NATIONAL LIVE SUMMIT HAPPENED THE SECOND EEK OF FEBRUARY.
WE HAD AN OPPORTUNITY TO TAKE TO INVITE STUDENTS WHO ARE STELLAR STUDENTS AT THEIR RESPECTIVE COLLEGES TO ADVOCATE ON BEHALF OF STUDENTS AND COLLEGES IN WASHINGTON D.C.
THEY MET WITH CONGRESSMAN GOODEN, SENATOR JOHN CORNEN.
AND OTHER MEETINGS PRINTED IN THE CONFERENCE AND ALSO CONVERSATIONS AT THE ACTUAL CONFERENCE TO LEARN THE ROLE COLLEGES PLAY IN TEXAS AND ACROSS THE COUNTRY.
I'LL INTRODUCE THEM ONE AT A TIME.
FIRST I WILL INTRODUCE BRITTANY BELL, WHO IS HERE.
SHE'LL INTRODUCE HERSELF AND GIVE A NEW REMARKS.
I AM BRITTANY BELL, FROM NORTH
[00:05:02]
LAKE COLLEGE.I WANT TO EXTEND MY GRATITUDE FOR THIS AMAZING EXPERIENCE.
I NEVER THOUGHT I WOULD HAVE THE OPPORTUNITY TO GO TO WASHINGTON, LET ALONE MEET WITH REPRESENTATIVES.
IT WAS EYE OPENING TO HEAR FROM THE REPRESENTATIVES THEY WORK TOGETHER AND ON THE BEHALF OF COLLEGE STUDENTS.
WE FEEL WE'RE LEFT OUT OR LEFT BEHIND AND GETTING TO INTERACT WITH YOU GUYS AND HEAR YOU ARE ADVOCATING FOR US AND OUR FUTURES.
THAT WAS EYE OPENING FOR ME PERSONALLY.
I WOULD LIKE TO THANK YOU FOR THE OPPORTUNITY.
>> CHAIR D. FLORES: THANK YOU, BRITTANY.
WE HAVE A FEW PHOTOS FROM THEIR TIME IN WASHINGTON D.C.
NEXT PERSON TO SPEAK IS EDUARDO MEJIA.
>> PRESENTER: GOOD AFTERNOON, EVERYBODY.
MY NAME IS EDUARDO MEJIA AND I GOT TO REPRESENT MOUNTAIN VIEW COLLEGE.
MY EXPERIENCE I DOT TO LEARN ABOUT POLICY ISSUES.
AND ALSO I HAD THE OPPORTUNITY TO TALK TO LEGISLATURES ABOUT HOW COMMUNITY COLLEGE HAS CHANGED MY LIFE AND MADE ME BE A BETTER, CONFIDENT PERSON AND OVERALL LEADER.
WE ALSO COMMUNICATE HOW THEY SHOULD CONTINUE TO CREATE OPPORTUNITIES FOR FUTURE STUDENTS ND HOW THEY SHOULD CONTINUE TO FUND PROGRAMS THAT COULD BE BENEFICIAL FOR OUR FUTURE.
THANK YOU VERY MUCH FOR THE OPPORTUNITY.
I'M GRATEFUL TO HAVE MET WITH PEOPLE, MY COLLEAGUES.
I'M GRATEFUL FOR ISSAC FAZ, CHANCELLOR JUSTIN AND THE TRUSTEES FOR GIVING ME THIS OPPORTUNITY.
>> CHAIR D. FLORES: THANK YOU, EDUARDO.
>> PRESENTER: NEXT IS TRAY VAUGHN FREEMAN.
>> PRESENTER: I WAS REPRESENTING NORTH LAKE COLLEGE.
FIRST OFF, THANK YOU FOR THE OPPORTUNITY FOR ME TO BE ABLE TO ATTEND.
IT WAS A SUPER EYE OPENING EXPERIENCE TALKING TO THE CONGRESSMAN AND SENATORS BUT ALSO JUST TAKING IN THE FULL EXPERIENCE AND HAVING THAT EXPOSURE DEFINITELY KIND OF MADE ME HAVE MORE SELF WORTH IN A SENSE.
SO VERY GRATEFUL FOR THAT EXPERIENCE.
HOPEFULLY IT'S POSSIBLE NEXT YEAR TO ANYONE ELSE WHO CAN CAN BE EXTENDED TO.
THANK YOU FOR THE OPPORTUNITY.
THANK YOU FOR ALLOWING ME TO BE THERE.
>> CHAIR D. FLORES: THANK YOU, TRAYVON.
>> PRESENTER: LAST BUT NOT LEAST THE PERSON WHO ALWAYS HAD A SMILE FROM DAY ONE, YAZMIN MU MUNOZ:
>> PRESENTER: GOOD AFTERNOON, I'M YAZMIN MUNOZ.
YIELD LIKE TO THANK YOU FOR THE OPPORTUNITY TO SPEAK AND EXTEND THAT APPRECIATION FOR THE TRIP TOGETHER.
AS ARE MY COLLEAGUES AND STUDENTS IN THE PAST HAVE MENTIONED THIS IS AN INCREDIBLE OPPORTUNITY THAT YOU GUYS ARE OFFERING TO OMMUNITY COLLEGE STUDENTS THAT OFTEN FEEL MARGINALIZED.
THAT FACE HARDSHIPS TO VOICE SOUR STORIES AND SHARE THOSE TROUBLING EXPERIENCES WITH OUR LEGISLATURES TO SEE THIS IS WHAT YOU ARE FUNDING.
NOT JUST ABOUT THE MONEY, IT IS ABOUT ACTUAL LIVES AND STUDENTS THAT NEED YOUR HELP EVERY DAY.
IT WAS THE CREDIBLE TO BE THE VOICE FOR THE THOUSANDS OF STUDENTS WHO BENEFIT FROM EVERYTHING THAT DCCCD DOES.
>> CHAIR D. FLORES: THANK YOU.
>> PRESENTER: I DON'T HAVE IF YOU HAVE QUESTIONS FOR THE STUDENTS?
>> P. RITTER: I WAS ABLE TO ATTEND THE LEGISLATIVE SUMMIT WITH THE STUDENTS.
THE DCCCD IS THE ENVY OF THE COMMUNITY COLLEGE WORLD OUT THERE.
AS WE COME TO WALK THE HALLS OF
[00:10:01]
CONGRESS AND STUDENTS AND EOPLE ARE THERE.EVERYONE WANTS TO KNOW WHO IS THIS GROUP.
THEY PROVIDE A FACE TO THE NARRATIVE WHEN IT COMES TO INCREASED FUNDING TO THE SECOND CHANCE PELL AND HIGHER EDUCATION ACT, TO THE THINGS WE ADVOCATE FOR AS COMMUNITY COLLEGES AS WE HAVE A CHANCE TO TALK WITH THE LEGISLATURES DIRECTLY.
BUT THE STUDENTS UT THE FACE ON THE NARRATIVE HAT'S THE KEY.
YOU REALIZE THEY ARE THE REPRESENTATIVES.
BUT WHEN YOU GET IN AN ELEVATOR WITH PETER KING AND SAY HEY CONGRESSMAN KING, WESLEY JAMESON, KIND OF SURPRISED HIM.
WE JUSTIN AND I WENT BY A FEW MORE OFFICES AS WE HAD A CHANCE TO ON THE LATER DAYS IN THE CONFERENCE WHEN WE WERE UBUNABLE TO GET APPOINTMENTS, WE SAT DOWN WITH LEGISLATIVE AIDES AND PEOPLE THAT DO THE WORK THAT GETS OUR ISSUES IN FRONT OF THE LEGISLATIVES.
IT'S UP TO YOU TO PROVIDE THE CONTINUING CONTACT WITH REPRESENTATIVES TO LET THEM KNOW WE HAVE CERTAIN ISSUES THAT ARE CRITICALLY IMPORTANT TO COMMUNITY COLLEGES SURVIVAL, TO THE STUDENT SUCCESS, THE COLLEGE SUCCESS, TO THE FUNDING ISSUES THAT SURROUND US EVERY DAY.
LET THEM KNOW YOU ARE KEEPING AN EYE ON HOW THEY VOTE AND WHAT THEY SUPPORT AND ADVOCATE FOR AND BECOME INVOLVED.
I HAD A OSS YEARS AGO WHEN I WAS VERY OUNG IN THE BUSINESS WORLD, WASN'T EALLY THAT LONG AGO, HE SAID UNLESS YOU WANT TO BE A TRANSIENT IN THIS BUSINESS, CONTINUE YOUR EDUCATION AND LEARN WHAT YOU DO.
LEARN YOUR PROFESSION AND ABOUT THE THINGS THAT AFFECT WHAT YOU DO AND BE AN ACTIVE PARTICIPANT.
I CHALLENGE EVERYONE TO ACTIVELY PARTICIPATE AND LET THEM KNOW WE'RE HERE AND HERE'S WHAT WE STANDS FOR.
I ATTENDED SIX HOUR DVOCACY LEADERSHIP ACADEMY AS WELL.
CONTINUING EDUCATION, AGAIN, THAT'S WHAT BUSINESS WE'RE IN.
>> CHAIR D. FLORES: THANK YOU, VICE CHAIR.
>> S. WILLIAMS: THE ONES SITTING HERE AND THE ONES THAT SPOKE, YOU ARE A PERCENT OF THOSE WHO GET THE OPPORTUNITY.
WE CHALLENGE YOU TO GO FORWARD NOW AND TALK TO YOUR POLITICAL PEOPLE.
BUT ALSO AT THE SAME TIME YOU NEED TO FIND THE STUDENT OR ONE OR TWO LONERS THAT HAVE NOBODY TRY TO GET THEM TO DO ANYTHING AND TELL THEM HOW GREAT IT IS.
DON'T WAIT FOR IT TO COME TO YOU.
>> CHAIR D. FLORES: ANY OTHER QUESTIONS OR COMMENTS? BRITTANY, T ARE, AYVRN, EDUARDO AND YAZMIN, THANK YOU FOR SHARING YOUR EXPERIENCE.
WE HOPE TO BE CALLING ON YOUR SOON FOR ANOTHER EXPERIENCE.
THAT'S WHY YOU ARE MOVING, ISSAC.
[4. Citizens Desiring to Address the Board]
[00:15:21]
>> CHAIR D. FLORES: ALL RIGHT, CITIZENS DESIRING TO DDRESS THE BOARD, WE HAVE MR. ANDREW GOAL SMITH.
>> GOOD AFTERNOON, FIRST I WOULD LIKE TO THANK THE BOARD MEMBERS FOR VOLUNTEERING YOUR TIME TO SERVE ON THIS BOARD AND HELP SO MANY STUDENTS IN DALLAS.
I WORK FOR THE DALLAS INDEPENDENT SCHOOL DISTRICT FOR 22 YEARS AS A COMMUNITY LIAISON, I WAS A RECRUITED FOR MOUNTAIN VIEW COLLEGE MORE THAN 20 YEARS AGO.
I COMMEND YOU TO HAVE THE RISING STAR PROGRAM AND THE PROMISE PROGRAM.
HOWEVER, MANY STUDENTS FIRST GENERATION COLLEGE STUDENTS OR HIGH SCHOOL STUDENTS IN GENERAL, THEY ARE NOT SURE WHAT PATH THEY ARE GOING TO TAKE IN LIFE.
SO HAVING SAID THAT, IF YOU COULD CONSIDER LOOSENING UP THE REGULATION.
THE FALL SEMESTER AFTER GRADUATING FROM HIGH SCHOOL, TAKING ADVANTAGE OF THOSE TWO WONDERFUL PROGRAMS. A LOT OF TIMES STUDENTS WORRIED ABOUT THEIR SENIOR YEAR THEY ARE NOT THINKING ABOUT COLLEGE.
AUGUST ROLLS AROUND, THEY WANT TO GO TO COLLEGE, THEY DON'T HAVE TO MONEY, THEY DIDN'T FILL OUT THE INANCIAL AID FORMS. NOBODY IN THEIR FAMILY HAS GONE TO COLLEGE TO LEAD AND GUIDE THEM.
IF YOU CAN CONSIDER HAVING THE FIRST YEAR UPON GRADUATION IF THERE IS ROOM IN EITHER OF THOSE PROGRAMS TO LET THE GRADUATING SENIOR SETTLE DOWN, REALIZE MAYBE I SHOULD HAVE GONE TO COLLEGE AND JUMP ON BOARD TO GO TO COLLEGE.
BECAUSE MANY TIMES A PROPRIETARY SCHOOLS GOBBLE STUDENT UP AND WE'LL PAY TAXES FOR A WONDERFUL PROGRAM HERE AND THE OTHER STUDENTS GO GET TREMENDOUS DEBT TO GET AN INFERIOR EDUCATION.
>> CHAIR D. FLORES: THANK YOU,
[6. Opportunity for Members of the Board and Chancellor to Declare Conflicts of Interest Specific to this Agenda]
AND THANK YOU FOR YOUR MANY YEARS IN EDUCATION.OPPORTUNITY FOR MEMBERS OF THE BOARD AND CHANCELLOR TO DECLARE CONFLICTS OF INTEREST SPECIFIC TO THIS AGENDA?

DOES ANYONE WISH TO HAVE ANY ITEM ON THE ONSENT AGENDA CONSIDERED SEPARATELY?
>> D. ZIMMERMANN: 7A1, 7B1 AND 7C1.
>> CHAIR D. FLORES: ANYONE ELSE? IF NOT, I'LL CONSIDER A MOTION TO APPROVE 7A2, B TWO AND THREE.
>> CHAIR D. FLORES: MOVED BY MS. BRAVO, SECONDED BY M MR. JAMESON.
ANY DISCUSSION? IF NOT, CALL FOR A MOTION TO APPROVE.
>> CHAIR D. FLORES: I'M SORRY.
[A. Minutes]
ANY OPPOSED? ANY BSTENTIONS? THANK YOU.>> D. ZIMMERMANN: 7A1, I WAS LOOKING AT THIS. DID WE GET INFORMATION ABOUT DELOITTE AND HOW MUCH THAT WAS FOR THEIR PRESENTATION AND THE WORK THEY HAVE DONE FOR US?
>> PRESENTER: YES, THAT WAS --
>> VICE CHAIR W. JAMESON: THAT WAS PRO BONO WORK FOR THAT.
>> D. ZIMMERMANN: THAT 7B, OKAY FOR FBI, DO WE KNOW HOW MUCH PER SQUARE FOOT THEY RE PAYING?
[00:20:03]
DOCTOR , MAYBE RESPOND TO THAT.>> PRESENTER: $32.18 FOR 17317 SQUARE FEET.
PREVIOUSLY THEY WERE PAYING LESS THAN THAT AMOUNT, $23 PER SQUARE FOOT.
AND THIS IS THE FINAL, HOPEFULLY THE FINAL LEASE.
>> D. ZIMMERMANN: DO YOU KNOW WHAT WE PAY FOR A MAIN PLACE?
>> PRESENTER: NO, OFF HAND I DON'T KNOW.
WE'LL LOOK IT UP AND GIVE YOU THAT INFORMATION.
JUST A SEPARATE VOTE ON THAT ONE.
>> CHAIR D. FLORES: ALL RIGHT.
WITH THAT I'LL ENTERTAIN A MOTION TO APPROVE 7A1 AND B1.
>> CHAIR D. FLORES: MOVED BY TRUSTEE WILLIAMS, SECOND BY TRUSTEE JAMESON.
ANY DISCUSSION? ALL IN FAVOR, SAY, "AYE."
[C. Resolutions]
OPPOSED? ABSTENTIONS? MOTION CARRIES.I'LL ENTERTAIN A MOTION TO APPROVE.
>> CHAIR D. FLORES: ANY DISCUSSION?
THAT'S $853,213.53 FOR THE ELECTION FOR THE BOND.
AND AT THIS POINT, THAT'S AN AWFUL LOT OF MONEY.
800,000 FOR US TO VOTE ON IT FOR A BILLION DOLLAR BOND.
>> VICE CHAIR W. JAMESON: WE VOTED AS A BOARD TO PPROVE VOTING ON THIS BOND ELECTION.
AND UNFORTUNATELY, OR FORTUNATELY, HOW EVER YOU WANT TO LOOK AT IT, IT'S THE PRICE OF HAVING AN ELECTION IN DALLAS COUNTY.
WE HAVE TO HAVE VOTING PEOPLE OR VOTING OPERATIONS AT EVERY SINGLE PRECINCT THAT HAS A VOTE.
WE PAY EQUALLY WHEN WE HAVE TRUSTEE ELECTIONS.
I WOULD LIKE TO HAVE AANEMIATY, BARRING THAT -- THIS IS THE PRICE OF HAVING AN ELECTION HERE IN DALLAS COUNTY.
>> CHAIR D. FLORES: ANY OTHER COMMENTS, QUESTIONS? IF NOT, I'LL CALL FOR A MOTION TO APPROVE.
F ALL IN FAVOR, SAY, "AYE." ANY OPPOSED?
[8. Individual Items]
>> CHAIR D. FLORES: ANY ABSTENTIONS? THANK YOU.
INDIVIDUAL ITEMS. IF TRUSTEES ARE OF A MIND INSTEAD OF CONSIDERING INDIVIDUALLY WE CAN CONSIDER THEM AS A GROUP.
I'LL ENTERTAIN A MOTION TO CONSIDER THEM AS A GROUP.
>> CHAIR D. FLORES: ANY DISCUSSION? ALL IN FAVOR, SAY, "AYE." ANY OPPOSED? ANY ABSTENTIONS? THANK YOU.
ON THE RESIGNATIONS, NANCY BARLOW, 30 YEARS OF SERVICE.
THAT'S QUITE A NUMBER OF YEARS OF SERVICE.
WE CERTAINLY THANK HER AND RECOGNIZE HER FOR OUR LONGEVITY.
CHANCELLOR, YOU PROBABLY HAVE SOMETHING TO SAY WHEN IT'S THAT TIME BUT I HAVE THE FLOOR NOW.
AND HAZEL AT BROOKHAVEN, 31 YEARS OF SERVICE.
THAT IS A LOT OF YEARS OF PROVIDING EXCELLENT AND TEACHING LEARNING OPPORTUNITIES FOR OUR STUDENTS SO WE THANK YOU.
ANY COMMENTS FROM BOARD MEMBERS?
>> D. ZIMMERMANN: I'M IMPRESSED WITH THE YEARS OF SERVICE FOR RETIREMENT FOR THE INSTRUCTORS.
WE LOSE SO MANY CENTURIES OF EXPERIENCE.
IT SEEMS LIKE AT EVERY MEETING IN A COUPLE OF MONTHS WE HAVE LOST -- I SHOULD HAVE ADDED THEM UP.
BUT I'M ALWAYS IMPRESSED TO SEE HOW MANY YEARS OF SERVICE THE FOLKS HAVE DEDICATED TO THE
[9. Informative Reports]
DISTRICT.>> CHAIR D. FLORES: THANK YOU.
WE'RE NOW AT THE INFORMATIVE REPORTS.
I WOULD LIKE TO DRAW YOUR ATTENTION TO INFORMATIVE REPORT 9B, WHICH IS A REPORT ON RICHLAND FINANCIAL INTEGRITY TO
[00:25:01]
PAGES 38 AND 39.WATCH YOUR EXPENSES AND REIMBURSEMENTS.
SO THAT'S INTERESTING TO NOTE.
AND THIS IS AN ANNUAL REPORT DUE BY THE TEXAS EDUCATION AGENCY, RIGHT, THE TEA, IS THAT CORRECT? VERY GOOD.
ANY OTHER QUESTIONS OR COMMENTS
[5. Chancellor and Board Announcements Comments on Workshops, Seminars, and Conferences taking place at the District or any of its Colleges; Awards Received; Accomplishments; Appointments at the Local, State, and National Level; Published Articles and Newspaper Reports; District/College Reports/Metrics, and Upcoming Events]
ON THE INFORMATIVE REPORTS? VERY GOOD, WITH THAT THE CHANCELLOR AND BOARD ANNOUNCEMENTS.>> CHANCELLOR MAY: THANK YOU VERY MUCH.
ONE, LET ME AGAIN, ECHO WHAT A GREAT OPPORTUNITY IT WAS TO SPEND TIME WITH THESE STUDENTS AS THEY ARE EXPERIENCING A DC FOR THE FIRST TIME.
TO SEE THE WORLD THROUGH THEIR EYES WAS HEART WARMING FOR ME.
I WANT TO THANK TRUSTEE JAMESON WHO NOT ONLY MADE THE VISITS BUT HE CONTINUED TO MEET WITH MEMBERS OF STAFF WHEN THE STUDENTS HAD GONE TO DO OTHER EVENTS AND THINGS IN DC.
AND OTHER OF YOU HAD BEEN ABLE TO MAKE THE TRIP IN THE PAST AND KNOW WHAT THE MEANS NOT ONLY FOR THE STUDENTS BUT ALSO AN OPPORTUNITY FOR OUR CONGRESSIONAL DELEGATION TO HEAR SOMETHING FIRST HAND OMETHING THEY DON'T HEAR UCH.
THEY USUALLY HEAR FROM THE ASSOCIATION GROUPS.
THEY DON'T HEAR FROM STUDENTS VERY OFTEN.
AND I THINK THEY ENJOYED THE OPPORTUNITY.
LET ME MENTION AS WELL AT THE SOUTH DALLAS PARK INTERCITY COMMUNITY CORPORATION, ICDC WITH RICHLAND AND EL CENTRO COLLEGES, OFFER TRAINING IN THE SOUTH DALLAS COMMUNITY, TRUSTEE FLORES AND COMPTON, MANAGING DIRECTOR OF THE ICDC WELCOMED THE FIRST STUDENTS IN THE TRAINING CENTER.
THAT WILL OFFER TRAINING AND FORKLIFT MACHINE OPERATIONS, OFFICE ACCOUNTING, WELDING, OSHA AND ESOL.
SO I APPRECIATE THE LEADERSHIP, DR. ADAMES FOR YOUR WORK TO MAKE THAT HAPPEN.
I KNOW YOU HAVE ALREADY BEEN, FOLKS AVE ASKED CAN WE REPLICATE THIS ELSEWHERE IN ORDER TO MEET NEEDS.
LET ME HIGHLIGHT ANOTHER ENJOYABLE EVENT.
WE HAD MORE THAN 100 HIGH SCHOOL STUDENTS, PROBABLY SHARE THEIR COMMITMENT O HIGHER EDUCATION AS THEY SIGNED LETTER OF DEGREE AT COULD HAVE COLLEGE DURING THE CTE SIGNING DAY.
OUR DALLAS COUNTY PROMISE PROGRAM THEY WILL PURSUE A CAREER PATH WAY TO CEDAR VALLEY COLLEGE TUITION FREE.
BERNICE JOHNSON, FOLLOWED BY COMMISSIONER ALVAREZ.
WHO SUPPORTED OUR STUDENTS IN POTENTIAL CAREERS AND MAKE A LIVING WAGE.
I HAVE TO TELL YOU THAT WAS AN INSPIRING EVENT TO SEE. THE STUDENT COME COMMITTED WITH SUPPORT FROM THEIR H HIGH SCHOOLS AND THERE TO MAKE THAT PLEDGE TO ATTEND COLLEGE IN A CTE AREA.
I THOUGHT IT WAS ABSOLUTELY EXCITING AND ONE THAT I HOPE WE CAN REPLICATE ELSEWHERE AS WE LOOK AT THAT.
IT CLEARLY, THE STUDENTS WERE PROUD, THE TEACHERS WERE PROUD AS WELL AS THOSE AT CEDAR VALLEY COLLEGE.
VERY QUICKLY, UPDATE N THE MOUNTAIN VIEW SEARCH.
WE'RE ENTERING THE LAST PHASES FOLLOWING SPRING BREAK.
WE'LL BE HOSTING SEVERAL FORUMS ON CAMPUS WITH THE CANDIDATES THAT WILL BE THERE.
WE'LL SHARE THE DETAILS WITH THE BOARD WHEN WE FINALIZE THE SCHEDULES AND GET IT WORKED OUT.
THAT WILL COME TOGETHER BEFORE THE END OF THE WEEK OR BEFORE SPRING REAK.
AND SPEAKING OF THE LEADERSHIP TRANS TRANSITIONS, DR. CHEZNY IS THE 16TH PRESIDENT AT CLARK U CLARK IOWA.
WE'LL BE ABLE TO CELEBRATE HIS ACCOMPLISHMENTS.
BROOKHAVEN GREW UNDER HIS LEADERSHIP, TO OVER 13,000 STUDENTS ENROLLED.
TOM HAS BEEN BOTH A COLLEGE LEADER AND ALSO A COMMUNITY LEADER AS WELL AS A NATIONAL LEADER TO ENSURE THAT THE NEEDS WERE BEING MET THERE.
HE HELPED LEAD THE DISTRICTS EFFORTS TO START OF 19 NEW EARLY
[00:30:04]
COLLEGE HIGH SCHOOLS ONE TWO YEARS WITH DALLAS ISD.AND IT WOULD TAKE A WHILE TO SHARE THE ACCOMPLISHMENTS.IN MEY THE BEST.
>> VICE CHAIR W. JAMESON: THANK YOU TOM, DON'T GET IN A BIG HURRY.
WE MADE AN EFFORT TO ADDRESS FOOD AND SECURITY. IN FACT, SOME OF YOU MAY HAVE SEEN PHOTOS OF THE LINES AT RICHLAND WHERE STUDENTS WERE LOOKING TO STAKE ADVANTAGE OF THAT OPPORTUNITY.
AS WE CONTINUE TO ADDRESS THIS AT OUR CAMPUSES, OUR FOUNDATION AND PARTNERSHIP WITH THE NORTH TEXAS FOOD BANK, MARCH 19 AT BROOKHAVEN COLLEGE.
THE TRUCK WILL VISIT OUR COLLEGES PROVIDING FRESH PRODUCE, SUPPLEMENTING NONPERISHABILITY ITEMS. COBRAND WITH HEB, MAKING THE ROUTES REGULARLY.
AS WELL I'M LOOKING FORWARD, I WANT TO MENTION ONE THING, SOME OF OUR LAW ENFORCEMENT OFFICERS HERE.
SOME OF YOU MAY HAVE HEARD THERE WAS AN INCIDENT NEAR EL CENTRO EARLIER TODAY WHERE OFFICERS WORKED IN TANDEM WITH DART AND DALLAS POLICE DEPARTMENT.
I UNDERSTAND SOME INDIVIDUALS WERE ARRESTED.
IT WASN'T IN OUR FACILITIES BUT WE TOOK ALL THE PRECAUTIONS.
I WANT TO THANK OUR LAW ENFORCEMENT FOR THE GREAT JOB YOU DO TO ENSURE THE SAFETY AND SECURITY OF OUR STUDENTS.
>> VICE CHAIR W. JAMESON: ON THAT NOTE, I JOIN THESE FOLKS IN LOOKING FORWARD TO SPRING BREAK.
>> CHAIR D. FLORES: TOM, WE APPRECIATE YOUR LEADERSHIP TO THE DISTRICT AS A WHOLE AND DALLAS ISD AND EARLY COLLEGE HIGH SCHOOL AND P TECH INITIATIVES.
YOU PLAN TO TAKE SOME OF THESE THINGS TO CLARK UNIVERSITY.
THEY ARE OING TO BENEFIT FROM THE LEADERSHIP WE HAVE BENEFITED FROM SO THANK YOU FOR YOUR SERVICE.
I ATTENDED AS MR. MAY INDICATED THE GRAND OPENING OF THE SOUTH DALLAS TRAINING CENTER ON FEBRUARY 18, WHICH IS A PARTNERSHIP BETWEEN THE ICBC, I LIKE THAT ACRONYM, INNER CITY DEVELOPMENT CORPORATION.

AND I HAD INTENDED TO ATTEND UT REGRETTABLY I WASN'T ABLE TO, THE DALLAS COUNTY COMMUNITY COLLEGE DISTRICT AND COMMUNITY AWARDS BANQUET HELD FEBRUARY 23.
I WANT TO RECOGNIZE THE HONOR A, OFFICER OF THE YEAR, ROOKIE OF THE YEAR, AND SUPERVISOR OF THE YEAR, A COMMUNITY SERVICE OFFICER OF THE YEAR, HARLAN THOMPSON.

LIVE SAVING AWARD PATRICK [INDISCERNIBLE] WHAT IS IT?
>> CHAIR D. FLORES: THANK YOU.
AND WITNESSING OUTSTANDING WORK CERTIFICATE TO LATRICIA CARTER.
THANK YOU FOR KEEPING US SAFE AND IT'S GOOD OU ARE BEING RECOGNIZING ON BEHALF OF STUDENTS AND ALL OF US, THANK YOU.
ANY OTHER QUESTIONS OR COMMENTS BY TRUSTEES?
>> D. ZIMMERMANN: I HAVE A QUESTION.
IT AS PUT FORWARD IN THE OTE EARLY FROM THE CHANCELLOR ABOUT CHANGES TO THE AGENDA LANGUAGE FOR THIS MONTHS MEETING DESIGNATED FROM COMMENTS, THE
[00:35:02]
DISTRICT GENERAL COUNCIL HAS ADVISED WHILE THE TEXAS OPEN MEETINGS ACT ALLOWS REPORTS ON ITEMS, COMMUNITY INTEREST ON WHICH NO ACTION WILL BE TAKEN, THE TEXAS GOVERNMENT CODE SECTION 551.0415 THE CIRCUMSTANCES UNDER SUCH WHICH COMMENTS CAN OCCUR ARE VERY SPECIFICALLY DESCRIBED AND REQUIRE STRICT ADHERENCE.IS THIS SOMETHING WE JUST NOW FOUND?
>> SOMETHING WAS JUST FOUND BUT IT IS LAW IN TEXAS.
IN MY EFFORT TO GIVE ADVISE, I TRY TO FIND WAYS, I DIDN'T THINK THE LANGUAGE WAS ROBUST IN TERMS OF ADDRESSING THE STATUTE.
SO I RECOMMENDED NEW LANGUAGE WHICH APPEARS IN THE AGENDA THIS MONTH.
WE HAVE HANGED THE AGENDA OVER THE YEARS IN MY TIME HERE TO EXPAND UPON THAT PARTICULAR SECTION AND IN THAT REGARD ABOUT THREE YEARS AGO WE CHANGED THE LANGUAGE TO INCLUDE ITEMS WHICH MAY INCLUDE OR LANGUAGE TO THAT EFFECT.
THAT IS AN APPLICATION TO ALL COMMENTS MADE BY ELECTED OFFICIALS IF NOT AN AGENDA ITEM.
IN TRYING TO ADDRESS THAT LANGUAGE WE CHANGED THREE YEARS AGO AND MAKE IT MORE ROBUST, I RECOMMEND WE CHANGE THIS TO INCLUDE THAT REFERENCE.
THE LANGUAGE YOU SEE THERE IS ACTUALLY MY RECOMMENDATION WAS TO SITE THE STATUTE AND ALL THE EXCEPTIONS IN THE TRANSMITTAL MEMO, YOU WERE REFERENCING.
THAT WAS A LITTLE WORDY SO WE PUT IT TO THE ESSENTIAL ITEMS ON THE AGENDA TODAY.
>> D. ZIMMERMANN: AT THIS POINT, IT SAYS THE MEETING STRICTLY ADHERE TO LIMITED ALLOWABLE AREAS OF COMMENT.
>> PRESENTER: I AN EXPLAIN THAT TOO.
WHAT THE IF WE START WITH THE PREMISE, THE OPEN MEETINGS ACT STANDS FOR TRANSPARENCY IN GOVERNMENT.
NOTHING SHOULD OCCUR IN A MEETING THAT ISN'T ON A AGENDA.
IF SOMETHING IS GOING TO BE DISCUSSED THAT IS NOT AN AGENDA ITEM, IT CAN ONLY BE IN THE AREAS YOU REFERENCED, WHICH IS THOSE THINGS THE CHANCELLOR DID AND BOARD CHAIR DID IN HER UPDATE.
IF A BOARD MEMBER WISHES TO RAISE SOMETHING IN THE NATURE OF A QUESTION IN THE MEETING THEY CAN DO SO.
CERTAINLY, A BOARD MEMBER CAN ADDRESS ANYTHING ON THE AGENDA WHEN THEY AGENDA COMES UP AS YOU OFTEN DO.
WITH RESPECT TO SOMETHING THAT IS NOT AN AGENDA ITEM, THERE IS A PROVISION IF THERE IS A QUESTION AND THAT CAN BE RAISED FACTUALLY AS A QUESTION WITH ENOUGH FACTUAL INFORMATION TO UNDERSTAND THE QUESTION.
THERE CAN BE NO DELIBERATION BUT IT HAS TO BE PUT ON A FUTURE AGENDA FOR CONSIDERATION.
>> D. ZIMMERMANN: IF I WANT TO REVISIT THE STUDENT I. D'S, INSTRUCTOR I. D'S, THAT'S HOW I GET IT ON THE AGENDA.
I MENTION IT NOW SO IT'S PUBLIC RECORD? YOU COULD MENTION NOW AND ASK THE BOARD CHAIR TO CONSIDER IT.
>> PRESENTER: THE OTHER IS BOARD POLICY HAS A PROVISION WHEREBY A BOARD MEMBER OTHER THAN HE CHAIR REQUEST AN ITEM FOR A FUTURE MEETING.
THERE IS A PROCESS IN CHAPTER B OF THE BOARD POLICY EMBER, I WANT TO SAY BCE, BUT DON'T HOLD ME TO IT.
IF YOU WANTED IT TO BE ON A FUTURE AGENDA YOU COULD ADDRESS TO THE CHAIR FOLLOWING THAT PROCESS.
>> CHAIR D. FLORES: MR. WENDLAND IF YOU COULD CHAIR THE POLICY YOU ARE REFERENCING WITH THE BOARD AS AN INFORMATION ITEM.
>> P. RITTER: I WANT TO MAKE SURE I UNDERSTAND THIS.
THERE IS NOTHING IN THE OPEN MEETINGS ACT THAT CONSTRAINS OR LIMITS ANY TOPIC THAT A TRUSTEE MAY WANT TO BRING UP IN THE CONTEXT OF TRUSTEE ANNOUNCEMENTS.
SO NO LIMITATION ON PEACH SPEECH OR SUBJECT MATTER THAT A SUBJECT MATTER CAN RAISE BUT WHAT WE'RE NOT ALLOWED TO DO IS DELIBERATE AND ACT AS A BOARD ON ANYTHING NOT POSTED. IS THAT CORRECT?
>> PRESENTER: IT'S CORRECT IN PART.
THIS IS NOT A PRESCRIPTION ON SPEECH.
I THINK YOU ARE COMING AT IT FROM A RIGHT POSITION.
IN ORDER TO GIVE NOTICE, YOU CAN RECEIVE INFORMATION FROM ANOTHER A BOARD MEMBER OR MEMBER OF STAFF DURING THE MEETING ABOUT SOMETHING NOT ON THE AGENDA BUT LIMITED TO THE AREAS PRESCRIBED
[00:40:03]
ABOUT WHICH YOU CAN RECEIVE INFORMATION DURING A MEETING.AGAIN, BOARD MEMBER CAN MAKE COMMENT ON ANYTHING ON THE AGENDA OR CAN MAKE COMMENT ABOUT THESE PARTICULAR AREAS.
BUT YOU CAN'T SUSPONTY ADDRESS LANGUAGE.
>> P. RITTER: RECEIVE INFORMATION, RIGHT? I CAN SAY ANYTHING I WANT.
BUT YOU CAN'T NECESSARILY RESPOND BUT I CAN MAKE A DECLARATORY STATEMENT.
TRANSPARENCY AND CONDUCTING BUSINESS IN THE SUNSHINE OF THE DAY.
IT CAN'T BE DISCUSSED OR RESPONDED TO.
>> PRESENTER: A MEMBER MAY MAKE A REPORT ABOUT ITEMS OF COMMUNITY INTEREST.
IF YOU MAKE A REPORT ON SOMETHING IT WOULD HAVE TO BE AN ITEM OF COMMUNITY INTERESTS, WHICH ARE THESE AREAS SET FORTH IN THAT STATUTE.
>> CHAIR D. FLORES: ANY QUESTION CAN BE ASKED? THAT IS NOT AN AGENDA ITEM, IT CANNOT BE DELIBERATED UPON BUT IT CAN BE PUT ON A FUTURE AGENDA SO IT CAN E DELIBERATED UPON.
>> PRESENTER: THAT IS A SEPARATE PROVISION, NOT THE ONE HERE.
IT ALLOWS FOR FACTUAL QUESTIONS TO BE RAISED AND PLACED ON A FUTURE AGENDA FOR CONSIDERATION.
>> P. RITTER: IF I HAVE A CONCERN ABOUT A PROCUREMENT FOR EXAMPLE, THAT IS NOT ON THE AGENDA, I CAN RAISE MY CONCERN AS A BOARD MEMBER AND STATE THE BASIS FOR THAT CONCERN.
AND REQUEST IT BE CONSIDERED ON A FUTURE AGENDA ITEM.
THERE IS NO -- I'M NOT GAGGED OR -- IN TERMS OF RAISING THE ISSUE AND STATING A BASIS FOR MY CONCERN, RIGHT?
>> PRESENTER: THAT IS CORRECT.
I DIDN'T MEAN TO SUGGEST THAT IF I DID.
IN THAT CONTEXT, THE STATUTE, AND I DON'T HAVE THAT LANGUAGE.
I MIGHT BE ABLE TO FIND IT IF I'M NIFTY HERE.
WHICH DOESN'T COLLIDE WITH ME IN THE SAME SENTENCE.
>> PRESENTER: THE LANGUAGE OF THE STATUTE, A FACTUAL MATTER CAN BE RAISED BY A MEMBER OF THE GOVERNING BODY AND PROVIDE ENOUGH FACTUAL CONTEXT TO UNDERSTAND IT QUESTION.
BUT THAT IS THE INTENT OF THE PROVISION, RAISE A QUESTION, PROVIDE ENOUGH FACTUAL CONTEXT SO IT'S UNDERSTANDABLE AND ASK IT BE CONSIDERED AT A UTURE MEETING.
>> P. RITTER: IS THERE INTERPRETIVE GUIDANCE ON THIS ISSUE?
>> PRESENTER: THERE ARE A COUPLE OF AG ISSUES THAT PROCEEDING THIS.
THE EFFECTIVE DATE ENACTED IN 2011 AND 013 WAS THE EFFECTIVE DATE WITH THE CHANGES HERE.
AG OPINIONS THAT PROCEEDED THAT.
THERE WAS AN AREA OF BIG CONCERN WITH MEETINGS THAT WERE HELD IN WHICH ITEMS THAT WERE OT AGENDA ITEMS WERE DISCUSSED KIND OF IN A WHOLE SALE FASHION, YOU CAN'T DO THAT.
YOU CAN ONLY TALK ABOUT A NARROW FIELD OF MATTERS THAT ARE NOT AGENDA ITEMS PER SE.
I COULD PROVIDE YOU WITH THOSE AS WELL.
>> P. RITTER: THAT WOULD BE HELPFUL.
>> CHAIR D. FLORES: A WORK SESSION TO GET MORE INFORMATION?
>> P. RITTER: I THINK IT OULD BE HELPFUL FOR WRITTEN GUIDANCE.
I THINK IT WOULD BE INSTRUCTED TO US.
AND I APPRECIATE YOUR COMMENTS THAT THERE IS NOTHING IN THE OPEN MEETING RECORDS ACT THAT LIMITS THE TRUSTEE IN TERMS OF RAISING ISSUES AS A PREDICATE FOR DELIBERATION ND ACTION.
>> PRESENTER: WHAT THAT STATUTE SAYS WHAT YOU AN DO.
THERE WAS A RECENT DECISION IN COURT OF APPEALS.
AT THE SAME TIME I ADVISED THE BOARD ON THAT I'LL ADDRESS THAT RECENT OPINION AS WELL, WHICH IS GOING TO BE THE SUBJECT OF FUTURE ACTION, I TRUST EITHER IN THE COURT AND/OR LEGISLATURE.
>> P. RITTER: THANK YOU, MADAM CHAIR.
>> D. ZIMMERMANN: IF I COULD REVISIT THE I.D. SITUATION.
ALL SORTS OF CONCERNS ABOUT THAT ONE.
>> PRESENTER: IT'S SO UNCLEAR.
YOU WANT THE POLICY ENACTED TO BE BROUGHT BACK FOR RECONSIDERATION OR FURTHER DISCUSSION?
>> D. ZIMMERMANN: FULL POLICY FOR FULL CONSIDERATION.
BECAUSE I THINK -- FROM HAT I HAVE HEARD WE'RE RELYING ON THE I.D. TO COPY US SAFE.
>> S. WILLIAMS: WHAT DO YOU MEAN WHAT YOU HEARD?
>> D. ZIMMERMANN: IT WAS REPORTED TO ME --
[00:45:02]
REPORTED BY? TO YOU BY A PERSON?>> D. ZIMMERMANN: MY NEIGHBOR.
SHE SAID SHE WAS AWARE SOMEBODY FOUND A BADGE, AN I.D. BADGE ON THE DART.
AND THAT THEY KNEW IT WAS LOST.
BUT THEY USED IT TO GET ON THE CAMPUS.
LIKE I SAID, THAT DOESN'T AKE SENSE BECAUSE IT'S AN OPEN CAMPUS.
YOU DON'T NEED AN I.D. TO GET ONTO CAMPUS.
SHE SAID, WHY DO YOU HAVE AN I.D.?
>> CHAIR D. FLORES: WE CAN DISCUSS THIS AT A WORK SESSION.
>> PRESENTER: I WANT TO MAKE A POINT.
WITH YOU SAY RECONSIDER, ROBERTS RULES OF ORDER IS SPECIFIC ON THAT.
I DON'T RECALL WHEN THE POLICY WAS PASSED BUT AT LEAST ONE OR TWO MEETINGS AGO.
A MOTION FOR RECONSIDERATION HAS TO BE BROUGHT AT THE NEXT SUSECKIVE MEETING, WHICH WOULD HAVE BEEN TODAY.
WE'RE NOT USE THEM IN RECONSIDERATION OF MOTION APPROVED BY THE BOARD, WE'LL BRING IT BACK AT A WORK SESSION ITEM AND TALK ABOUT IT FOR FURTHER AMENDMENT.
>> P. RITTER: ISN'T THE PRACTICE OF OTHER PUBLIC BOARDS YOU HAVE TO HAVE MORE THAN A SINGULAR REQUEST TO PLACE AN ITEM ON THE AGENDA?
>> PRESENTER: IT REQUIRES TWO.
>> P. RITTER: TWO BOARD MEMBERS HAVE TO MAKE A REQUEST TO DO A RECONSIDERATION IN THE MEETING IMMEDIATELY AFTER SOMETHING IS ADOPTED?
>> PRESENTER: I'M NOT SURE RECONSIDERATION.
PUTTING THINGS ON THE AGENDA REQUIRES THE CONCURRENCE OF TWO BOARD MEMBERS.
>> P. RITTER: IS THERE A POLICY THAT THE MINORITY SIDE MUST BRING BACK THE AGENDA ITEM THAT NO ONE CAN BRING IT BACK FOR CONSIDERATION?
