LAST TIME WE DISCUSSED THE ONGOING RESPONSE AND ANSWERED QUITE A FEW QUESTIONS REGARDING COVID-19.

WE TALKED ABOUT RETURNING TO CAMPUS AND HOW WE WILL CONTINUE TO DEAL GOING FORWARD.

AND CERTAINLY, THAT IS AN ONGOING CONVERSATION AND DISCUSSION.

YOU'VE SEEN SINCE THE LAST MEETING, I'VE APPOINTED DR. SHARON DAVIS TO HEAD UP THE CRISIS RESPONSE EFFORT DURING THIS TIME.

TODAY, WE HAVE TWO DISTINGUISHED GUESTS JOINING US TO TALK ABOUT THE STATE OF PUBLIC EDUCATION IN THE MIDST OF THIS.

CLEARLY, SOME OF US ARE BACK IN OUR OFFICES.

AS YOU MENTIONED, WE'RE PRACTICING SOCIAL DISTANCING AND WEARING MASKS AROUND EACH OTHER.

BEYOND THAT, BEYOND COVID, OUR DISTRICT HAS SEEN A LOT OF CHANGE OVER THE LAST FEW MONTHS.

CAN YOU SHARE YOUR PERSPECTIVE ON HOW THINGS ARE UNFOLDING AT THIS POINT? CHANCELLOR MAY: CERTAINLY, THERE IS BEEN A LOT GOING ON.

OBVIOUSLY, WE STARTED THIS WORK WAY BEFORE THE CURRENT PANDEMIC THAT'S CREATED SUCH A DISRUPTION TO US, THE STUDENT AND OUR COMMUNITY.

FIRST, I KNOW EVERYONE HEARD THE NEWS.

SACSCOC APPROVED OUR MOVE TO A SINGLE INSTITUTION UNDER THE NAME OF DALLAS COLLEGE.

THAT IS ACCOMPLISHED.

WE'RE MOVING FORWARD.

THIS SHOWS THEIR TRUST IN THE WORK WE'VE BEEN TO TRANSITION TO ONE COLLEGE AND CONFIDENCE IN THE FUTURE OF DALLAS COLLEGE AND ABILITY TO MEET THE NEEDS OF INDIVIDUALS, EMPLOYERS AND ENTIRE COMMUNITY HAD.

SECOND WE ANNOUNCED THE INITIAL ROUND OF DALLAS COLLEGE LEADERS, CHOSEN THROUGH OUR TALENT POOL PROCESS, OF COURSE THAT'S GOING TO CONTINUE AS WE GO FORWARD IN A NUMBER OF DIFFERENT AREAS.

WE TURNED TO WORKING REMOTELY AND STARTED ASKING ABOUT EMPLOYEE ENGAGEMENT.

WITH THE LAST SURVEY, WE ASKED OUR EMPLOYEES ABOUT RETURNING TO CAMPUSES AND THEIR LOCATION.

ABOUT 630 OF OUR PARTICIPANTS RESPONDED.

ABOUT 60% OF THEM ARE STILL UNCOMFORTABLE RETURNING TO A PHYSICAL LOCATIONS.

THE BIGGEST CONCERNS AROUND THAT ARE THE AVAILABILITY OF PERSONAL PROTECTIVE EQUIPMENT, MASKS, THINGS OF THAT NATURE.

HAND SANITIZER AND CONCERNS OTHERS MAY NOT FOLLOW C.D.C. GUIDELINES.

WHAT'S IMPORTANT TO US, OVERWHELMING 92% OF THOSE UNDERSTOOD AND ACKNOWLEDGING UPDATED PROTOCOLS AND SAFETY POLICIES.

AS WE DO RETURN, WE CAN CONTINUE TO KEEP OUR STUDENTS AND WORKFORCE AS SAFE AS POSSIBLE.

AS WE DO RETURN, THE THING THAT MOST PEOPLE WERE LOOKING FORWARD TO WERE SEEING FRIENDS AND COWORKERS.

FOLLOWED BY EASIER ACCESS TO BETTER RESOURCES.

I HAVE TWO MONITORS, AND THAT'S BETTER THAN A 13-INCH MAC.

ALMOST ALL OF OUR RESPONDENTS AGREED THEY HAD THE RESOURCES TO GET BACK TO WORK QUICKLY AND THEY DID UNDERSTAND WHAT WAS EXPECTED IN TERMS OF MAINTAINING A HEALTHY AND SAFE ENVIRONMENT.

OVER 66% NOTED THEY DID HAVE REGULAR IN-PERSON INTERACTION IN THE WORKPLACE.

WE'RE PLEASED OUR WORKFORCE UNDERSTANDS THOSE SAFETY REQUIREMENTS.

WE HAD QUESTIONS REGARDING ISSUES THAT ARE GOING ON IN THE COMMUNITY AND THE COUNTRY RIGHT NOW.

AND SO LET'S START WITH TALKING ABOUT THE RECENT TWO RECENT LANDMARK SUPREME COURT DECISIONS, ONE SUPPORTING DACA, AND ONE SUPPORTING AND PROTECTING GAY, LESBIAN AND TRANSGENDER.

YOU COMMENTED ON BOTH RUL RULINGS.

CAN YOU SHARE YOUR SPECIFIC FURTHER AND NOTE WE ESTABLISHED EMPLOYEE

IF YOU ASKED THREE WEEKS AGO WHAT I THOUGHT WAS GOING TO HAPPEN, WOULDN'T BE WE WOULD BE CELEBRATING LANDMARK DECISIONS.

WE WERE PESSIMISTIC ABOUT BOTH COMING IN.

WE'RE GREATLY APPRECIATIVE THE SUPREME COURT DID THE ONE THING.

IMPACTING OUR STUDENTS, DACA.

AND WE REALLY FOCUSED ON HOW WE CAN HELP OUR DACA STUDENTS MOVE THROUGH.

HOPEFULLY, WE'LL BE ABLE TO GET MORE TO SIGN UP FOR THAT PROGRAM AND CONTINUE.

AND THEN FOR OUR GAY, LESBIAN AND TRANSGENDER EMPLOYEES AS WELL, REALLY GIVING THEM THE PROTECTIONS UNDER LAW THAT FOR ONCE SETTLES THE ISSUE.

AND ALLOWS US TO REALLY WORK BOTH FOR OUR STUDENTS AND WITH ONE ANOTHER TO CARRY OUT OUR MISSION, TO TRANSFORM LIVES AND COMMUNITIES THROUGH HIGHER EDUCATION.

THIS APPLIES TO ALL.

AND I THINK ALL OF US CAN CELEBRATE THE SUPREME COURT HAS AGREED WITH WHAT OUR BOARD AND OUR DISTRICT HAS SUPPORTED IN TAKEN A POSITION ON YEARS AND YEARS AGO.

EXCITING NEWS FOR US AND FOR OUR STUDENTS EMPLOYEES.

>> WELL, DR. MAY, YOU HAVE BEEN VERY VOCAL ON DENOUNCING RACIAL INJUSTICE AND SUPPORTING ONE ANOTHER.

ONE RECENT THING YOU ENCOURAGED US ALL TO TAKE OFF ON JUNETEENTH.

TELL US WHY YOU THOUGHT THAT WAS IMPORTANT TO TAKE PART IN THAT DAY OF REFLECTION AND UNDERSTANDING? CHANCELLOR MAY: I REALLY DO THINK IT WAS FOR THAT PURPOSE, TO PAUSE, REFLECT ON JUNETEENTH AS WE DID LAST FRIDAY.

THIS WAS THE FIRST OF ITS KIND FOR THE DISTRICT TO TAKE THE STEP, WHICH I BELIEVE WAS REALLY NECESSARY FOR US TO STEP BACK, LOOK AT OUR PLACE IN TERMS OF WHAT'S GOING ON, NOT ONLY IN OUR OWN COMMUNITY BUT REFLECT ON WHAT IS TAKING PLACE ACROSS THE COUNTRY RIGHT NOW IMPACTING OUR SOCIETY IN GENERAL.

I REALLY APPRECIATED AT THIS WEEK'S MARATHON, TWO DAYS OF BOARD MEETINGS WHEN CHAIR FLORES MADE THE COMMENT THAT LAW PEOPLE TALK THE TALK BUT WE REALLY DO LOOK AT HOW WE CAN WALK THE WALK IN THIS EFFORT.

AND TO STANDUP FOR WHAT IS RIGHT, TO GIVE A VOICE TO SO MANY WHO HAVE BEEN SILENCED.

AND I REALLY APPRECIATE OUR EMPLOYEES WHO FELT THAT, THE OPPORTUNITY TO REALLY SPEAK UP, VOICE THEIR CONCERNS, AND REFLECT ON WHAT IS TAKING PLACE.

AND HOW WE AS AN ORGANIZATION CAN REALLY RESPOND AND LEAD TO ADDRESS ISSUES OF A RACIAL INEQUITY, TO SUPPORT EQUITY AT ALL LEVELS, INCLUDING ECONOMIC EQUITY WITHIN OUR COMMUNITY.

I APPLAUD EACH OF OUR EMPLOYEES WHO ENGAGED AND TOOK ADVANTAGE OF THE OPPORTUNITY AND LOOKED HOW THEY COULD BECOME MORE KNOWLEDGEABLE AND HOW THIS STANDS AS A POINT IN TIME OF HISTORY AS WELL.

THE ACTIONS OF LAW ENFORCEMENT HAVE BEEN QUESTIONED NATIONWIDE IN LIGHT OF THE DEATHS OF GEORGE FLOYD AND BREONNA TAYLOR AND OTHERS.

MANY ARE URGING LOCAL GOVERNMENTS TO DEFUND POLICE DEPARTMENTS AND REALLOCATE FUNDS IN A DIFFERENT SORT OF WAY, INCLUDING EDUCATION.

SHARE WITH US, IF YOU WILL, WAYS THAT THE CURRENT CLIMATE HAS PROMPTED ANY CHANGES WI -- WITHIN OUR OWN DEPARTMENT.

FIRST THING I WOULD LIKE TO SAY TO THE DALLAS COLLEGE COMMUNITY AND THE GREATER COMMUNITY, WE HEAR AND SEE YOU AND STAND WITH YOU AND SUPPORT YOU AT THE POLICE DEPARTMENT.

WHAT I'VE BEEN HEARING TALKING TO PEERS AND LISTENING TO WHAT PEOPLE ARE

SAYING, THE COMMUNITY IS SAYING THEY WANT ACCOUNTABILITY IN POLICING.

AND THEY WANT IT AT ALL LEVELS IN POLICING.

AND WHEN THERE ARE ISSUES IN POLICING, THEY WANT THOSE ISSUES TO BE ADDRESSED IN A TRANSPARENT MANNER.

THAT STARTS AT THE TOP OF ANY ORGANIZATION, INCLUDING OURS, HOLDING MYSELF ACCOUNTABLE.

WHAT HAPPENS IN THE ORGANIZATION, AND ALL OFFICERS HOLDING EACH OTHER ACCOUNTABLE FOR WHAT THEY SEE AND DO.

IF THIS MOVEMENT, THIS MOMENT CAUSED ALL OF LAW ENFORCEMENT TO TAKE A PAUSE AND LOOK AT OURSELVES INTERNALLY IN POLICING.

AND WORK WITH THE COMMUNITY TO DETERMINE WHAT IS THE BEST WAY TO DELIVER SERVICES.

THE COMMUNITY HAS TO BE INCLUDED IN HOW WE DELIVER SERVICES TO THEM.

AND THEY HAVE TO KNOW THEIR VOICE IS BEING HEARD.

AND THAT WE'RE TRANSPARENT IN HOW WE MAKE DECISIONS, WE'RE TRANSPARENT IN HOW THOSE DISCIPLINARIIC DISCIPLINARY CASES OR USE OF FORCE CASES COME OUT.

AND EDUCATE THE COMMUNITY AND TAKE THAT INTO ACCOUNT WHEN WE LOOK AT POLICY.

THE GREATER TRANSPARENCY BRINGS ABOUT TRUST AND BUILD THAT TRUST.

WE CAN HAVE THAT LEGITIMACY SIX PILLARS OF COMMUNITY POLICING CAME OUT.

WE'RE LOOKING FOR THAT IN THE EYES OF OUR COMMUNITY.

WE LOOKED AT OUR POLICIES.

WE BANNED CHOKE HOLDS, THAT'S BEEN BANNED IN OUR DALLAS COLLEGE SINCE I BEGAN.

WE ALSO LOOKED AT OUR POLICIES.

WE HAVE UPDATED OUR POLICIES TO INCLUDE A DUTY TO INTERVENE, NOT JUST DURING AN EXCESSIVE FORCE BUT IF THERE IS CONDUCT THAT IS CONTRARY TO OUR POLICIES AND PROCEDURES.

WE REVIEWED OUR TRAINING.

OUR OFFICERS ARE TRAINED IN DEESCALATION, FAIR AND IMPARTIAL POLICING.

WE'RE GOING TO CONTINUE THAT AND THAT TRAINING.

WHAT THIS MOVEMENT AND MOMENT HAS DONE IS CAUSED US IN POLICING TO PAUSE, TO MAKE SURE WE'RE PROVIDING A LEVEL OF SERVICE THAT OUR CITIZENS AND OUR STUDENTS, STAFF NEED AND DESIRE.

WE'RE LISTENING AND WE SEE IT.

AS I SHARED WITH YOU, I REALLY APPRECIATE THE CONVERSATIONS I'VE HAD WITH MANY OF OUR EMPLOYEES WHO HAVE REALLY OPENED UP, SHARED THEIR EXPERIENCES AND PERSPECTIVES AND OPINIONS.

I REALIZED THROUGH THIS, THIS IS NOT THE FIRST TIME THAT WE'VE HAD THE OPPORTUNITY FOR THESE CONVERSATIONS BUT THEY TEND TO DIMINISH OVER TIME.

I BELIEVE IT'S GOING TO BE IMPORTANT FOR US TO CONTINUE TO HAVE THESE ONGOING DIALOGUES AS STUDENTS RETURN TO ENGAGE THEM MORE IN THESE DISCUSSIONS BECAUSE WE REALLY SET A HIGH BAR FOR BOTH EQUITY AND FAIRNESS FOR ALL.

WE'VE HEARD OUR BOARD CHAIR TALK ABOUT THE IMPORTANCE OF CIVILITY.

IT GOES BEYOND THAT.

IT'S MORE OF TRUST AND INCLUSION AND ENGAGEMENT OF EVERYONE.

I HAVE TO SAY, I REALLY APPRECIATE THOSE EMPLOYEES THAT TOOK TIME TO REACH OUT TO ME, TO REACH OUT TO OTHERS, TO SHARE YOUR PERSPECTIVE, YOUR INSIGHT, YOUR ANGER, YOUR FRUSTRATION AND PAIN AS WE DEALT WITH THAT AND REALIZING STUDENTS ARE EXPERIENCING THE SAME THING.

AND IN FACT, WE MAKE SURE WE KEEP THINGS GOING AND I MEET INDIVIDUALLY WITH DR. MAY AND JUSTIN AND TEAM STAFF MEMBERS.

WE ALSO MEET REGULARLY WITH OTHER GROUPS AND TALK ABOUT THINGS.

WE SERVE THE SAME COMMUNITY AND TAXPAYERS.

LET ME TELL YOU WHAT WILL HAPPEN IN 2021, THANKS TO DALLAS COLLEGE, BY 2021 WE'LL HAVE 15% OF OUR STUDENTS GRADUATING WITH AN ASSOCIATES DEGREE BEFORE THEY START THE SIX-YEAR PERIOD.

THIS HAS BEEN DRIVEN BY OUR TREMENDOUS DUAL CREDIT PARTNERSHIP WITH THE COMMUNITY COLLEGE.

AND THEN OF COURSE, THE BURGEONING SUCCESS OF DALLAS COUNTY PROMISE IS GOING TO AUGMENT THAT.

WE STARTED ON THIS JOURNEY, IT WAS KIND OF A, WE KNEW WE WERE SUCCESSFUL WITH THE EARLY COLLEGE STAND ALONE MODELS, THEY WERE DOING GREAT.

WE STARTED TESTING THE SCHOOL WITHIN A SCHOOL MODEL.

AND THAT KIND OF TOOK OFF.

AND THEN WE WERE ABLE TO INCUBATE, REPLICATE AND GONE TO SCALE, AND NOW THOSE STUDENTS WHO MAY NOT HAVE BEEN NECESSARILY THINKING ABOUT COLLEGE ARE NOW GRADUATING WITH AN ASSOCIATES DEGREE.

ONE THING WE LEARNED ABOUT P-TECH, YOU HAVE CREDIT IN ESCROW, NOW YOU HAVE SUCCESS AND NOW A BACHELORS DEGREE IS EXTREMELY POSSIBLE.

SO NONE OF THIS WOULD HAVE BEEN POSSIBLE WITHOUT OUR GREAT PARTNERSHIP.

YOU HAD TO MOVE MOUNTAINS AND SO DID WE.

YOU HAD TO MOVE RESOURCES, SO DID WE.

AT THE END, OUR STUDENTS AND COMMUNITY ARE GOING TO BE BETTER.

SO IT IS PROVIDED INCREDIBLE OPPORTUNITY.

MORE IMPORTANTLY, CHANGES THE LANDSCAPE OF CONVERSATION.

WHEN THESE YOUNG PEOPLE START GRADUATING AND HAVE A DISPOSAL INCOME AND A GOOD JOB WITH A GOOD COMPANY, THEY ARE GOING TO BE ABLE TO BUY PROPERTY IN SOUTHERN DALLAS.

ONCE THEY BUY PROPERTY, THEY WILL DEMAND A GROCERY STORE AND STARBUCKS AND TELEHEALTH AND ACTUALLY, HEALTH CLINICS IN THEIR COMMUNITY.

AND IT'S A LONGER-TERM, ALL OF US WANT INSTANT GRATIFICATION.

BUT IF YOU STAY IN THIS FOR A LONG TIME, THIS IS WHAT DALLAS COLLEGE IS HELPING US CHANGE.

I'VE ALWAYS HAD A REAL APPRECIATE FOR THE GREAT WORK IN K-12.

MY WIFE WAS A PRINCIPAL AND ELEMENTARY TEACHER.

SO I'VE COME ABOUT THAT NATURALLY.

I HAVE TO SAY, TO SEE HOW WE CAN COME TOGETHER TO REALLY REMOVE THOSE BARRIERS FOR STUDENTS AND TO NOT SAY NO TO EACH OTHER IN THE PROCESS HAS MADE ME NOT ONLY PROUD TO BE A PART OF THIS, BUT FRANKLY WILLING TO FIGHT TO MAKE SURE WE CONTINUE TO SOLVE THE PROBLEMS FOR INDIVIDUALS.

THE TEXAS EDUCATION AGENCY AS WELL AS THE TEXAS HIGHER EDUCATION COORDINATING BOARD MANDATES WE SUPPORT THESE STUDENTS WHO ARE HISTORICALLY UNDERSERVED, NOT ONLY FOR EQUITY ISSUES BUT ALSO TO PROVIDE ACADEMIC AND SOCIAL SUPPORT TO THEM AND HIGHLY PERSONALIZED ATTENTION AS WELL AS RIGOROUS INSTRUCTION.

WE HAVE A NEW STUDENT ORIENTATION FOR ONLINE COURSE SUCCESS CALLED GETTING READY FOR ONLINE LEARNING ON OUR WEBSITE AVAILABLE TO ALL STUDENTS.

BUT THIS IS AN AREA THAT WILL NEED MORE INTENSIVE SUPPORT FOR, ESPECIALLY IN THE FALL WHEN WE'RE GOING TO HAVE PRIMARILY ONLINE COURSES.

AND WE WILL NEED TO CONTINUE TO WORK WITH OUR PARTNERS TO DEVELOP THOSE.

WE HAVE SEEN VOLATILITY IN TAXES AND WE'RE GOING TO SEE THAT IN THE COLLECTIONS, ESPECIALLY THE BUSINESS COLLECTIONS SIDE BECAUSE OF THE COVID CRISIS.

WE HAD AT LEAST A 98%.

WHAT YOU HAVE SEEN IN OUR BUSINESS COLLECTIONS, TAX COLLECTIONS AT 98%, BRINGING THAT BACK DOWN DO A 90%, TO TAKE INTO ACCOUNT WE HAVE BUSINESSES THAT SUFFERED AND THAT MAY NOT BE ABLE TO MEET THOSE PAYMENTS.
