VERIFICATION OF NOTICE OF MEETING AND AGENDA ARE ON FILE IN THE OFFICE OF THE CHANCELLOR PER TEXAS GOVERNMENT CODE 551.1 THIS MEETING IS BEING BROADCAST OVER THE INTERNET IN THE MANNER PRESCRIBED BY TEXAS GOVERNMENT CODE 551.128. CHANCELLOR, WILL
[1. Certification of Notice Posted for the Meeting]
YOU CERTIFY? MADAM CHAIR, I[A. DART Go Pass Update Presenter: John Robertson]
CERTIFY THAT THE NOTICE FOR THIS MEETING WAS POSTED ACCORDING TO GOVERNMENT CODE 551.05. MADAM CHAIR, I CERTIFY THAT THE NOTICE FOR THIS MEETING WAS POSTED ACCORDING TO TEXA>> YOU HAVE TWO PRESENTATIONS FOR US TODAY.
>> IF YOU WOULD PAGE THREE WAS A HANDOUT THAT THERE IS A PAGE THREE IN THERE, RIP IT OUT PUT THIS ONE IN ITS PLACE.
THE ONLY THING THAT CHANGED WITH THE NUMBER THAT SAID PERCENTAGE.
THIS IS THE FIRST 12 MONTH PERIOD WE'RE ABLE TO COMPARE HOW STUDENT RIDERSHIP.
FOR ALL OF CALENDAR YEAR 2017 WE HAVE 25,000 RIDERS IN.
THESE ARE STUDENT -- NNUALLY, YES, THESE ARE ANNUAL NUMBERS.
STUDENTS COUNTED WHETHER SPRING, SUMMER OR FALL, EACH TIME THEY ARE HERE THEY ARE COUNTED.
EAEACH SEMESTER IS A RIDERSHIP.
THE PURPOSE IS TO SHOW WHO IS USING IT ANNUALLY.
WE STARTED THIS PROGRAM IN JANUARY OF 2017.
SO WE'RE REALLY ABOUT MID-WAY THROUGH OF THE PILOT PROGRAM, THE ORIGINAL CONTRACT WITH D.A.R.T. WAS A THREE-YEAR POLITE PROGRAM.
WE'RE APPROACHING HALF-WAY THROUGH IN THE RIDERSHIP HAS INCREASED SIGNIFICANTLY WITH WHAT WE HAD.
TRYING TO LOOK AT WHAT [INDISCERNIBLE] WE GOING BACK TO LOOK AT HOW DID STUDENTS WHO USED THE D.A.R.T. PASS, WHAT THEIR RETENTION AND ARE THEY BETTER THAN THE OTHER STUDENTS? THERE IS A 4% INCREASE BETWEEN TH THE TWO.
AND WE'RE LOOKING AT THE FACT WE HAVE A FEW MORE STUDENTS [INDISCERNIBLE] AS I SAID THERE WERE ALMOST 35,000 STUDENT SAID SERVED IN 2018.
THAT ENDS UP INFLATING THE $9.5 MILLION THAT STUDENTS SAVED OVER BUYING A REGIONAL PASS OR LOCAL PASS FROM D.A.R.T. AT THEIR REDUCED RATE.
INTERESTING ENOUGH, FOR THIS PAST FALL 3,844 NEW STUDENT GO-PASS RIDERS.
WHICH WE DON'T KNOW EXACTLY HOW MANY STUDENTS CAME HERE BECAUSE WE REMOVED THE TRANSPORTATION BARRIER.
SOME NUMBER IN THAT THAT WE BELIEVE THAT IS THE REASON THEY ARE COMING HERE IS BECAUSE WE REMOVE THE TRANSPORTATION BARRIER.
IS IT ALL 3800? PROBABLY NOT BUT PROBABLY A GOOD PORTION.
WE DO KNOW UR STUDENTS ARE USING THEIR SAVINGS TO SUPPLEMENT THEIR INCOME FOR FOOD, HOUSING, TEXTBOOKS AND TUITION.
>> CHAIR D. FLORES: IF YOU'RE NOT SPENDING IT, YOU ARE NOT SPENDING IT.
>> SINCE THEY WEREN'T SAVING WE KNOW THE MONEY IS IN THEIR POCKET AND THEY CAN USE IT FOR OTHER THINGS.
>> CHAIR D. FLORES: IF THEY HAD TO START IT.
>> S. WILLIAMS: THE 35 STUDENTS LET'S SAY WE HAD TOTAL STUDENTS, 75,000, 80,000, 5,000 IS -- IF I USE IT THREE OR FOUR TIMES YOU GET COUNTED THREE OR FOUR TIMES, IT OULD BE MAYBE 22 OR 25,000?
IF YOU COMPARE 80,000 CREDIT STUDENTS, THAT'S A GOOD WAY TO [INDISCERNIBLE].
AND HERE IT'S DUPLICATED BECAUSE WE'RE COUNTING THEM OVER AND OVER.
THE PURPOSE IS TO SHOW, IF A STUDENT COMES IN THE FALL AND DOESN'T USE IT BUT USES IT IN THE SPRING, AT LEAST IT COUNTED ONE IME.
I THINK DOWN THE ROAD WE'LL CONTINUE TO WORK WITH D.A.R.T.
[00:05:02]
ON THE NUMBERS.WE'RE KIND OF USING SOME OF THIS DATA FOR A REASON IT WASN'T CREATED TO BY D.A.R.T.
WE PAY 2.3 M 2.3 MILL FOR THE D.A.R.T. PASSES.
FROM MY STANDPOINT, IF STUDENT BUY D.A.R.T. PASSES ON THEIR OWN THEY WOULD SPEND THE $9.5 MILLION.
SENSE WE PICK IT UP FOR 2.3, TH THERE IS A GOOD RETURN ON INVESTMENT FROM MY STANDPOINT ON WHAT WE'RE SPENDING TO SAVE STUDENTS.
INTERESTING POINT ON THE NEXT SLIDE, I WANTED TO SHOW ALL ASPECTS.
A STUDENT FINANCIAL WELLNESS SURVEY OF DCCCD STUDENTS AND STATEWIDE.
THEY LOOKED AT TUITION, HOUSING, FOOD, TRANSPORTATION AND TEXTBOOK AND ASKED THE QUESTION, DO YOU THINK YOUR COLLEGE MAKES THESE ITEMS MORE AFFORDABLE? IF YOU NOTICE, WE BLEW THE DOORS OFF THE TRANSPORTATION PART.
STUDENTS WERE HIGHLY [INDISCERNIBLE] THAT WE REALLY HELPED THEM WITH THEIR TRANSPORTATION AFFORDABLE.
ALMOST ALL OTHERS, INCLUDING I THINK THE FOOD IS A LITTLE BIT BETTER BECAUSE WE JUST STARTED THE FOOD ANTRIES.
EVEN TUITION IS [INDISCERNIBLE] THE SECOND LOWEST IN THE STATE.
I GUESS THEY DON'T -- STUDENTS SEE WHAT THEY SEE.
AND WE DON'T HAVE THE TEXTBOOK ISSUE RIGHT NOW.
AS WE START REMOVE BARRIERS, WE'LL SEE RESULTS OVER TIME INCREASE AND INCREASE THAT WE'RE HELPING STUDENTS.
>> NOT AS LARGE AS WE WOULD LIKE IT TO BE BECAUSE IT IS VOLUNTARY.
I HAD TO ISSUE NUMBERS, IT'S NOT A HUGE NUMBER.
>> I'M SURE SOME DIDN'T OPT-IN TO THE SURVEY.
BUT IT IS THE BEST COMPARATIVE TO STATE NUMBERS WE HAVE.
A FEW THINGS WE HAVEN'T BEEN DOING IS TRYING TO HELP IMPROVE THIS -- ONE OF THE FIRST THINGS WE DID AFTER THE G GO-PASS, EL CENTRO STUDENTS SAID THEY WOULD LIKE THAT ALSO.
WE WORKED WITH D.A.R.T. AND GOT THE GO-PASS APP AND ADDED THOSE STUDENTS.
D.A.R.T. CAME OUT WITH A NEW APP.
THEY GAVE BETTER INFORMATION ON BEING ABLE TO FIND IT.
WE ADDED A PARATRANSIT AND RIDER PROGRAM THIS PAST YEAR.
WE HAD A MARKETING PROGRAM TO INCREASE RIDERSHIP THANKS TO OUR MARKETING PEOPLE HERE.
WHAT WILL COME UP AND LOOKING AT TRYING TO NEGOTIATE A NEW CONTRACT.
SINCE THIS WAS A PILOT PROGRAM.
I THINK WE CAN WORK WITH D.A.R.T., NOW THAT THEY HAVE MORE INFORMATION WE HAVE MORE INFORMATION.
WE SHOULD BE ABLE TO NEGOTIATE A BETTER CONTRACT IN 2020.
>> ARE ALL STUDENTS USING THE GO-PASS APP?
>> THE ONES WHO DON'T, IF YOU HAVE A SMART PHONE, IF YOU HAVE UPDATE -- YOU HAVE TO BE ON A VERSION LIKE IPHONE 5 OR MORE.
[INDISCERNIBLE] SO THERE ARE LIMITATIONS WHICH MAKES YOUR STUDENTS BE ABLE TO DO THAT RATHER THAN HAVE THE APP, THEY CAN GET A DECK AL, DECAL.
>> C. COMPTON: EL CENTRO, AND THEN IT TALKS ABOUT THE D.A.R.T.
$40 FOR LOCAL, $70 FOR REGIONAL PASS.
I'M NOT UNDERSTANDING THE DIFFERENCE BETWEEN THE 1040 AND 70 THAT EL CENTRO, WE'RE TALKING ABOUT [INDISCERNIBLE] TYPES OF PASSES.
>> ONE THE EL CENTRO PASS IS WHAT IS CALLED A REGIONAL PASS.
WHICH BASICALLY CONNECTS YOU TO
[00:10:02]
OTHER MASS TRANSIT AUTHORITIES.THE GO-PASS IS A LOCAL PASS ONLY, ONLY OPERATING ON D.A.R.T.'S MAIN LINE.
>> C. COMPTON: ANYTHING OUTSIDE OF THE CITY OF DALLAS IS THAT BEING CONSIDERED AS A REGIONAL?
IF IT SAYS D.A.R.T. IT'S COVERED.
THE GO-PASS COVERS ANY TRANSIT IN THE CITY --
>> IF YOU GO ON THE -- SPEAKERS]
>> IF YOU GO TO ARLINGTON OR FORT WORTH, THE REGIONAL PASS IS WHAT YOU NEED TO GET TO THE EXPANDED NETWORK, IF YOU WILL, OF MASS TRANSPORTATION.
>> THE REAL ISSUE OF WHAT A LITTLE BIT OF TIME TO NEGOTIATE YOU MAY RECALL, I WON'T GET IT EXACTLY RIGHT BUT EL CENTRO HAS 13 STOPS PER HOUR ROUGHLY IN THE NEIGHBORHOOD.
WE HAVE CAMPUSES WITH ONE STOP, ONE BUS PER HOUR.
>> C. COMPTON: WHEN YOU SAY 13 --
>> D.A.R.T. CLAIMS THE LOCATION AT EL CENTRO IS BUSIER THAN THE CENTRAL STATION FOR .A.R.T.
>> C. COMPTON: WHEN YOU SAY, 13 STOPS --
>> C. COMPTON: [INDISCERNIBLE]
>> C. COMPTON: BASICALLY, THE EL CENTRO 13 STOPS IT SERVES MORE LOCATIONS THEN --
>> WHAT D.A.R.T. BRINGS EVERYTHING TOGETHER TO GO INTO THEIR HUB UP ON PACIFIC OR WHERE THAT IS, THE CENTRAL STATION.
CERTAINLY OOD USAGE AT NORTH LAKE AND BROOKHAVEN.
WE STRUGGLE A LITTLE BIT WITH EASTFIELD BECAUSE MESQUITE IS OUTSIDE OF D.A.R.T., NOT ONE OF THE INCLUDED CITIES.
THEY WORK WITH US AND THEY DO -- STUDENTS ARE ABLE TO USE IT THERE.
AND MOUNTAIN VIEW, THE LIGHT RAIL STOPS ABOUT A MILE FROM CAMPUS, SO THEY BUS UP TO THE --
>> C. COMPTON: THAT WAS GOING TO BE MY NEXT QUESTION.
THE ENTRANCE YOU SHOW, ANY PARTICULAR AREA OR?
>> I HAVEN'T LOOKED AT IT BY LOCATION.
DON'T SHOW LOCATION, JUST TOTAL RIDERSHIP BECAUSE, GAIN, SOME OF OUR STUDENTS ATTEND MULTIPLE LOCATIONS SO THEY DON'T IDENTIFY BY LOCATION.
>> C. COMPTON: I WAS WONDERING IF THERE IS HIGHER USAGE IN CERTAIN AREAS OF THE COUNTY AND WHAT ACCOUNTS FOR THE 34% INCREASE.
>> EL CENTRO HAS THEIR WHOLE -- THE LARGESTS OF ANYBODY.
THEIR RATIO IS ABOUT 70% OF THEIR STUDENTS BECAUSE WE DON'T HAVE OUR [INDISCERNIBLE], ABOUT 70%.
AND THEIR STUDENTS COME, IF YOU REMEMBER THE HEAT MAP, ALL OVER THE COUNTY.
THEY HAVE A LOT OF RIDERSHIP THAT GOES ON THERE.
WE DISCOVERED THAT DRIVES STUDENT ENROLLMENT IN CERTAIN DIRECTIONS.
WE TALKED TO STUDE STUDENTS IN PLEASANT ROAD, IT'S EASIER FOR THEM TO TAKE THE LIGHT RAIL INTO EL CENTRO, THEY CAN GET THERE HERE THEY CAN'T NECESSARILY GET OVER EASILY TO THE EASTFIELD.
IT DOES EFFECT TUDENT BEHAVIOR.
>> C. COMPTON: EASTFIELD AND MESQUITE THAT DOESN'T HAVE --
>> WE DO GET DOWN TO THE PRODUCT.
D.A.R.T. UNS DOWN WEST SIDE OF EASTFIELD.
BUT THEY ONLY DRIVE ON OUR CAMPUS DURING THE DAY.
AND THAT'S BEEN AN ISSUE WE'RE GOING TO TAKE UP IN THE NEXT CONTRACT NEGOTIATION FOR EVENING CLASSES AND SAFETY AND SECURITY.
MAKING SURE THEY HAVE ENOUGH OF A TURNAROUND.
PART OF THIS IS CONVENIENCE FOR BUS DRIVERS MANY TIMES AND BEING ABLE TO MAKE URE IT'S EASY IN AND OUT FOR THEM.
>> C. COMPTON: IN YOUR NEXT CONTRACT NEGOTIATIONS, ARE YOU LEANING TOWARDS JUST ONE FIGURE FOR EVERYBODY IN TERMS OF DOLLARS?
>> I WOULD LIKE TO WHAT -- WHAT WE HAVEN'T STUDIED, MS. COMPTON, IS HOW MUCH THE REGIONAL PASS IS GETTING USED.
[00:15:01]
INFORMATION BUT THEY HAVEN'T SUPPLIED IT YET.HOW MANY TIMES DO WE GO OUTSIDE THE D.A.R.T. NETWORK AND HOW IS THE REGIONAL PASS USED.
IT'S PART OF THE [INDISCERNIBLE] A LONG TIME.
EL CENTRO ONE HAS BEEN THERE FOR 14-15 YEARS OR BETTER.
ONE OF THE IMPROVEMENTS THEY MADE AT THAT TIME TO HELP WITH THE INVOLVEMENT OF THE PEOPLE AND SEEING WHERE THEY COME FROM IS EL CENTRO REGIONAL PASS SIX YEARS AGO, FIVE, SIX, SEVEN YEARS AGO, WE HAVE TO STUDY IT FROM WHAT DATA WE HAVE IN SERVING OUR STUDENTS OF WHETHER WE HAVE A TRUE REGIONAL PASS OR WHETHER EL CENTRO ONLY NEEDS THE LOCAL PASS.
WE MAY FIND A WAY TO HAVE A TWO TIERED SYSTEM AND GET A GOOD DISCOUNT RATE.
YOU GET THE LOCAL [INDISCERNIBLE] SOME FIGURE.
AND WE'RE GOING TO NEED TO ALSO, GETTING INTO IT IT WAS A PILOT.
D.A.R.T. HAD TO CLEAR LOTS OF LEGAL AND REGULATORY ISSUES O WORK WITH US.
SO THAT WAS KIND OF IN THEIR COURT.
ONE OF THEM IS THE REQUIREMENT THAT WE PROVIDE PROOF THE STUDENTS ARE INDEED A STUDENT WITH US.
BUT THAT MEANS THAT DOESN'T OCCUR CLASS DAY.
STUSTUDENTSHAVE BEEN WITHOUT THE USE OF IT.
THAT IS PROBABLY THE ONLY COMPLAINTS I GET.
WE'LL TALK TO D.A.R.T. ABOUT SOLUTIONS TO THAT AS WE LOOK AT IT.
OBVIOUSLY, THAT ENDS UP BEING COSTLY FOR A SHORT PERIOD OF TIME BECAUSE WE GET A LOT MORE STUDENTS COME OUT TO THE COLLEGE TO CONSIDER REGISTRATION THAN ACTUALLY REGISTER.
>> C. COMPTON: THE ISSUANCE OF THE PASSES, WHAT DO WE DO, JUST MAKE THEM VALID FOR [INDISCERNIBLE] TWO MONTHS AND AFTER SAY THE END OF THE SEMESTER, THEY ARE NO LONGER VALID?
THEY ACTUALLY OVERLAP, ESPECIALLY THE SPRING INTO THE SUMMER, WE HAVE AN OVERLAP PERIOD.
THE SUMMER ACTUALLY GOES THROUGH OVERLAPS INTO FALL.
SO A STUDENT ONCE THEY REGISTER IN THE FALL FOR THE NEW TERM THAT IS THE LATEST TERM, THAT IS WHAT THEY ARE QUALIFIED FOR.
IF THEY ARE SUMMER AND THEY DON'T COME BACK IN THE FALL THEY WILL GET A COUPLE OF WEEKS IN THERE FOR SUMMER SESSION.
WE TURN IT OFF ON A MONTHLY BASIS THE [INDISCERNIBLE] END OF THE MONTH, NOT BY OUR TERMS. WE'RE WORKING WITH D.A.R.T.
D.A.R.T. WORKW WORKS WITH THE CALENDAR AND NOT OUR TERM.
>> C. COMPTON: THE TERMS DON'T ALWAYS WORK WITH THOSE PASSES.
>> C. COMPTON: I THINK THEY ARE RANDOMLY SELECTING PEOPLE THROUGH TRANSIT POLICE TO GO THROUGH A CHECK.
BUT I HAVE BEEN ON [INDISCERNIBLE] NOBODY COMES THROUGH.
>> THE LIGHT RAIL SYSTEM IS [INDISCERNIBLE]
>> WE CAN'T TELL WHICH STUDENTS FROM WHICH CAMPS ARE USING IT, HOW OFTEN OR WHERE THEY LIVE.
I THINK THE OVERWHELMINGLY MAJORITY IS USING THEIR PHONE AND THE GO-PASS APP.
WHICH HAS A TREMENDOUS CAPABILITY TO COLLECT -- NOT IDENTIFIABLE BY STUDENTS.
I WOULD ENCOURAGE US TO REALLY PRESS D.A.R.T. ON A DATA REPORT IF WE DO THIS AGAIN.
BECAUSE -- AND FOR A COUPLE OF REASONS.
ONE, MAKE SURE WE'RE NOT OVER PAYING.
AND TWO, IT'S VALUABLE FOR INCREASING UTILIZATION FOR A PROGRAM.
HOW THE DATA WORKS IS WE SEND A LIST OF QUALIFIED STUDENTS.
FROM THAT LIST D.A.R.T. MANAGES THAT STUDENT FROM THAT POINT ON.
AS YOU SAY, IF WE CAN GET THAT LIST BACK, THEY ARE NOT AS ROBUST IN TECHNOLOGY AS WE THOUGHT THEY WERE.
[00:20:01]
THEY DIDN'T REATE IT.IT IS USED THROUGHOUT ALL OTHER, A LOT OF OTHER TRANSIT AUTHORITIES THROUGHOUT COUNTRY.
THEY MAY NOT HAVE ACCESS TO LEVEL DETAIL THAT WE THOUGHT BECAUSE THE APP IS PROBABLY COLLECTING ON A CLOUD BASIS.
ONCE YOU HAVE THAT PASS, ONCE THE APP SAYS YOU ARE GOOD, THAT'S ALL THEY CARE ABOUT.
THEY KNOW THEY HAVE BEEN PAID BY US ALREADY ON HE NUMBER OF STUDENTS THAT COULD QUALIFY.
THAT'S WHAT WE PAY FOR, WE PAY ON THE OPPORTUNITY TO USE IT.
WE WERE HOPING WE WOULD GET BETTER AND MORE ROBUST ACCESS TO THE DATA.
THAT IS ONE OF THE AREAS WHERE, PARTICULARLY, I WOULD LOVE TO KNOW EXACTLY WHERE THE HEAT MAPS ARE BECAUSE THEY CAN HELP US WITH ENROLLMENTS AGGREGATING STUDENTS AND INVITE THEM TO SPECIFIC SESSIONS BASED ON HOW YOUR CLASSTIME COULD BE SYNCHRONIZED WITH THE BUS SCHEDULE.
THEY HAVE TO DO THE ALGORITHM IN THEIR OWN HEAD.
WE WOULD BE MORE SUCCESSFUL IF WE CAN PUT THE TWO ALGORITHMS TOGETHER.
>> CHAIR D. FLORES: IT DOESN'T COLLECT INFORMATION?
>> IT DOES BUT WE MAY NOT HAVE ACCESS IN THE WAY WE THINK.
LIKE YOU BOUGHT MICROSOFT PRODUCTS, MICROSOFT COLLECTS A WHOLE LOT MORE INFORMATION ABOUT THEIR PRODUCTS THROUGH THEIR PRODUCT AND EVEN THOUGH WE LICENSED IT, WE DON'T GET TO ACCESS THAT INFORMATION.
IT'S THE SAME THING WITH THESE TYPES OF APPS.
>> [INDISCERNIBLE] PURCHASER OF GO-PASS, WOULD WANT THAT INFORMATION TOO.
IT SEEMS LIKE A SYSTEM CAPABILITY.
>> LET ME [INDISCERNIBLE] BECAUSE I CONSTANTLY WORK WITH D.A.R.T. ON THAT.
WE FIRST STARTED THIS, WE KEPT SAYING BUT YOU HAVE NEVER DONE ANYBODY LIKE DALLAS.
AND THEY INALLY NOW CAN SEE OUR VOLUME IS SO HUGE THAT THEY DON'T HAVE MECHANISMS IN THE SYSTEM WE WANT TO HAVE.
THERE IS A LOT OF LITTLE THINGS.
I OFFERED [INDISCERNIBLE] HELP.
BECAUSE WE HELP THEM WITH EVERYTHING WE HAVE OF TRYING TO HELP BRING THEM UP FROM SECURE FILE TRANSFERS TO EVERYTHING ELSE WE HAVE HAD TO DO OVER THE LAST --
>> WE BUILT A LITTLE BIT OF THEIR INFRASTRUCTURE TO FEEL COMFORTABLE WITH HOW WE TRADED STUDENT DATA.
WE ALMOST HAD TO BY LAW BECAUSE OF THE RESTRICTIONS YOU HAVE ON STUDENT DATA.
>> 4% OF THE 2.3 MILLION S THE REGIONAL PASS, WHAT PERCENTAGE?
>> I WANT TO SAY IT'S ABOUT EQUALLY SPLIT, BELIEVE IT OR NOT.
>> THAT USAGE, I KNOW IT'S HIGH.
BUT THE PART, AGAIN, LIKE TIM WAS TALKING ABOUT, [INDISCERNIBLE] THESE APPS HAVE ALL KINDS OF THINGS.
WE WOULD KNOW WHEN THEY ARE TRAVELING, WHAT STARBUCKS THEY ORDERED AND EVERYTHING ELSE.
WE DON'T GET THAT INFORMATION FROM D.A.R.T.
IT'S ONE OF THE THINGS WE'RE GOING TO TRY TO WORK IT.
>> S. WILLIAMS: PEOPLE [INDISCERNIBLE] NEXT YEAR [INDISCERNIBLE] THAT NEEDS TO GROW, RIGHT? WHERE DO WE GET TO REALLY NEGOTIATE OUR [INDISCERNIBLE]
>> I THINK THAT'S ONE OF THE THINGS I WOULD LIKE TO SEE IS A SLIDING SCALE.
IF WE CAN HELP WITH RIDERSHIP.
BECAUSE FOR THE MOST PART, THEY ARE NOT ADDING BUS LINES OR RAIL LINES FOR US.
PART OF WHAT I MENTIONED WITH MY DISCUSSIONS WITH DR. MAY AND D.A.R.T., I FELT LIKE IT WAS AN INVESTMENT IN D.A.R.T. AND I WANTED O SEE RETURN IN THE FUTURE.
AND I'M NOW GOING BACK TO START -- I WON'T GET RAIL LINES TO CEDAR VALLEY NEXT WEEK.
WHAT CAN WE DO TO BE INCLUDED IN D.A.R.T.'S PLANS AND WE'RE NOT THE FORGOTTEN CHILD.
BESIDES REMOVING A STUDENT BARRIER, LOOKING AT [INDISCERNIBLE] INVESTMENT AND RELATIONSHIP WITH D.A.R.T.
>> S. WILLIAMS: WHERE IT'S A NON-REGULATORY ISSUE, D.A.R.T.
WHEN WE GET INTO THE RATES, THEY WERE CAREFUL TO VET THAT BECAUSE
[00:25:01]
THEY WHEN THEY START GETTING INTO THAT AREA, REQUIRED BY LAW TO DO HEARINGS AND OTHER THINGS.AND SO THEY WERE RYING TO MANAGE THAT IN THE LEAST DISRUPTIVE WAY POSSIBLE.
>> C. COMPTON: THEY REALLY DON'T HAVE ANY [INDISCERNIBLE] DATA.
>> RIDERSHIP IS ONE OF THE THINGS I CAN TELL YOU.
BUT THEY DO NOT HAVE AS MUCH AS WHAT WE WOULD LIKE TO HAVE OR WHAT THIS BOARD EXPECTS OUT OF THIS EXECUTIVE STAFF.
>> THEY CAN'T EVEN DISTINGUISH MODE, CAN THEY?
>> I DON'T KNOW THE ANSWER TO THAT QUESTION.
>> THEY WORKED ON THAT FOR 10 YEARS.
THERE WERE BUSES AT ONE TIME THEY SIGNED OVER TO D.A.R.T. AND PAID D.A.R.T. A LITTLE OVER [INDISCERNIBLE] THE BUSES THEY [INDISCERNIBLE]
[B. Learning Materials Update Presenter: John Robertson]
GREAT.>> WE'LL TALK ABOUT THE LEARNING MATERIALS OR WHAT WE NOW CALL INCLUDE ED.
WE HAD TO GO BACK AND LOOK AT OUR TIMELINE.
WE WERE ON A SCHEDULE TO TRY TO START COMING THIS FALL.
AND WE NEEDED TO EXTEND THAT INTO THE FOLLOWING FALL. MOST OF IT IS JUST THERE WERE A LOT MORE THINGS TO DO THAN WHAT WE ORIGINALLY PLANNED.
AND REALIZED THE COMMITTEE WORKED THROUGH THIS.
THIS IS A FAIRLY BIG [INDISCERNIBLE] WE HAVE A STEERING TEAM OF ABOUT 22 MEMBERS.
AND THEN WE HAVE AN EXPANDED TEAM THAT BUILDS IS UP ALMOST 50 MEMBERS TO PUT THIS ENOVER TIME.
THERE ARE SEVERAL THINGS WE HAVE TO DO AND WHAT THE COMMITTEE IS DOING NOW IS WORKING WITH PEOPLE OF OUTLINING FOR THE NEXT THREE TERMS. THE ONE WE'RE IN NOW, THE NEXT FALL AND NEXT SPRING, WHAT NEEDS TO BE DONE BEFORE WE GET TO THE POINT OF GOING TO A PILOT A YEAR FROM THIS SUMMER, TO GO LIVE IN THE FOLLOWING FALL.
WHAT WE WANT TO DO IS BASICALLY TEST EVERYTHING, HAVE EVERYTHING READY SO WHEN FALL COMES THEY FLIP THE SWITCH AND EVERYTHING WORKS FINE.
THIS IS NOT QUITE FRANKLY SOMETHING WE WANTED TO DO.
I REMEMBER [INDISCERNIBLE] SAY, DON'T SCREW THIS UP.
AND MAKING SURE THIS ISOKED AT- SUCCESSFUL IMPLEMENTATION, INVOLVES, FACULTY, STAFF AND STUDENTS.
COULD WE BE READY NEXT SPRING? PROBABLY.
BUT THE MIDDLE OF THE YEAR CREATES ALL KINDS OF ISSUES FROM FINANCIAL AID, COST OF ATTENDANCE CALCULATIONS TO EXPLAINING TO STUDENTS, TO A THE WHOLE NINE YARDS.
IT'S BETTER TO START THIS AT THE BEGINNING OF THE YEAR BECAUSE MOST OF STUDENTS ARE NEUTRAL.
THEY WILL COME FROM HIGH SCHOOL AND THEY ARE NOT GOING TO PAY FOR A BOOK AGAIN.
IT WILL BE EASIER TO GET PEOPLE TO UNDERSTAND WHAT WE'RE DOING WITH THIS PROGRAM.
THE COMMITTEE IS VERY GOOD WITH THIS.
WE'RE LOOKING TO -- FACULTY MEMBERS TIME TO LOOK AT THE DIFFERENT CHOICES OF MATERIAL, OPEN EDUCATIONAL RESOURCES AND EVERYTHING ELSE THEY CAN DO TO HELP REDUCE THE COST OF THESE MATERIALS ALSO.
SO THIS GIVES MORE TIME RATHER THAN JUST MAKING IT [INDISCERNIBLE] I HAVE GIVEN YOU A HANDOUT THAT HAS SOME OF THIS.
ON THE SECOND PAGE OF THAT I TRIED TO GIVE YOU BRIEF TALKING POINTS.
WHAT I DO WANT YOU TO KNOW IS STARTING THIS FALL WE HAVE THIS PARTNERSHIP WITH ALL OUR DUAL CREDITS, EARLY COLLEGE HIGH SCHOOL, THAT IS STILL GOING THROUGH.
THAT IS WORKING WITH ALL THE I.S.D.'S TO GET THAT DONE.
THAT'S ONE PIECE OUT OF THE WAY THAT WE HAD TO MANAGE IS I.S.D.
ON OUR OWN WE'LL START TO WORK ON DURI [INDISCERNIBLE] 2020 GO LIVE DAY.
>> CHAIR D. FLORES: THE FIRST SENTENCE OF YOUR PDATE ON TIMELINE, THE FOLLOW-UP LEARNING MATERIALS STEERING GROUP SPENT NINE MONTHS DESIGNING, PLANNING AND SEEKING FEEDBACK FROM VARIOUS STAKEHOLDERS, INCLUDING FACULTY, ADMINISTRATORS AND STAFF.
[00:30:03]
THAT?WE HAD STUDENT COMMENTS, BUT NOT AT THIS POINT WE HAVEN'T HAD A STUDENT FORUM, WHICH IS ANOTHER REASON WHY WE DON'T WANT TO SPRING THIS ON.
WE NEED TO HAVE MORE OF THAT COMMUNICATION TAKE PLACE.
>> CHAIR D. FLORES: I THINK STUDENTS -- SOMETHING PUT THERE AT THE SUBWAY AS THEY ARE GETTING THEIR SANDWICH FOR LUNCH.
ARE YOU INTERESTING IN PAYING THIS FOR THAT AND THIS AS AN ADD-ONTO YOUR ENROLLMENT COST.
TO ME THAT WILL HAVE BEEN -- I'M SURPRISED WE HAVEN'T DONE THAT.
IF IT COMES BACK THE STUDENTS ARE STRUGGLING IN $20 A SEMESTER HOUR IS GOING O PUT THEM OUT OF THE REALM OF REALITY, IT'S NOT SOMETHING THEY ARE GOING TO BE ABLE TO DO.
THEN WE NEED TO LET THEM KNOW IT'S EITHER COMING OR IN THE PIPELINE OR SOMETHING THAT WE'RE THINKING ABOUT.
IF THE STUDENTS HAVE A YEAR AND A HALF TO FIGURE IT OUT LIKE WE NOW HAVE GONE AND SAID THIS IS WHAT WE'RE WORKING ON, THE STUDENTS HAVE A BETTER HANCE OF FIGURING OUT WHAT THEY NEED TO DO AND HOW THEY NEED TO DO IT.
FOR US TO ALL OF A SUDDEN SAY THIS IS WHAT IT IS, GUYS.
I'M SURPRISED OUR STUDENTS IS THE REASON WE'RE IN BUSINESS.
>> THEY ARE SAVING MONEY THOUGH.
>> CHAIR D. FLORES: AT THE POINT WE ALLOW THEM TO SEE WHAT THEY ARE LOOKING AT, IT'S NOT GOING TO BE A SURPRISE THAT IS $60 FOR A THREE-HOUR CLASS.
>> [INDISCERNIBLE] AND THAT HAS BEEN COMMUNICATED, FRONT PAGE IN SOME CASES.
BUT WITH WHAT WE HAVE NOT HAD IS THE STUDENT FORUM ON CAMPUSES TO LET THEM COME TO SOMEBODY AND GIVE SUGGESTIONS.
ONE OF THE REASONS WE'RE ON A DELAY WE GOT THE GROUPS TOGETHER AND STARTED EARING FROM ADMINISTRATORS AND STAFF AND FACULTY SAYING THIS IS TOO FAST.
WE NEED TIME TO DO THIS AND COMMUNICATE BETTER WITH ALL F OUR FACULTY ABOUT WHAT WE'RE TRYING TO ACCOMPLISH HERE.
AND THAT IS TO REDUCE THE OVERALL COST OF LEARNING MATERIALS TO STUDENTS, EVEN THOUGH THEY ARE PAYING MORE IN TUITION, THERE IS A HUGE SAVINGS OVERALL, UNLESS THEY ARE SKIRTING BY.
>> CHAIR D. FLORES: IF WE'RE NOT SELLING THAT AHEAD OF TIME, SOMEHOW --
>> CHAIR D. FLORES: AT REGISTRATION YOU SAY THEN YOU GET YOUR BOOKS FOR FREE.
IT'S LIKE, OH, THAT'S NOT FREE.
IF YOU DON'T HAVE THAT IN YOUR SAVINGS ACCOUNT OR POCKET OR ON THE CREDIT CARD WHEN YOU GO TO SIGN UP, STUDENTS I THINK -- I MEAN, THAT'S WHY E'RE HERE.
WE CAN'T LET THEM BE THE LAST GUYS TO KNOW.
>> PLEASED THAT YOU PAUSED A LITTLE BIT ON THIS THING.
LET'S TAKE THE TIME TO DO IT RIGHT AND GET EVERYBODY ON BOARD.
INCLUDING THE FACULTY AND STUDENTS AND EVERYBODY ELSE.
WE'RE GETTING READY TO GO INTO THE BUDGET FOR THE 2020 FISCAL YEAR.
WHEN WE PRESENTED THIS LAST TIME, YOU PRESENTED THE COST OF ROLLING OUT THE PILOT PROGRAM.
YOU FLAGGED THE FACT THIS MIGHT HAVE AN IMPACT ON TUITION.
AND WE TO CONSIDER WHETHER WE WANT TO HAVE TUITION AFFECTED, SHOULD WE GO INTO THE BUSINESS OF UNIVERSAL TEXTBOOKS.
HOW ARE YOU THINKING ABOUT THAT ISSUE TODAY? IF WE FIND OURSELVES IN CIRCUMSTANCES WHERE WE HAVE A ANOTHER YEAR OF T.A.V., IS THIS THE KIND OF THING THE DISTRICT COULD ABSORB THE COST WITHOUT A TUITION INCREASE?
>> I DON'T KNOW THE ANSWER PARTLY BECAUSE THE LEGISLATION IS IN SESSION.
MY MIND HAS BEEN CRAZY THE LAST MONTH OR TWO.
AS TO WHAT IS GOING TO HAPPEN, UNTIL THE APPROPRIATION BILL COMES OUT, [INDISCERNIBLE]
>> AS I RECALL, THE OTAL COST OF THIS IS $27 MILLION ROUGHLY, MAYBE A LITTLE HIGHER.
>> ALL THE STUDENTS BOUGHT THEIR BOOKS THEY WOULD SPEND OVER
[00:35:01]
$54 MILLION.BY REDUCING IT IT CUTS IT IN HALFFELT WE END UP SAVING $27 MILLION.
>> IT IS A BIG NUMBER OF WHEN WE [INDISCERNIBLE].
>> IS THERE A SUBSIDY THAT COULD GO WITH IT?
>> WE'LL LOOK AT THAT AS WE GO THROUGH THE BUDGET PROCESS.
THAT COST IS GOING TO GO UP AS WE LOOK AT THAT.
THERE IS OTHER RAMIFICATIONS AS WELL.
>> WHAT STRUCK ME ABOUT THE LAST PRESENTATION IS THE NUMBER OF STUDENTS WHO CAN'T AFFORD TEXTBOOKS AND THEREFORE DON'T HAVE ACCESS.
THE AFFECT IT HAS ON STUDENT PROGRESSION AND SUCCESS IS PRETTY LARGE.
IF THIS IS SOMETHING WE CAN DO FOR OUR STUDENTS WE OUGHT TO LOOK HARD AND PRIORITIZE IT.
>> I GOT A LITTLE BIT INVOLVED HERE RECENTLY TRYING TO HELP A STUDENT WHO DIDN'T BUY A TEXTBOOK AT THE TIME THEY SHOULD HAVE AND COULDN'T GET A HOLD OF ONE.
AND IT'S PRETTY HARD BECAUSE THE BOOK STORE SENDS THEM ALL BACK IF THEY DON'T SELL.
YOU START TRYING TO TRACK THEM DOWN IN THE LIBRARY.
THAT WAS THE ONLY ONE [INDISCERNIBLE] OUT THERE.
IF THEY DON'T GET THE BOOKS AT THE TIME THEY ARE [INDISCERNIBLE] IT CAN CREATE DIFFICULTIES FOR DCCCD.
THAT'S PROBABLY THE BIGGEST IMPORTANT THING I'M LOOKING AT.
BUT WE'LL LOOK AT EVERYTHING AND SEE WHAT WE'RE DOING.
>> AS WE LOOK TO HAVE THOSE ADDITIONAL TIME, CAN'T THAT BE SOMETHING TO STRESS WITH THE FACULTY IN TERMS OF SELECTION?
THE MAJORITY OF FACULTY ARE REALLY RYING TO REDUCE THE COST.
FINDING OTHER WAYS TO REDUCE THE COST.
I FEEL PERSONALLY, THEY BOUGHT INTO THE PROGRAM ALMOST BETTER THAN ANYBODY ELSE.
IF YOU GET A TEXTBOOK -- WE SAY, GUESS WHAT, WE WANT YOU TO USE, WE HAVE A DIGITAL VERSION.
SO THAT'S WHAT YOU OUGHT TO DO TO DRIVE PRICES DOWN.
THEY SAY, UT THEY HAVE TO GET SET UP FOR DIGITAL DELIVERY.
THAT'S NOT SOMETHING WE FELT COULD BE ACCOMPLISHED IN THE ORIGINAL TIMEFRAME.
OER, THE UNIVERSITY HAS AN OPEN STACK ABILITY AND ALL THESE OTHER THINGS.
ONE OF THE THINGS YOU ARE SUPPOSED TO DO ITH THIS, [INDISCERNIBLE] WE HAVEN'T DESIGNED A CONTRACT.
TO HOPE INCREASE THE USE OF FREE MATERIALS, IF YOU WILL, OR DISCOUNTED.
>> THE BIG ISSUE IS GETTING TO MAKE SURE WE DON'T VIOLATE COPY RIGHT.
>> ANY OTHER QUESTIONS ON LEARNING MATERIALS?
I RESPECTFULLY ASK FOR A CLOSED SESSION.
>> I APPRECIATE THE UPDATES ON THE TWO SSUES.
THE LENGTH AND CONTENCH THE TWO
[4. Executive Session (if required)]
PRESENTATIONS WAS GOOD.IF ANYBODY HAS ANYTHING ON THE TO DO LIST.
WE'LL GO INTO CLOSED SESSION UNDER TEXAS CODE TO DISCUSS MATTERS IN CLOSED
