QUESTION.

THE NEXT THING ON THE AGENDA IS THE PUBLIC HEARING ON RICHLAND COLLEGIATE HIGH SCHOOL BUDGET FOR 2019-2020.

DO I NEED -- I DON'T NEED TO CLOSE THE REGULAR BOARD MEETING, IS THAT CORRECT?

>> NO.

OPEN PUBLIC HEARING.

ASK FOR COMMENT IF ANY, AND THEN CLOSE THE PUBLIC HEARING WHEN ALL COMMENTS ARE COMPLETED.

YOU DO SO WITHIN THE REGULAR BOARD MEETING.

>> CHAIR D. FLORES: THANK YOU VERY MUCH.

IN ACCORDANCE WITH TEXAS EDUCATION CODE, THE PUBLIC HEARING FOR FISCAL YEAR 2019-2020 IS NOW OPEN FOR THE RICHLAND COLLEGIATE HIGH SCHOOL.

I DON'T HAVE CARDS FROM PERSONS WISHING TO SPEAK.

HOWEVER, IF YOU DO WISH TO SPEAK, NOW IS THE TIME.

THIS IS ON THE RICHLAND COLLEGIATE HIGH SCHOOL BUDGET.

SEEING NO ONE, THE PUBLIC HEARING IS NOW CLOSED.

[4. Public Hearing on DCCCD Budget for 2019-2020]

NOW IN THE IN ACCORDANCE WITH TEXAS EDUCATION CODE, THE BUDGET FOR FISCAL YEAR 2017, 2018, BUT IT'S 2 2019-2020 IS NOW OPEN.

I HAVE ONE CARD FROM A PERSON WISHING TO SPEAK.

MR. HOGS, JIMMY, YOU HAVE THREE MINUTES TO SPEAK.

WELCOME BACK, MR. HOSG.

>> 6715 DRIVE.

I RETIRED AFTER WORKING IN DALLAS FOR FOUR YEARS.

I BELIEVE WE SHARE A COMMON LIFE GOAL.

TO LEAVE THIS WORLD A BETTER PLACE THAN WE FOUND IT.

YOU WORKED HARD TO GET ELECTED

[00:05:02]

TO THIS BOARD TO LEAD THE DISTRICT IN THIS CONDITION TO TRANSFORM LIVES AND COMMUNITIES THROUGH HIGHER EDUCATION.

I PUT MY HIGHER EDUCATION TO WORK [INDISCERNIBLE] INDUSTRY.

WE HAVE BEEN SUCCESSFUL.

AND WE CONTINUE WORKING TO MAKE THE WORLD A BETTER PLACE.

WE DO HAVE TO DEAL WITH AN UNINTENDED CONSEQUENCE OF USING FOSSIL FUELS.

IN THE '90S, I BEGAN TO READ ABOUT THE CARBON DIOXIDE.

THE SCIENCE MAKING A COMPELLING PLACE FOR US TO REPLACE FOSSIL FUELS THAT GENERATE CO2.

I KNOW IN 2012 THE U.S.

DEPARTMENT OF AGRICULTURE CHANGED OUR PLANT HARDINESS ZONE FROM 7 TO 8A.

>> CHAIR D. FLORES: I DON'T BELIEVE ANY STARTED THE CLOCK.

>> THAT'S GOOD.

TO REFLECT THAT WARNING.

THEN IN SEPTEMBER OF 2018, THE NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION INCREASED THE AMOUNT OF RAINFALL WE HAVE TO RECEIVE IN DALLAS FOR IT TO BE A 100 YEAR FLOOD.

ONE WEEK LATER WE CAME LESS THAN AN INCH OF BREAKING THAT RECORD.

BUT WHAT DO WE DO? FORTUNATELY, RENEWABLE ELECTRICITY FROM SUN AND WIND IS CHEAPER THAN HE GAS AND COAL PLANTS OF TEXAS.

INSTALLING THOSE REQUIRES CAPITAL THAT WE BOTH WANT TO USE FOR BUILDING NEW ENERGY-EFFICIENT EDUCATION FACILITIES.

THE STATE ENERGY CONSERVATION OFFICE LOOKED AT THE SITUATION WITH THE STATE CONTROLLER AND DEVELOPED THE STATE OF TEXAS RENEWABLE ENERGY COOPERATIVE.

SO THAT SCHOOL DISTRICTS LIKE THIS ONE DOES NOT NEED ANY CAPITAL TO TAKE ADVANTAGE OF THE LOWEST ELECTRICITY PRICES SINCE THE TEXAS POWER MARKET WAS DEREGULATED IN 2002.

KILOWATT HOUR PRICE, RENEWABLE ENERGY INCLUDES CONSULTING SERVICES OF TEXAS ENERGY TO HELP YOU UNDERSTAND AND PARTICIPATE IN TREK.

THE RENEWABLE ENERGY WILL BE INCLUDED IN THE NEXT ELECTRICITY CONTRACT SO IT DOES NOT HAVE AN EFFECT ON THE CURRENT CONTRACT.

TREK IS THE PROGRAM I FIRST DESCRIBED TO YOU N MAY AND IN JUNE, THE RECORD AND IN DEPTH STUDY OF TREK.

OTHER TEXAS AGENCIES HAVE DONE THE SAME ANALYSIS AND COME AWAY AFTER SIGNING THE CONTRACT SAYING TREK IS THE BEST ENERGY FIELD THEY HAVE EVER RUN ACROSS.

I'M ASKING YOU TO LOOK AT THE FACTS ABOUT TREK AND SAY, YES, YES, DCCCD WILL SIGN ONTO A SAFE PROGRAM DEVELOPED BY THE STATE COMPTROLLER.

YES, DCCCD WILL START USING RENEWABLE ELECTRICITY TO DO IT'S PART TO ADDRESS CLIMATE CHANGE.

YES, DCCCD WILL CONTINUE TO TRANSFORM LIVES AND COMMUNITIES THROUGH HIGHER EDUCATION WHILE PROTECTING THE FUTURE ENVIRONMENT IN WHICH ITS GRADUATES WILL UTILIZE THAT EDUCATION.

THANK YOU FOR YOUR SERVICE TO DALLAS COUNTY COMMUNITY COLLEGE DISTRICT.

I HOPE YOU WILL PUT THE WELFARE OF OUR STUDENTS NOW AND IN THE FUTURE, AHEAD OF DOING BUSINESS AS USUAL.

THANK YOU.

>> CHAIR D. FLORES: THANK YOU, MR. HO SG.

TRUSTEE RITTER, DO YOU FEEL THIS SHOULD BE AN ISSUE CONSIDERED BY THE FINANCE COMMITTEE? YOU MIGHT SPEAK TO CFO.

THANK YOU.

I HAVE NO FURTHER CARDS FROM PERSONS WISHING TO SPEAK IN REGARDS TO THIS BUDGET FOR FISCAL YEAR 19-20.

ANYONE WHO HAS NOT FILLED OUT A CARD WISH TO SPEAK IN REGARD TO THIS MATTER? SEEING NO ONE, THE PUBLIC HEARING IS NOW CLOSED.

WE'RE NOW AT CITIZENS DESIRING TO ADDRESS THE BOARD.

IT'S GOING TO BE A NON-AGENDA RELATED TOPICS.

[A. Announcements from the Chancellor]

CALLING ONCE, TWICE, THREE TIMES? THANK YOU VERY MUCH.

CHANCELLOR AND BOARD ANNOUNCEMENTS.

CHANCELLOR.

>> CHANCELLOR MAY: THANK YOU, MADAM CHAIR.

WE'RE ABOUT TO START A FALL SEMESTER.

AND SOON ONCE AGAIN WE'LL HAVE THOUSANDS, I THINK THOUSANDS MORE STUDENTS ON CAMPUS THAN WE HAD LAST YEAR.

[00:10:01]

WE'RE PROUD TO BE SERVING OUR COMMUNITY, OUR EMPLOYERS AND CERTAINLY OR STUDENTS AND OUR PARTNERS.

I HAD TO PAUSE WITH WHAT HAPPENED IN EL PASO THIS WEE WEEKEND.

WE HAD A CONVERSATION ABOUT IT AMONG THE LEADERSHIP TEAM YESTERDAY.

IT STRESSES THE IMPORTANCE OF EDUCATION IN OUR WORLD TODAY.

WHAT WE DO REALLY MATTERS.

AND HAS AN IMPACT.

YOU KNOW, WE CERTAINLY CAN'TENS.

BUT WE'RE COMMITTED TO DOING EVERYTHING WE CAN TO BOTH EDUCATE OUR STUDENTS TO BE BETTER CITIZENS AND KEEP THEM SAFE.

I'M PROUD OF OUR POLICE OFFICERS AND OUR SAFETY INITIATIVES WE'RE IMPLEMENTING AROUND THE CAMPUS.

ANAND I THANK HANK THE BOARD FE SUPPORT OF THIS THAT DEGREESES THE ISSUES AS WE CONTINUE TO GO FORWARD.

WE'LL CONTINUE TO STAY AWARE OF STUDENT, FACULTY, EMPLOYEES NEEDS, ALL THE WHILE PROVIDING, I BELIEVE, THE BEST EDUCATION AVAILABLE TO THE COMMUNITY AND TO OUR STUDENTS.

SO THANK ALL OF YOU FOR THAT.

AND THANK YOU FOR SUPPORTING THIS.

EARLIER TODAY WE TALKED ABOUT MOVING FORWARD WITH THE PPROVAL TO BE ONE COLLEGE AND ONE NETWORK IN SERVING STUDENTS.

THERE ARE CHALLENGES.

I WANT TO BE SURE I DIDN'T UNDERPLAY THEM, BECAUSE THERE ARE, WE NEED TO THINK ABOUT.

BUT AT THE SAME TIME, I BELIEVE THERE ARE BENEFITS TO OUR STUDENTS AND MEETING NEEDS.

SO THANK YOU FOR YOUR SUPPORT AND LEADERSHIP AS WE MOVE FORWARD WITH THIS DISCUSSION.

ALSO, COMING UP AUGUST 23RD, FRIDAY AUGUST 23RD, CONFERENCE DAY.

OUR DISTRICT WIDE CONFERENCE DAY.

I URGE TRUSTEES IF YOU CAN JOIN US, IT'S GOING TO BE A GREAT DAY TO GET TOGETHER AND FR COLLEAGU, CLOSE TO 3,000 PEOPLE AS WE TALK ABOUT.

THTHIS YEAR'S THEME IS APPROPRIATE, SHAPING THE FUTURE, PROMISES, PARTNERSHIPS AND UNLIMITED POSSIBILITY SAID.

AND I BELIEVE THAT'S WHERE WE SIT TODAY.

THAT THERE ARE UNLIMITED POSSIBILITIES BECAUSE WE ARE WILLING TO WORK WITH OTHERS.

AND NOT ONLY ACROSS THE NETWORK BUT ACROSS OUR COMMUNITIES.

I HOPE TO SEE YOU THERE.

ALSO, THAT CONFERENCE DAY HAS BECOME KIND OF AN ANNUAL I GUESS TRADITION WHERE WE KICK-OFF EMPLOYEE GIVING DAY OR AMPAIGN.

THIS YEAR WE'RE FOCUSING ON RAISING MONEY FOR EMERGENCY AID FOR OUR STUDENTS.

WE HAVE BEEN WORKING FOR REALLY A YEAR NOW TO ROLL OUT A PROGRAM THAT WILL ADDRESS OUR NEEDS TO HELP THEM WITH TRANSPORTATION, FOOD AND OTHER NEEDS.

AND I'LL MENTION ANOTHER ONE WE'RE WORKING ON.

OUR STUDENTS STILL HAVE CARS THAT BREAKDOWN, ELECTRICITY THAT GETS TURNED OFF, OTHER PROBLEMS THAT OCCUR THEY NEED HELP IMMEDIATELY IN ORDER TO RESPOND.

SO WE'LL HAVE THAT AS OUR CAMPAIGN.

WHICH REALLY, IN MANY WAYS HELPS THOSE WE CARE ABOUT THE MOST, THE STUDENTS WE SERVE.

WE'LL BE WATCHING THAT.

ALSO, WE STARTED TALKING SOMETIME BACK WITH THE FOLKS AT THE DALLAS HOUSING AUTHORITY.

AS WE WERE LOOKING AT, TALKED ABOUT THE STUDENTS SEARCHING FOR NEEDS AND WHETHER IT BE FOOD, HOUSING, HELTER, WHATEVER IT BE, THE TOP THREE ITEMS THAT KEEP POPPING UP MONTH AFTER MONTH ARE HAVING RELATED.

PEOPLE NEEDING A PLACE TO SLEEP.

OUR LEADERSHIP TEAM, A GROUP OF OUR FOLKS I A GROUP OF FOLKS FROM THE DALLAS HOUSING AUTHORITY, WENT AND MADE A TRIP TO SEATTLE COMMUNITY COLLEGE AND TACOMA COLLEGE TO LEARN ABOUT THERE PARTNERSHIPS THEY HAVE WITH THE HOUSING AUTHORITY THAT ENABLES STUDENTS TO TAKE ADVANTAGE OF THAT.

I THINK IT WAS EYE OPENING FOR EVERYONE BASED ON THE ACCOUNTS I RECEIVED BACK.

THERE IS A WAY TO COLLABORATE AND HELP STUDENTS AND FAMILIES.

AT THE SAME TIME WHETHER GOING THROUGH TO COLLEGE.

AND SO WE'LL BE WORKING WITH THE HOUSING AUTHORITY TO SEE IF WE CAN COME UP WITH A WAY.

THEY HAVE TO AS I UNDERSTAND REQUEST CHANGES OUT OF WASHINGTON D.C. TO ALLOW THIS.

IT'S HARD TO FATHOM BUT IT IS

[00:15:01]

UNDER THE CURRENT ARRANGEMENT THEY ARE NOT ALLOWED TO PROVIDE VOUCHERS OR SUPPORT TO FULL-TIME STUDENTS.

WE THINK THAT WILL BE A NEW RELATIONSHIP AS WE GO FORWARD.

WE'LL CONTINUE TO ADDRESS THE NEEDS OF OUR STUDE STUDENTS FORE INITIATIVES TO ENSURE THEY ARE SUCCESSFUL IN THEIR EDUCATION SO

[B. Announcements from the Board Chair and/or Trustees]

THEY CAN BE SUCCESSFUL IN LIFE.

>> CHAIR D. FLORES: THANK YOU, CHANCELLOR.

TRUSTEE? ANY QUESTIONS OR COMMENTS? IF NOT, I'VE GOT A FEW.

I WOULD LIKE TO ANNOUNCE THAT THE NEW GOVERNANCE COMMITTEE WILL BE CHAIRED BY TRUSTEE WILLIAMS WITH MEMBERS VICE CHAIR JAMESON AND MYSELF AND THE FIRST GOVERNANCE COMMITTEE MEETING IS HELD ON AUGUST 27 AT 3:00 P.M.

IT WILL BE PUBLICLY ANNOUNCED.

SO ANY TRUSTEE WHO WANTS TO APPEAR MAY DO SO.

ALSO, VICE CHAIR JAMESON CHAIRED BY MR. RITER.

I WOULD LIKE TO THANK THE DOCTORS FROM EL CENTRO WHO RECENTLY HOSTED THE DCCCD OPPORTUNITY COLLEGE FAIR CAMPUS.

IT WAS VERY ENCOURAGING TO SEE MANY PARTICIPANTS OF ALL AGES WHO ARE TAKING ADVANTAGE OF THE EDUCATIONAL OPPORTUNITIES DCCCD HAS TO OFFER IN ADDITION TO OTHER AREAS.

AND ALWAYS THANK YOU TO DOCTOR ALOMIS AND HIS STAFF FOR HOSTING THE EL CENTRO COLLEGE INSTALLATION HONORING THE FALLEN OFFICERS OF JULY 7, 2016.

I BELIEVE WE'RE SHARING SOME PHOTOS OF THE EVENT ON THE SCREEN.

IT WAS GOOD TO HEAR DR. ALOMIS SAY THIS INSTALLATION MAY BE AT THE CAMPUS.

>>

>> CHAIR D. FLORES: AT 4.

IT COMES IMMEDIATELY BEFORE THE [INDISCERNIBLE].

>> CHAIR D. FLORES: VERY GOOD.

WE'RE NOW AT THE POINT WHERE MEMBERS OF THE BOARD AND CHANCELLOR DECLARE CONFLICTS OF INTEREST SPECIFIC TO THIS AGENDA. DOES ANYONE HAVE CONFLICTS OF INTEREST TO

>> D. ZIMMERMANN: NO, I HAD MY QUESTIONS ANSWERED.

THANK YOU.

>> CHAIR D. FLORES: MR. WENLAND, WHEN I STATED Y THE ABOUT, DID I SAY WE WERE GOING TO CONSIDER 8E1 SEPARATELY?

>> MOTION AND WHOEVER MADE THE MOTION TO APPROVE IF THERE WAS A MOTION, I DON'T THINK THERE WAS A MOTION? WE ASK THE MAKER OF THE MOTION TO ADOPT.

WE'RE GOING TO CONSIDER THE ITEMS ON ONE SINGLE MOTION.

IF YOU PREFER TO CONSIDER EACH ONE INDIVIDUALLY, PLEASE MAKE THAT KNOWN.

>> MADAM CHAIR, RESOLUTION APPROVING THE BUDGET, THIS YEAR WE HAD A DISCUSSION IN FINANCE ABOUT EXECUTING ON A 3% SALARY INCREASE FOR PART-TIME EMPL EMPLOYEES.

ADVISED WE COULD ACCOMPLISH THAT [INDISCERNIBLE] FINANCIAL IMPACT.

I WOULD LIKE THE RECORD TO REFLECT THE BOARD'S DESIRE TO MOVE IN THAT DIRECTION.

NO CHANGE IN ADJUNCT FACULTY.

IT'S PERMISSIBLE.

THE FISCAL IMPACT IS $400,000 TO ADD THE 3% INCREASE FOR PART-TIME STAFF.

THE BUDGET WILL REMAIN THE SAME IS MY UNDERSTANDING FROM THE CHIEF FINANCIAL OFFICER, REALLOCATE FUNDS TO COVER THE EXPENSE IF YOU WILL AUTHORIZE.

IF THAT'S CLEAR IN THE RECORD SO THE CHANCELLOR IS AUTH AUTHORIZ.

>> CHAIR D. FLORES: I THINK BETTER CLARITY WE CONSIDER 9A4 ALSO SEPARATELY.

ALL RIGHT.

DO I HAVE A MOTION TO APPROVE INDIVIDUAL ITEMS 9A, 1-3? 9B, 1-9?

>> SO MOVED.

>> SECOND.

>> CHAIR D. FLORES: MOVED BY VICE CHAIR JAMESON, SECONDED BY TRUSTEE RITTER.

>> CHAIR D. FLORES: TRUSTEE WILLIAMS. THE MOTION HAS BEEN MADE.

DO I HAVE A SECOND.

SECONDED BY TRUSTEE RITTER.

TRUSTEE ZIMMERMANN.

TRUSTEE RITTER.

VICE CHAIR JAMESON.

IS THERE ANYTHING I NEED TO DO WITH THE MOTION? IT'S ALL BEEN TAKEN CARE OF.

>> C. COMPTON: I SAID FOR.

[1) Resignations, Retirements and Terminations]

>> CHAIR D. FLORES: ALL RIGHT.

VERY GOOD.

TALENT ITEM, THIS IS INFORMATIVE, NO ACTION IS REQUIRED.

I WOULD LIKE TO RECOGNIZE THOSE STAFF MEMBERS OR EMPLOYEES THAT ARE RETIRING BUT HAVE AT LEAST 25 OR MORE YEARS OF ERVICE TO OUR STUDENTS AND TO THE DCCCD.

CANDACE FROM ORTH LAKE.

SAMUEL, CEDAR VALLEY, 37 YEARS.

AND TIM SULLIVAN, RICHLAND, 44 YEARS OF SERVICE.

WE THANK THEM.

I UNDERSTAND HEY GET A CERTAIN THING FROM US, CERTAIN GIFTS FOR THEIR MANY YEARS OF SERVICE.

SO NOTED.

THANK YOU VERY MUCH.

>> CHAIR D. FLORES: ARE ANY OF THE THREE INDIVIDUALS HERE?

[10. Informative Reports]

MR. CASTILE, GERMANY, SULLIVAN ARE NOT HERE.

INFORMATIVE REPORTS.

DOES ANY TRUSTEE HAVE ANY QUESTIONS ON THE INFORMATIVE REPORTS?

>> D. ZIMMERMANN: I WANTED TO ASK ABOUT PAGE 172.

>> CHAIR D. FLORES: WHICH REPORT IS THAT?

>> D. ZIMMERMANN: THE PORTFOLIO TRANSACTION REPORT.

I HAVE TO SAY THIS MAKES ABSOLUTELY NO SENSE, COMPLETELY NO SENSE.

IT'S NUMBERS, NO NAMES.

AND IT'S ABOUT MICROFICHE SIZE.

>> CHAIR D. FLORES: ITEM 10B.

>> D. ZIMMERMANN: YES.

>> CHAIR D. FLORES: THIS IS THE QUARTERLY REPORT WE PROVIDE ON INVESTMENTS REQUIRED TO THE BOARD PER THE STATE LAW.

>> THIS IS THE LIST OF THE TRANSACTIONS, THIS IS A LIST OF THE TRANSACTIONS THAT WE CONDUCTED DURING THIS TIME PERIOD AS WELL AS OUR CURRENT HOLDINGS FOR OUR PORTFOLIO.

>> CHAIR D. FLORES: TRUSTEE ZIMMERMANN, DO YOU NOT HAVE A MAGNIFYING GLASS?

>> D. ZIMMERMANN: I CAN'T MAKE SENSE OF IT.

I GUESS IT'S TRANSACTION NUMBERS.

>> YES.

>> D. ZIMMERMANN: BUT AT THE POINT IT'S A TRANSACTION NUMBER, THAT MEANS NOTHING TO ME.

THAT DOESN'T MEAN IT TRANSFERRED MONEY FROM ONE ACCOUNT TO ANOTHER.

>> NO, THAT'S NOT THE PURPOSE OF THE REPORT.

THE PURPOSE IS TO UNDERSTAND WHAT THE HOLDINGS ARE.

BASICALLY TELLING US IN HOUSE WHAT THE TRANSACTION IS FOR THE INVESTMENT SO WHEN WE GO FOR NOW AN INTERNAL AUDIT THEY NEED TO TRACK THAT TRANSACTION IN THE SYSTEM SO THEY KNOW WHAT TO DO WITH IT.

>> D. ZIMMERMANN: HOW DO I NOW WHAT WE DID WITH THIS BECAUSE TRANSACTION NUMBERS DON'T HELP ME?

>> CAN I MAKE A SUGGESTION? IN PREPARING FOR THE FINANCE COMMITTEE MEETING I WAS SIMILARLY PERPLEXED.

I THINK WHAT WOULD BE HELPFUL WOULD BE IN THIS TYPE -- INCLUDED IN THE BOARD MATERIALS, SOME EXPLANATORY MEMORANDUM AS TO WHAT THIS IS, WHAT THE TRANSACTIONS REFLECT AND WHAT IMPACT, IF ANY, THAT THE BOARD NEEDS TO BE AWARE OF WITH RESPECT TO THE FINANCIAL INFORMATION.

IT IS VIRTUALLY INSCRUTABLE.

I THINK THERE IS A PURPOSE BEHIND IT AND WE NEED TO HAVE

[00:30:04]

CONTEXT.

>> D. ZIMM

>> WE HAVE INVESTMENT ID NUMBERS.

ANY OF THE FINANCIAL ADVISORS CAN PULL THE NUMBERS IN ORDER TO TELL WHAT THE PORTFOLIO IS.

THEY ARE RECOGNIZED ON A LEVEL THEY KNOW WHAT THE NUMBERS MEAN, THEY WANT TO SEE WHAT OUR LIQUIDATE IS.

THEY KNOW EXACTLY WHAT THIS MEANS.

>> CHANCELLOR MAY: IT MIGHT BE HELPFUL IF WE HAVE A SUMMARY THAT TOLD EXACTLY WHAT EACH OF THE PORTFOLIOS IS.

>>

>> THE OLLARS, THE TRANSACTION REPORT -- ON PAGE 174

>> TRUSTEE RITTER WOULD LIKE THE [INDISCERNIBLE].

>> 8 AND A HALF BY 11.

>> NOT THE AMOUNT, JUST THE SIZE.

>> D. ZIMMERMANN: I HAVE NO WAY OF GETTING A CALCULATOR TO CHECK YOUR WORK.

>> CHAIR D. FLORES: THAT'S THEM GETTING IN LEGAL TROUBLE.

>> NOW.

REVIEW OF OUR INVESTMENTS FOR THE PAST YEAR.

THEY PRETTY MUCH WITH THE AMOUNTS OF MONEY WE HAVE THERE, DO AT LEAST A [INDISCERNIBLE] OF WHAT'S GOING ON AND MAKING SURE WHAT WE'RE DOING IS REPORTING THINGS CORRECTLY TO YOU ALL SO YOU TRUST US AND OUR INTERNAL AUDIT.

>> CHAIR D. FLORES: IS THING EXTERNAL AUDITOR LOOK AT THE

>> YES, NOT AT MUCH.

PART OF IT WE HAVE TO PUT A MARKET VALUE ON THE SECURITIES AT THE END OF THE MONTH.

THAT'S WHAT THE INFORMATION IS OUT THERE FOR HOLDING SO THEY CAN TELL US THE MARKET VALUE.

WE DON'T DO THAT INTERNALLY BECAUSE WE DON'T HAVE THE ACCESS TO THE FINANCIAL SOFTWARE THAT WE NEED TO DO ABLE TO DO THAT.

SO WE BASICALLY HAVE A [INDISCERNIBLE] PRICE EVERYTHING FOR US.

>> CHAIR D. FLORES: VERY GOOD.

ANY OTHER QUESTIONS ON THIS INFORMATIVE REPORT? THANK YOU.

ANY QUESTIONS ON ANY OTHER INFORMATIVE REPORTS? YES?

>> D. ZIMMERMANN: 10C.

REPORT 10C, PAGE 177.

IT TALKS ABOUT JOB ASSESSMENT SOLUTION $100,000.

AND IT SAYS PRIORITY SOLUTION AND PREDICT SUCCESS RATES IN A VARIETY OF OCCUPATIONS.

PROPRIETARY --

>> YES, MA'AM.

THIS WAS A -- THIS CAME ABOUT FROM CONVERSATIONS WITH NUMEROUS COMPANIES HAVING TROUBLE FROM ENTRY LEVEL UP TO MORE SEASONED WORKERS AT ALL EDUCATION LEVELS TRYING TO RETAIN WORKERS.

THEY ARE ASKING IS HERE A WAY THEY COULD LOOK TO US TO PROVIDE AN INSTRUMENT THAT WILL HELP THEM MEASURE BEHAVIORAL CHARACTERISTICS BASED ON JOB FIT.

THIS IS AN ASSESSMENT THAT LOOKS BASED ON AN EMPLOYER'S JOB DESCRIPTION ON THE BEHAVIORAL CHARACTERISTICS WHETHER OR NOT THEY MEET THE GOALS OF THAT PARTICULAR JOB.

SO THIS CAME AS A REQUEST FROM EMPLOYERS WHO WENT OUT AND WENT TO SEVERAL VENDORS IN THE RFP PROCESS.

THIS IS THE VENDOR FOR THAT ASSESSMENT TOOL.

>> D. ZIMMERMANN: HOW DOES THAT HELP US?

>> WELL, IT HELPS US PROVIDE SERVICES TO EMPLOYERS IN HELPING THEM SELECT THERE PROPER CANDIDATES THAT FIT PARTICULAR JOBS THEY HAVE, IT'S A SERVICE THEY REQUESTED.

AND WE GO OUT THERE AND WE CAN THE WORK WE DO WITH EMPLOYERS TO HELP THEM FIND THE JOB APPLICANTS THAT GIVES THEM A BETTER TOOL SO THEY CAN -- AND

[00:35:03]

THIS CAME REALLY INFORMATION TECHNOLOGY COMPANY WHO SAID THEY WERE HIRING MASTERS F SOFTWARE ENGINEERS GRADUATES AND SAY THEY LAST TWO WEEKS AND WANT A WEEK OFF AND IT'S MADDENING.

IT'S COSTING A FORTUNE.

THE NUMBER OF EMPLOYERS HAVE EXPRESSED TO US.

>> CHANCELLOR MAY: MARK, THAT'S PART OF WHAT WE SELL, ACTUALLY.

WE -- THIS IS PART OF THE PACKAGE WE SELL TO COMPANIES.

>> D. ZIMMERMANN: HUMAN RESOURCES DEPARTMENT --

>> IT GOES A LITTLE BIT -- IT'S BASICALLY HELPING HUMAN RESOURCES EFFORTS BECAUSE IT'S HELPING THEM IDENTIFY CANDIDATES AND WHETHER OR NOT THEY NEED A PARTICULAR, MEET THE PARTICULAR CRITERIA FOR A JOB BASED ON BEHAVIOR, NOT NECESSARILY ON A TRANSCRIPT.

>> CHANCELLOR MAY: IT'S MORE THAN THAT.

WE PUT TOGETHER CUSTOM PROGRAMS. IF A PERSON IS 70% QUALIFIED WE CAN HELP THEM GET UP TO SPEED.

WE'RE AT A NUMBER OF COMPANIES --

>> AREAS IN POTENTIAL [INDISCERNIBLE] EMPLOYER CAN WORK WITH THE APPLICANT TO BUILD UP THE SKILLS SO THEY FIT BETTER FOR THAT PARTICULAR JOB.

>> EXPLAINING HOW THIS FITS INTO THE PROGRAM WE TALKED TO EMPLOYERS ABOUT?

>> IT'S PART OF A COMPREHENSIVE PACKAGE.

IT HAS TO GO BEYOND THE TRAINING NEEDS AND TECHNICAL SKILLS.

EMPLOYERS TOLD US THE SOFT SKILLS, THE FOUNDATIONAL SKILLS ARE THE AREAS WHERE THEY HAD THE BIGGEST ISSUES, FROM ALL OF US, FROM JOBS THAT MAY MINIMUM WAGE TO SIX FIGURES.

WE'RE LOOKING AT TO PROVIDE THIS COMPREHENSIVE TOOL BOX THAT EMPLOYERS CAN SAY, YEAH, I NEED THIS SERVICE, I NEED THAT SERVICE.

OR CUSTOMIZE SERVICES BASED ON THEIR NEEDS.

THIS IS ONE OF HE THINGS THAT WE WENT AFTER BECAUSE EMPLOYERS TOLD US THIS IS SOMETHING THEY NEED.

ARE WE HIRING THE RIGHT PEOPLE TO FIT THE PARTICULAR JOB.

>> CHAIR D. FLORES: DOES THIS HAVE ANY ALIGNMENT WITH THE WORKFORCE SKILL DEVELOPMENT PLAN FROM THE STATE OF TEXAS?

>> NO, MA'AM, THIS IS THE DISTRICT OPERATIONAL FUNDS.

>> CHAIR D. FLORES: NO, IN TERMS OF THE WORKFORCE SKILLS TRAINING THAT EMPLOYERS ASKED FOR, DOES IT FIT INTO THAT?

>> CERTAINLY, SURE.

I APOLOGIZE.

IT'S ONE OF THOSE THINGS THAT EMPLOYERS LOOK AT AND HELP THEM, HELP US IDENTIFY THE RIGHT CANDIDATES FOR THE JOBS THAT WE HAVE.

BECAUSE IT DOESN'T DO THEM ANY GOOD IF THEY GET IN HERE AND THEY DON'T LIKE A JOB.

WE WANT TO BETTER BE ABLE TO IDENTIFY CANDIDATES FOR JOBS WE HAVE.

THIS IS PART OF THAT.

WE CAN USE IT IN ANY NUMBER OF WAYS FROM MALL EMPLOYERS TO LARGER EMPLOYERS.

>> CHAIR D. FLORES: ANY OTHER QUESTIONS ON THIS REPORT?

>> D. ZIMMERMANN: YES.

TURN TO PAGE 178.

IT LOOKS AS IF WE'RE SENDING OUR REQUESTS TO THE WRONG COMPANIES.

IF WE SEND OUT 486 SUPPLIERS, AND ONLY TWO REPLY BACK, THERE IS ANOTHER ONE, 460 -- 486 AND TWO REPLY.

521 SUPPLIERS AND NINE REPLY.

470 SUPPLIERS AND TWO REPLY.

ARE WE SENDING IT TO THE WRONG PLACES? NO, WE HAVE A LIST OF VENDORS.

>> ASKED BY COMMODITY CODE WHAT RFP, REQUEST FORBIDS, ANYTHING WE DO THEY ASK FOR THE INFORMATION.

THAT LIST GOES N.

IT'S NOT SCREENED.

IT'S BASICALLY USED -- SOMETIMES WE GET VENDORS THEY SAY SEND EVERYTHING.

WE CURRENTLY AS WE SAW IN THE E-PROCUREMENT SYSTEM, WORKING WITH THE VENDORS TO APPRO APPROPRIATELY CLASSIFY WHAT THEY SELL AND WHAT PRODUCTS THEY CAN WORK ON.

IT HAS BEEN AN ISSUE THAT WE NOW THINK WE'RE GOING TO CLEAN UP TO WHERE WE HAVE BETTER INFORMATION ON IT.

WHEN SOMEBODY SAYS THEY WOULD LIKE TO SEE IT AND WE'RE DOING SIDEWALK REPAIR AND THEY DO PARKING LOT STRIPING AND THEY WANT TO GET THE CONCRETE WORK, THEY GET IT BUT THEY ARE NOT QUALIFIED TO DO IT.

>> D. ZIMMERMANN: IT LOOKS LIKE LIKE WE'RE SENDING IT TO THE

[00:40:01]

WRONG PEOPLE.

IT'S HARD TO DO BUSINESS WITH.

>> YES, IT'S GOING TO THE WRONG PEOPLE BY THEIR DEFINITION.

OFFICIALS ARE VENDORS ASKING FOR WHAT THEY WANT TO GET.

AND AGAIN, IF THEY SAY, SEND ME EVERYTHING, TRASHCAN LINERS, CEMENT WORK, THEY GET EVERYTHING.

>> CHAIR D. FLORES: I HAVE ANOTHER QUESTION.

TRUSTEE ZIMMERMANN, IS THAT YOUR QUESTION? I HAVE ANOTHER QUESTION ON THIS.

SO I NOTICE YOU ARE USING RFB, I HADN'T NOTICED THAT.

DON'T NEED TO ANSWER NOW BUT MAYBE THAT IS ALSO AN INFORMATIVE ITEM ON ONE OF THE FINANCE COMMITTEE MEETINGS.

>>

>> CHAIR D. FLORES: SO ON PAGE 177, THE LAST ITEM, INDUSTRIAL UNIFORM SAYS IT WAS SENT TO 63 WITH FOUR RESPONDING.

WE ONLY HAVE THREE LISTED.

IS THAT AN OVERSIGHT?

>> [INDISCERNIBLE] SUPPLIERS.

OUT] THIS SHOWS WHO WERE AWARDED.

>> CHAIR D. FLORES: THE FOUR PONDED -- THANK YOU.

ANY OTHER QUESTIONS ON ANY INFORMATIVE REPORTS? YES, TRUSTEE WILLIAMS.

>> S. WILLIAMS: SITTING HERE AND THINKING BACK MANY TIMES AS I SERVED ON THE BOARD OVER THE YEARS, SO MANY TIMES, [INDISCERNIBLE] AND MANY BOARDS -- A LOT OF BOARDS WONDERING WHY THERE ARE PEOPLE [INDISCERNIBLE].

MY QUESTION IS [INDISCERNIBLE] QUESTIONS [INDISCERNIBLE].

NEVER UNDERSTAND EVERYTHING IN THERE [INDISCERNIBLE].

HE SAID THAT GETTING MUCH, MUCH OLDER AND WISER.

CAN I GIVE YOU SOME ADVICE, I DON'T KNOW [INDISCERNIBLE] TRUST.

TRUST THE PEOPLE YOU HIRE.

[INDISCERNIBLE] THAT'S ALL.

>> CHAIR D. FLORES: GOOD INPUT.

THANK, TRUSTEE WILLIAMS. WITH THAT BEING SAID, ANY OTHER QUESTIONS? IF NOT, CHANCELLOR, THERE IS NO EXECUTIVE SESSION, CORRECT?

>> CHANCELLOR MAY: THAT IS CORRECT.

>> CHAIR D. FLORES: THERE IS NOT A REQUIREMENT TO GET A MOTION TO ADJOURN.

WE CAN SIMPLY
