WELCOME, MR. HOGS.

>> DR. FLORES, MEMBERS OF THE BOARD, LAST MONTH I ASKED YOU TO PURCHASE RENEWABLE ENERGY FOR HALF OF THE DISTRICT'S ELECTRICITY REQUIREMENTS BY PARTICIPATING IN THE ENERGY CO-OP.

I APPRECIATE THE ACTION YOU HAVE TAKEN TO MAKE THAT HAPPEN.

I BROUGHT THE TRUC, TEXAS RENEWABLE ENERGY CO-OP OPPORTUNITY TO YOUR ATTENTION FOR TWO REASONS.

RESEARCH BELOW-COST RENEWABLE ENERGY WAS ONE REASON BUT CERTAINLY NOT INMOST IMPORTANT.

I AM ASKING YOU TO EMBRACE THE OVERWHELMING CLIMATE SCIENCE WARNING US TO STOP DUMPING THE GASES INTO THE ATMOSPHERE.

ALTHOUGH WE HAD DATA POINTING TO THE PROBLEM SINCE THE 1980S, OUR PROCRASTINATION ACCELERATED RATE OF CLIMATE CHANGE.

LISTEN TO WHAT DAVID ATTENBOROUGH SAID ON CLIMATE CHANGE I GLOBAL WARMING, AND I QUOTE.

IN THE 20 YEARS SINCE I STARTED TALKING ABOUT CLIMATE CHANGE ON OUR WORLD, CONDITIONS HAVE CHANGED FAR FASTER THAN I EVER HAVE IMAGINED.

IT MAY FOUND FRIGHTENING BUT THE SCIENTIFIC EVIDENCE IS IF WE HAVE NOT TAKEN DRAMATIC ACTION WITHIN THE NEXT DECADE, WE COULD FACE IRREVERSIBLE DAMAGE TO THE NATURAL WORLD AND THE COLLAPSE OF OUR SOCIETIES.

WE'RE RUNNING OUT OF TIME BUT THERE IS STILL HOPE, HE ADDS, I BELIEVE IF WE BETTER UNDERSTAND THE THREAT WE FACE THE MORE LIKELY IT IS WE CAN AVOID SUCH A CATASTROPHIC FUTURE, END QUOTE.

I'M ASKING YOU TO MAKE CLIMATE CHANGE UNDERSTANDING AND ACTION IS PRIORITY FOR THE DALLAS COUNTY COMMUNITY COLLEGE DISTRICT AT EVERY LEVEL.

THE BOARD OF TRUSTEES, ADMINISTRATION, STAFF, FACULTY AND THE STUDENT BODY.

FORTUNATELY, YOU ALREADY HAVE THE SUSTAINABILITY PROGRAM STAFFED WITH VERY CAPABLE PEOPLE.

WITH YOUR DIRECTION, THEY CAN TAKE THE LEAD IN RAISING THE UNDERSTANDING OF THE SCIENCE AND URGENCY OF THE CLIMATE CHANGE FOR DISTRICT PERSONNEL AND THE STUDENT BODY.

THEY CAN LEAD IN PREPARING CLIMATE ACTION PLAN FOR THE DISTRICT.

IN PARALLEL WITH SIMILAR PLANNING ACTIVITIES IN THE CITY OF DALLAS.

THAT PLAN WILL HELP YOU PRIORITIZE THE ACTIONS THAT ARE REQUIRED.

WHEN THE PRIMARY INSTITUTION OF LEARNING IN DALLAS COUNTY STARTS TAKING ACTION, YOU, OTHERS WILL FOLLOW YOUR LEAD.

WE DESPERATELY NEED YOUR LEADERSHIP.

CHAIR FLORES, I KNOW YOU WORKED ON THIS FOR A WHILE TO PUT THIS TOGETHER.

AND DR. PAM FISHER FOR THE ASSOCIATED COMMUNITY COLLEGE OF TRUSTEES.

I SEE ISAAC FAZ, REPRESENTING US VERY WELL THERE IN EXECUTIVE SESSION.

BUT ALL COMMUNITY COLLEGES ACROSS T THE STATE OF TEXAS.

WE'RE FORTUNATE WE'RE ONE OF A COUPLE THAT HAVE TO ABILITY TO SUPPORT THIS TYPE OF EFFORT.

SO HE ENDS UP CARRYING THE REALLY WATER FOR A LOT OF THE OTHER 40, 50, DISTRICTS THROUGHOUT THE STATE.

SO THANK YOU, ISAAC.

I'M ALSO JUST DELIGHTED.

WE MADE A PRIORITY OVER THE LAST SEVERAL YEARS TO ADDRESS THE TRANSFER ISSUE.

SENATOR WES HAS BEEN A WARRIOR ON THIS FILING BILL AFTER BILL ONLY TO HAVE UNIVERSITIES UNDERCUT HIM IN THE PAST.

BUT I HAVE TO SAY THIS SESSION HE TARTED EARLY AND STAYED WITH IT.

AND WE WORK BETTER TOGETHER AS A COMMUNITY COLLEGE SECTOR.

SENATE BILL 25 BY SENATOR WEST PASSED, DESIGNED TO FACILITY THE TRANSFER AND ACADEMY PROGRESS AND TIMELY PROGRESS OF STUDENTS IN HIGHERENTION.

IT'S SIX-YEAR EFFORT.

THE BILL CREATES AND ESTABLISHES ON ADVISORY COMMITTEE.

I THINK THAT'S AN IMPORTANT PIECE OF IT.

TOO OFTEN THE BILLS ARE ONE AND DONE.

AND YOU GET LOCKED IN PLACE AND NO ONE IS TALKING HOW WE CAN MAKE IT BETTER AND MOVE FORWARD.

WE APPRECIATE THAT THE COMMITTEE WILL MAKE RECOMMENDATIONS LOOKING AT THE 42-HOUR CORE AND HOPEFULLY MEASURES FOR OUR CAREER OR GUIDED PATHWAYS AND GOING FORWARD.

JUST A COUPLE OF OTHER THINGS, HB1, THE STATE BUDGET THIS YEAR.

OUR OVERALL BUDGET IN THEIR PARTICULAR BILL FOR THE 2020-2021 YEAR, WHICH INCLUDES SMALL BUSINESS DEVELOPMENT CENTERS, WHICH IS IS A LITTLE OVER 3 MILLION, 192 MILLION 847,000 AND CHANGE FOR US.

LAST BIENNIUM, $179 MILLION THAT WE RECEIVED IN OVERALL FUNDING.

SO E REALLY INCREASE OF 13 MILLION FROM THE STATE.

7% INCREASE.

CONGRATULATIONS DO ALL OF OUR LEADERSHIP.

A BIG PART OF THAT IN OUR EMPHASIS THIS TIME TO INCREASE THE FUNDING FOR PERFORMANCE POINTS.

THAT WENT FROM $178 PER POINT THIS YEAR, THIS PAST YEAR, TO FOR THE NEXT BIENNIUM, ROUGHLY $203 OR $250 PER POINT AND ALSO THE VALUE.

ALSO SENATE BILL 2, WHICH INCLUDED THE PROPERTY TAX ROLL BACK TO 3.5%.

LEGISLATURES REALIZE THERE WAS AN IMPORTANT DIFFERENCE IN COMMUNITY COLLEGE DISTRICTS ACROSS THE STATE.

THEY EXCLUDED US FROM LEAVING US AT THE 8% ROLL BACK.

THERE WERE A FEW MINOR CHANGES IN TERMS OF THAT BILL.

HOWEVER THE IMPACT ON COMMUNITY COLLEGES AND OUR ABILITY TO

SERVE AN EVER-GROWING ENROLLMENT WITH US, AS YOU KNOW, WE INCREASED ENROLLMENT AGAIN THIS YEAR.

AND PLAN ON DOING SO IN THE FUTURE.

IT'S ON IMPORTANT WAY FOR US TO MEET THOSE NEEDS.

ALSO, I JOINED DR. ADOMS AT THE LEGISLATURE.

WE HAD A NUMBER OF STUDENTS THAT JOINED.

AND THE REPRESENTATIVE ANNA MARIE RAMOS, DECLARED EL CENTRO COLLEGE WITH A RESOLUTION RECOGNIZING THE YEARS OF CONTRIBUTION YOU HAD TO THIS COMMUNITY.

CONGRATULATIONS TO YOU AND YOUR TEAM.

APPRECIATE THAT LEADERSHIP.

ALSO, DELIGHTED TO SAY THAT WE SUBMITTED AS A DISTRICTS A PROPOSAL TO THE AMERICAN ASSOCIATION OF COMMUNITY COLLEGES FOR EXPANDING COMMUNITY COLLEGE APPRENTICESHIP PROGRAMS. THIS PROGRAM, THIS WAS APPROVED.

AND WE'RE GOING TO CONTINUE O TO ROLLOUT AND EXPAND THE PROGRAM.

LET ME MENTION A COUPLE OF OTHER THINGS AS WELL.

I LEARNED YESTERDAY ABOUT THE CEDAR VALLEY PROGRAM, DR. SEE SEA BROOK BEGINNING WITH THE SECOND SEMESTER TO ENSURE THEY ARE AWARE THAT COLLEGE IS AN OPTION.

EVEN WITH THE DALLAS COUNTY PROMISE, WE'RE TOO MANY INDIVIDUALS THAT BELIEVE COLLEGE IS NOT FOR THEM.

WE KNOW THE DEVASTATING MPACT THAT WILL HAVE ON THEM.

THE LAND CASTER, AND STUDENTS FROM THE VARIOUS ALTERNATIVE SCHOOLS.

40 YOUNG MALE PARTICIPATES, CAREER AND TECHNICAL EDUCATION, FINANCIAL WORKSHOPS, CO-OP, ENTREPRENEURSHIPS AND PARTICIPATION IN SERVICE LEARNING.

I THINK THE GOAL WAS TO EXPAND THIS IN THE FUTURE.

WE APPRECIATE THE GREAT WORK OF CEDAR VALLEY.

THE EASTFIELD COLLEGE HAD A CORPORATE BREAKFAST FOR THEIR CORPORATE AND COMMUNITY ENGAGEMENT AWARDS AND HAVING OVER 100 ATTENDEES.

WE APPRECIATE THE WORK.

WE HAD THE MAYOR'S OF MESQUITE AND MESQUITE CITY MANAGER AND PARTNERS INCLUDING HONDA AMERICA AND OTHERS THERE.

WE APPRECIATE THE GREAT WORK GOING ON THERE A AND THE ENGAGEMENT.

MOUNTAIN VIEW COLLEGE AND THE FACULTY AND STAFF WERE RECOGNIZED WITH AWARDS OF EXCELLENCE FOR DESIGN OF ONLINE PROFESSIONAL DEVELOPMENT PROGRAM THAT SUPPORTS FACULTY AND TEACHING ONLINE PRESENTED BY INNATIONAL INSTITUTE FOR STAFF AND ORGANIZATIONAL DEVELOPMENT, AND MEMBERS OF THIS INCLUDE TYLER JUNIOR CHECK, PALO ALTO, PALM BEACH AND OTHERS.
