIRST BOARD MEETING OF 2020, WE ARE GOING TO BE SPENDING MOST OF YOUR TIME TALKING ABOUT EXACTLY THOSE POLICY ISSUES AS THEY PERTAIN TO OUR CAMPUSES.
WE MAY SAVE TIME IF YOU WANTED TO DEFER RAISING SOME OF THOSE ISSUES AGAIN BECAUSE WE'LL COME BACK TO THEM NOT JUST IN THE CONTEXT OF NORTH LAKE AND RICHLAND BUT OF ALL OUR CAMPUSES.
THE ONLY OTHER ITEM WE HAVE TODAY IS APPROVAL OF REDEMPTION OF OUR BONDS AND THAT SHOULDN'T TAKE MUCH TIME BECAUSE ANY TIME WE GET A
[00:05:04]
CHANCE TO SAVE TAXPAYERS 2 POINT # MILLION DOLLARS I'M SURE WE'LL TAKE IT.BUT THAT'S ON THE AGENDA FOR THE FULL BOARD MEETING THAT WILL FOLLOW THIS PARTICULAR MEETING.
SO WITH THAT, LET ME TURN IT TO TISKA THOMAS WHO WILL HANDLE THE PRESENTATIONS FOR US.
SEE THE YELLOW BUILDINGS, THE MIXED-USE BUILDINGS OCCUPY THE TWO SITES AS SHOWN.
>> OTHER THAN EL CENTRO WE DON'T HAVE THIS PROXIMITY TO ARE A RAIL A STATION TO A
[00:10:51]
CAMPUS.KIND OF REMINDED ME A LITTLE BIT ABOUT THE DARK ENTRANCE INTO FAIR PARK AND HOW IT
[00:18:25]
SETS UP IN THAT PART OF THE CITY OF DALLAS.JERRY JONES TRIED TO PULL OUT OF THE D.A.R.T.
THEY HAVE BEEN MORE AGGRESSIVE AND ALSO MORE WILLING TO COMMIT CITY RESOURCES TO CREATE TRANSIT ORIENTED PROJECTS THAN MAYBE EVEN CITY IN THE D.A.R.T.
I THINK THAT COULD BE A PROMISING CONVERSATION WITH THE CITY WHEN WE GET TO IT.
THANK YOU FOR THE PRESENTATION, DOCTOR.
IF THERE ARE NO QUESTIONS, I GUESS WE CAN MOVE ON DO -- RELATED TO WHAT YOU SAID.
THE CURRENT CONDITION HOW D.A.R.T., THE BUS SERVICE INTEGRATES IN THERE CREATES A COMPLEX AND A LITTLE BIT OF CONFUSING SITUATION RIGHT THERE ON THAT SIDE OF THE D.A.R.T.
THIS, THE CITY IS CLEARLY A GOOD PARTNER TO HAVE A DISCUSSION WITH.
[00:20:09]
SO IS D.A.R.T.THEY HAVE THE FACILITIES IN THERE, WE ARE PROPOSING THOSE FACILITIES GET SPREAD OUT A BIT MORE TO CREATE THIS KIND OF REGULAR STATION PLAZA PARK AREA TO ALLOW IT TO BE MORE ORDERLY.
IT FEELS LIKE A PIECE OF INFRASTRUCTURE ONLY THAT IS BLOCKING PEOPLE'S PATH FROM THE STATION TO THE CAMPUS.
ZIMMERMANN: WHERE DID THE PARKING GO?
REMEMBER YOUR CONVERSATION BEFORE.
ON THESE PARTICULAR, IT'S TWO PARKING GARAGES THAT SERVE THE DEVELOPMENTS AT THE GROUND LEVEL WOULD SERVE THE CAMPUS USE IS THE THOUGHT.
YOU CAN SEE A LITTLE BIT OF PARKING OVER ON THE LEFT.
THAT SIMILAR TO THE OTHER CAMPUSES WE LOOKED AT TOGETHER, WE'RE SHOWING THOSE AS SURFACE PARKING, CLEARLY YOU KNOW IF THERE IS ADDITIONAL DEPARTMENT THAT CAN GO BEYOND WHAT WE'RE SHOWING, THAT WOULD BE OCCUPIED THROUGH A PARKING GARAGE.
ZIMMERMANN: PARKING GARAGES IS THE WAY WE WOULD DO IT?
>> YES, WITH THE MIXED-USE BUILDINGS, YOU DEFINITELY WANT TO DO THAT.
RITTER: I THOUGHT YOU WERE GOING TO SAY EVERYBODY IS GOING TO TAKE THE TRAIN, PARIS, YOU DIDN'T BUT THAT'S OKAY.
ANY OTHER QUESTIONS FROM TRUSTEES? OKAY.
>> WOULD YOU LIKE TO PROVIDE AN INTRODUCTION? OR MOVE INTO THE PRESENTATION?
>> THANK YOU, I WON'T BELABOR THE POINT.
[4.B. Community Integration Planning: Dallas College - Richland Campus Presenters: Paris Rutherford, Kay Eggleston ]
WE HAVE SIMILAR SITUATIONS AT RICHLAND, WITH CONNECTIVITY.AS WITH THE OTHERS, WE WENT THROUGH A TRADE AREA ANALYSIS.
TO IDENTIFY SERIES OF USES BEYOND ACADEMIC USES THAT HAD PROMISE OR POTENTIAL.
AND THEN WHEN WE SPECIFICALLY AT RICHLAND AND THE CAMPUS, SIMILAR TO THE OTHER CAMPUSES WE LOOKED AT, IT IS CENTERED IN THE MIDDLE OF A NICE PIECE OF PROPERTY AND A GREAT LOCATION, AS WITH THE OTHER CAMPUSES.
THIS HAS A PRIMARY INTERSECTION.
AND WHICH DOES PROVIDE POTENTIAL, WHICH YOU WILL SEE IN A LITTLE BIT.
[00:25:04]
IT HAS SECONDARY ENTRANCES, PROVIDING POTENTIAL TO ORGANIZE CIRCULATION FLOW.WHAT IS UNIQUE ABOUT THIS CAMPUS, THERE IS TWO SIDES TO THE CAMPUS WITH THE WATER FEATURE THAT RUNS THROUGH.
ONE OF THE CHALLENGES RIGHTS NOW IS THERE IS A DISTINCT WEST SIDE AND A DISTINCT EAST SIDE.
WE THINK THERE IS A WAY TO MAKE THAT CONNECTION, ACTUALLY YOUR CAMPUS MASTER PLAN PROPOSED THAT AS WELL.
WHILE ALSO TAKING ADVANTAGE OF THE AREA THAT IS AROUND THAT AREA, NUMBER ONE, KIND OF THE HARD CORNER INTERSECTION WHERE YOU TRADITIONALLY FIND OTHER USES.
WHAT IS UNIQUE ABOUT THE CAMPUS ON THE TOP LEFT, THE SOUTHEAST, WITH THE BALL FIELDS, THERE IS A VERY LARGE GREEN AREA THAT CONNECTS INTO A MATURE EXISTING SINGLE-FAMILY RESIDENTIAL AND THE SOUTHERN PORTION IS A ROADWAY.
THE AREA ACTS LIKE AN INFORMAL PARK COMMUNITY.
IT'S HARD TO UNDERSTAND WHERE IT IS.
I THINK SOME OF THE EFFORTS CAN HELP RECTIFY THAT.
WE SPENT A LOT OF TIME, DR. EGGLESTON AND HER STAFF, LOOKING AT THE CURRENT PLAN, LOOKING AT THE CURRENT BUILDINGS, AND GOING BACK AND FORTH ON HOW BEST TO ACCOMPLISH THE GOALS THAT OUTLINED EARLIER.
CERTAINLY, THE PLAN AS WITH THE OTHER PLANS IS WELL CRAFTED IN TERMS OF MAINTAINING AND STRENGTHENING THE ACADEMIC, BUT NOT TAKING ADVANTAGE OF THE REACH OUT TO THE COMMUNITY WE'RE TALKING ABOUT NOW.
AND IT ALSO IN DOING SO PARTICULARLY UP THERE AT THE MAIN INTERSECTION, THE UPPER LEFT, THERE IS THE GIANT ZONE RIGHT NOW THAT IS A VERY TRADITIONAL PLACE YOU MIGHT FIND NONACADEMIC USES CLUSTERING AND OCCURRING.
IT'S MY UNDERSTANDING YOU GET QUESTIONS FROM TIME TO TIME ABOUT BEING ABLE TO SELL THAT LAND OR DISPOSE OF THAT LAND SOMEHOW BECAUSE THEY SEE THE OPPORTUNITY AND POTENTIAL.
I THINK INTELLIGENTLY YOU HELD OFF ON THAT TO MAINTAIN THE INTEGRITY OF THE CAMPUS 69.
-- THE PROVIDES REAL POTENTIAL IN THIS CONTEXT.
IN LOOKING AT THE BUILDINGS, WE HAVE A NICE BLEND AS WITH THE OTHER CAMPUSES, BUILDINGS BUILT IN THE '70S AND RECENTLY, AND THE AMAZING WATER FEATURE IN THE MIDDLE OF IT.
ALL OF THAT YOU HAVE TO KNOW IT'S THERE TO EXPERIENCE BECAUSE IT'S SO FAR IN.
THE KEY THEMES FOR THIS CAMPUS WERE TO CREATE A VERY CLEAR MIXED USE MAIN STREAM, WHICH I'LL SHOW IN A MINUTE, IT BECOMES VERY OBVIOUS WHERE THE ENTRANCE TO CAMPUS IS.
AND IT TAKES YOU INTO A CENTRAL CAMPUS SQUARE, THE NEXUS, RALLYING POINT.
MEANWHILE, A PARKWAY THAT CONNECTS THE WEST AND EAST SIDES OF THE CAMPUSES WITH A PARKING ANCHOR, WITH SOLAR SHADES AND OTHER SUSTAINABLE APPROACHES.
AND THEN HELPS TO SLIGHTLY REDEFINE THE ATHLETIC FIELDS INTO A COMMUNITY SPORTS PARK, THAT PROVIDES THE POTENTIAL TO BRING THE CITY IN AS A PARTNER AS WELL.
NOT JUST AS IT OPERATES NOW, WHICH IS A SERIES OF FIELDS BACK IN THE CORNER OF THE PROPERTY NO ONE KNOWS IS THERE UNTIL YOU LIVE ADJACENT.
THIS WOULD HAVE AN IDENTITY AS A CENTRAL GATHERING AREA, NEXT SLIDE PLEASE.
SO THIS SHOWS WHAT THAT MIGHT LOOK LIKE.
IF YOU LOOK IN THE KIND OF THE MIDDLE, YOU SEE THAT MAIN NORTH/SOUTH ROAD ON THE PLAN TO THE LEFT, A BOULEVARD, GREEN STRIP IN THE MIDDLE, THAT'S THE MAIN MIXED USE STREET.
AS YOU TWO THIRDS ON THE RIGHT, THERE IS A GREEN PARK.
THAT IS THE CENTRAL CAMPUS GREEN THAT'S THE NEXUS POINT I DESCRIBED EARLIER.
AND IT IS DEFINED BY ACADEMIC BUILDINGS, EXISTING ACADEMY BUILDINGS AND ON THE OTHER SIDE OF THE STREET, A MIXED-USE BUILDING AND YELLOW AND ORANGE.
AND AT TOP, DEFINING THE ENTRANCES, YOU HAVE PRIVATE DEVELOPMENT OF OFFICE AND OTHER USE US THAT ARE DEFINING A FEW SERIES OF ENTRANCES INTO THIS DISTRICT.
THEN YOU SEE THE KIND OF LARGE CURVING ROAD, STARTS AT THE CIRCLE AND GOES TO THE RIGHT AND WRAPS BACK UP TO WALNUT.
WHAT IS INTERESTING ABOUT THIS CAMPUS IN PARTICULAR HERE, THIS NOW AN APPROACH ALLOWS TWO DIFFERENT THEMES TO COME TOGETHER ON THE CAMPUS WITH THE CENTER OF THAT COMING TOGETHER BEING THE WATER FEATURE.
THAT IS A MORE URBAN MIXED-USE STREETSCAPE WALKABLE PLAN ON THE LEFT SIDE.
AND A MORE PASTORAL GREEN PARK, HEAVY PLAN ON THE EAST SIDE.
[00:30:05]
WHERE THEY COME TOGETHER IS THE ACADEMIC BUILDING.THE TEAMS HERE ARE PRETTY EXCITING.
THINKING ABOUT THE END RESULT.
BUT AS WITH BEFORE, THIS ACTUALLY IS THE PLAN.
THIS ACTUALLY WOULD BE THE CHANGE TO YOUR CURRENT MASTER PLAN.
IT IS SHOWING SEVERAL GREEN BLOCKS OF LAND THAT WOULD BE ACCENTUATED OR TEED UP BY THE INFRASTRUCTURE YOU SEE IN THE STREETS AND THE PARKING.
THIS IS A SLIGHT VARIATION TO YOUR CURRENT PLAN, MOSTLY TO DO WITH WHERE PARKING IS.
AND IN SETTING UP THESE NEW STREET AND ROADWAYS THAT ALLOW THE SITES TO BE CREATED.
IF WE COME IN AND LOOK AT THE CAMPUS SQUARE, THE GREEN NEXUS POINT.
THE ARCHITECTURE CAN BE 100 DIFFERENT THINGS.
THIS IS THE CENTER DEFINING BY THE EXISTING CAMPUS TO THE LEFT.
THIS IS THE ORIENTING PLACE THAT COME -- PEOPLE COME TO RALLY AND SEE THE MAIN IDENTITY BEFORE THEY MOVE INTO THE REST OF THE ACADEMIC BUILDINGS.
IF YOU LOOK AT IT LIKE WE SAW BEFORE FROM THE AIR, THIS IS FROM THE NORTHWEST LOOKING SOUTHEAST, YOU CAN SEE THE DISTANCE THAT COMMUNITY SPORTS PARK THAT NOW ACTUALLY HAS, IS SERVED BY A ROAD.
THAT WOULD BE A GOOD DISCUSSION WITH THE CITY OF RICHARDSON.
THE CORE ACADEMIC CLUSTER OF BUILDINGS WITH THE WATER GOING THROUGH IT.
AS YOU GET CLOSER TO YOU AS THE VIEWER, YOU SEE THE GRID OF STREETS WITH MIXED USE BUILDINGS, ALL CREATING A CRESCENDO WITH THE WELCOME CENTER.
AND WHAT IS I THINK WHAT IS ALSO HELPFUL IN THIS PLAN IS IT CREATES VERY CLEAR ENTRANCES FROM WALNUT AND ABRAMS THAT TAKE YOU INTO THE CAMPUS.
THERE IS GREAT IDENTITY ALONG THE WAY USING NATIVE LANDSCAPING AND OTHER SUSTAINABLE DEVELOPMENT APPROACHES FROM AN ENVIRONMENT STANDPOINT.
WE HAVE SOLAR PANELS ON TOP OF THE GARAGES.
WE HAVE MORE GARAGES TO THE POINT WE DISCUSSED EARLIER.
AND THAT IS REALLY MADE POSSIBLE BY THE REGIONAL LOCATION WE HAVE AT MAIN THOROUGHFARE SECTION.
DR. EGGLESTON, WOULD YOU LIKE TO ADD COMMENTS?
IT HAS BEEN A PLEASURE WORKING WITH YOU AND THE RICHLAND CAMPUS TEAM ON THIS VISIONING FOR THE FUTURE.
IF WE COULD GO BACK TO SLIDE 25 FOR A MOMENT.
I JUST WANT TO POINT OUT WE HAVE LONG-STANDING PARTNERSHIPS IN THE COMMUNITY WE ARE ALREADY WORKING WITH TO LOOK AT HOW THE IMPACT OF THIS PLAN MIGHT AFFECT THEIR OPERATIONS.
WE HAVE A TREE FARM, TEXAS FOUNDATION TREE FARM ON THE ABRAMS ROADSIDE AT THE PRESENT TIME.
IT HAS BEEN IN OPERATION SINCE 2004.
WE'RE VERY PROUD OF THE PARTNERSHIP THIS PAST WEEK.
REGULAR BOARD MEETING THE PLAN WOULD BE TO RELOCATE THE FREE FARM AND GO INSTEAD TO THE NUMBER 16 AREA ON THE BLOCK.
AND THE POTENTIAL TO EXPAND THAT TREE FARM.
WE CAN HAVE 2500 ON THE CURRENT PLACEMENT.
BUT OVER IN AREA 16 WE WOULD BE ABLE TO GROW THAT PARTNERSHIP EVEN MORE.
AND THEN WE HAVE ANOTHER LONGSTANDING PARTNERSHIP BEGAN IN 1992.
AND WE CURRENTLY TOGETHER MAINTAIN TEN PREMIERS SOCCER FIELDS AND FOUR AUCHL ILLY FIELD.
14 FIELDS AND ALL THE AMENITIES WITH SOCCER.
THAT IS A PARTNERSHIP WE SEEK TO MAINTAIN AT AS WELL.
IN OUR PLANNING GOING FORWARD.
WE ARE AT THE EARLY STAGES BUT EXCITED ABOUT THE POSSIBILITIES AND WE KNOW THIS PLAN WILL TAKE A GREAT CONVERSATION WITH OUR COMMUNITY PARTNERS.
AND THE NEIGHBORS AS WE DEVELOP THIS INTO THE FUTURE.
[00:35:08]
THANK YOU.>>: HOW MANY SOCCER FIELDS IF WE DO THIS WILL REMAIN.
PEOPLE COME FROM ALL OVER THE NATION.
>>: THEY COME FROM ALL OVER THE WORLD.
THE CURRENTLY AGREEMENT WOULD ALLOW FOR TWO MORE CLASSIC SOCCER LEAGUE WOULD DEVELOP BUILD ETC. HAT WE HAVE TO LOOK AT THEN IS HOW THAT MAY IMPACT SOME ADDITIONAL PLANNING TO RELOCATE OUR BASEBALL FIELD IN A DIFFERENT DIRECTION.
AND TO EXPAND ATHLETICS AND ADD WOMEN'S SOFTBALL.
THOSE PIECES OF LAND COULD BE REDIRECTED TO SOCCER IN THE FUTURE AS WELL.
AND WE WANT TO MAINTAIN GREEN SPACE AND SOME OF THE BEAUTIFUL AMENITIES THAT ARE ON THE FIELD.
OUR HOPE IS TO MAINTAIN THEM AND THE POTENTIAL FOR TWO MORE.
>>: ANY QUESTIONS FOR TRUSTEES.
>>: AS LONG AS WE DO NOT HURT THE GEESE.
>>: I WAS GOING TO OFFER A SPECIAL FOR HOLIDAYS DINNER.
>>: ALL RIGHT WELL THANK YOU KAY.
THANK YOU FOR BOTH PRESENTATION AND ALL YOUR WORK ON OUR CAMPUSES.
WE HAVE HAD SO MANY STEWARDSHIPS TO MAINTAIN.
[5.A.1) Approval of Order Authorizing the Redemption of the General Obligation Refunding Bonds, Series 2018 and the Redemption of the General Obligation Refunding Bonds, Series 2019; Delegating the Redemption of the Bonds to the Designated Financial Officer Named in this Order; Establishing the Use of Available Debt Service Funds for the Purpose of Affecting this Redemption ]
IS THERE ANYTHING ELSE THAT YOU WOULD LIKE TO BRING TO THE ATTENTION OF THE COMMITTEE? OR SAY ABOUT THE REDUCTION ISSUE THAT WE WILL APPROVE TONIGHT.>>: I WOULD SO THE THING ITEM THAT IS ON THE AGENDA FOR THE BOARD IS THE BOND REDEMPTION FOR THE 2018, 19 REFUNDING BOND.
THIS IS THE REFUNDING IN THE PAST.
THEY WERE TO REFINANCE OUR MORTGAGES IF YOU WILL LOWER RATES.
THIS TIME WE ARE BRINGING A REDEMPTION WE ARE PAYING THINGS OFF.
THEY ARE FROM OUR 2,004 ISSUE.
IF EVERYONE REMEMBERS WE HAD $450Â MILLION.
OUR PRINCIPLE PAYMENT IN FEBRUARY OF 2021.
WILL BRING YOUR BALANCE DOWN TO UNDERSTAND UNDER 90 MILLION.
SO, WE HAVE GREAT STEWARDSHIP.
AS FAR AS OUR CFO, BOND COUNSELORS THAT KEEP ANION THE MARKET.
AND THE COLLEGES BEST INTEREST AND WE MAKE THESE KIND OF DECISION.
DO WE REDEEM BOND, REFINANCE BONDS SO.
NOW WE ARE BRINGING TO YOU THE REDEMPTION.
WE ACTUALLY WILL HAVE A TOTAL GROWTH TAXPAYER OF OVER $61Â MILLION.
THIS AREA IS ONE THAT IS VERY WELL MANAGED BY THE DISTRICT.
BUT ALL THE PEOPLE THAT YOU MENTIONED.
AND YOUR LEADERSHIP IN THIS AREA IS VERY VERY APPRECIATED AS WELL.
AND I SUSPECT THAT WILL SALE THROUGH TONIGHT.
I GUESS WE ARE READY TO ADJOURN.
AND THE FINANCE COMMITTEE MEETING IS ADJOURN.
