THE STATE PASSED THE FIRST BILL MORE THAN 20 STATES FOLLOWED AFTER WE SIGNED THE BILL ALLOWING INDIVIDUALS SUCH AS DACA RECIPIENTS TO ATTEND COLLEGE AT IN-STATE TUITION.
HERE, I'M GOING TO PASS IT OFF TO MY COLLEAGUE, WHO IS GOING TO TALK ABOUT THE WORKING WE'RE DOING AT OUR COLLEGES.
I JUST WANT TODAY SHARE A LITTLE BIT OF WORK THAT WE HAVE BEEN DOING TO SUPPORT STUDENTS.
IN THE CURRENT CLIMATE WHERE THERE SEEMS TO BE CRISIS AND SLOW BURNING STRESS, STUDENTS ARE IN GREAT NEED OF OUR SUPPORT WITH THEIR MENTAL HEALTH.
I SHARED PREVIOUSLY, MANY STUDENTS ARE EXPRESSING INCREASED LEVEL OF STRESS, HOPELESSNESS AND ABANDONMENT.
AS ISAAC DISCUSSED, THE JOURNEY OF THE DACA STUDENT, HOW ARE WE DOING THAT WORK AND HOW CAN WE DO IT BETTER? THE BEST WAY FOR US TO ANSWER IS TO SIMPLY ASK STUDENTS.
JUST AS WE DID WITH OUR STUDENT EXPERIENCE SURVEY.
SO I'M GOING TO DEFER HERE TO THE RESULTS FROM A NATIONAL ONLINE SURVEY ADMINISTERED BY THE DREAM.U.S.
ORGANIZATION CALLED IN THEIR OWN WORDS.
AND THIS SURVEY SHOWS A RESULT OF YOU SEE THE FIRST GRAPHIC THERE, IT SAYS 90 -- 97% OF RESPONDENTS SAY COLLEGE DEGREES ARE NOT JUST IMPORTANT BUT EXTREMELY IMPORTANT.
WE KNOW IT'S VERY IMPORTANT FOR THEM TO GET A DEGREE SO THEY CAN HAVE A BETTER LIFE.
BUT ADDING THE FACTOR OF THE FEAR OF THE DREAM DUE TO THE UNCERTAINTY OF THE LEGAL STATUS.
THE SURVEY THEREFORE SHOWS IN THE SECOND GRAPHIC THERE, THAT DUE TO THE UNCERTAINTY, 83% OF RESPONDENTS REPORT FEELING VERY ANXIOUS AND CONCERNED ABOUT THEIR MENTAL HEALTH.
THAT SUPPORTS WHAT WE'RE HEARING AT HOME ARE OUR DCCCD DACA STUDENTS.

THEY EXPRESS CONFLICTION WITH FEELING BETWEEN CULTURES.THESE ARE STATEMENTS ACTUALLY FROM OUR STUDENTS THAT THEY EXPRESS ANGUISH AND UNCERTAINTY AND THEY NEED THEIR COLLEGE DEGREE FOR THEIR FUTURE AND FAMILIES' FUTURE.
AND I AM VERY CONCERNED ABOUT MY MENTAL STABILITY.
WITH THAT, WE TAKE SOME OF THE RECOMMENDATIONS FROM THIS REPORT AND YOU'LL SEE SOME OF THAT ON THE SLIDE AS WELL THAT SHOWS THAT THE DREAM U.S.
ORGANIZATION MAKES A RECOMMENDATION FOR US TO ESTABLISH RESOURCE CENTERS AND OFFER CULTURALLY APPROPRIATE SERVICES.
WE'RE REALLY IN A GREAT POSITION.
FOR YEARS ACROSS OUR COLLEGES, WE HAVE ALREADY HAD MULTICULTURAL CENTERS AND INTERNATIONAL CENTERS THAT HELP TO SERVE THE SPECIAL POPULATION.
BUT WE'VE HAD TO MAKE SOME CHANGES IN THAT.
AND WITH THAT, THESE CENTERS ARE NOW PARTNERING WITH OUR CARE TEAMS AND COUNSELORS NOR INTENTIONALITY SPECIFICALLY SO WE PROVIDE THE CULTURALLY APPROPRIATE AND SENSITIVE MENTAL HEALTH SUPPORT THEY NEED DURING THESE TIMES.
WE ARE ALSO OFFERING MONTHLY, VIRTUAL MENTAL HEALTH FORUMS FOR ALL OF OUR STUDENTS.
AND WE'RE ALSO TAKEN INTO CONSIDERATION SPECIAL POPULATIONS.
AND PARTICULARLY, IN THIS CONVERSATION WE DO HAVE SESSIONS FOR IMMIGRANTS STUDENTS AS WELL.
OUR COUNSELORS ARE, YOU KNOW, INTENTIONALLY BEING TRAINED AND FINDING AS MUCH DIRECTION AS THEY CAN FROM THE TEXAS COUNSELORS ASSOCIATION, THE AMERICAN COUNSELORS ASSOCIATION AND HOW TO SERVICE ALL OF OUR STUDENTS.
IN ADDITION, TRUSTEE BRAVO AND MS. MOLINA AND MARKETING TEAM ARE WORK TOGETHER TRYING TO FIGURE OUT DETAILS HOW TO HOST PREVIOUSLY PLANNED IMMIGRATION FORUMS PLANNED TO FACE-TO-FACE BUT NOW MOVED TO VIRTUAL FORMAT.

AND THE THOUGHT OF BEING KICKED OUT OF THEIR HOME, PRETTY SCARY.
SO THIS IS WHY I WANT YOU TO BE AWARE OF WHAT SOME OF OUR STUDENTS ARE GOING TO BE FACING IN THE NEXT MONTH IF WORK PERMITS ARE ENDED.
MANY OF OUR STUDENTS WHO HAVE THESE WORK PERMITS GET THEM FOR TWO YEARS AT A TIME.
THEY ARE GOING TO HAVE WORK ELIGIBILITY POTENTIALLY FOR THREE, SIX, MONTH, A YEAR OR TWO, DEPENDING ON THE LAST RENEWAL.
I THINK MANY OF THEM ARE GOING TO BE DEALING WITH THIS AT DIFFERENT TIMES.
LET'S SAY DACA IS CANCELED IN THE NEXT MONTH, IF I GOT MY WORK PERMIT RENEWED, I HAVE WORK ELIGIBILITY FOR TWO YEARS.
AND I KEEP STUDYING AND GET A JOB.
I'M GOING TO GET MY JOB AND MY WORK ELIGIBILITY WILL END AND THEN WHAT DO THEY DO? I WANT YOU TO BE AWARE, THIS IS NOT JUST GOING TO BE A ONE-TIME DEAL IF IT ENDS, IT'S A CONTINUING PROBLEM.

AND LASTLY, I WANTED THIS TO BE BROUGHT UP AS A CONVERSATION WITH THE BOARD BECAUSE I GET ALL THESE DIFFERENT EMAILS FROM DIFFERENT RESOURCES ALL OVER THE STATE AND COUNTRY.

WE'RE TALKING ABOUT UNDOCUMENTED STUDENTS WHO MAYBE WERE TOO YOUNG TO APPLY FOR DACA.
BECAUSE YOU HAD TO BE FLEAS 15 AT LEAST 15 YEARS OLD.
IT'S BEEN THREE YEARS SINCE THE PROGRAM ENDED.
I KNOW SEVERAL EARLY COLLEGE HIGH SCHOOL STUDENTS DON'T HAVE DACA, ARE UNDOCUMENTED AND IN OUR SCHOOLS AND SYSTEM.
WE NEED TO TAKE CARE OF THESE PEOPLE.
AND I KNOW THAT OUR BOARD HAS A HISTORY OF FINANCIALLY SUPPORTING THESE STUDENTS, WHICH I THINK IS GREAT.
BUT I THINK WE NEED TO DO MORE.

AT ANY POINT IN TIME, CONGRESS CAN SAY WE'RE GOING TO PASS A BI-PARTISAN BILL.
IT'S BEEN PROPOSED SEVERAL TIMES SINCE 2001.
AND IT'S CONNECTED TO COMPREHENSIVE IMMIGRATION REFORM.
THEY DON'T WANT TO TREAT IT AS A STAND-ALONE BILL.
OBVIOUSLY, IF THE SUPREME COURT WERE TO END THIS PROGRAM, I THINK IT WOULD GO TO CONGRESS TO DECIDE, ARE WE GOING TO ACT AND PASS A BIPARTISAN LEGISLATION TO HELP RIGHT NOW IT'S ABOUT 700,000 BENEFICIARIES.
THE NUMBERS ARE ABOUT A MILLION OF PEOPLE WHO WE THINK WOULD BENEFIT FROM THIS PROGRAM.

SO AS WE LOOK AT 5 MILLION SQUARE FEET, 162,000 STUDENTS, 7,000 EMPLOYEES, WHAT REALLY COMES DOWN TO US IS BOTH A MATHEMATICAL CHALLENGE AND A SCIENCE CHALLENGE.
THE SCIENCE BEING THAT WE NEED TO FOLLOW THE GUIDELINES THAT HAVE BEEN LAID OUT AND ENDORSED AND SUPPORTED BY THE STATE.
THE NUMBERS ISSUE IS THAT FOR THE SCREENING REQUIRED, FOR EXAMPLE, WE CANNOT POSSIBLY SCREEN EVEN THE 40,000 PEOPLE A DAY THAT ARE COMING ONTO OUR CAMPUS AT THE LEVEL REQUIRED TO ENSURE SAFETY.
AS YOU MAY HAVE READ TOO, THIS IS COMPLICATED A BIT BECAUSE OF ONGOING LITIGATION THAT'S THERE AGAINST COLLEGES AS A RESULT.
AND THE HIGHER EDUCATION HAS ASKED FOR WAIVER OF LIABILITY FROM CONGRESS AS WE GET INTO THIS, SINCE WE UNDERSTAND THAT THERE ARE RISKS EVEN OPENING BACK UP.
AND OUR GOAL IS TO NOT PUT PEOPLE IN HARM'S WAY.
AS WE GET THERE, HOWEVER, AT THIS TIME, NONE OF THOSE WAIVERS HAVE BEEN GRANTED AS MUCH.
