THIS IS AN EXAMPLE OF A TRUE PARTNERSHIP IN A FAST-GROWING AREA AND TO PROVIDE CRITICAL TRAINING, CERTIFICATES AND DEGREES.

AND IT WAS OVER 400 STUDENTS TO EARN CREDIT AND DO COURSE WORK WITHIN THE FORNEY ISD.
YOU MIGHT RECALL IN SPRING OF LAST YEAR, 2020, WE WERE ABLE TO EXPAND THE PARTNERSHIP OF THE TEXAS TECH UNIVERSITY.
TO MAKE A SEAMLESS TRANSFER FROM THE TWO-YEAR DEGREE TO FOUR-YEAR DEGREE.
WE ALSO WERE CONCENTRATING WORKFORCE PROGRAMS MEET MARKET DEMAND.
WE'LL GO AHEAD AND GET TO THE PROPOSAL.
HERE, YOU WILL FIND THAT FORNEY ISD HAS PROPOSED TO PROVIDE INSTRUCTIONAL AND SPACE AND EQUIPMENT.
AND QUICKLY, I WANT TO KIND OF EXPAND ON WHAT THAT REALLY MEANS.
IT MEANS A SMOOTHER DEGREE, PATHWAY IT MEANS INCREASED ENROLLMENTS.
IT ALSO MEANS COMPLETION OF STACKABLE CERTIFICATES THAT LEAD NOT ONLY TO THE ASSOCIATE'S DEGREE BUT TO THE FOUR-YEAR DEGREE AT WE PARTNERED WITH TEXAS TECH.
AND WE WOULD HAVE THE OPPORTUNITY TO DO REVERSE TRANSFER WITH THIS PARTNERSHIP.
I ALSO WANT TO MAKE SURE THAT WE MAKE CLEAR THIS PARTNERSHIP HAS NO LEASE AGREEMENT OR NO FEES.
IT'S STRICTLY LAB SPACE AND EQUIPMENT.
AS WE MOVE THROUGH THIS PROPOSAL.
DALLAS COLLEGE WILL PROVIDE THE CURRICULUM AND INSTRUCTION.
WE HAVE AGREED, DR. TERRY AND I AND OUR TEAMS HAVE VISITED OVER THE PAST YEAR ON THIS PROPOSED PARTNERSHIP.
THAT WE DON'T WANT TO HAVE INCREASE EXPENSE ON FACULTY.
WE FEEL THAT WE CAN USE THE FACULTY THAT ARE ALREADY PART OF THESE PROGRAMS AS WELL AS OUR PROPERTY AND CREDENTIAL THE TEACHERS THAT ARE WITHIN THESE PROGRAMS AT THE FORNEY INDEPENDENT SCHOOL DISTRICT.
THAT IS SOMETHING TO CONSIDER OF VALUE, TO NOT ONLY DALLAS COLLEGE BUT FORNEY INDEPENDENT SCHOOL DISTRICT.
WHAT IS IN THIS PROPOSAL THAT IS A LITTLE DIFFERENT? CURRENTLY, WE OFFER DUAL CREDIT TUITION WAIVER, FOR IN-DISTRICT TUITION.
THIS PROPOSAL, BECAUSE OF THE INSTRUCTIONAL SPACE AND LAB AND EQUIPMENT, AND WE'RE ABOUT MAINTENANCE WE ASK WE PROVIDE A IN ADDITION, ALSO LOOKING AT COMMUNITY MEMBERS THAT RESIDE WITHIN FORNEY INDEPENDENT SCHOOL DISTRICT AND EMPLOYEES THAT GET THE IN-DISTRICT RATE.
WHEN WE TALK ABOUT SPACE, WE HAVE MAXIMIZED OUR SPACE AT EASTFIELD, PARTICULARLY IN OUR THEM INTO THE PROGRAM SIMPLY BECAUSE WE DON'T HAVE ENOUGH LAB SPACE.

IN FACT, FORNEY IS IT D IS THE SECOND -- ISD IS THE SECOND FASTEST GROWING IN THE STATE OF TEXAS, PREDICTED TO GROW WITH OVER 8700 NEW HOMES.
IN FACT, I SAW A NEW DEMOGRAPHIC PROJECTIONS OF OVER 23,000 FUTURE PLANNED LOTS.
WE ARE ONE OF THE FASTEST GROWING AREAS IN THE STATE RIGHT NOW.
AND WE'VE BEEN TOLD THAT WE ARE HONESTLY IN A SETTING WHERE WE'RE ALMOST RECESSION PROOF BECAUSE OF LOCATION AND PRICE POINT.
WE'VE ALSO SEEN SOME SUBSTANTIAL GROWTH NOT ONLY IN OUR HOMES BUT ALSO IN OUR INDUSTRY AS WELL.
AND JUST WANTED TO TOUCH ON THAT REAL QUICK.
SINCE WE STARTED OUR PARTNERSHIP, WE'VE ACTUALLY BEGAN TO EXPAND OUR INDUSTRIAL GROWTH RIGHT OFF THE 80 CORRIDOR AND THE HUNT BROTHER'S PROPERTY.
AND JUST RECENTLY OPENED A REGIONAL GOOD YEAR FACILITY AS WELL AS A STARTED INTO AMAZON DISTRIBUTION CENTER.
AND THIS HASN'T BEEN COMPLETELY ANNOUNCED BUT I WAS MADE AWARE OF $80 MILLION SECOND AMAZON FACILITATE UNDER CONSTRUCTION OVER THE NEXT FEW MONTHS.
WE HAVE POTENTIAL INDUSTRIAL GROWTH WHICH BRINGS JOBS.
WITH THAT, IF YOU WILL MOVE TO THE NEXT SLIDE.
WE ARE PROJECTING A 10-YEAR FORECAST OF NOT ONLY A LOT OF NEW HOMES BUT A LOT OF ME CHILDREN.
WITH THAT COME A LOT OF NEED FOR EDUCATION.
OUR COMMUNITY HAS A PASSION FOR BRINGING HIGHER EDUCATION INTO FORNEY.
AND AS EVIDENT TO THE EXPONENTIAL GROWTH WITH EASTFIELD COLLEGE AND WITH THE OPPORTUNITY TO EXPAND INTO THE DALLAS SYSTEM, WE'RE EXTREMELY EXCITED.
AS YOU CAN SEE, WE HAD IN OUR PROJECTED GROWTH, ALL THAT YELLOW THAT MEANS WE REACHED CAPACITY IN OUR CURRENT FACILITIES.
SO MOVING INTO THE NEXT SLIDE, THIS PAST FALL WE BROUGHT OUR COMMUNITY TOGETHER AND PROPOSED A $623 MILLION BOND REFERENDUM.
AND VERY EXCITED TO BE ABLE TO PASS THAT SUCCESSFULLY WITH OVER 73% APPROVAL RATING, WHICH IS SUBSTANTIAL AS YOU KNOW.
OUR BOND WAS APPROVED THIS FALL.

AS WELL AS ABOUT $10 MILLION WORTH OF COLLEGE AND CAREER EXPANSION OPPORTUNITIES.
WANTED TO SLOW DOWN AND HIT ON THOSE A LITTLE BIT.
TO DR. TEALER'S POINT EARLIER, WITH OUR PARTNERSHIPS, SOME OF THE GREAT OPPORTUNITIES WE'VE HAD IS TO REVIEW AND TOUR SOME OF YOUR FACILITIES.
AS WE LOOKED AT DOUBLING OR TRIPLING OUR WELDING SPACE, WE'RE OPENING A NEW WELDING FACILITATED THIS FALL, MODELED AFTER THE EASTFIELD COLLEGE FACILITY THAT YOU CURRENTLY HAVE IN OPERATION.
WE'VE ALSO EXPANDED AND THIS IS A GREAT OPPORTUNITY TO REALLY EXPAND OUR PARTNERSHIP WITH THE DALLAS SYSTEM AS A WHOLE.
BUT WE ARE ALWAYS ADDING A $3 MILLION EXPANSION TO OUR ANIMAL SCIENCE CENTER, INCLUDING VET MED AS WELL AS DOGGY DAYCARES AND OTHER ANIMAL SCIENCE PROGRAMS. WE ADDED AND EXPANDED IN WORKING PREVIOUSLY WITH EL CENTRO, THE CULINARY PROGRAM

WE HAVE AN OPPORTUNITY THIS SUMMER TO TACKLE ABOUT $150,000 SAFETY AND SECURITY PROJECT THAT WOULD ALLOW US AT NORTH FORNEY HIGH SCHOOL TO PROVIDE OUR PARTNERSHIP AN EXPANSION THAT COULD OPEN AS SOON AS THIS FALL.
THAT COULD INCLUDE THREE WITH THE POTENTIAL OF FOUR ADDITIONAL CAREER SPACES.
ONE BEING THE ELECTRICAL TECHNOLOGY PROGRAM THAT WE PARTNERED WITH EASTFIELD IN THE PAST ON.
THAT'S THE FIRST IN THE STATE OF TEXAS THAT WE'RE EXCITED ABOUT.
AS WELL AS AN ADDITIONAL WELDING FACILITY THAT WOULD BE AVAILABLE ON TOP OF THE ONE, WE MENTIONED.
POTENTIAL OF HVAC EXPANSION BY '21 AND ALSO EVEN INTO THE MECHATRONICS AREA, I KNOW AMAZON WOULD BE EXCITED TO PARTNER WITH US ON.
THAT PROJECT COULD BE UP AND RUNNING BY AS EARLY AS THIS FALL.
AS YOU CAN SEE WITH OUR PROJECTED FIVE-YEAR PLAN, WE'RE CONTINUING TO OPEN ADDITIONAL ELEMENTARIES TO MEET OUR GROWTH.

AND ON TOP OF THAT, WHAT WE FORESEE THIS BEING IS SOMETHING MOST PEOPLE HAVE NEVER THOUGHT THROUGH.
AND THAT IS BRINGING THE EXPERIENCE OF THE BUSINESS AND THE WORKFORCE INTO THE LEARNING SETTING ITSELF.
AND SO THE POSSIBILITY OF BRINGING INCUBATOR SPACE AND WORKING WITH RDC AS WE GROW AS WELL AS OTHER PARTNERSHIPS THAT MAY BE INCLUDED.
WE THINK IT HAS THE OPPORTUNITIES TO REALLY EXPAND AND BE A MODEL FOR OTHERS TO FOLLOW.

THE WONDERFUL THING WHEN WE LOOKED AT OUR SPACE AND THEIR SPACE, WE CAME UP WITH ABOUT A MILLION DOLLARS IN EQUIPMENT.
IT'S NOT JUST CURRENT GROWTH, IT'S ABOUT FUTURE GROWTH.
AND THEN, THE OTHER AREAS THAT HE'S TALKED ABOUT IS NOT JUST EASTFIELD, WE WANT TO BE THE PORTAL TO THE ONE COLLEGE SYSTEM.
THAT IS WORKING WITH DR. SEABROOKS WITH THE VET TECH PROGRAM AND DR. ADAMES WITH CULINARY AND GOOGLE.
WE'RE EXCITED TO BRING THE CAPACITY OF THIS PARTNERSHIP AND ALSO SHARE THE SPACE WITHOUT HAVING THE ADDITIONAL LEASE AND FEES AND STUFF LIKE THAT.

WE ALSO FEEL OUR INSTRUCTIONAL STRENGTH OF OUR FACULTY AND USING THE CURRICULUM DEVELOPMENT AND STRENGTH OF THE ONE COLLEGE AS WE LOOK AT WHAT SACSCOC REQUIREMENTS ARE OFFERING THESE PROGRAMS THAT CAN BE ACCOMPLISHED EASILY.
A WE LOOK AT THE VALUE OF DALLAS COLLEGE, FORNEY, AND TEXAS TECH WE'RE ANSWERING THE NEED OF INDUSTRY, WHETHER IT BE A WORKFORCE PROGRAM THAT THE STUDENTS ARE INTERESTED IN OR THAT TRANSFER COMPONENT THAT WE COULD SEE THE VALUE AND MEASURE AND MAKE SURE IT'S SUSTAINABLE AND SCALABLE.
IF THE BOARD APPROVES US TO MOVE FORWARD, WE WOULD LIKE TO BRING YOU AN AGREEMENT FOR AUGUST TO ACTUALLY PUT THIS PARTNERSHIP IN PLACE.
AND THEN WE CAN START REALIZING THE VALUE OF THE SPACE.
AND DR. TERRY AND HIS TEAM HAVE BEEN SO SUPPORTIVE THAT THEY WANT US AROUND THE TABLE TO HELP DEVELOP THE LAB SPACE AND HELP FACULTY COMING IN AND SHARING THEIR TEACHING AND LEARNING EXPERTISE SO THAT OUR STUDENTS CAN HAVE A SEAMLESS TRANSFER.

IF YOU HAVE SEEN ONE OF THESE RELATIONSHIPS, YOU HAVE SEEN ONE OF THESE RELATIONSHIPS.
EACH TEND TO BE UNIQUE AND REALLY TAILORED TO THE SPECIFIC SITUATIONS THAT EXIST.

I THINK HOUSE BILL 5 CHANGED IT EVEN MORE DRAMATICALLY WITH THE PARTNERSHIPS WITH K-12.THE IMPLEMENTATION OF P-TECH PROGRAMS CREATED OTHER OPPORTUNITIES TO CHANGE THOSE RELATIONSHIPS.
WHAT WE REALLY HAVE BEEN IN THE PROCESS OF DOING, I THINK ACROSS THE STATE, IS SHIFTING FROM AN INSTITUTIONAL FOCUS TO A STUDENT AND COMMUNITY FOCUS.
WITH THE UNDERSTANDING BECAUSE WE DON'T HAVE IS A STATE SYSTEM OF COMMUNITY COLLEGES, THERE IS IN FACT A LACK OF EQUITY OF OPPORTUNITY THROUGHOUT THE STATE.
AND MANY COMMUNITIES REALLY SUBJECT TO VOTER ACTION OR INACTION OVER THE YEARS, WHATEVER REASON GOOD OR BAD, LEFT COMMUNITIES WITH OPPORTUNITIES, OTHERS WITHOUT THEM.
SO WHILE AS A BOARD WE HAVE ENGAGED PREVIOUSLY IN TERMS OF THESE TYPES OF COLLABORATIVES, I WOULD SAY THAT MY PERSPECTIVE ON THAT IS THAT IS A SECOND CHOICE.
I ASKED DR. TAYLOR TO MEET WITH THE PRESIDENT AT TRINITY VALLEY COLLEGE.
TO SEE IF THERE IS NOT A WAY THAT WE COULD COME UP WITH A COLLABORATIVE WAY OF WORKING TOGETHER ON THIS.
WE HAVE INVITED OTHER INSTITUTIONS, FOR EXAMPLE, IN THE DALLAS COUNTY, WHERE WE DON'T HAVE THE PROGRAMS. WE HAVE TST WORKING WITH DALLAS AND ISD AT OUR REQUEST IN AVIATION BECAUSE WE DON'T OFFER IT OR MAKE AVAILABLE.
IT WOULDN'T MAKE FINANCIAL SENSE FOR US TO DO THAT.
I GO BACK TO WHEN I LOOK AT THIS, IT'S CERTAINLY, WE CARE A GREAT DEAL ABOUT THE CITIZENS OF DALLAS COUNTY.
BUT ALSO, THE ENTIRE STATE OF TEXAS.
AND WHILE THAT MAY NOT BE OUR, FROM I GUESS A STATUTORY POINT OF VIEW WHEN YOU LOOK AT HOW THE DISTRICT WAS CREATED, IS CERTAINLY SOMETHING THAT PERHAPS MORALLY AS WE LOOK AT OUR ROLE TO PROVIDE EDUCATION AND SUPPORT OTHERS, IT MAY NOT BE AVAILABLE WITH THE SAME OPPORTUNITY.
AND WE'RE CAPABLE OF DOING THAT, THEN IT REALLY BECOMES OUR DECISION.
DOES THAT FIT WITH OUR PROGRAM OFFERINGS? DOES THAT FIT WITH THE RELATIONSHIP OF THAT WE HAVE? OBVIOUSLY, WE KNOW GEOGRAPHICALLY FOR YEARS FORNEY HIGH SCHOOL IS CLOSER TO US THAN THEY ARE TO ATHENS WHERE TRINITY VALLEY, THE MAIN CAMPUS IS HOUSED.
AND THEREFORE, STUDENTS HAVE ALWAYS COME TO EASTFIELD COLLEGE FROM THAT BECAUSE OF THE GEOGRAPHIC PROXIMITY.
THE COUNTY LINE THERE DOES NOT REALLY CREATE A PHYSICAL BARRIERS AS MUCH AS IT DOES A BARRIER.
DOES IT MAKE SENSE FOR US TO LOOK AT THE COLLABORATIVE OPPORTUNITIES? WORK WITH THE SCHOOL DISTRICTS IN A WAY THAT BOTH NOT TO UNDERMINE OUR NEIGHBORS BUT AT THE SAME TIME KNOWING THAT AS SUPERINTENDENT TERRY HAS SO ELOQUENTLY POINTED OUT, HOW CAN HE BEST MEET THE NEEDS OF HIS STUDENTS AND HIS COMMUNITY, IN THIS CASE, HE BELIEVES IT'S BEST ACCOMPLISHED WITH A PARTNERSHIP WITH EASTFIELD COLLEGE.
THAT'S REALLY A REQUEST TO US THAT WE TAKE ON, ON AN INDIVIDUAL BASIS EACH TIME, I GO BACK TO MY ORIGINAL COMMENT, YOU'VE SEEN ONE OF THESE PARTNERSHIPS, YOU'VE SEEN ONE.
WE'VE DONE IT DIFFERENT WAYS PREVIOUSLY.
I THINK THIS ONE IS UNIQUE IN ITS OWN REGARD.
BUT ALWAYS WITH THE CAVEAT THAT WE ENTER THESE BOTH AS A COLLABORATIVE, NOT ONLY WITH THE SCHOOL DISTRICT, BUT OTHER HIGHER ED PARTNERS.

I REALIZE FROM A BOARD PERSPECTIVE AND A BOARD POLICY, THIS DOES NOT ALL NEATLY INTO ONE OUR POLICY AREAS.
WE'VE CREATED PARAMETERS BY WHICH THESE RELATIONSHIPS CAN EXIST.
WE'VE GIVEN THE BOARD HAS GIVEN US SOME FLEXIBILITY REGARDING TUITION AND OTHER COSTS AS TO HOW WE CAN HANDLE THAT WITHIN THOSE RELATIONSHIPS.
AND THEN OF COURSE, WE ALWAYS LOOK AT THE RELATIONSHIP WITH THE SCHOOL

DISTRICT AS WE CANNOT FINANCIALLY AFFORD TO UNDERWRITE THE COST OF THE FACILITIES AND OTHERS THAT ARE THERE EVEN THOUGH WE'LL PICKUP SOME BENEFIT ON THE STATE FUNDING SIDE.DOES THAT COVER THE COST? MAYBE, MAYBE NOT.
IT'S PROBABLY LIKE ANY OTHER RELATIONSHIP THAT WE HAVE THAT IS OUT THERE.
BUT DOES OUR COMMUNITY BENEFIT IN THE LONG RUN? ABSOLUTELY, IT BENEFITS IN THE LONG RUN.
AND I THINK THAT'S REALLY THE BOTTOM LINE THAT I'M LOOKING FOR IN THIS.
PARTICULARLY, WHEN WE'RE ALSO TAKING INDIVIDUALS THAT WOULD NOT HAVE A CLEAR PATHWAY FORWARD TO A POST-SECONDARY EDUCATION, OBVIOUSLY, IF THEY HAVE BEEN WITH US IN HIGH SCHOOL, GUESS WHERE THEY ARE GOING TO LOOK WHEN THEY GET OUT? WITH US AS WELL.

I DO THINK THAT OBVIOUSLY, AS A BOARD, WE HAVE TO WEIGH THESE.

I KNOW THAT WHEN YOU THINK ABOUT THE TAXATION SIDE OF THINGS, NONE OF US REALLY WANT TO ENGAGE INTO RAISING TAXES.
I THINK WE'RE IN THE BUSINESS OF SERVING OUR TAXPAYERS THE BEST WE CAN AND PROVIDE SERVICES THEY ARE ASKING OF US.
IN THIS CASE, I THINK WHAT WE'RE BRINGING IS A PROPOSAL FOR A VERY UNIQUE WAY TO TAKE THE TAXES WE'RE ALREADY ENGAGED IN IN FORNEY ISD FROM A FACILITY STANDPOINT, AND UTILIZE THAT IN A DIFFERENT WAY.
WE'VE GOT FACILITIES, HUNDREDS AND HUNDREDS OF THOUSANDS OF SQUARE FEET THAT ARE UTILIZED CERTAIN PART OF THE DAY.
AND THEN THEY SIT EMPTY AND OPEN AND WAITING FOR ADDITIONAL USAGE.
AND OUR TAXPAYERS ARE ALREADY ENGAGED IN THE DEVELOPMENT OF BUILDING OF THOSE FACILITIES.
AND SO I THINK WHAT WE'RE BRINGING TODAY IS THE OPPORTUNITY TO LOOK AT SOME OF THE REVENUE STREAM THAT WE'RE BRINGING IN.
AND IN A WAY THAT IS A LITTLE DIFFERENT.
THAT THE FACILITIES THAT MAYBE IN A AD-VALOREM TAX SENT TO DALLAS COLLEGE OR TB PCC, WE'RE BUILDING THE FACILITIES AND PROVIDE THAT SERVICE AS WELL.
AND OFFER YOU THE FACILITIES THAT WE'RE ALREADY ENGAGED IN.
THAT'S ONE OF THE THINGS WE'RE SO EXCITED ABOUT.
GETTING AHEAD OF THE DESIGN PROCESS IS THAT AS WE ENGAGE IN, FOR EXAMPLE, WELDING FACILITIES, YOU ARE PART OF THAT CONVERSATION.
AS WE ENGAGE IN THE COLLEGE AND CAREER CENTER, THAT INSTRUCTIONAL PROGRAMMING OF THAT FACILITY, EASTFIELD AND DALLAS COUNTY OR DALLAS COLLEGE WOULD BE AT THE TABLE AS WELL AS TEXAS TECH AND GOOGLE.
WHEN WE'RE DEVELOPING AND BUILDING THE FACILITY, IT'S A FACILITY THAT WILL WORK NOT ONLY FOR ISD BUT EACH OF THE PARTNERS AS WELL.

I THINK WE'RE BRINGING AN OPPORTUNITY THAT CAN SERVE BOTH WELL IN A WIN/WIN SITUATION.

SO WE WOULD, WHEN WE SET UP THE SCHEDULING, WE WOULD HAVE THAT OPTION.
RIGHT NOW, WE TURN AWAY THOSE STUDENTS.
SO THEY WOULD HAVE THE OPTION OF ACTUALLY BEING AT THE FORNEY FACILITY TO TAKE THOSE CLASSES IN THE LABS THERE.
THAT WAY WE GIVE THEM ANOTHER OPTION.
AND A LOT OF THESE STUDENTS ALREADY WORK ON THE FAR EAST SIDE OF DALLAS AND THAT'S WHERE THEIR COMPANIES ARE.
WE FEEL THERE WOULD BE A NICE DEMAND FOR THOSE STUDENTS TO TAKE ADVANTAGE OF THIS SPACE.
WE'VE TALKED ABOUT THIS FOR A WHILE.
BUT WE'VE NEVER GOTTEN THE OPTIONS UNTIL NOW.
AND WE FEEL THAT IF WE DON'T FIND SOME OTHER WAY TO FIND A WAY TO MAXIMIZE THE SPACE, WE'LL EVENTUALLY LOSE PEOPLE THAT WOULD NOT BE INTERESTED IN THE PROGRAM BECAUSE WE CAN'T MEET THEIR NEEDS BECAUSE OF SPACE.

IT'S A STORY THAT'S A LITTLE DIFFICULT UNLESS YOU DIG DEEPER UNDER THE SURFACE TO UNDERSTAND COMPLETELY HOW THE DALLAS COUNTY FOLKS ARE BENEFITING.

AND SO A LOT OF THE CLASSES THAT WE'RE OFFERING ARE AT A DIFFERENT TIME OF WHAT THEY ARE USING THAT FACILITY.
SO THIS BECOMES A WAY WE COULD MAXIMIZE THE CAPACITY OF THE SPACE.
AS WE BUILD OUT, WE PROJECTED IN THE APPENDIX, YOU WILL SEE THE GROWTH PROJECTIONS.
THOSE ARE TWO-YEAR SET OF PROJECTIONS.

THE GOVERNOR HAD CALLED FOR A 5% BIENNIUM CUT.
HOWEVER, THE GOOD NEWS IS IN BOTH THE COMMUNITY COLLEGES AND HIGHER EDUCATION MEDICAL INSTITUTIONS, WE'RE EXEMPTED FROM THAT CUT.
WHAT I WANTED TO DO IS GIVE YOU THE CURRENT FISCAL YEAR THAT WE'RE IN.
THE MIDDLE COLUMN I'M SHOWING HERE IS WHAT YOU WILL REALLY SEE AS WE MOVE FORWARD TO THE BUDGET WORKSHOP.
BUT THEN ALSO I'LL GIVE YOUR OPTIMISTIC OF WHAT MIGHT HAPPEN ENROLLMENT MIGHT BE A LITTLE BIT HIGHER THAN WHAT WE'RE PROJECTING.
AND I WILL SAY THAT THE COMPTROLLER'S OFFICE TURNED OUT THE MAY NUMBERS.
AND WHILE SALES TAX ARE DOWN AND THOSE NUMBERS ARE BAD, TOTAL GENERAL REVENUE IS DOWN 5.6%.
ACTUALLY, SALES TAX IS STILL AHEAD HERE OVER LAST YEAR.
THE OTHER AREAS, OIL AND GAS AND MOTOR VEHICLE TAXES AND SO ON ARE DOWN.
RIGHT NOW, THEY ARE LOOKING AT THE GENERAL REVENUE BEING DOWN 5.6%.
BUT SOUNDS LIKE WE'RE GOING TO BE ABLE TO GO INTO NEXT FISCAL YEAR.
WHAT HAPPENED AT THE SAME AMOUNT WE RETURN BIENNIUM? THE 94.5.
WE WILL SEE PROJECTED HERE IS PRETTY MUCH THE LEVEL GROWTH AND TUITION.
THE NUMBER INCREASES BECAUSE NOW WE HAVE INCREASED TUITION TO COVER LEARNING.
SO THAT PRETTY MUCH IS IN AUSTIN.
THERE IS A SLIGHT DROP IN OVERALL BECAUSE YOU SEE WAIVERS FOR DUAL CREDIT GOING UP IN THE AREAS.
AND ALSO, BECAUSE WE'RE INCREASING TUITION, WE'LL INCREASE OUR C PEG.
TO BE ABLE TO USE FOR THOSE STUDENTS WHO NEED IT.
PROPERTY TAXES, WE ARE EXPECTING INCREASE IN THERE.
NOT AS MUCH AS WHAT WE ORIGINALLY PLANNED FOR.
AND INVESTMENTS, FEDERAL WORK STUDY AND OTHERS ROUND OUT THE REST.
PRETTY MUCH, WE'RE LOOKING AT A FLAT REVENUE BUDGET.
THE LAST COLUMN IS INCREASED TO COME IF WE SEEK SOMETHING LIKE THIS.
I PROJECTED THE MAY ENROLLMENT GROWTH AND A BETTER HISTORY OF WHAT WE ACTUALLY COLLECT IN PROPERTY TAX.
WE'RE GOING TO BE BUDGETED ON THE REVENUES AS WE ALWAYS DO AND MAKE OUR EXPENSE FORECAST, P-TECH BUDGET.
WE COULD BE ON THE LOW SIDE WITH WHAT WE'RE SEEING SO FAR THIS SUMMER IS A LITTLE OVER5% ENROLLMENT INCREASE.
WE COULD SEE THAT CARRY ON INTO THE FALL.
SO WE HAVE RUN SOME BUDGET SHIFT SCENARIOS ON THE ENROLLMENT, NOT ONLY WHAT IT DOES TO TUITION BUT WHAT IT WOULD ALSO DO IN STAFFING OF FACULTY AND CLASS SIZE.
IT WILL BE ONE OF THE BIG THINGS GOING INTO NEXT YEAR.
HOW DO WE MAINTENANCE THE SOCIAL DISTANCING AND OFFER FACE-TO-FACE CLASSES WE NEED TO HAVE AND BE ABLE TO OFFER THEM WITHIN TIMEFRAMES THAT STUDENTS WANT.

WE'RE WORKING ON THAT NOW AND HAVE THOSE PREPARED.AND FULLY EXPECT TO BE ABLE TO HANDLE THE FACE-TO-FACE CLASSES AS WE MOVE FORWARD INTO THE FALL.

I DON'T KNOW IF YOU HAVE BEEN OUT.
WE WENT TO A RESTAURANT THE OTHER NIGHT CLOSED AFTER 20 YEARS OF SERVICE.
IT'S NOT THAT IT'S JUST THE CLOSED RESTAURANT.
IT'S ALL THOSE PEOPLE WHO USED TO WORK THERE.
IT'S THE TAXES THAT WON'T BE ABLE TO BE PAID ON THAT BUILDING BECAUSE IT'S NOT IN FUNCTION ANY LONGER.
I SEE ALL SORTS OF PROBLEMS WE'VE GOT.
WHEN FOLKS ARE TALKING FOR A THREE TO FIVE YEAR RECOVERY IN EVERY INDUSTRY DOWN FROM RETAIL TO SERVICE DEGREE -- INDUSTRY.
I'M CONCERNED WE DON'T HAVE A LESSER DOLLARS FOR THE -- THE POSSIBLE, WELL EVERYTHING IS POSSIBLE.
BUT I THINK WE NEED TO BE FAR MORE REALISTIC.
IT'S OKAY IF WE HAVE A DOLLAR LEFT OVER.
WE DON'T HAVE TO SPEND EVERYTHING AND NOT KNOWING YET CONSIDERING JUNE, I THINK IT IS JUNE THEY HAVE FOR D CAD TO CLOSE THE REQUIREMENTS FOR PEOPLE WHO WANT TO PROTEST.
AT THIS POINT, I'M CONCERNED THAT WE'RE A LITTLE BIT TOO OPTIMISTIC.
KNOWING WHAT KIND OF HIT PROPERTY TAXES, PROPERTY VALUES HAVE TAKEN.
PEOPLE WITHOUT JOBS DON'T HAVE THE MONEY TO PAY TAXES, LET ALONE STANDING IN FOOD LINES.
GARLAND HAS STARTED THEIR VERY OWN DOLLARS FOR HELP WITH RENT PAYMENTS.
AND I DIDN'T SEE THAT REPRESENTED VERY WELL IN THE BUDGET SCENARIOS.

FOR US TO NOT CONSIDER THAT AS WE PLAN FOR THE '21 BUDGET, I DON'T THINK THE ASSUMPTIONS ARE RIGHT.
I AGREE WITH TRUSTEE ZIMMERMANN.

IT'S A GUESS AT THIS POINT IN TIME.
BUT CERTAINLY, WE'RE GOING TO DO THE BEST WE CAN TO GIVE YOU THE BEST INFORMATION WE CAN AND MOST ACCURATE INFORMATION WE CAN.

AND I THINK, I WOULD SUGGEST THAT WE LOOK AT SOME REDUCTIONS IN THE ARRANGE OF 5 TO 10% ON APPROPRIATIONS AND PROPERTY TAXES.

AND LOOKING FOR OTHER TRUSTEES THAT WANT TO CAN QUESTIONS ASK QUESTIONS ABOUT THIS AS WELL.

BUT I KNOW IN THE PAST WHEN WE WENT THROUGH THE 2007, 2009 FINANCIAL STRESS, WE DID AND FOR DIFFERENT SCENARIOS.
I THINK THE CHANCELLOR SAYS HE HAS THEM.
NO HARM IN US LOOKING AT THAT.
KNOWING WHAT WE'VE GONE THROUGH BEFORE WITH VERY TIGHT BUDGETS HOW FACILITIES STARTED TO DETERIORATE, BECAUSE WE DIDN'T HAVE THE FUNDS.
HEALTH AND STUDENT SERVICES, ET CETERA, ET CETERA, I WOULD CAUTION US TO BE CAREFUL.
YES, WE WANT TO BE MINDFUL AND TAKE INTO ACCOUNT THE BURDEN ON THE TAXPAYER, BUT ALSO REMIND YOU THAT OUR PART OF THE TAXES, THE TAXPAYER HAS TO PAY ARE MINIMAL.
AND WE'VE ALWAYS TRIED TO KEEP IT MINIMAL.
I THINK WE'RE 4% OF THEIR TAX BILL EVERY YEAR.
BUT THE PUBLIC GET GETS A LOT OF BANG OUT OF THE BUCK BECAUSE OF PEOPLE WE'RE SENDING TO THE WORKFORCE WILL EARN A HIGHER WAGE.
SO THERE IS A LOT OF BENEFIT THAT'S REALIZED BY THE 4% OF THE TAX BILL WE ARE.
SO I WOULD JUST CAUTION US ABOUT CUTTING TOO DEEP BECAUSE I'VE LIVED THROUGH THAT AND SEEN WHAT THE AFFECTS ARE ON THE INSTITUTION.

SO NOT EXPECTING AS MUCH REVENUE TO COME IN AS WHAT WE HAD BEFORE.
HOWEVER, EVEN GOING BACK TO 2010, THE DISTRICT HAS NEVER SEEN PROPERTY TAX COLLECTIONS DIP BELOW 98%.
WE HAD THIS IN THE BUDGET AS A 95% COLLECTION RATE.

AND I KNOW YOU AND TISKA AND FINANCE ARE SPENDING A LOT OF TIME ON THIS.

BUT I THINK IT'S GOING TO BE IMPORTANT FOR THE BOARD TO UNDERSTAND THE IMPACT, NOT ONLY OF COVID AND THE POTENTIAL OF INCREASED DISTANCE LEARNING AND THOSE ON THE BUDGET BUT ALSO IF WE COULD REALLY UNDERSTAND AND MONETIZE THE COST SAVINGS OF ONE COLLEGE AS WELL AS SOME OF THE TECHNOLOGY INVESTMENTS THAT WE'RE MAKING ON OVERALL DISTRICT OPERATIONS, THERE IS NOT A YEAR WHERE IT'S PROBABLY MORE IMPORTANT SINCE I HAVE BEEN ON THE BOARD TO HAVE THAT KIND OF UNDERSTANDING AND I HOPE YOU ARE PUTTING THAT AS A PART OF THE PRESENTATION TOGETHER AS WELL.
