[2. Citizens Desiring to Address the Board]
THE MEETING AGENDA AND MAY NOT DISCUSS OR DELIBERATE ON ANY TOPIC THAT IS NOT ON THE AGENDA. FOR ANY NON-AGENDA TOPICS INTRODUCED DURING THIS MEETING, THERE ARE THREE PERMISSIBLE RESPONSES. ONE, TWO PROVIDE A FACTUAL ANSWER TO QUESTION. TWO, TO SITE CERTAIN BOARD POLICY. [INDISCERNIBLE] OR THREE, [INDISCERNIBLE] BOARD AGENDA FOR SUBSEQUENTLY.WE HAVE SEVEN BOARD MEMBERS. EACH OF US FILLED OUT, 60 ITEMS. AND WE RANKED THEM AND GRADED THEM.
AND [INDISCERNIBLE] SURPRISING. ALMOST EVERY ONE OF THEM HAD
FOUR OR FIVE VOTES. >> MR. CHAIR, BEFORE WE GO DO THAT ITEM, THERE IS A ITEM ABOUT STATE LAW IF ANYONE WISHES TO ADDRESS THE COMMITTEE, YOU NEED TO GIVE THEM THAT OPPORTUNITY.
YOU MAY WISH TO DO THAT AT THIS POINT.
>> S. WILLIAMS: ANYONE WANT TO ADDRESS THE GOVERNANCE
COMMITTEE? >> SEEING NO ONE, I THINK YOU
[3. Review of 2019 Board Self-Assessment Summary]
CAN PROCEED TO THE NEXT ITEM. >> S. WILLIAMS: OKAY.
[INDISCERNIBLE] THIS BOARD IS [INDISCERNIBLE] ALL PAGES ARE THERE. ADDRESS ANY OF THE ITEMS OF THE
LIST? >> SORRY FOLKS, YOU HAVE TO TAKE THESE OUT. BECAUSE THE BACKSIDE IS UPSIDE
DOWN ON HERE. >> CHAIR D. FLORES: I THINK IT'S GREAT, CHAIR WILLIAMS, ALL OF US HAVE RESPONDED.
>> S. WILLIAMS: ME TOO. >> CHAIR D. FLORES: I THINK THAT'S REALLY GOOD. I'M CURIOUS HOW THE BOARD FEELS ABOUT THIS INSTRUMENT. I THINK IT'S PRETTY
[INDISCERNIBLE]. >> D. ZIMMERMANN: I WAS PLEASED WITH THE RESULTS BECAUSE THEY TALK ABOUT STATISTICAL ROWNED THAT ULTIMATELY IF YOU HAVE EVERYBODY ON ONE LINE, THROW IT OUT BECAUSE IT WASN'T REAL. BACKGROUND -- YOU HAVE TO HAVE IT SOMETHING OF A MIX BECAUSE NOT EVERYBODY FEELS EXACTLY THE SAME OR UNDERSTANDS A PROBLEM EXACTLY THE SAME.
SO I FELT THIS WAS EXCEPTIONAL. I LIKE THIS ONE.
>> S. WILLIAMS: TELLS US SOMETHING ABOUT OURSELVES.
ANYTHING ELSE? >> I THINK THE OPEN-ENDED QUESTIONS IN THE BACK, JUST ALSO PEOPLE DIDN'T JUST WRITE A, B, C OR D, THERE IS THOUGHT IN HERE. AND I WAS PLEASED TO SEE THAT TOO. PARTICULARLY, THE HARMONY ISSUES
AND BEING ON THE SAME PAGE. >> S. WILLIAMS: OKAY. ANYONE
ELSE? >> WE'VE BEEN DOING THAT TRAINING WITH ACCT, AND IT'S BEEN USEFUL AND VALUABLE.
THE ONE COMMENT THAT SHARED SOME DISAGREEMENT, I APPRECIATE THE SUMMARY PEARLA, YOU KNOW, WHAT IS HE DIFFERENCE BETWEEN POLICY
[00:05:01]
AND ADMINISTRATION MANAGEMENT. AND I DON'T KNOW IF THERE IS A WAY TO DEVELOP A STRONGER COLLECTIVE UNDERSTANDING OF THAT IN THE COMING EARS SO THAT PERHAPS WE'RE NOT SUCH DIFFERENT VIEWPOINTS. I DON'T THINK WE'RE RADICALLY, YOU KNOW, MISALIGNED ON IT. THEN, THE BOARD HAS CLEAR PROTOCOL FOR COMMUNICATING ADDITIONAL EMPLOYEES THAT INCLUDE THE CHANCELLOR. AND SHOULD WE BE COMMUNICATING WITH -- YEAH, WE'RE GOING TO COMMUNICATE WITH THEM.AS OUR ROLE AS TRUSTEES, HOW DO WE HANDLE THAT?
>> CHAIR D. FLORES: DON'T WE HAVE A POLICY ABOUT THAT?
>> THERE IS A POLICY ON THAT THAT SAYS INQUIRIES SHOULD BE DIRECTED TO THE CHANCELLOR FOR RESPONSE.
[INDISCERNIBLE] CONSIDERATION. THEN PRACTICES TO DISSEMINATE THAT TO ALL BOARD MEMBERS SO THEY ARE AWARE OF THE INQUIRY MADE. THANK YOU FOR HEARING THIS COMMITTEE INSTEAD OF USTIN'S BECAUSE YOU GET TO HEAR FROM ME.
YOU MADE THAT DECISION. THAT CLEARLY IS NOT CLEAR.
>> WE DO HAVE A POLICY FOR THAT. WE CAN REVISIT THAT IF THE BOARD WISHES. I THINK THE BOARD MEMBERS HAVE SPOKEN. I THINK THIS WAS AN EFFECTIVE INSTRUMENT TO MEASURE WHERE THE BOARD IS AND THE FUNCTIONING BOARD, YOU SHOULD COMMEND YOURSELVES AS YOU ARE A TRULY WELL FUNCTIONING BOARD. YOU MAY WISH TO EXPLORE THOSE WITH ADDITIONAL TRAINING AND RESOURCES.
AND CERTAINLY, THERE IS [INDISCERNIBLE] HELP O IDENTIFY
SOME OF THOSE FOR YOU AS WELL. >> ONE THING IS TO CONSIDER AN OPPORTUNITY FOR O O OPEN ENDED COMMENT IN EACH SECTION OF THE
>> THE ABILITY TO EXPAND ON ANY OF YOUR ANSWERS.
>> WHICH NONE OF US HESITATE TO DO WHEN GIVEN THE OPPORTUNITY.
>> CHAIR D. FLORES: I THINK IT'S GOOD YOU HAVE BEEN GOTTEN SERIOUS ABOUT DOING AN ANNUAL ASSESSMENT.
YOU PUT IT INTO POLICY, CORRECT? I WE HAVE A TIME BY WHICH WE'LL GET IT DONE. SO I THINK THAT'S VERY HEALTHY
WE'RE DOING THAT. >> THE PROCESS THIS BOARD HAS DONE INFORMALLY OVER THE PREVIOUS YEARS. THIS IS A REAL, NOW AN POLICY,
[6. Adjournment]
ITREQUIRES ANNUAL
