INTERNATIONALLY, OUR CHAPTER WAS ALSO RECOGNIZED AT ORLANDO, FLORIDA.

WE GOT THE SENIOR CHAPTER AWARD OF HONORS TO ECONOMICS.

TOP 100 CHAPTER AND RECOGNIZED AS A SCHOLAR.

SIGMA, FIVE STAR CHAPTER STATUS WAS ACHIEVED FOR THE THIRD YEAR IN A ROW THIS YEAR.

BASED ON RESEARCH PROJECTS THAT EXTENED THROUGHOUT THE YEAR.

EVERY YEAR OUT OF 1300, WE 1300E RECEIVED HONORS AND ACTION IN THE COLLEGE PROJECT PARTICIPATION AWARDS AT THE 2019 HOUSTON REGIONAL CONFERENCE.

OUR OFFICERS HERE AND SOME WHO ARE NOT HERE, RECEIVED $140,000 IN SCHOLARSHIP OFFERS TO FOUR-YEAR MAJORITIES.

THIS YEAR EL CENTRO HAD ONE JACK KING COOK SCHOLARSHIP FINALIST.

TWO ALL TEXAS ACADEMIC TEAM MEMBERS THIS YEAR.

AND WE RECEIVED OFFERS OR OUR OFFICERS TO 14 UNIVERSITIES, INCLUDING BAYLER, TEXAS WOMEN'S, GEORGETOWN AND ILLINOIS INSTITUTE OF TECHNOLOGY.

I WANT TO STRESS WITHOUT OUR TEAM OF OFFICERS AND ADVISORS AND SPECIFICALLY, DR. THOMAS AT EL CENTRO, DONE OF THIS WOULD HAVE BEEN POSSIBLE.

AT EVERY ANNUAL CONVENTION, FIVE NEW INTERNATIONAL OFFICERS, THE INTERNATIONAL PRESIDENT AND WISHING TO THE SUCCESS OF DIVISIONS.

THERE ARE FIVE DIVISIONS.

OF COURSE, WE ARE IN DIVISION TWO.

TEXAS REGION.

THEIR DUTIES INCLUDE PRESIDING AT THE ANNUAL CONVENTION, THE HONORS INSTITUTE, ROMOTING PHI THETA KAPPA, AND COMMUNICATING WITH THE CHAPTERS LOCATED IN THE INTERNATIONAL OFFICERS DIVISION.

DIVISION TWO OFFICER IS RESPONSIBLE FOR 326 CHAPTERS, 7 REGIONAL ORGANIZATIONS AND THEY INCLUDE ALABAMA, FLORIDA, MISSISSIPPI, LOUISIANA, THE BRITISH VIRGIN ISLANDS, TENNESSEE AND OF COURSE TEXAS.

WE FALL IN DIVISION TWO.

AT THE ISSUANCE CONVENTION, 3,700 PLUS MEMBERS REPRESENTING THE MILLIONS OF STUDENTS VOTED TO ELECT THE FIRST INTERNATIONAL OFFICER, IN THE COLLEGE HISTORY, NEVILLE SCOTT.

ADDITIONALLY, RECEIVED A $500 AWARD.

NOT ONLY DID HE WIN OUT OF THE 20 OR SO HE RAN WITH AND AGAINST, THEY VOTED HIM TO RECEIVE THE AWARD, FOR $200.

THIS IS NOT SOMETHING YOU CAN CAMPAIGN FOR AND WON.

HE WON THIS BECAUSE HIS CHARACTER EXUDED THE SCHOLARSHIP LEADERSHIP OF THE PHI THETA KAPPA HALL MARK.

I HIGHLIGHT THIS BECAUSE HIS CAMPAIGN WAS A TEAM EFFORT.

YOU CAN LOOK AT PICTURES AND VIDEO AND YEARBOOK AND SEE HIM BUTTONING HIS SUIT OR TYING HIS SHOELACES.

THIS IS A VERY INTENSE INTRODUCTION INTO WHAT IT IS TO RUN A CAMPAIGN.

AND IT IS BECAUSE OF THIS OFFICE AND TEAM WE'RE REPRESENTING AND THE REST OF THE WORLD.

DCCCD IS REPRESENTED TO THE REST OF THE WORLD FOR THIS ACCOMPLISH.

ALONG WITH THAT, TEXAS REGION THE ADVISOR TEAM WON THE DISTINGUISHED [INDISCERNIBLE] AND ALSO ME, AND DR. OUR PROFESSOR HARRIS, TO THE ADVISOR HALL'S HONOR.

AT THE INTERNATIONAL LEVEL, AGAIN, WE WON THE DISTINGUISHED HONORS IN ACTION FOR OVERALL.

THE ADVISOR TEAM GOT THE ADVISOR TEAM AWARD.

WHAT WE'RE MOST PROUD OF IS THE BETA ALPHA FOR EXCELLENCE.

THIS MARKS OUR 13TH ONE IN A ROW.

SO WE CURRENTLY WILL HAVE -- I BELIEVE WE HOLD THE RECORD FOR THAT.

ONLY EIGHT GIVEN FOR THE ENTIRE, I WOULD SAY 1300 HAPTERS THAT WERE GIVEN THERE.

AND WE ARE THE ONLY TWO IN TEXAS THAT WAS GIVEN FOR THAT.

ALONG WITH ALL THE AWARDS THAT [INDISCERNIBLE] OUR OFFICERS WERE RECOGNIZED AT INTERNATIONAL.

WE HAVE OUR DISTINGUISHED MEMBER, AT THE INTERNATIONALS AND DISTINGUISHED OFFICER AT INTERNATIONALS.

AND THEN FOR SCHOLARSHIPS, WE HAVE THE ONLY TEXAS ALL-U.S.A.

AWARD-WINNING.

SO THERE WERE 20 GIVEN OUT.

I THINK THEY SAID IT WAS 500 APPLICANTS FOR THAT.

OUR CHAPTER PRESIDENT PASCAL MADE COCA-COLA SILVER TEAM AND THREE MEMBERS IN THE ALL-TEXAS STATE TEAM.

WE HAVE PASCAL WAS A SEMI FINALIST.

AND SEVERAL TERRI FOUNDATION NOMINEES.

I BELIEVE THAT IS IT.

AND I BELIEVE SO, ABOUT A TOTAL OF A LITTLE OVER $12,000 IN SCHOLARSHIPS.

WE HAVE DISTRICT TWO THE HONORS AWARD OFFICER, AND DISTINGUISHED OFFICER MEDALLION AND TEXAS TEAM, MYSELF GOT THAT.

FOR THE INTERNATIONAL RECOGNITIONS, WE GOT RECOGNIZED AT THE TOP 100 INTERNATIONAL CHAPTERS.

ALSO, OUR CHAPTER RESIDENT GOT THE SCHOLAR IN OLD TEXAS ACADEMY TEAM.

MORGAS GOT 21ST SCHOLAR WHERE ONLY 10 RECIPIENTS WERE SELECTED OVER 28P STU STUDENTS.

WE HAVE BROUGHT THREE, MULTIPLE SUGGESTIONS TO OUR SENATORS AND REPRESENTATIVES FROM SPORTS GAMBLING TO THE TRANSFER BILL.

AT S.G.A. REGION TWO AWARDS WE WON SECOND PLACE IN CHAPTER OF THE YEAR, STUDENT OF THE YEAR AND ADVISOR OF THE YEAR AWARD.

I CURRENTLY HAVE 20 SECTIONS OF HIGH SCHOOL STUDENTS ON MY CAMPUS AND ON MY HIGH SCHOOLS.

AND I JUST AM STRUGGLING TO FIND PEOPLE.

SO I'M LOOKING TO SEE IF PART OF THE REVAMPING FOR FACULTY COULD INCLUDE A LITTLE BIT MORE ASSISTANCE WITH THE COLLEGIATE ACADEMIES, WITH SOME SORT F SPECIAL PROGRAM OR FINANCIAL ASSISTANCE FOR TRAVEL.

BECAUSE OUR EARLY COLLEGE HIGH SCHOOL IS 18 MILES ONE WAY FROM OUR COLLEGE.

AND SO IT'S DIFFICULT TO FIND PEOPLE THAT ARE ILLING TO DO THE TRAVEL AND GO FOUR DAYS A WEEK.

BUT SECONDLY, ONE OF THE EASONS WHY AS A BORDURE PROMOTED THESE ORGANIZATIONS BECAUSE THEY TEND TO BE SUCCESSFUL BECAUSE THEY ARE ENGAGED IN CAMPUS LIFE IN A DIFFERENT WAY.

THEY COMPLETE TWICE THE LEVEL OF STUDENTS WHO LOOK EXACTLY LIKE THEM BUT ARE NOT ENGAGED IN PHI THETA KAPPA OR STUDENT GOVERNMENT ASSOCIATIONS AND DOUBLED UP.

BECAUSE THEY ARE ENGAGED IN IT ALL.

WE APPRECIATE THAT A LOT.

AS ONE OF THE INDIVIDUALS MENTIONED, ABOUT FIVE YEARS AGO, THE BOARD AGREED TO SET ASIDE DOLLARS TO PROVIDE SCHOLARSHIPS FOR STUDENTS WHO CAN'T AFFORD THESE ACTIVITIES.

THE PROPERTY BILL TAX BILL PASSED THE HOUSE ON APRIL 30, 107-40.

AND WHAT THIS BECAME THEN THE SUBSTITUTE FOR SENATE BILL 2 IN

THE SENATE.

IN THAT, LEFT US BASICALLY UNCHANGED WITH THE, WHILE OTHERS WERE CAPPED IN TERMS OF ROLL BACK, WE WERE LEFT AT 8%.

IT CHANGED A COUPLE OF THE THINGS IN THE BILL.

PREVIOUSLY THERE WOULD HAVE TO BE CITIZENS SIGN A PETITION TO GO FOR VOTE.

NOW IT WOULD BE MANDATORY ON ANY DOLLARS WE GO ABOVE THAT 8% CAP AND OBVIOUSLY THERE IS A PROCESS.

IN THE ORIGINAL SENATE BILL 2, WE REMAIN 3.5%.

WHICH WOULD COST $21 MILLION AT THAT BEEN IN AFFECT THE LAST SEVERAL YEARS.

CHAIRMAN TURNER, HIGHER EDUCATION COMMITTEE HAS GONE ON TELEVISION AND OTHER EVENTS TALK TO THE IMPORTANT OF COMMUNITY COLLEGES.

CHAIRMAN BURROWS, HAS CONTINUED TO ADVOCATE.

THE 8% FOR COMMUNITY COLLEGES.

WE'VE SEEN IN THE SPECIAL SESSION, SPEAKER BONNEN REMOVED COMMUNITY COLLEGES FROM THAT PARTICULAR BILL.

WE'LL WATCH AS WE GO THROUGH THIS PROCESS.

SENATOR WEST, SENATE BILL 25.

ONE OF THE GREAT, I BELIEVE, LANDMARK BILLS FOR HIGHER EDUCATION CERTAINLY THIS SESSION FOR THE FIRST TIME I BELIEVE WE'RE GOING TO BE ABLE TO SUCCESSFULLY GET THROUGH BOTH HOUSES, TRANSFER LEGISLATION THAT WILL SAVE STUDENTS DOLLARS, TTHE STATE OF TEXAS AND TAXPAYES DOLLARS AND ALLOW MORE STUDENTS TO COMPLETE THEIR EDUCATION IN LESS TIME.

IT PASSED UNANIMOUSLY ON THE SENATE FLOOR.

CERTAINLY, WE AND I APPRECIATE ISAAC FOZ HAS SPENT COUNTLESS HOURS REPRESENTING DALLAS AND ALL COMMUNITY COLLEGES IN MEETING WITH UNIVERSITIES AND OTHERS.

I WAS AT THE CAPITAL WITH MR. ADAMES AND STUDENTS FROM EL CENTRO FOR EL CENTRO COLLEGE DAY AT THE CAPITAL.

WITH JUST A GREAT GROUP OF STOFSTUDENTS.

REPRESENTATIVE RAMOS, AND RECOGNIZED OUR STUDENTS AND PRESIDENT AS WELL.

THE STUDENTS HAD THE CHANCE TO TOUR THE STATE CAPITAL AND HOUSE CHAMBER AND LEARN FROM REPRESENTATIVE RAMOS, WHO IS AN ADJUNCT FACULTY AT EL CENTRO ABOUT HOW GOVERNMENT WORKS.

HOPEFULLY IN THE FUTURE WE CAN EXPAND AND INCLUDE A MORE OPPORTUNITIES FOR STUDENTS TO TAKE A DAY AT HE CONTAMINATE.

CAPITAL.

WE CONTINUE TO EXPAND -- WE RECEIVED $250,000 GRANT FROM ADVANCED ROBOTICSES TO LAUNCH THE ACADEMY.

WHILE MILITARY PERSONNEL, PERMISSION CAN BE GRANTED TO BEGIN TRA TRAINING FOR P TO SIX MONTHS.

THEY GET TEMPORARY DUTY ASSIGNED TO THE COLLEGE TO GO TO SCHOOL DURING THEIR LAST SIX MONTHS IF THAT IS WORKED OUT IN ADVANCE.

THE INDUSTRY 4.0 ACADEMIC IS A VIRTUAL TRAINING SYSTEM, WHICH WILL ENABLE TRAINING TO OCCUR AT ANY BASE IN THE U.S.

WE'RE EXCITED TO BE PART OF THAT.

LATER TODAY, MADAM CHAIR, IF I COULD MAKE COMMENTS ABOUT MY RECOMMENDATION AT MOUNTAIN VIEW COLLEGE WHEN WE GET TO THAT POINT.

I WANT TO THANK DR. ADAMES, FACULTY AND STAFF, THE MEMBERS WHO SERVED ON THE COMMUNITY.

WE HAD FOUR OUTSTANDING CANDIDATES THAT WE WERE ABLE TO BRING TO THE CAMPUS.

ANY OF WHICH CERTAINLY DESERVE TO BE THERE AND WHAT WOULD DONE AN OUTSTANDING JOB.

BUT AS YOU SEE ON HE BOARD AGENDA, I'M RECOMMENDING ONE CANDIDATE TO THE BOARD, AND THERE IS BEATRICE JOSEPH, SHE SERVES AT PALLA ALTA COLLEGE IN SAN ANTONIO.

SHE HOLDS A BACHELORS IN BUSINESS ADMINISTRATION AND MASTERS IN MANAGEMENT STUDIES AND DOCTORATE IN HIGHER EDUCATION.

WILL START AT MOUNTAIN VIEW ON JULY 1.

WITH THAT, I ASK THE BOARD TO SUPPORT THIS RECOMMENDATION.

FRANKLY IMPACTING ABILITY DUE TO THE SHORTAGE O MAINTAIN OFFICERS.

WE'RE WORKING WITH UNIVERSITY OF NORTH TEXAS DALLAS, OUR COLLEGES WITH THE DALLAS POLICE CHIEF HALL, TO REALLY ADDRESS SOME OF THE ISSUES.

IT IS SYSTEMIC, IT'S NOT UNIQUE TO WHAT WE'RE HERE.

WE APPRECIATE YOU BRINGING THAT UP AND OFFICERS THAT ARE ON BOARD BUT UNDERSTAND WE RESPECT THEIR DECISIONS HOW THEY CAN BEST MEET THE NEEDS OF THEIR FAMILY.

WE WANT TO BE THE EMPLOYER OF CHOICE BUT THOSE CONVERSATIONS WE NEED TO HAVE IN THE NEAR AND IMMEDIATE FUTURE.

WE ARE WORKING WITH ANOTHER VENDOR, GREEN LIGHT, TO PROVIDE ELECTRONIC, FREE TRANSCRIPTS.

OUR UNIVERSITY PARTNERS DO NOT WANT PAPER TRANSCRIPTS BY AND LARGE BECAUSE WE'RE INCREASING THE NUMBER OF TRANSFER STUDENTS TO THOSE INSTITUTIONS ND MOST EMPLOYERS REQUEST ELECTRONIC TRANSCRIPTS AS WELL.

WE HAVE A CONTRACT THROUGH OCTOBER OF 2019 THROUGH CREDENTIAL SOLUTION.

THIS POLICY CHANGE WAS MADE GENERIC SO WE CAN WORK WITH ANY VENDOR WE CHOSE TO PROVIDE TRANSCRIPTS TO OUR STUDENTS.
