YOU MAY RECALL, AUGUST OF LAST YEAR I DID A PRESENTATION TO THE BOARD TO TALK ABOUT OUR OVERARCHING EFFORTS.
THAT'S WHERE WE HAD THE ONE WITH THE GEARS AND THE COG AS WE LAID THOUGHT OUT, HOW EVERYTHING WAS INTEGRATED TOGETHER.
AND WE IDENTIFIED AT THAT TIME THAT A PIECE OF THIS GOING FORWARD WOULD BE DEALING WITH POLICIES RELATED TO LOAD SCHEDULE AND OTHER MANAGEMENT INITIATIVES OUT THERE.
IF YOU WOULD, WHAT I WANT TO DO TODAY IS SHARE AN UPDATE ON THIS ASPECT OF OUR STUDENT CENTRIC APPROACH AND PROVIDE DETAILS ON THE POLICY INITIATIVE AND LOW SCHEDULE MANAGEMENT ISSUE, PARTICULARLY THE CONSULTING GROUP HAS BEEN HELPING US WITH TO MOVE FORWARD.
KIND OF, AGAIN, TALK ABOUT WHERE WE HAD THIS PROCESS UNDERWAY.
I WANT TO REITERATE WHAT SAID LAST AUGUST.
100% OF EMPLOYEES PUT STUDENTS FIRST EVERY DAY.
WITH OUR ORGANIZATION AND STRUCTURE AND OTHER THINGS SOMETIMES WE DON'T MAKE STUDENTS THE CENTER OF HOW WE'RE TRYING TO MEET THEIR NEEDS.
THIS IS TO BRING ABOUT LOOKING AT ALL THE ASPECTS.
THIS IS NOT A ONE AND DONE SITUATION.
THIS IS GOING TO BE MULTIPLE YEARS AS WE ADDRESS THROUGH POLICY, PRACTICE, MANAGEMENT STRUCTURE, HOW TO MAKE SURE THAT WARPAGE ATTENTION AND LISTENING.
WE HAVE HAD EXAMPLES WHERE STUDENTS ARE CHANGING THINGS IN A WAY THAT IS MEETING THEIR NEEDS.
LOOKING TAT THE LENS THROUGH THEIR EYES, WHETHER IT BE CLASSES AND TRANSPORTATION, LEAR LEARNING MATERIALS AND OTHER THINGS IMPORTANT TO THAT.
AAS YOU LOOK AT THE OUTLINE, WE MAKE DECISIONS THAT AFFECT THAT EXPERIENCE TO STUDENTS.
WE WANT TO BE SURE WE'RE THOUGHTFUL IN THE PROCESS.
INCLUDING THE POLICIES WE HAVE, HOW WE TALKED ABOUT FACILITIES, MAKING SURE THEY ARE DESIGNED TO MEET THE NEEDS OF STUDENTS, THE EDUCATION PLAN, OUR BUDGET, THE VARIOUS MANAGEMENT PRACTICES AND ORGANIZATIONS, AND OF COURSE THINGS LIKE COURSE OFFERINGS.
THE MOST IMPORTANT GROUP ARE HOW WE ENGAGE WITH FACULTY AND STAFF AND OTHERS WHO ARE WORKING WITH STUDENTS N AN EVERY-DAY BASIS.
YOU SHOULD HAVE A TIMELINE THAT LOOKS LIKE THIS.
WE WANT TO POINT OUT, THIS BEGAN IN 2014 WHEN WE DID THE ORIGINAL BOARD STRATEGIC PRIORITIES AND IDENTIFIED INCOME DISPARITY AND NEEDS TO ADDRESS PROPERTY.
WE COINED THE PHRASE, NONCONSUMER AND SPECIFICALLY WE WANTED TO ADDRESS THOSE INDIVIDUALS BECAUSE WE DIDN'T BELIEVE THEY WERE POTENTIAL STUDENTS.
THEY WERE PEOPLE THEY DIDN'T SEE US IN THEIR FUTURE AND HOW WE HAD TO DO THINGS DIFFERENTLY IN ORDER TO GET THERE.
WE ENGAGED THE BOSTON CONSULTANT GROUP IN 2016 TO FIGURE OUT THE DALLAS PROMISE, HOW TO STRUCTURE THAT AND PUT THAT TOGETHER.
AS WE LOOKED AT SOME OF THE NEEDS, WE BEGAN TO WORK ON THE D.A.R.T. PASS TO ADDRESS THOSE.
WE ASKED OUR FACULTY AND LEADERSHIP TO COME TOGETHER AND WE PUT TOGETHER A FACULTY LOAD AND REVIEW GROUP.
THEY A DEVELOPED A REPORT SERVING AS THE IMPETUS FOR THE WORK WE'RE TRYING TO ADDRESS.
AND LAUNCHED THE DALLAS COUNTY PROMISE AND BROUGHT IN THE CONSULTANT GROUP.
YOU CAN SEE THE OTHER INITIATIVES AS WE CONTINUE TO EXPAND AND OBVIOUSLY AS WE HAVE DONE THIS, IT HAS CHANGED AND OUR CHANGES IN CERTAIN AREAS

SUCH AS HOW WE MAKE SURE WE'RE BOTH EFFECTIVELY USING OUR TALENT ACROSS THE ISTRICT IN A SMART BUT EFFICIENT AND FAIR AND EQUITABLE WAY.WE FOUND IN MANY CASE, THERE WERE SEVEN DIFFERENT WAYS OF DOING THINGS.

AND I'LL START WITH THE MOVE TO A NETWORK MODEL.
WE MADE THAT DECISION SEVERAL YEARS AGO, MEANING WE WOULDN'T TRY TO DO IT ALONE BUT LEVERAGE OUR ASSETS, WORKING TOGETHER FOR THE COMMON GOOD, NOT ONLY WITHIN THE DISTRICT BUT ENTITIES OUTSIDE THE DISTRICT.
TO TRANSITION STUDENTS FROM K-12 TO COLLEGES OR A FOUR-YEAR INSTITUTION OR PARTNER WITH BUSINESS AND INDUSTRY.
DON'T INVENT PUBLIC TRANSPORTATION, PARTNER WITH D.A.R.T. TO MAKE IT HAPPEN IS THE CONCEPT OF THE NETWORK.
THE OTHER IS UILD OUR ORGANIZATIONAL CAPACITY.
THIS HAS COME UP MANY TIMES BY THE BOARD.
ARE WE AT A POINT WHERE WE HAVE THE ABILITY TO TAKE THIS [INDISCERNIBLE] THAT'S HAT WE HAVE BEEN TRYING TO BUILD AND UNDERSTAND AS WE GO ORWARD.
IF WE'RE NOT QUITE READY THAT CREATES PROBLEM.

PARTICULARLY, THE STRENGTH IN THE SYSTEM IS IMPORTANT BECAUSE IT'S POINTING OUT THE BARRIERS OF THINGS GETTING IN THE WAY.

WE HAVE GOT THE NETWORK MODEL AS YOU SEE THE DIAGRAM HERE WE'RE FOCUSING ON BUILDING THE EDUCATIONAL PLAN, CREATE THE FIVE-YEAR ROLLING OPERATING AND CAPITAL BUDGETS, IMPROVE AND SUPPORT STUDENT SERVICES, WHICH WE HAVE DONE WITH THE NAVIGATOR AND TEST COACHERS, GET THE FACILITIES PLAN UP AND RUNNING, THE STUDENT CENTRIC SYSTEM, HOW WE RECOGNIZE STUDENTS ARE GOING TO MULTIPLE COLLEGES AT THE SAME TIME AND CONTINUE TO ALIGN ORGANIZATIONS.
STRENGTHEN THE SYSTEM AND TAKE CARE OF THE BOARD POLICIES ALIGNED WITH THIS, WHICH IS WHERE WE ARE NOW IN THE PROCESS.
LOOK AT THE LOAD AND SCHEDULE MANAGEMENT.
MAKING SURE ONE, WE'RE TAKING ADVANTAGE IN PROVIDING OPPORTUNITY FOR OUR PEOPLE WHILE AT THE SAME TIME MANAGING IN A WAY THAT IS FAIR AND EQUITABLE SO EVERYONE HAS HE OPPORTUNITY TO PARTICIPATE.
WE'VE ONE OF HE AREAS THAT AS YOU KNOW WE HAVE GOT TO DO IS UPDATE HUMAN RESOURCE PRACTICES, POLICIES AND PROCEDURES IN THIS AREAFELT.
WE WANT TO MAKE SURE WE'RE SCALING EFFORTS UNDERWAY NOW.
WE HAVE A LOT OF DIFFERENT PROGRAMS. [INDISCERNIBLE] PROGRAMS CAN MEET THE NEED TO GROW.
AND THAT'S BEEN A BIG PART OF WHAT WE HAVE DONE WITH THE P TECH HIGH SCHOOLS, FOCUSED ON SCALE.
AND BUILD OUT THE INFRASTRUCTURE.
WE KNOW THAT WE WOULD NOT HAVE THE TECHNOLOGY IN PLACE, WE DO NOT ALWAYS PROVIDE THE TRAININGS FOR THE TECHNOLOGY.

A BIG PART IS THE TECHNOLOGY IN THE FUTURE AND HOW WE DO THAT AND BUILD ADDITIONAL CAPACITIES THAT ARE NEEDED.
RIGHT NOW WE'RE FOCUSING ON THE POLICY PIECE OF IT GOING FORWARD.

WE FOCUSED ON PUTTING TOGETHER TASK FORCE, HAVING WORKING TEAMS BUILT AROUND SPECIFIC INITIATIVES.
WHILE WE ARE PRIORITIZING THE LEADERSHIP THROUGHOUT THE ORGANIZATION, OBVIOUSLY THE PEOPLE THAT MATTER THE MOST ARE THOSE THAT ARE TOUCHING STUDENTS AND ENGAGING WITH THEM ON A DAILY BASIS AND HAD TO FIGURE OUT HOW WE ACHIEVE THE GOALS WE NEED TO.
WE DO HAVE, I THINK AN AMBITIOUS VISION WE ESTABLISHED FOR US.
BUT AT THE SAME TIME, MAKING SURE THAT WE'RE ENGAGING PEOPLE THAT UNDERSTAND THE WORK DAY-TO-DAY AND TOUCHING STUDENTS AND TAKING THAT INTO CONSIDERATION HAS BEEN AN IMPORTANT PA PART OF WHAT WE'RE DOING.
LET ME GET MORE SPECIFIC AS WE L LOOK AT IT.
WE REALIZE SOMETIMES IT FELT LIKE WE WERE RUSHING SOME THINGS.
PART OF THAT IS DESIRE WE HAVE BEEN WORKING ON THESE THREE AND FOUR EARS, WANTING TO BE RESPECTFUL OF THE EFFORTS, SUCH AS THE WORK OF THE FACULTY LOAD THREE YEARS AGO.

COUNCIL, ANOTHER CEO DIALOGUE, VIRTUAL TOWN HALLS, GROUPING THE ITEMS TOGETHER AND DID A LIVE STREAM ADDRESSING THE VARIOUS ISSUES THAT WERE BROUGHT UP.
AND TALKING ABOUT WHAT WE WERE GOING TO FOCUS ON NOW, WHAT WE'LL LOOK AT IN THE FUTURE AND HOW WE MANAGE THIS GOING FORWARD.
SO THERE ARE ALWAYS GOING TO BE CONCERNS OF PEOPLE NOT HAVING INPUT.
THESE WERE ALL PPORTUNITIES MADE AVAILABLE, NOT EVERYBODY PARTICIPATED.
SOME CAME LATE TO THE PROCESS.

I WANT TO SHARE WITH YOU THAT WE HAVE RESPONDED AND ADDRESSED AND HAD CONVERSATIONS ON ALL OF THESE ISSUES THAT IS OUT THERE AS WE -- WE ADJUSTED OUR APPROACH BECAUSE IT'S BEEN CLEAR TO ME.

AT THE COURSES AREN'T AVAILABLE IN A TIMELY WAY WHEN THEY NEED THEM, WE KNOW THEY BEHAVE IN WAYS THAT ARE PREDICTABLE BUT NOT ALWAYS IN EVERYONE'S BEST INTEREST.
WE HAVE STUDENTS GOING TO MULTIPLE COLLEGES AT THE SAME TIME.
SOME IS CONVENIENT BECAUSE THEY ARE TAKING COURSES ONLINE, OTHER TIMES THEY CAN'T GET WHAT THEY WANT AT A SINGLE LOCATION.
AND WE WANT TO MAKE SURE, HOW DO WE SUPPORT THE LOCATION IN A WAY THAT MAKES SURE THAT PROGRAMS ARE AVAILABLE.

WE OULD LIKE TO SUBMIT A PACKAGE FOR FIRST READING BY THE BOARD ON MAY 7 GOING FORWARD AND ADDITIONAL FEEDBACK FOR THAT NEXT MONTH BY PUTTING THAT OUT THERE.
AND THEN JUNE 4 SUBMIT A PACKAGE TO THE BOARD FOR CONSIDERATION.

THEY YPICALLY EITHER SEARCH FOR ANOTHER SECTION OR SOMETIMES ANOTHER CLASS.
BECAUSE THEY WANT SOMETHING TO FIT IN THAT TIMEFRAME.
WHAT WHITE LISTING WILL DO IS GIVE THEM THE OPPORTUNITY THROUGH A SERIES OF QUESTIONS WOULD YOU TAKE THIS CLASS AT ANOTHER TIME IF WE OFFERED IT? WOULD YOU TAKE IT AT THIS TIME IF WE OPENED A NEW SECTION? DEPENDING ON A FACULTY MEMBER? QUESTIONS THAT HELP BUILD A DEMAND CURVE THAT WE CAN CREATE THE RIGHT SECTIONS AT THE RIGHT TIME.

WE WANT TO CHASE THE ENTIRE POPULATION WITH A GROUP OF ALGORITHMS THAT WILL BE RESPECTFUL OF PREFERENCES AND ALSO HAVE THE ABILITY TO NOT REQUIRE HUMAN INTERVENTION.
SO SOME OF THIS REQUIRES INVESTMENT IN TECHNOLOGY OF WHICH WE WERE ENGAGING WITH ANYWAY, THE NEW N.E.R.P. SYSTEMS HAVE THIS ABILITY.
EVEN IF WE BUY THE TECHNOLOGY REQUIRE A CHANGE IN APPROACH WITH REGARD TO POLICY AND PROCEDURE ADHERED TO THROUGHOUT THE DISTRICT.
BUYING THE TECHNOLOGY IS NOT ALWAYS THE ISSUE.
YOU HAVE TO HAVE THE ORGANIZATIONAL WILL TO MAKE SURE THIS IS THE APPROACH WE WANT TO TAKE.
