[6.1. 2023 Erin Tierney Kramp Scholars Recognition]

THIS IS THE TIME OF YEAR WHERE WE'RE ABLE TO HAVE SOME OF OUR SCHOLARSHIP RECIPIENTS HERE TO SHARE A LITTLE BIT AND CELEBRATE THEIR ACCOMPLISHMENTS.

YOU KNOW, IN THE PAST, WE'VE TALKED ABOUT THE TYRANNY, CRAMP, ENCOURAGEMENT SCHOLARSHIP THAT WAS ESTABLISHED IN 1999 BY THE AETC ENCOURAGEMENT FOUNDATION AND THE DALLAS FORT WORTH PROPERTY EQUITY FORUM IN MEMORY OF A COURAGEOUS INDIVIDUAL.

AARON CRAMP.

THOSE AWARD SCHOLARSHIPS GO TO STUDENTS BASED ON THEIR COURAGE AND PERSEVERANCE IN THE FACE OF ADVERSITY.

TO DATE, THE SCHOLARSHIP HAS AWARDED 59 SCHOLARS A COMBINED AMOUNT OF NEARLY $307,000.

AND THEN ALSO THE MYERS LACROIX SCHOLARSHIP ENDOWMENT WAS ESTABLISHED IN 1988 BY TRIPLE-CD FOUNDATION BOARD MEMBER MIKE MYERS, WHO'S HERE WITH US TO RECOGNIZE THE LATE DR.

ARJAN LACROIX, FORMER CHANCELLOR OF TRIPLE-CD FROM 1981 TO 1988, FOR HIS LEADERSHIP AND EDUCATION IN THE COMMUNITY.

IN 2018, THE SCHOLARSHIP WAS RENAMED THE MYERS LACROIX SCHOLARSHIP IN HONOR OF MR. MYERS DEDICATION TO THIS PROGRAM.

OUTSTANDING LEADERSHIP AND ACADEMICS ARE THE MAIN REQUIREMENTS FOR THE SCHOLARSHIP PROGRAM, AND NANCY LACROIX AND MIKE MYERS ARE MENTORS TO THE MYERS LACROIX SCHOLARS.

SO MIKE MYERS GIVES NOT ONLY OF HIS RESOURCES TO SUPPORT THIS, BUT HIS PERSONAL TIME AS REFLECTED BY HIS PRESENCE HERE TODAY.

TO DATE, THIS SCHOLARSHIP IS AWARDED TO 248 SCHOLARS, A COMBINED AMOUNT OF NEARLY $675,000.

ABSOLUTELY. SO I'D LIKE TO INVITE JOSH SKOLNIK, EXECUTIVE DIRECTOR OF THE DALLAS COLLEGE FOUNDATION, TO THE PODIUM TO SHARE MORE INFORMATION ABOUT THESE SCHOLARSHIPS, AND HE'LL INTRODUCE SOME OF OUR GUESTS.

WELL, THANK YOU, CHANCELLOR LONDON, AND THANK YOU, TRUSTEES.

IT'S REALLY MY HONOR TO BE HERE WITH THESE AMAZING STUDENTS THAT WE HAVE AND SCHOLARSHIP RECIPIENTS.

THE CHANCELLOR JUST MENTIONED SOME OF THE GREAT BACKGROUND ON HOW THE R.A.

CRAM SCHOLARSHIP STARTED AND HOW THE MYERS LACROIX SCHOLARSHIP STARTED.

AND THEY'RE REALLY SCHOLARSHIPS THAT WERE TREMENDOUSLY PROUD OF AT THE FOUNDATION, PROUD OF NOT ONLY THE PURE DOLLARS AND RESOURCES THAT HAVE GONE OUT, BUT JUST THE AMAZING STUDENTS WHO HAVE GONE THROUGH THE PROGRAM AND GONE ON TO GREAT THINGS TO REPRESENT DALLAS COLLEGE IN AMAZING WAYS THROUGHOUT THE COMMUNITY AND THROUGHOUT THEIR CAREERS SINCE

[00:05:08]

WE STARTED THEM.

IT'S MY PLEASURE TODAY TO INTRODUCE ZULEMA CERVANTES, WHO IS ON THE BOARD, THE A.T.

CRAMP BOARD, AND WILL BE INTRODUCING OUR STUDENTS TO US.

ZULEMA HAS SERVED ON THE BOARD FOR 18 YEARS AND SHE ALSO MENTORS THE STUDENTS.

SO THE MENTORSHIP ASPECT OF THESE SCHOLARSHIPS IS A HUGE PART OF IT.

SHE HAS DEDICATED HER LIFE TO HELPING THE LESS FORTUNATE.

WORKING WITH CITY GOVERNMENTS FOR 27 YEARS IS NOW RETIRED FROM A 33 YEAR CAREER IN PUBLIC EDUCATION AND WAS AWARDED THE COMMUNITY BUILDERS AWARD. AND SO IT'S MY PLEASURE TO INTRODUCE HER AS ONE OF THE GREAT VOLUNTEERS FOR THIS PARTICULAR PROGRAM, THE ANTICRIME PROGRAM, TO INTRODUCE OUR SCHOLARS.

I'M. MEMBERS OF THE BOARD.

CHANCELLOR, HELLO.

GOOD EVENING. I'M ZULEMA MARTINEZ.

ZULEMA CERVANTES MARTINEZ AND WHEN I WAS APPROACHING 18 YEARS AGO TO SERVE ON THIS BOARD, I THOUGHT, OKAY, LET ME GET ALL OF MY RESOURCES AND BRING THEM TO THE TABLE, NOT REALIZING WHAT A GIFT IT WAS GOING TO BE FOR ME AND MYSELF TO BE ABLE TO BE PART OF THIS AMAZING ORGANIZATION, ALONG WITH MY OTHER FOUR COLLEAGUES PETE STEIN, MICHAEL BROWN, HAL BARKLEY AND DOUG CRAMPED.

WE TOGETHER HAVE COME AS AS BROTHERS AND SISTER TO HELP THESE RECIPIENTS BECAUSE. WHEN WE THINK WE HAVE FIGURED IT ALL OUT OR WE KNOW EXACTLY WHAT'S GOING ON OR WHAT THE NEEDS ARE, WE ARE WE REALIZE THAT, NO, IT'S A WHOLE NEW SITUATION.

AND. BUT BUT THROUGHOUT THE YEARS, WE HAVE SEEN THEM GROW, GRADUATE, GET MARRIED.

WE'VE LOST TWO OF THE FAMILY MEMBERS.

AND WHAT CAN I SAY? IT HAS BEEN A GIFT, A TRUE GIFT TO BE PART OF THIS AMAZING ORGANIZATION.

SO TONIGHT, I AM NOT GOING TO TAKE ANY MORE TIME, BUT I'LL INTRODUCE ARIANNA VILLARREAL, AND SHE'S GOT SOME WONDERFUL THINGS TO TELL YOU AND SHARE WITH YOU. THANK YOU.

IT'S SO ONE QUICK THING.

SHE'S ACTUALLY MY MENTOR.

SO YOU'RE SEEING THE SCHOLARSHIP A LITTLE BIT IN ACTION RIGHT NOW, BUT IT'S SUCH A PLEASURE TO BE WITH YOU, MEMBERS OF THE BOARD AND CHANCELLOR, IT'S AN HONOR TO BE HERE.

LIKE MISS CERVANTEZ SAID, MY NAME IS ARIANA VILLARREAL.

I'M A STUDENT OVER AT THE RICHLAND CAMPUS, WHERE I'M FOLLOWING THE PATHWAY TO MAJOR IN ECONOMICS AND INTERNATIONAL STUDIES OVER AT RICHLAND.

I'M THE PTK PRESIDENT.

I'M THE STUDENT GOVERNMENT VICE PRESIDENT, THE VICE PRESIDENT OF EXECUTIVE FOR THE HSA.

SO I ALSO WRITE FOR THE RICHLAND CHRONICLE, AND I'M A NEW MEMBER OF THE NEW TENNIS CLUB THAT WE HAVE ON CAMPUS.

OFF CAMPUS, I OFTEN VOLUNTEER AT FEED MY STARVING CHILDREN, AND I ALSO COACH A YOUTH BASKETBALL TEAM OVER AT THE SCHOOL THAT I GRADUATED FROM.

SO JUST TO SHARE A LITTLE BIT OF WHY I APPLIED TO THE SCHOLARSHIP AFTER MY PARENTS MOVED BACK TO MEXICO, I WAS LEFT HERE AT 15IN THE UNITED STATES TO CONTINUE THE AMERICAN DREAM.

SINCE THAT HAPPENED, OUR LIFE HAS BEEN A LITTLE BIT OF A ROLLER COASTER.

BUT IN 2022, BOTH MY MOM AND MY DAD WERE LEFT WITHOUT A JOB.

SO I SET IT UPON MYSELF TO LESSEN THE FINANCIAL BURDEN OF MY EDUCATION AND SET OUT TO FIND THESE SCHOLARSHIPS.

AND THAT'S WHERE IT CAME, CAME UP.

AND WHEN I FOUND OUT THAT I HAD RECEIVED THIS SCHOLARSHIP, I CAN'T EXPRESS THE SHEER JOY THAT WE FELT, THE SHEER GRATITUDE THAT WE ALL FELT IN THIS HONOR.

AND IT REALLY MEANT THAT MY PARENTS SACRIFICE WAS WORTH IT.

IT WAS A HUGE SACRIFICE TO LEAVE ME HERE IN THE STATES, AND IT MEANT THAT EDUCATION WAS STILL POSSIBLE.

AND I CREDIT IT ALL TO THEM.

THE PEOPLE WHO SUPPORTED ME AND MOST OF ALL TO MY FAITH IN GOD.

AND AS FOR MY FUTURE GOALS, I HOPE TO TRANSFER TO SMU OR TO GEORGETOWN UNIVERSITY TO DOUBLE MAJOR IN ECONOMICS AND INTERNATIONAL STUDIES AND PLAY AN ACTIVE ROLE IN THE POLITICAL PROCESS TO ENSURE THAT EVERYONE HAS A CHANCE AT THE AMERICAN DREAM, JUST LIKE I HAVE.

I ALSO WANT TO GIVE A SPECIAL THANKS TO THE BOARD, TO OUR MEMBER, AND TO THE DONORS WHO NOT ONLY CHANGED MY LIFE BUT GENERATIONS TO COME.

THANK YOU.

GREAT. THANK YOU SO MUCH.

NOW, IT'S MY PLEASURE TO INTRODUCE TO YOU THE FOUNDER AND FUNDER OF THE MYERS LACROIX SCHOLARSHIP.

[6.2. 2023 Myers-LeCroy Scholars Recognition]

MIKE MYERS, WHO WILL COME UP AND HE WILL INTRODUCE THE MYERS LACROIX SCHOLARS.

[00:10:05]

JUST TO GIVE YOU A LITTLE BIT MORE BACKGROUND ON MIKE, FOR THOSE OF YOU WHO DON'T KNOW HIM, AGAIN, HE ESTABLISHED THIS SCHOLARSHIP IN 1988.

SO IT'S BEEN GOING ON FOR A LONG TIME AND A STRONG SCHOLARSHIP AND ALSO, AGAIN, HAS THOSE SAME MENTORSHIP COMPONENTS.

I HAD THE PLEASURE OF JOINING MIKE AT HIS ANNUAL HOLIDAY PARTY THAT HE HAS FOR ALL OF THE SCHOLARS THIS PAST YEAR.

AND THE WARMTH AND TRUST AND RELATIONSHIP BUILDING IN THE ROOM WERE JUST INCREDIBLE TO WITNESS FIRSTHAND.

MIKE IS A TREMENDOUS CIVIC LEADER IN DALLAS AND IN TEXAS, AND I THINK THAT'S AN UNDERSTATEMENT.

HE'S BEEN INVOLVED WITH COUNTLESS LOCAL ORGANIZATIONS IN ADDITION TO HIS ROLE AS A BUSINESS LEADER.

AND IN ADDITION TO BEING A PILLAR OF DALLAS COLLEGE FOUNDATION AND A GREAT FRIEND OF DALLAS COLLEGE, HE ALSO HAS BEEN INVOLVED WITH UT AND THE LONGHORN FOUNDATION FOR A LONG TIME. SO I'D LIKE TO TAKE THIS MOMENT TO CONGRATULATE HIM ON THE LONGHORNS VICTORY OVER ALABAMA THIS PAST WEEKEND.

BUT REALLY, OVER THE YEARS, MIKE HAS MENTORED OVER 250 STUDENTS, GIVING OF HIS RESOURCES GIVEN OF HIS TIME.

WE'RE JUST TREMENDOUSLY GRATEFUL THAT HE HAS BEEN SUCH A PILLAR FOR THIS INSTITUTION, FOR THIS FOUNDATION AND FOR THESE STUDENTS.

SO WITH THAT, I'D LIKE TO INVITE HIM UP TO INTRODUCE THE STUDENTS TODAY.

THANK YOU. AS SOME OF YOU ON THIS BOARD KNOW, I'VE KNOWN YOU FOR MANY YEARS, AND I WANT TO TELL THE REST OF YOU I HAVE ENORMOUS RESPECT AND ADMIRATION FOR EACH OF YOU BECAUSE.

YOU CARE ABOUT YOUNG PEOPLE OR YOU WOULDN'T BE SITTING IN THE CHAIRS YOU'RE SITTING IN.

AND TO ME THAT'S IMPORTANT BECAUSE THAT'S THE REASON WE'RE ALL INVOLVED.

I'VE BEEN BLESSED AND APPRECIATED FOR THE OPPORTUNITY OF ALL THESE YEARS OF GETTING TO KNOW A LOT OF THE COMMUNITY COLLEGE NOW DALLAS COLLEGE STUDENTS.

THAT'S BEEN A BIG PART OF MY LIFE.

I STILL HAVE CONTACT WITH A LOT OF THEM THAT HAVE BEEN SOME OF THEM 35 YEARS THAT ARE NOW THEIR CHILDREN ARE GOING TO COLLEGE AND THEY CALL ME AND TELL ME WHAT I'VE GOT A SCHOLARSHIP TO RICE AND ANOTHER ONE GOT A SCHOLARSHIP TO HOUSTON CHRISTIAN COLLEGE.

AND I GET CALLS LIKE THAT.

IT MAKES MY DAY.

YOU AS TRUSTEES, YOU CAN IMAGINE HOW IT MAKES YOU FEEL WAY MORE IMPORTANT TO ME THAN IT IS TO THEM.

BUT IT'S BEEN A LIFE LONG FRIENDSHIP AND ONE THAT I'VE FEEL VERY THANKFUL THAT I'VE BEEN ABLE TO BE A PART OF.

THANK YOU ALL FOR THE SERVICE THAT YOU DO.

IF IT WEREN'T FOR PEOPLE LIKE YOU THAT CARE ABOUT YOUNG PEOPLE, PROFESSORS AND PEOPLE THAT CARE ABOUT STUDENTS, THIS WORLD WOULDN'T BE THE SAME AS IT IS TODAY.

THANK YOU VERY MUCH.

AND I'LL ADD THE TWO STUDENTS TODAY THAT ARE BEING HONORED TO COME FOR YOU AND TELL YOU A LITTLE BIT ABOUT THEIR LIVES.

THANK YOU.

HELLO. BOARD OF TRUSTEES AND CHANCELLOR.

GOOD EVENING. MY NAME IS DEMARCUS FORREST.

I'M ATTENDING RICHLAND CAMPUS.

CURRENTLY I AM MAJORING IN COMPUTER SCIENCE.

SO THE CIRCUMSTANCES THAT HAVE LED ME TO APPLY AND BE BLESSED ENOUGH TO RECEIVE THE MARS LACROIX SCHOLARSHIP WAS THAT I'M A FIRST GENERATION COLLEGE STUDENT, AND IT WAS ALL PRETTY NEW TO ME.

EDUCATION IS SOMETHING THAT WAS IMPORTANT TO ME THROUGHOUT MY LIFE, BUT THROUGH WITH STRUGGLES THAT I'VE LIKE DEALT WITH, IT WAS HARD FOR ME TO PURSUE.

SO WHEN I DECIDED TO FURTHER MY EDUCATION WITH DALLAS COLLEGE, I WAS DOING IT KIND OF LIKE ON MY OWN.

I WAS WORKING FULL TIME WHILE JUGGLING SCHOOL FULL TIME, AND I QUICKLY REALIZED THAT THAT WAS A VERY CHALLENGING EFFORT.

AND SO THAT GOT ME INTO SEEKING FINANCIAL AID THROUGH SCHOLARSHIPS, AND I APPLIED TO MANY SCHOLARSHIPS.

AND WHEN I FOUND THE ILYASAH CROIX SCHOLARSHIP.

UH, AND RECEIVED IT.

I WAS EXTREMELY GRATEFUL AND BLESSED BECAUSE IT ALLEVIATED SO MANY BURDENS FOR ME.

UM. SO.

[00:15:04]

FOR THE ORGANIZATIONS THAT I'VE JOINED SINCE ATTENDING DALLAS COLLEGE HAS BEEN THE HONOR SOCIETY PTK.

THE ACHIEVEMENT PROGRAM AND STEM LEAGUE SINCE I AM A COMPUTER SCIENCE MAJOR.

AND AS FAR AS VOLUNTEERING, I HAVE ALWAYS WORKED WITH KIDS GROWING UP, EVER SINCE I WAS A KID MYSELF IN HIGH SCHOOL.

I HAVE INTERNSHIPS AT AFTER SCHOOL PROGRAMS AND I'VE BEEN A PART OF AFTER SCHOOL PROGRAMS WHEN I WAS IN ELEMENTARY.

SO IT'S SOMETHING THAT I'VE ALWAYS KIND OF WANTED TO STICK TO.

I LIVE IN APARTMENTS THAT ARE REALLY CLOSE TO EASTFIELD AND THEY HAVE THEIR OWN AFTER SCHOOL PROGRAM FOR FREE THAT THEY OFFER CHILDREN.

AND I BENEFIT SO MUCH FROM DALLAS COLLEGE TUTORING.

AND SO I THOUGHT IT WOULD BE A GOOD IDEA TO HELP THEM OFFER TUTORING ON MONDAYS AND WEDNESDAYS.

AND SO THEY DIDN'T HAVE IT BEFORE AND THEY HAVE IT NOW.

SO AND THIS SCHOLARSHIP IS JUST IT'S MEANT A LOT TO ME, ESPECIALLY WITH ME WANTING TO BE A LEADER ONE DAY MYSELF AND BE ABLE TO GIVE BACK.

I LOOK FORWARD TO LIKE GAINING LEADERSHIP SKILLS AND LEARNING FROM MYERS, MIKE MYERS AND NANCY.

AND AS FAR AS MY FUTURE GOES, I LOOK FORWARD TO EARNING MY BACHELOR'S FROM UTD AND GOING TO GRAD SCHOOL AT UC BERKELEY, WHERE I'M FROM, FROM OAKLAND, CALIFORNIA.

SO I'M EXCITED TO GO BACK AND THAT'S PRETTY MUCH IT.

SO I JUST WANT TO SAY THANK YOU GUYS SO MUCH AND THAT'S IT.

GOOD AFTERNOON TO THE BOARD OF TRUSTEES AND THE CHANCELLOR.

MY NAME IS NOMVULA MAKATHINI, BORN AND RAISED IN SOUTH AFRICA, AND I.

I GO TO THE NORTH LAKE CAMPUS.

IT'S MY HOME CAMPUS, BUT I CURRENTLY TAKE CLASSES AT THE BROOKHAVEN CAMPUS.

THE REASON WHY I APPLIED FOR THE MARS LACROSSE SCHOLARSHIP IS BECAUSE COMING FROM SOUTH AFRICA, WHERE I COME FROM, I COME FROM A VERY DISADVANTAGED BACKGROUND WHERE BY THE TIME I WAS FIVE YEARS OLD, I HAD LOST EVERYONE FROM MY PATERNAL FAMILY.

AND I MOVED HERE THINKING AND KNOWING THAT KIDS THAT I MENTOR IN SOUTH AFRICA LOOK UP TO ME.

AND WHEN I MOVED TO THE UNITED STATES, I CAME AS AN AU PAIR, WHICH IS A LIVE IN NANNY.

BUT BY THE TIME MY TIME WAS UP BECAUSE I ONLY GET TO TO PARTICIPATE FOR TWO YEARS, I DECIDED WHY NOT STAY AND FURTHER MY EDUCATION NOT ONLY FOR ME BUT FOR THE COMMUNITY BACK HOME. I MENTOR FOUR GIRLS, TWO OF THEM CURRENTLY PURSUING THEIR BACHELORS AND ONE OF THEM IS IN HIGH SCHOOL.

I HELPED THEM WITH APPLICATION.

I HELP THEM WITH IF THEY NEED ANYTHING WITH MATH, HOMEWORK, SCIENCE HOMEWORK, BECAUSE I'M VERY PASSIONATE ABOUT THAT.

I'VE ALWAYS LIKED WORKING WITH KIDS MY WHOLE LIFE.

I'M ALSO CO-PRESIDENT OF THE ALPHA ZETA ETA CHAPTER AT NORTH LAKE, WHERE I HOPE TO GAIN ALL THE KNOWLEDGE AND THE MENTORSHIP FROM MY MR., MR. MIKE MYERS AND NANCY WHERE I CAN TAKE IT BACK TO MY TO MY OFFICER TEAM AND TEACH THEM AND EDUCATE THEM ABOUT ALL THE THINGS THAT THEY MIGHT NEED HELP WITH, ESPECIALLY THE KIDS THAT I MENTOR AS WELL, BECAUSE I'M HOPING TO ENLARGE THAT GROUP AND HAVE A MUCH BIGGER GROUP.

BUT I CANNOT DO THAT BY MYSELF.

I NEED ALL THE MENTORSHIP.

I NEED ALL THE LEADERSHIP SKILLS THAT I'M WILLING TO GAIN.

AND THAT'S ONE OF THE THINGS THAT INTERESTED ME TO APPLY FOR THE SCHOLARSHIP.

BECAUSE EVEN THOUGH I NEED FINANCIAL ASSISTANCE, I FIGURED THAT THE MOST IMPORTANT THING WOULD BE TO MENTOR KIDS, BECAUSE I KNOW PEOPLE BACK HOME ARE LOOKING UP TO ME AND THEY SAY, GO AND DO BIG THINGS AND COME BACK AND DO STUFF FOR US AS WELL.

BECAUSE ONE OF THE NOVELIST ONCE SAID, WHEN YOU LEARN, TEACH AND WHEN YOU LEARN, TEACH AND WHEN YOU SORRY, OKAY, WHEN YOU GET GIVE AND WHEN YOU LEARN, TEACH APOLOGIES.

SO THAT'S WHAT I WANT TO DO.

I HOPE TO FURTHER MY EDUCATION AND APPLY TO UT DALLAS OR TWU, WHERE I FURTHER MY STUDIES IN DENTAL HYGIENE BECAUSE THAT'S ONE OF THE THINGS THAT WHEN I GOT TO THE UNITED STATES, IT WAS KIND OF DIFFERENT FROM WHERE I GREW UP, WHERE BACK HOME THEY JUST PULLED TEETH OUT AND STUFF.

BUT HERE THEY ACTUALLY TEACH YOU HOW TO TAKE CARE OF YOUR TEETH.

SO THAT'S ONE OF THE THINGS THAT I HOPE TO DO AND OTHER THINGS THAT I WORK WITH.

I WORK WITH KIDS AT THE WATERMARK COMMUNITY CHURCH WHERE I SERVE EVERY SUNDAY.

AND I HOPE TO ALSO EDUCATE KIDS BECAUSE I FEEL LIKE I'M NOT HERE BY MY OWN POWER AND MY OWN STRENGTH, BUT GOD LEADS THE WAY.

SO I HOPE TO GO BACK AND DO THAT AS WELL.

AND THANK YOU VERY MUCH.

WELL, THANK YOU TO TO EACH ONE OF YOU.

AND, YOU KNOW, WE CELEBRATE YOU AND YOUR ACCOMPLISHMENTS.

YOU KNOW, I DON'T KNOW WHAT THE REST OF YOU ARE DOING WHEN YOU WERE THEIR AGE, BUT TO HEAR ALL THAT THEY'RE INVOLVED IN AND THEIR COMMITMENT TO SERVING OTHERS IS

[00:20:09]

INSPIRING FOR ALL OF US.

SO THANK YOU FOR THAT.

AND TO TO OUR MENTORS, THANK YOU FOR FOR SUPPORTING THESE STUDENTS AS YOU DO AND HAVE FOR SO MANY YEARS.

AND WE JUST APPRECIATE YOU ALL BEING HERE TODAY.

THANK YOU. YEAH.

WHAT COMMENTS? NO, I MEAN, Y'ALL SOUNDS GREAT.

I'M A MUSTANG.

SO GO SMU.

HOPEFULLY THAT'S WHERE YOU'LL CHOOSE.

BUT YES, PHENOMENAL STORIES.

I MEAN, THE FACT THAT DEMARCUS, YOU STARTED AFTER SCHOOL PROGRAM FOR TUTORING FOR KIDS.

PHENOMENAL. SO GOOD LUCK TO YOU ALL ON YOUR NEXT CHAPTER.

AND WE'RE VERY PROUD TO HAVE YOU IN THE DALLAS COLLEGE FAMILY.

YES. SO WE'RE GOING TO ASK YOU ALL TO COME UP FOR A PICTURE.

STAND UP. STAND UP.

WOW. OKAY.

WE WILL CONTINUE WITH CHANCELLOR AND BOARD ANNOUNCEMENTS.

[7. Chancellor and Board Announcements]

WELL, THANK YOU, MADAM CHAIR.

AND AGAIN, THANK YOU ALL FOR BEING HERE TODAY.

I'D LIKE TO JUST START OFF BY REWINDING JUST A FEW SHORT WEEKS AGO WHEN THE WHOLE DALLAS COLLEGE FAMILY WAS TOGETHER FOR CONFERENCE DAY.

I THOUGHT IT WAS AN OUTSTANDING DAY TO COME TOGETHER, TO RENEW, TO KICK OFF THE ACADEMIC YEAR TOGETHER.

AND SO I WANT TO THANK EVERYONE WHO CONTRIBUTED TO THAT SUCCESS.

I CAN'T THANK EVERYONE AND LIST ALL THE NAMES BECAUSE THERE'S TOO MANY.

BUT CERTAINLY I APPRECIATE APPRECIATE THE WORK OF THE EVENT STAFF AND TEAM LED BY DOROTHY JONES AND AND MOLLY BEWLEY AND EVERYONE THAT CONTRIBUTED TO THAT AMAZING DAY WHERE WE ALL GOT TOGETHER AND REALLY KEEP THE FOCUS ON ON OUR STUDENTS AND THOSE THAT WE SERVE.

AND I THINK IT WAS A GREAT REMINDER OF WHY WE ALL DO WHAT WE DO.

AND THEN ALSO, I WANT TO MENTION WE'RE KICKING OFF AROUND OF HIS HISPANIC HERITAGE MONTH ACTIVITIES.

A NUMBER OF EVENTS AND ACTIVITIES WILL BE DOING TO CELEBRATE OUR STAFF AND STUDENTS ACROSS OUR CAMPUSES AND SO LOOK FORWARD TO EVERYONE'S PARTICIPATION IN EACH OF THOSE.

AND THEN ALSO, IT'S ALREADY BEEN REFERENCED TODAY, AND I'M SURE TRUSTEE BOYD WILL REFERENCE IT AGAIN.

BUT WE'VE GOT THE COMMUNITY COLLEGE ASSOCIATION OF TEXAS TRUSTEES CONFERENCE IN FORT WORTH LATER THIS WEEK.

THAT TRUSTEE BOYD IS ON THE BOARD AND HAS HELPED LEAD THE DEVELOPMENT OF THAT.

AND SO I KNOW A NUMBER OF OUR TRUSTEES WILL BE THERE AS SOME OF OUR STAFF WILL AS WELL.

WITH THE OVERALL THEME ON INNOVATION, WHICH IS A TOPIC THAT CERTAINLY HAS COME UP TODAY.

AND SO WE LOOK FORWARD TO TO ENGAGING IN THAT CONVERSATION WITH ALL OF THE TRUSTEES ACROSS THE STATE.

SO AGAIN, THANK YOU, TRUSTEE BOYD, FOR FOR YOUR LEADERSHIP IN THAT.

AND THEN SPEAKING OF LEADERSHIP, AS I REFERENCED EARLIER TODAY, OUR LEADERSHIP TEAM DID A RETREAT A COUPLE OF WEEKS AGO WHERE WE SPENT TIME AGAIN ENGAGING IN REVIEWING OUR GOALS AND THE METRICS AND KPIS AND JUST SHARING TOGETHER, LEARNING FROM EACH OTHER AND SEEING HOW OUR

[00:25:07]

WORK CONTRIBUTES TO OTHER AREAS.

AND AGAIN, THIS IS AN IMPORTANT PART OF OUR DEVELOPMENT OF THAT KPI FRAMEWORK AND AND THEN ALSO OUR ACCOUNTABILITY MEASURES AS WELL.

SO I APPRECIATE THE TEAM COMING TOGETHER FOR THAT.

AND THEN FINALLY, AS I ALSO REFERENCED EARLIER, THE THIS INNOVATION REPORT THAT THAT WE'VE JUST PUT TOGETHER THAT SHOULD MAKE EVERYONE PROUD TO BE A PART OF THIS INSTITUTION AND THE AMAZING WORK THAT GOES ON HERE EVERY DAY.

AND PART OF THIS IS AS A RESULT OF THE REAFFIRMATION PROCESS WITH THE LEAGUE OF INNOVATION THAT I MENTIONED EARLIER, THAT WE ARE A FOUNDING MEMBER OF BEEN A PART OF SINCE 1968, OF LEADING COMMUNITY COLLEGES FOCUSED ON HOW DO WE BE MORE INNOVATIVE AND ALTER HOW WE DO THE WORK THAT WE DO TOGETHER TO SERVE OUR COMMUNITIES. AND SO IT'S A IT'S A GREAT OPPORTUNITY FOR US TO TELL OUR STORY AND HOW INNOVATIVE WE ARE.

AND WE'LL HAVE A SITE TEAM THAT WILL BE PARTICIPATING IN A LEAGUE OF INNOVATION VISIT NEXT MONTH WHERE WE WILL SHARE THAT WITH THEM.

BUT BUT AGAIN, I HOPE EVERYBODY HAS AN OPPORTUNITY TO TO THUMB THROUGH THESE PAGES AND THE VIRTUAL EDITION THAT EXISTS AS WELL, TO REALLY CELEBRATE ALL THE GREAT WORK THAT EVERYONE OF THIS COLLEGE DOES.

SO THANK YOU ALL FOR THAT.

SO, MADAM CHAIR, THAT CONCLUDES MY REMARKS.

THANK YOU. DO WE HAVE ANY TRUSTEES WITH ANNOUNCEMENTS? YES. YES.

AS DR. WILLIAMS, DR.

WILLIAMS SAID.

IT WAS AN EXECUTIVE SESSION.

WE'RE NOT SUPPOSED TO SHARE EXECUTIVE SESSION, BUT THIS IS A SAFE SUBJECT.

I ATTENDED THE POINT OF INFORMATION ON THAT LEGAL OPINION.

I ATTENDED THE MEETING HELD LAST WEEK IN THE MORNING AT EL CENTRO COLLEGE ON VISIONING THE NEW CAMPUS WHERE COMMUNITY STUDENTS AND STAFF WERE INVITED.

I THOUGHT IT WAS A VERY PRODUCTIVE MEETING.

I WAS STRUCK, THOUGH, THAT A MAJOR ISSUE BECAUSE THEY HAD THEM DO POST-IT NOTES TO STATE WHAT THEIR VISION WAS OR WHAT THEY WANTED TO SEE. AND I WAS STRUCK BY HOW OFTEN SAFETY CAME UP.

AND I GUESS WE DON'T THINK ABOUT IT BECAUSE WE DON'T WORK AND LIVE IN DOWNTOWN.

BUT THESE STUDENTS AND STAFF THAT THAT DO COME DOWN HERE A LOT OF TIME, SOME OF THEM DAILY ARE STRUCK BY SAFETY AND WHAT HAPPENS AROUND THE EL CENTRO CAMPUS WITH THE CHALLENGES OF THE HOMELESS AND OTHERS.

SO THAT'S SOMETHING WE'RE CERTAINLY GOING TO HAVE TO TAKE INTO CONSIDERATION.

AND THEN THE OTHER THING IS THEY WANT SAFE SPACES.

THEY DON'T HAVE PLACES TO JUST ISOLATE THEMSELVES IN TWOS OR THREES AND GO STUDY.

SO THAT WAS INTERESTING.

BUT I THINK WE GOT A LOT OF GOOD FEEDBACK WHERE HOPEFULLY NOW WE CAN DEVELOP THE RFQ AND GET STARTED PRETTY QUICKLY.

AND ALSO.

I SERVE ON THE BOARD OF THE NORTH TEXAS FOOD BANK AND IN CELEBRATION OF HISPANIC HERITAGE MONTH, THEY'RE ASKING FOR VOLUNTEERS DURING THE MONTH TO GO AND DO KITS OF FOOD.

AND IT'S THREE HOUR SHIFTS AND YOU'RE CONSTANTLY MOVING, PACKING THESE BOXES.

AND THE NEAT THING ABOUT THAT IS AT THE END OF THE SHIFT, THEY'LL TELL YOU EXACTLY HOW MANY POUNDS OF FOOD YOU HELP PACK, HOW MANY FAMILIES THAT WILL FEED.

ET CETERA. ET CETERA.

SO IT'S JUST REALLY GREAT TO GET THAT FEEDBACK RIGHT THEN AND THERE.

SO I WANT TO CHALLENGE THE ERGS, COORDINATE THIS WITH MISS MOLINA TO SEE WHICH ERG ON ONE DAY DURING THE WEEK AND I'LL BE THERE, CAN GET THE MOST VOLUNTEERS BECAUSE WE CAN DO THAT.

RIGHT. OKAY GREAT.

CAN'T CAN'T GET THE MOST VOLUNTEERS TO COME OUT TO HELP PACK THESE KITS OF FOOD AND CELEBRATION AND OBSERVATION OF HISPANIC HERITAGE AND EVEN THE FACULTY.

I TELL THEM TO ALL, THANK Y'ALL, THANK YOU.

AND I TELL THEM TO BOARD MEMBERS AS WELL.

YOU ALL NEED TO BE THERE.

YEAH, I WOULD JUST WANT TO TO AGAIN THANK THE STAFF WHO IS IN DEEP PREPARATION FOR OBSERVANCE OF OUR VETERANS DAY ACTIVITIES THAT WILL BE OBSERVING AROUND VETERANS DAY.

WE HAVE A LOT OF COMMITTED PEOPLE ON THE STAFF WHO ARE WORKING HARD TO MAKE THIS A SPECIAL EVENT.

OUR REAL GOAL IN THIS EXERCISE IS TO ENGAGE OUR COMMUNITIES.

BUT MORE THAN THAT, WHAT WE'RE IN THE EDUCATION BUSINESS AND SO MANY OF OUR VETERANS DO NOT UNDERSTAND THEIR BENEFITS.

THEY DO NOT UNDERSTAND WHAT THEIR ENTITLEMENTS ARE AS FAR AS BEING A VETERAN.

SO ONE OF THE GOALS THAT WE HAVE IS TO TRY TO TO EACH VETERANS DAY, ENLIST THE SERVICES AND THE PEOPLE WHO OFFER THESE SERVICES TO COME TOGETHER.

AND THEN WE OFFER SOME TOKEN OF OF A TURKEY TYPE PRESENTATION TO KEEP THE THANKSGIVING SPIRIT GOING.

[00:30:07]

BUT DALLAS COLLEGE IS STAFF HAS REALLY DONE A PHENOMENAL JOB IN.

AND SO WE'LL HAVE MORE DETAILS ON THAT AS IT GETS FORMULATED.

BUT AGAIN, JUST PERSONALLY WANT TO THANK EACH AND EVERY ONE OF YOU FOR FOR WHAT YOU DO.

AND AND I DO THINK ALL OF THE FELLOW BOARD MEMBERS WHO WILL BE ATTENDING THE BOARD CONFERENCE, IT'S THE STATE LEVEL CONFERENCE FOR FOR COMMUNITY COLLEGE TRUSTEES.

AND SO I THANK THEM FOR BEING THERE AND THEIR SUPPORT.

IT'S SO IMPORTANT THAT WE LEARN FROM EACH OTHER.

AND THAT'S ONE OF THE EXERCISES THAT WILL BE THERE FOR.

ONE MORE THING REAL QUICK.

SO NOVEMBER 11TH IS WHEN WE OBSERVE VETERANS DAY.

SO I'D LIKE TO SUGGEST TO THE BOARD MEMBERS THAT AT THE BOARD MEETING IN NOVEMBER, WE WEAR THE VETERAN'S T SHIRT IN CELEBRATION IN HONOR OF OUR VETERANS.

JUST A SUGGESTION. I KNOW I'LL BE WEARING MY.

OKAY. THANK YOU.

YES, TRUSTEE GARCIA, I JUST WANT TO MAKE AN ANNOUNCEMENT BECAUSE AS TRUSTEE BOYD SAYS, DALLAS COLLEGE IS THE BEST KEPT SECRET IN DALLAS.

I'VE DECIDED THAT IN MY DISTRICT, I SHOULD INFORM THE PUBLIC.

SO ON SEPTEMBER 23RD, FROM 3 TO 5, I'M HOLDING A TOWN MEETING, A TOWN HALL WHERE I WILL TRY TO EXPLAIN WHAT DALLAS COLLEGE IS DOING IN ONLY THE TWO HOUR PERIOD.

I WON'T BE THE ONLY SPEAKER, BUT YOU'RE WELCOME TO COME.

BUT IF YOU COME, I WANT YOU TO COME WITH AN OPEN MIND AND CRITIQUE HOW I'M DOING.

BECAUSE I'M LEARNING AT THIS JOB AND I WANT VERY MUCH TO DO ANYTHING I CAN TO HELP THE STUDENTS.

AND I THINK IF I SPREAD THE KNOWLEDGE OF WHAT WE'RE DOING, PERHAPS THAT WILL BE USEFUL AND IMPACT THE PARENTS WHO THEN SEND THEIR STUDENTS TO US.

SO I LOOK FORWARD TO SEEING YOU.

SEPTEMBER 23RD FROM 3 TO 5.

DRESS CASUALLY.

I AM LOCATION.

OH, I'M SO SORRY. SHE HELPED ME SEE ALREADY I'M MAKING ERRORS.

IT'S ON THE RICHLAND CAMPUS IN THE LACROIX BUILDING.

THANK YOU. ANY OTHER TRUSTEES WITH ANNOUNCEMENTS? NOPE. OKAY.

I WOULD JUST LIKE TO ADD AN ECHO THE CHANCELLOR SAID ABOUT CONFERENCE DAY.

IT WAS A GREAT DAY.

IT WAS GOOD SEEING EVERYBODY THERE, MEETING NEW EMPLOYEES, GETTING SWAG FROM THE ERGS LIKE THE T SHIRT TRUSTEE FLORES IS WEARING TODAY. I THINK SHE SAID SHE COMMITTED HERSELF TO WEARING ALL THE SHIRTS DURING BOARD MEETINGS, SO LET'S KEEP HER ACCOUNTABLE FOR THAT.

AND ALSO THANK YOU TO ALL THE TRUSTEES WHO ATTENDED.

IT WAS THE SECOND YEAR THAT WE HAD ALL SEVEN TRUSTEES IN ATTENDANCE, SO YAY.

ALSO, I WANTED TO PUT A PLUG IN FOR MY EVENT THAT I WILL BE HOSTING WITH STATE REPRESENTATIVE VICTORIA CRIADO ON OCTOBER 7TH AT THE EASTFIELD CAMPUS.

IT'S OUR ANNUAL EVENT THAT WE HAVE FOR HIGH SCHOOL STUDENTS AND PARENTS WHERE WE TELL THEM ABOUT HOW TO APPLY FOR FINANCIAL AID, HOW TO APPLY FOR FAFSA, DIFFERENT COLLEGES.

WE WILL INVITE OTHER COLLEGES TO ATTEND AS WELL.

LAST YEAR WE DID THE EVENT BILINGUAL.

I THINK WE SWITCHED EVENTUALLY JUST TO SPANISH BECAUSE OF OUR CROWD.

BUT PLEASE, WE WILL BE PROMOTING THIS EVENT AND PLEASE LET OTHER PEOPLE KNOW ABOUT THIS.

AND LASTLY, AS ALWAYS, I WOULD LIKE TO RECOGNIZE THE RETIREES WHO HAVE INVESTED THEIR TIME WITH US IN DALLAS COLLEGE AND ARE NOW MOVING ON TO THEIR NEXT PHASE IN LIFE.

WE HAVE SIX RETIREES THIS MONTH.

BRAY CORNELIUS 36 YEARS OF SERVICE.

KATHRYN HENNEN 13 YEARS.

CAROL JOHNS 13 YEARS.

CYNTHIA MILLS FIVE YEARS.

LAURA DAVIDSON 12 YEARS.

AND RICHARD MEANS 52 YEARS.

YES. WOW.

THANK YOU SO MUCH FOR YOUR SERVICE AND WE HOPE YOU ENJOY RETIREMENT.

AND WITH THAT, WE WILL MOVE ON TO ITEM EIGHT OPPORTUNITY FOR MEMBERS OF THE BOARD AND CHANCELLOR TO DECLARE CONFLICT OF INTEREST SPECIFIC TO THIS AGENDA. DO WE HAVE ANY BOARD MEMBERS WHO WOULD LIKE TO DECLARE A CONFLICT? NOPE. OKAY, MOVING ON.

WE WILL MOVE ON TO THE CONSENT AGENDA.

[9. Consent Agenda]

I DO BELIEVE THERE WAS ONE ITEM WE WANTED TO SPEAK TO BEFORE YOU VOTED.

I'D LIKE TO MAKE A MENTION ON 9.3 A AROUND COMPENSATION AND BENEFITS.

I APPRECIATE DOCTOR GARCIA BRINGING TO MY ATTENTION THAT ON PAGE 17 THERE'S A REFERENCE TO THE PERFORMANCE PAY INCENTIVE PROGRAM FOR

[00:35:06]

FACULTY. SPECIFICALLY, THAT LANGUAGE IS OLD HISTORIC LANGUAGE FOR SOMETHING THAT WAS PREVIOUSLY IN PLACE THAT HAS NOT BEEN IN PLACE FOR SOME TIME.

THE NEW LANGUAGE CHANGE OUTSIDE OF THE FACULTY PORTION IS TO REFLECT THAT WE'RE PUTTING THIS INCENTIVE COMPONENT IN PLACE JUST THIS YEAR.

JUST RELATED TO THE L2 AND L3 LEADERS.

AND SO FACULTY AREN'T PART OF THIS FOR THIS YEAR.

AND SO I WOULD SAY THAT THAT LANGUAGE RELATED TO FACULTY WE'RE GOING TO HAVE TO BRING BACK ANYWAY.

AND SO JUST KNOW THAT AS WE CONSIDER THAT THAT WOULDN'T BE IN EFFECT FOR THIS YEAR ANYWAY, AND SO IS OLD HISTORICAL LANGUAGE THAT WE NEED TO CLEAN UP AS WE CONTEMPLATE WHAT ANY PAY PERFORMANCE COULD LOOK LIKE SPECIFICALLY FOR FACULTY.

SO LEWIS MAY HAVE SOMETHING TO ADD OR PROVOST, BUT I JUST WANTED TO BRING THAT TO YOUR ATTENTION.

I APPRECIATE DR. GARCIA BRINGING THAT TO OUR ATTENTION AS WELL.

OH, DID YOU WANT TO SPEAK FOR A MOMENT? MY CONCERN HAS ALWAYS BEEN THAT WE TREAT FACULTY AND ADMINISTRATION EQUALLY.

AND SO MY CONCERN WAS THAT THIS LANGUAGE IS OLD AND BY REPEATING IT, WE KEEP INSTITUTIONALIZING IT.

AND THAT IS REALLY WHAT MY OBJECTION IS.

I LIKE THE REST OF THE COMPENSATION PACKAGE.

I THINK IT'S FAIR AND WELL DONE.

HOWEVER, I WILL HAVE TO VOTE AGAINST THIS ONLY BECAUSE I WANT TO STAND WITH FACULTY AND MAKE SURE THAT THEY ARE TREATED EQUITABLY.

QUESTION. SO CLARIFICATION YOU SAID AND FOR THIS FOR THIS YEAR, RIGHT, THAT WE'RE IN AT THIS TIME NEXT YEAR, WHEN THE EVALUATIONS ARE DONE, L TWO AND THREE WILL BE EVALUATED TO DETERMINE WHAT INCENTIVE PAY THEY MAY QUALIFY FOR, CORRECT? YES, MA'AM. AND AGAIN, WE'RE STARTING, AS YOU KNOW, AGAIN, AS WE DID THIS LAST YEAR WITH WITH ME AS THE GUINEA PIG AND THEN BRINGING THAT TO THE EXPANDED LEADERSHIP TEAM AS WE REFINE IT AND THEN AS WE CONTEMPLATE CASCADING IT ON DOWN.

AND WHEN WE CASCADE IT DOWN, IT IS STILL GOING TO BE NECESSARY TO DO SOME TWEAKS TO THIS POLICY OR WILL THIS POLICY STAND? I EXPECT THAT THERE WILL PROBABLY BE SOME TWEAKS THAT WE NEED TO BRING BACK AS WE REFINE.

YEAH, PLEASE. THE PURPOSE AND BRING THE PURPOSE AND BRINGING THE POLICY LANGUAGE TO YOU.

THIS THAT WE'RE TALKING ABOUT TO IMPLEMENT THE NEW COMPENSATION SCHEME IS IS WITH THE EXPECTATION WE WOULDN'T HAVE TO BRING IT BACK.

AS WE CASCADE IT DOWN.

IT WILL ONLY BE EFFECTIVE FOR L2 AND L3 THIS YEAR AND THAT'S THE PLAN.

BUT THE POLICY LANGUAGE WOULD BE ROBUST ENOUGH TO CARRY IT FORTH AS WE CASCADE IT THROUGHOUT THE ORGANIZATION YEARS TO COME.

WITH RESPECT TO THE QUESTION THAT WAS RAISED THAT THE CHANCELLOR ADDRESSED WITH RESPECT TO THE EXISTING POLICY LANGUAGE, I DON'T KNOW WHEN THAT POLICY WAS PUT INTO OR THAT LANGUAGE WAS PUT INTO POLICY.

IT PREDATES MY TIME HERE, WHICH WHICH BEGAN IN 2014.

BUT AS THE CHANCELLOR INDICATED, WE'LL ADDRESS THAT AS WE GO FORWARD WITH ADDITIONAL ADJUSTMENTS TO POLICY.

AND I HAVE QUESTIONS REGARDING THE POLICY AS IS NOW THE TIME TO DO IT OR AS WE MOVE THROUGH THE AGENDA NOW.

RIGHT NOW. RIGHT NOW.

OKAY. SO THE RUMORS HAVE BEEN TO USE THE WORD CASCADING THROUGH THE ORGANIZATION THAT WHEN THE COMPENSATION INCENTIVE, THE INCENTIVE PLAN AND PAY PLAN IS PUT INTO PLACE, THERE WILL BE NO MORE COST OF LIVING ADJUSTMENTS.

IS THAT TRUE? SO, LEWIS, YOU MAY WANT TO SPEAK TO THAT AS WELL AS LEWIS IS HELPING US KIND OF REFINE THIS.

AND SO, YOU KNOW, A COUPLE OF THINGS TO THAT THAT I'LL SPEAK TO.

I THINK THAT THAT'S SOMETHING THAT WE'RE GOING TO HAVE TO LOOK AT ON AN ANNUAL BASIS, DEPENDING ON WHAT'S HAPPENING IN THE ECONOMY, THAT THE INTENT IS TO MOVE TO A MERIT BASED COMPONENT, RECOGNIZING THAT ANY DOLLARS THAT WE SET ASIDE IN THE BUDGET FOR COMPENSATION IS A DEFINED AMOUNT OF DOLLARS AND THE BALANCE BETWEEN WHAT MAY BE INCENTIVE AND WHAT MAY BE CONTEMPLATED FOR ACROSS THE BOARD IS SOMETHING THAT, YOU KNOW, YEAR OVER YEAR WE'D HAVE TO THINK ABOUT.

JUST BEFORE WE GO ANY FURTHER, I JUST REALIZED THIS IS THE CONSENT AGENDA.

WE'RE DISCUSSING THIS ITEM, SO WE NEED TO PULL IT.

WE NEED TO PULL IT FROM THE CONSENT AGENDA FOR SEPARATE DISCUSSION.

I ACTUALLY PARTICIPATED IN THE DISCUSSION AND NOW I'M CLEARING THAT UP.

BUT BUT I INDICATE THAT I JUST REALIZED WHEN I SAT BACK DOWN, THIS IS CONSENT AGENDA, SO WE'LL REMOVE THIS ITEM.

I UNDERSTAND THERE MAY BE A NEGATIVE VOTE OR A VOTE NOT IN FAVOR ANYWAY, SO IT'D HAVE TO BE VOTED ON SEPARATELY.

REMOVE IT, THEN LEWIS CAN TALK ABOUT IT.

OKAY. SO I NEED. DO I NEED A MOTION TO REMOVE IT FROM THE CONSENT AGENDA OR CAN I JUST PULL IT? YOU CAN REMOVE IT AS CHAIR.

I WOULD ASK THAT YOU REMOVE B ALSO.

9.3 B OKAY.

SO. SO AT THE REQUEST OF TRUSTEES WE WILL BE PULLING 9.3 A AND 9.3 B FROM THE CONSENT AGENDA.

WE WILL CONTINUE DISCUSSION ON 9.3 A AND SAY THAT AGAIN, WE WILL BE PULLING 9.3 A AND 9.3 B FROM THE CONSENT

[00:40:10]

AGENDA. AND SO WE WILL OPEN OUR DISCUSSION ON 9.3 A, BUT BECAUSE I'M ALL UP IN MY ROBERT'S RULES NOW, BEFORE YOU DO THAT, YOU'LL TAKE A VOTE ON THE REMAINING ITEMS ON THE CONSENT AGENDA, IF YOU WOULD, PLEASE.

OKAY. SO CAN I SAY THE MOTION WE NEED? OH, I WAS GOING AND YOU CAN TELL ME IF THIS IS CORRECT.

IF I UNDERSTAND IT ON THE CONSENT AGENDA, MOVE APPROVAL OF NINE.

9.1. 9.2 AND 9.4.

SECOND. CORRECT. OKAY.

IT'S BEEN MOVED AND SECONDED TO APPROVE.

9.1. 9.2 AND 9.4.

ALL IN FAVOR, PLEASE SAY AYE.

AYE. ALL OPPOSED.

PLEASE SAY NAY. ANY ABSTENTIONS? OKAY. THAT MOTION PASSES.

FOR THE REST OF NOW.

NOW WE WILL OPEN UP DISCUSSION FOR 9.3.

[9.3.a. Approval of Amendment to Policies Concerning Compensation and Benefits – DEA (LOCAL)]

A YES.

I WILL JUST ECHO WHAT THE CHANCELLOR JUST SAID.

IT'S AN ANNUAL PROCESS, SO IT'S A PART OF THE POOL.

WE WILL REVIEW ANY DOLLARS THAT MAY NEED TO BE TO USE FOR ACROSS THE BOARD.

SO WE NEED TO REVIEW IT ANNUALLY TO MAKE SURE WE HAVE A RECOMMENDATION THAT REFLECTS ANYTHING THAT MAY BE HAPPENING IN THE MARKETPLACE.

THAT'S UNUSUAL IN DETERMINING WHETHER OR NOT AN ACROSS THE BOARD NEEDS TO BE ADMINISTERED OR WE'RE MOVING FORWARD WITH A NORMAL MERIT PROCESS.

THAT'S IN KEEPING WITH KIND OF HR BEST PRACTICES.

SO JUST TO MAKE SURE I UNDERSTAND THERE COULD BE YEARS WHEN THERE'S SOLELY A MERIT PAY INCREASE.

THERE COULD BE USED WHERE THERE SOLELY A MERIT INCREASE.

THERE COULD BE YEARS WHERE THERE'S A ACROSS THE BOARD PLUS MERIT PAY.

THAT IS CORRECT. OKAY.

COULD THERE BE ANY OTHER ITERATION OF SALARY INCREASES OR.

THAT'S THE TWO BASIC WAYS.

THAT'S THE TWO BASIC WAYS IN WHICH YOU WOULD DO COMPENSATION.

OKAY. AND THEN I HAVE QUESTIONS ON THE COMPENSATION STUDY.

BUT THAT WOULD THIS WOULD NOT BE THE APPROPRIATE PLACE FOR THOSE.

RIGHT? AND THAT'S NOT CONTEMPLATED UNDER THIS POLICY.

OKAY. YEAH. OKAY.

OKAY. SO I'LL JUST FIND ANOTHER VENUE FOR THAT AND THEN QUESTIONS ON.

I GUESS IT'S THE 9.2 B WE'RE TALKING ABOUT.

WE'RE NOT THERE YET. REIMBURSEMENT.

GOT. GOT IT. GOT IT.

9.3 A TRUSTEE CONTENT.

WHICH ONE WERE YOU? DID I HEAR CORRECTLY? WERE YOU SAYING THAT WE WERE MOVING AWAY AND IT WOULDN'T BE ANY MORE ACROSS THE BOARD? WELL, THAT'S WHAT I'M SAYING.

THERE'LL BE A THERE'LL BE AN ANNUAL REVIEW OF THAT TO SEE WHAT'S HAPPENED IN THE ECONOMY.

DO WE NEED TO MAKE SOME ADJUSTMENTS ACROSS THE BOARD OR OR IS IT JUST INCENTIVE ONLY AS LEWIS WAS JUST SAYING, IT COULD BE IT COULD BE YOURS OR IT'S A COMBO COULD BE YOURS WHERE IT'S MERITS ONLY.

AGAIN, WE'RE TRYING TO REFINE THE OVERALL COMPENSATION PROCESS TO TO REFLECT THE OUTCOMES THAT WE'RE TRYING TO ACHIEVE AND REWARD HIGH PERFORMERS.

BUT AGAIN, WE'RE NOT GOING TO IGNORE IF THERE ARE CIRCUMSTANCES IN THE ECONOMY THAT MAY CAUSE US TO WANT TO TAKE A LOOK AT THAT, THAT WOULD CONTEMPLATE ACROSS THE BOARD.

BUT THE POOL OF DOLLARS REMAINS THE SAME.

YEAH, AS PART OF THE BUDGET.

SAY AGAIN. SO THE POOL OF DOLLARS, THE BUDGET PROCESS WE ASK THE BOARD TO APPROVE REMAINS THE SAME WHETHER OR NOT WE USE THEM AS A COMBO OR USE THEM SINGULARLY.

THAT THE POOL IS THE POOL THREE ITERATIONS WHERE YOU JUST DO ACROSS THE BOARD MERIT AND RACE.

AND WHAT WAS THE THIRD ONE? THERE REALLY ISN'T A THIRD.

WE WOULDN'T JUST DO IT ACROSS THE BOARD.

THERE WOULD BE A HYBRID OF, OF AND ACROSS THE BOARD AND MERIT OR JUST MERIT.

YEAH. TRUSTEE THIS WOULD BE PART OF THE BUDGET DISCUSSION EVERY YEAR.

OKAY. WELL, WE'VE DONE THAT BEFORE.

WE JUST DID IT ACROSS THE BOARD THOUGH, RIGHT? YEAH. HISTORICALLY, THAT'S, THAT'S ALL WE'VE DONE IS ACROSS THE BOARD.

OKAY. ANY OTHER TRUSTEE COMMENTS ON 9.3.

YEAH, THAT WAS IT.

OKAY. MOVE. APPROVAL.

MOTION TO APPROVE. AND I NEED A SECOND.

SECOND. LET ME CLARIFY SOMETHING.

YOU'RE VOTING NO ON A AND B? NO, NO. JUST ON A AND I WAS.

YOU WERE MOVED. YOU JUST SAID MOVE.

APPROVAL OF 9.38.

JUST WE'RE VOTING ON 9.3 A RIGHT NOW.

SO WE HAVE A MOTION AND A SECOND.

ALL IN FAVOR, PLEASE SAY AYE.

AYE. ALL OPPOSED. PLEASE SAY NAY.

NAY. WAS THAT.

CAN YOU SAY NAY? NAY.

NAY. I DIDN'T SAY THAT. SORRY, I DIDN'T HEAR IT.

ANY ABSTENTIONS? THE MOTION PASSES.

OKAY. NOW I NEED A MOTION TO APPROVE 9.3.

[9.3.b. Approval of Amendment to Policies Concerning Expense Reimbursement – DEE (LOCAL)]

[00:45:04]

BE SO MOVED.

CAN I GET A SECOND? SECOND.

THANK YOU. I HAVE DISCUSSION.

OKAY, NOW WE WILL.

DID I DO IT RIGHT? NO. PERFECT.

OKAY, SO ON OUT OF COUNTY TRAVEL, THE WAY WE REIMBURSE EMPLOYEES, DO THEY GET A PER DIEM OR DO THEY HAVE TO SAVE THEIR RECEIPTS? THEY HAVE TO SAVE THEIR RECEIPTS.

SO ADMINISTRATORS, EMPLOYEES, WE GET THEY GET A STIPEND FOR EACH MONTH FOR OUT OF TRAVEL EXPENSES.

IF THEY ARE STAFF EMPLOYEES, THEY THEY HAVE TO SAVE THEIR RECEIPTS AND GET REIMBURSED FOR THE TRAVEL.

OKAY. I WOULD LIKE TO THE QUESTION WAS ABOUT OUT OF TOWN.

OUT OF COUNTY. OUT OF COUNTY.

LIKE SOMEBODY GOES TO A CONFERENCE IN CHICAGO, IT'S STILL RECEIPTS.

OKAY. SO I'D LIKE TO, MADAM CHAIR, SUGGEST OR THE FINANCE COMMITTEE TO LOOK AT MOVING STAFF TO A PER DIEM AS WELL, BECAUSE HAVING BEEN AN EMPLOYEE, IT'S A REAL HEADACHE TO SAVE THOSE RECEIPTS.

AND THEN YOU LOSE ONE AND YOU CAN'T GET YOUR FULL REIMBURSEMENT BECAUSE THE TRUSTEES GET A PER DIEM.

YEAH. AND I THINK IF IT'S GOOD ENOUGH FOR THE TRUSTEE, IT SHOULD BE GOOD ENOUGH.

SO SO THE BUSINESS AND TRAVEL THAT ADMINISTRATORS RECEIVE IS, IS FOR IN COUNTY.

NO, NO, NO. I'M TALKING ABOUT AND SO FOR OUT OF COUNTY EVERYONE IT'S A RECEIPT BASED THING.

IT'S NOT A STIPEND AND.

WELL THAT'S NOT I'M NOT TALKING ABOUT A STIPEND.

I'M TALKING ABOUT A PER DIEM.

WELL FOR OUT-OF-COUNTY TRAVEL.

THE SAME RULES APPLY TO ADMINISTRATORS.

ADMINISTRATORS AND STAFF ACROSS THE BOARD.

I UNDERSTAND THAT THEY HAVE TO SAY RECEIPTS.

SO I'M ASKING WHY CAN WE NOT TREAT OUR STAFF AND ADMINISTRATORS AS TRUSTEES ARE TREATED AND THEY GET A PER DIEM VERSUS HAVING TO SAVE THOSE DANG RECEIPTS AND THAT WE CAN LOOK AT THAT FROM A FINANCE STANDPOINT AND WE WILL.

IN FACT, THERE IS A PER DIEM COMPONENT TO OUR OUT OF COUNTY TRAVEL ALREADY.

AND SO WE'LL SEE HOW ROBUSTLY THAT'S APPLIED.

I DON'T HAVE SOMEBODY WE'LL TAKE THAT INTO CONSIDERATION IN THE FINAL.

THANK YOU. IF IT'S GOOD ENOUGH, IF IT'S GOOD ENOUGH FOR THE FEDERAL GOVERNMENT, GSA HAS A SCALE ON PER DIEM RATES, ACCORDING TO THE CITY GOING TO THAT WE CONSIDER FASHIONING OURSELVES AFTER THE GSA SCHEDULE ON TRAVEL PER DIEM.

YEAH. YEAH. AND TRICIA IS REMINDING ME THAT ALL EMPLOYEES WHO TRAVEL OUT OF COUNTY GET A PER DIEM, BUT THEN THEY ARE REQUIRED TO DOCUMENT THEIR TRAVEL EXPENSES NONETHELESS, DESPITE THAT.

SO WE'LL REVISIT THAT POLICY.

THAT'S BEYOND THE SCOPE OF THIS LAWYERS KNOWLEDGE.

SO WE WILL EXPLORE THAT AND WE'LL COME BACK WITH A RECOMMENDATION.

WE'LL DEAL WITH IT. WE'LL DEAL WITH IT.

JUST A MINUTE. JUST A MINUTE.

I STILL HAVE A QUESTION FOR WHEN YOU'RE GOING TO DEAL WITH IT.

WHY DO WE IF WE SAY WE HAVE A PER DIEM AMOUNT TO COVER TO COVER YOUR MEALS? THE MEETING, BUT POOJAN FINANCE ADDRESS THAT QUESTION.

THANK YOU. CAN YOU ADDRESS THAT QUESTION? WHY WE REQUIRE. YES, PLEASE.

IF WE HAVE A PODIUM AMOUNT WHEN EMPLOYEES TRAVEL OUT OF COUNTY, OUT OF STATE OR WHATEVER, NOT IN COUNTY, WHY ARE WE REQUIRING RECEIPTS? WHY CAN'T WE JUST GIVE THEM THE PER DIEM? I DON'T HAVE TO SUBMIT RECEIPTS.

ACTUALLY, THE RULES ARE PER DIEM ARE ACTUAL RECEIPTS BECAUSE SOME CITIES ARE MORE EXPENSIVE THAN OTHERS.

AND SO WE DO AN EITHER OR.

HOWEVER, IF YOU'RE TALKING ABOUT MILEAGE REIMBURSEMENT, THE IRS RULE IS IT'S AN ACTUAL RATE THAT THE STATE THAT THE FEDS SETS BASED ON ACTUAL MILES TRAVEL.

SO THERE'S NO PER DIEM FOR MILEAGE, BUT THERE IS A PER DIEM FOR OUT OF WHEN YOU'RE STAYING, BASICALLY WHEN YOU'RE STAYING OVERNIGHT.

AND THAT'S WHAT I'M SAYING.

THE FEDERAL GOVERNMENT HAS A PER DIEM RATE AND THAT RATE VARIES ACCORDING TO WHAT CITY YOU'RE GOING TO BECAUSE SOME CITIES ARE MORE EXPENSIVE THAN OTHER CITIES.

CORRECT. AND WE FOLLOW THE IRS RULES ON THOSE.

BUT IF YOU'RE IF YOU'RE SPEAKING DIRECTLY TO MILEAGE REIMBURSEMENT, THAT'S OKAY.

BUT WE HAVE THE EXPENSE TO GO AND EAT.

YES. WHY CAN'T WE JUST GO STRAIGHT PER DIEM AND FOLLOW THE GSA SCHEDULE? WE DO. WELL, THEN WHY ARE YOU ALL TELLING ME THEY NEED TO DO RECEIPTS? AND THIS SAYS I HADN'T SEEN THAT, SO WE'LL WORK ON THAT ONE.

IS THAT THEIR RECEIPTS FOR OTHER EXPENSES? LIKE TAXI? YEAH. NO, BUT THAT'S ALL IN THE PER DIEM.

NO, NO IT'S NOT.

NO, NO IT'S NOT. I SUBMIT RECEIPTS FOR MY TAXI.

I'VE BEEN LOSING MONEY. BUT YOU USE FOR 26 YEARS.

YEAH. YOU USE THE RECEIPTS.

YOU CANNOT FILE AN AMENDED TAX RETURN.

YOU USE THE RECEIPTS.

SO THERE'S A MOTION TO BASICALLY GET SOMEBODY REIMBURSED FOR ANYTHING THEY MAY HAVE TO PAY.

[00:50:02]

YES. THAT EXCEEDS CAUSES THEM TO EXCEED THE PER DIEM.

LET'S LET US TAKE UNDER ADVISEMENT A REVIEW OF THE OF THE PROCESS.

THIS IS REALLY A BETTER FORUM THAN HERE.

OKAY. SO, YES, WE CAN GET CLARIFICATION UP OUR NEXT MEETING.

RIGHT. OKAY. BUT WE DO HAVE A MOTION TO APPROVE THIS ITEM AND IT'S ALREADY BEEN SECOND, SO I'M GOING TO TAKE A VOTE ON IT.

OKAY. ALL IN FAVOR, PLEASE SAY AYE.

AYE. ALL OPPOSED.

PLEASE SAY NAY ABSTENTIONS.

OKAY, THE MOTION PASSES.

WE WILL MOVE ON TO INDIVIDUAL ITEM 10.1.

[10. Individual Item]

THIS IS. I WILL NEED A TRUSTEE TO MAKE A MOTION TO ADOPT THE TAX RATE.

TRUSTEE MAYOR.

I TRUSTEE MAYOR MOVE THE PROPERTY TAX RATE TO BE INCREASED BY THE ADOPTION OF A TOTAL TAX RATE OF 0.110028 COMPRISE OF AN INTEREST AND SINKING RATE OF 0.019767 AND A MAINTENANCE AND OPERATION RATE OF 0.090261 WHICH IS EFFECTIVE, WHICH IS EFFECTIVELY AT 10.7% INCREASE IN THE TAX RATE BECAUSE THIS TAX RATE WILL RAISE MORE TAXES FOR MAINTENANCE AND OPERATIONS THAN LAST YEAR'S TAX RATE.

THANK YOU. AND CAN I GET A SECOND? SECOND. THANK YOU.

AND NOW WE WILL DO A ROLL CALL VOTE AS REQUIRED BY LAW.

YOU HAVE FOUR OPTIONS.

YOU CAN EITHER VOTE FOR AGAINST PRESENT AND NOT VOTING OR ABSENT.

MISS MOLINA, WILL YOU PLEASE CONDUCT A VOTE FOR YOUR VOTE FOR TRUSTEE BOYD OR TRUSTEE FOR BRAVO FOR VICE CHAIRMAN? 4444. THANK YOU.

AND WITH THAT, THE MOTION DOES PASS TO ADOPT THE TAX RATE.

OKAY. ITEM 11 INFORMATIVE REPORTS.

[11. Informative Reports]

DO ANY TRUSTEES HAVE ANY COMMENTS QUESTIONS ON ANY OF THE INFORMATIVE REPORTS? NO ONE TRUSTEE FORCE.

ALL OF THEM. OKAY, MOVING ON.

WE DO NOT NEED AN EXECUTIVE SESSION TODAY AND IT IS 5:09 P.M.

THE REGULAR MEETING OF THE BOARD OF TRUSTEES OF DALLAS COLLEGE IS NOW ADJOURNED.

THANK YOU, EVERYONE, AND HAVE A GOOD NIGHT.

THANK YOU.
