I PLEDGE ALLEGIANCE TO THEE TEXAS, ONE STATE OF.

SOME OF US MAY NEED A REVIEW OF THE TEXAS PLEDGE.

I WOULD LIKE TO REMIND OUR SPEAKERS THAT PERSON WHO ADDRESS THE BOARD ARE REMINDED THAT THE BOARD MAY NOT TAKE FORMAL ACTION ON MATTERS THAT ARE NOT PART OF THE MEETING AGENDA AND MAY NOT DISCUSS OR DELIBERATE ON ANY TOPIC THAT IS SPECIFICALLY NAMED IN THE AGENDA THAT WAS POSTED 72 HOURS IN ADVANCE OF THE MEETING TODAY ANY AGENDA TOPIC THAT IS INTRODUCED DURING THIS MEETING, THERE ARE ONLY THREE PERMISSIBLE RESPONSES.

THE BOARD DESERVES THE TRITE RESERVE THE AMOUNT OF TIME FOR ALL SPEAKERS ON THAT AGENDA ITEM THAT IS REASONABLY NECESSARY TO ACCOMMODATE ALL PERSONS WISHING TO ADDRESS THE BOARD.

AT THIS TIME REGINALD GRAY AND BESHEAR BAMINI PLEASE COME TO THE PODIUM.

>> GOOD AFTERNOON.

>> GOOD AFTERNOON.

>> I AM GOING TO ADDRESS 89 BOARD AS A WHOLE IF THAT IS FINE.

SOME OF MY NAME IS REGINALD GRAY.

I HAVE BEEN WORKING WITH MOUNTAIN VIEW CAMPUS FOR OVER TEN YEARS NOW AS AN ECONOMICS FACULTY.

I AM INTRODUCING MY FRIEND BESHEAR BAMINI PLAYED FOR THE NFL AND FOR THE COWBOYS.

AND IN ATTO THAT HE HAS A NONPROFIT ORGANIZATION CALLED THE AFFORDABLE CONNECTIVITY PROGRAM WHICH I THINK SOME OF YOU MIGHT BE AWARE OF, BUT IF NOT, I AM GOING TO DO AN INTRODUCTION OF THAT.

THE PAST TEN YEARS I WORKED AT DALLAS COLLEGE WITHIN MY DUTIES AND RESPONSIBILITIES, I HAVE ACHIEVED EXCELLENT EVALUATIONS.

IN ADDITION, DOING DUTIES BEYOND MY RESPONSIBILITY AS A FACULTY MEMBER.

I'M HERE TODAY FEELING EMBARRASSED AND POWERLESS.

EMBARRASSED I AM NOT IN A POSITION TO HELP MY FRIEND ACHIEVE SOMETHING IN MY OPINION THAT IS MAGNIFICENT AND WILL NOT ONLY BENEFIT OUR STUDENTS BUT ALSO DALLAS COLLEGE AS A WHOLE.

POWERLESS THAT WE ATTEMPTED TO PROVIDE SERVICES FOR THE AFFORDABLE CONNECTIVITY PROGRAM.

THE SERVICES WILL PROVIDE FREE LAPTOPS DOCTOR FREE TABLETS WITH FREE WI-FI SIM

[00:05:01]

CARDS FOR STUDENTS THAT NEED IT AND HELP STUDENTS BY GIVING AWAY TANGIBLE AND INTANGIBLE RESOURCES.

CURRENTLY WE ARE IN A NO-WIN SITUATION WHERE WE DON'T KNOW WHERE WE STAND CURRENTLY WITH THE CONVERSATIONS ABOUT THIS PROGRAM.

AND LASTLY I FEEL THAT THE EFFORTS OF TRYING TO COMMUNICATE THE BEN FITS OF THIS PROGRAM WILL NOT BE WELL RECEIVED AS WE WOULD LIKE.

I DO UNDERSTAND PROCEDURES.

I DO UNDERSTAND REGULATIONS.

I DO UNDERSTAND PROTOCOLS, BUT I DO NOT UNDERSTAND WHY I'M HERE TODAY HAVING TO DEFEND THIS WHEN I THINK IT IS BENEFICIAL TO ANYBODY THAT IS NOT ONLY HERE BUT THAT WE TOUCH IN TERMS OF OUR COMMUNITY.

THE QUESTION I WANT TO GIVE IS, IF THERE IS ANOTHER PANDEMIC OR CATASTROPHE ARE OUR STUDENTS WILLING TO BE REMOTE WITH INTERNET CONNECTIVITY.

DOES THIS PROGRAM NOT PEN FIT OUR PROGRAM AND INSTITUTION.

IF SO SOMETHING THAT DALLAS COLLEGE WILL BE INTERESTED IN.

IF NOT, IS THERE A SUBSTITUTION PLAN.

AND THE LAST QUESTION IS, WHERE IS THE ACCOUNTABILITY WHEN IT COMES TO DECISION MAKING? THANK YOU.

>> GOOD AFTERNOON.

MY NAME IS BASHEAR AMINI, I AM A NATIVE OF THE SOUTH SIDE OF CHICAGO.

I LIVE HERE IN THE DALLAS METROPLEX AND HAVE BEEN IN CHARITABLE WORKS FOR MANY YEARS.

THIS IS UNWITH OF THE MOST POWERFUL PROGRAMS I HAVE SEEN IN MY 45 YEARS.

THE ACTUAL PROGRAM, IF YOU GOOGLE IT, THE AFFORDABILITY GOOGLE CONNECTIVITY PROGRAM.

AN ALLOWANCE PROGRAM WHICH MEANS IT IS A DEFICIT.

IT IS NOT FREE.

THERE IS $100 TOWARD A TABLET TOWARD A LAPTOP.

$30 TOWARD THE INTERNET.

WHEN I HEARD THAT PROGRAM, I SAID THAT IS CUTE AND DOESN'T HELP ME AND DOESN'T HELP THE STUDENTS PAUSE THERE IS A DEFICIT.

WHERE CAN YOU FIND A RELIABLE LAPTOP OR TABLET FOR $100.

WHERE CAN YOU GET INTERNET FOR $30.

THE TEAM I TEAMED UP WITH FROM FLORIDA HAVE LICENSE IN TEXAS.

THEY WENT TO THEIR RESOURCES AND BUILT A LENOVA TABLET, $400.

STATE-OF-THE-ART, EVERYTHING THAT IS UPGRADED TODAY WITH AN OTTO BOX PROTECTION, SCREEN PROTECTOR, THE WHOLE NINE YARDS, SPECS, ALL THE SECURITY MEASURES.

WE WENT TO T-MOBILE AND INCH AT&T, GET THE INTERNET FOR $30.

DO THE TELE BUSINESS.

TOOK THE $30 FROM THE FUND THAT BIDEN ADMINISTRATION FOUND STAGGERING THAT 50% OF OUR STUDENTS DID NOT HAVE A LAPTOP OR TABLET DURING THE PANDEMIC.

I'M HERE OF MY OWN TIME, OWN DIME, AND I GET PAID ZERO FOR THIS.

IT IS FOR HIGH SCHOOLS, WENT TO POOR IMPOVERISHED AREAS.

I AM SPEAKING TO FLORIDA INTERNATIONAL UNIVERSITY.

SEVERAL OTHER UNIVERSITIES.

I HAVE THE GOVERNOR FROM ARKANSAS ENDORSING OUR PROGRAM THROUGHOUT THE WHOLE STATE OF ARKANSAS.

THIS TABLET AND THIS WI-FI IS 100% FREE.

STUDENTS QUALIFICATION IF THEY ENROLL IN PELL GRANT, 100%.

LESS THAN 98,000 AS A STUDENTS 100% QUALIFIED.

NO HITCHES.

NO GIMMICKS.

A PROGRAM FUND BY THE GOVERNMENT AND THE REF SOURCES OF PUBLIC WIRELESS TO MAKE THIS 100% FREE FOR YOUR STUDENTS.

I DIDN'T TAKE IT TO ANY OTHER COLLEGES OR UNIVERSITIES IN THE AREA.

I TOOK IT HERE BECAUSE MY GOOD FRIEND AND FRATERNITY BROTHER IS A PROFESSOR HERE AT THIS UNIVERSITY.

I SAID I WANT TO GET IT IN THE HANDS OF YOUR STUDENTS FIRST AND LET IT THRIVE AND MOVE ON FROM THERE.

SO TODAY I AM KINDS OF AT A STANDSTILL AND I DON'T UNDERSTAND WHEN THIS IS MOVING ACROSS THE COUNTRY TO THE AFFORDABLE CONNECTIVITY ACT AND PUBLIC WIRELESS TO GET IN THE HANDS OF YOUR STUDENTS.

I ASKED THE BOARD TO TAKE A LOOK AT THE PROGRAM.

THERE IS A DATA SHARING AGREEMENT THAT MUCH YOUR ATTORNEYS CAN HAVE A LOOK AT JUST LIKE OTHER DISTRICTS TAKE A LOOK AT TO MAKE SURE IT IS UP TO STANDARDS AND TO GET THESE INTO THE HANDS OF STUDENTS 100% FREE.

SO THAT IS WHAT I AM PRESENTING TO THE BOARD TO MAKE A DIFFERENCE.

I HAVE A PLATFORM.

WHEN I SAW THIS MY OBLIGATION TO DO MY PART.

MY PART IS TO GET ALL THE STUDENTS ON THE FIELD, ON THE BENCH, WE DON'T HAVE RESOURCES.

WE CRY FOR RESOURCES.

WE GET RESOURCES.

AND WE DON'T UTILIZE THE RESOURCES.

THE MONEY IN THE KITTY.

$8 MILLION NOT BEING USED.

THANK YOU.

>>.

>>MONICA LIRO BRAVO: THANK YOU FOR MAKING TIME FOR BEING HERE TODAY.

[00:10:06]

>> NOT CLEAR WHAT THEY WANT.

>>MONICA LIRO BRAVO: WE CAN GET MORE INFORMATION.

I SAW SOMETHING IN WRITING.

WE WILL SHARE THAT WITH THE BOARD.

WE HAVE NO OTHER CITIZENS DESIRING TO ADDRESS THE BOARD.

IS THAT CORRECT? OKAY.

[5.1. Myers-LeCroy Scholars Recognition]

WE WILL MOVE ON WITH OUR SPECIAL PRESENTATIONS.

CHANCELLOR LEMON.

>>CHANCELLOR: A BIG AVENUE AND PROPONENT IS THE SUPPORT OF THE PHILANTHROPIC COMMUNITY.

AND WE HAVE A VERY PHILANTHROPIC COMMUNITY HERE IN DALLAS.

LED BY JOSH AND OUR FOUNDATION, WE HAVE SOME SPECIAL GUESTS HERE THAT WILL TAKE TIME TO HEAR FROM MUCH IF JOSH WILL STEP UP AND INTRODUCE SOME OF THOSE, BUT YOU CAN SEE BOARD MEMBERS, SOME FAMILIAR FACES IN THIS ROOM WHO HAVE SUPPORTED OUR STUDENTS FOR A LONG TIME.

SO I APPRECIATE MIKE MEYERS BEING HERE.

>> YES ARE.

ECHOING THE PHILANTHROPIC COMMUNITY THAT SUPPORTED DALLAS COLLEGE AND OUR FOUNDATION AND SCHOLARSHIPS THE FIRST TIME.

MYERS.

HE DISCOVERED THE MYERS-LECROY SCHOLARS WHICH IS THE FIRST PROGRAM.

AND TO DATE, OF IT IS ONE OF OUR LEAD SCHOLARSHIPS.

BEFORE HE COMES UP AND TALKS US TO AND INTRODUCES THE SCHOLARS.

I WANTS THE BOARD TO KNOW A LITTLE BIT MORE OF HIS CONTRIBUTION TO THE BUSINESS AND NONPROFIT COMMUNITY.

MIKE IS THE OWNER AND CHAIRMAN OF MYERS FINANCIAL CORPORATION AND 32 YEARS THE CHAIRMAN AND CEO OF MYERS SHARE.

HE HAS BEEN ON THE BOARDS OF SEVERAL FIRMS AND OWNED AND MANAGE AND SEVERAL COUNTRY CLUBS, DALLAS ASSEMBLY, PRESIDENT'S COUNCIL, LONGHORN EDUCATION FOUNDATION, PARKLAND HOSPITAL FOUNDATION AND.

JUST A FEW OF THE VOLUNTEER LEADERSHIP POSITIONS THAT MIKE HAS HELD FOR OUR COMMUNITY.

I AM PROUD TO SAY MOST IMPORTANTLY THAT HE SERVED ON THE DALLAS COLLEGE FOUNDATION BOARD FOR 32 YEARS AND BOARD CHAIR BETWEEN 1994 AND 19978.

AND ELECTED DIRECTOR OF IT EMERITUS AND HE ATTENDS OUR BOARD MEETING.

SO PLEASED, MIKE, THAT YOU CAN JOIN US AND THAT THE MYERS-LECROY SCHOLAR CAN JOIN US.

TELL US OF THIS PROGRAM AND THE SCHOLAR THAT ARE HERE TODAY.

>> THANK YOU, JOSH.

I GOT TO KNOW JOSH ABOUT SIX MONTHS AFTER HE CAME HERE.

AND MOST OF YOU KNOW HIM A LOT BETTER THAN I DO, BUT I KNEW WHEN I MET HIM THAT THINGS WOULD BE GOOD FOR THE DALLAS COLLEGE.

MY INTRODUCTION TO EDUCATION BEGAN WHEN I WAS VERY YOUNG.

MY MOTHER WAS A HIGH SCHOOL TEACHER FOR MANY YEARS.

MY INTEREST IN THE COMMUNITY COLLEGE BEGAN WHEN I WAS ASSISTANT TO GOVERNOR JOHN CONNOLLY.

HE RECOMMENDED AND PASSED THE FIRST STATE COMMUNITY COLLEGE FUND.

THAT WAS IN 1966.

SO I GOT TO THE COMMUNITY COLLEGE BEFORE I MET LECROY.

IN 1969 AND MY INVOLVEMENT IN EDUCATION CONTINUED TO GROW AND PARTICULARLY MY INTEREST IN DALLAS COMMUNITY COLLEGE.

IT IS DALLAS COLLEGE NOW.

I BECAME GOOD FRIENDS WITH DR. LECROY AND I GREATLY ADMIRED AND RESPECTED HIM.

THE RELATIONSHIP AND HE INSPIRED.

BECAUSE I ADMIRED AND RESPECTED JIM SO MUCH AND HIS WIFE NANCY --

[00:15:06]

DR. NANCY LECROY, I NAMED THE SCHOLARSHIP THE LECRO SCHOLARSHIP.

IT HAS BEEN INVALUABLE.

AND THE REST OF THE STORY IS I HAVE BEEN THE BIG WINNER.

THAT IS THE UNDERSTATEMENT OF THE DAY.

THESE REMARKABLE YOUNG PEOPLE I HAVE BEEN ABLE TO ASSOCIATE WITH THE LAST 35 YEARS WITH MIKE MYERS, I WATCHED HIM GROW AND AS YOU ARE SITTING IN THE SEAT IF YOU ARE TODAY IS YOUR CONCERN AND LOVE FOR THE YOUNG PEOPLE.

I WANT TO THANK YOU AND THE PEOPLE WHO PROCEEDED YOU FOR LETTING ME BE INVOLVED IN THIS SCHOLARSHIP.

THANK YOU.

OF.

[APPLAUSE] I AM GOING TO LET THE SCHOLARS -- THE SCHOLARS INTRODUCE THEMSELVES AND THEIR OUTSTANDING GROUP.

AND THAT IS NOT SAYING JUST BECAUSE I AM IN FRONT OF THIS GROUP LIKE THIS THAT I HAVE SEEN A LOT -- I AM GOING TO TURN IT OVER TO THEM AT THIS MOMENT.

SEEING YOUNG MEN AND WOMEN SUCCUMB WITH THE STRUGGLES LIFE WITH NO OTHER OPTION.

AT THE SHELTER I THOUGHT SOMETHING NEEDS TO BE DONE OF THIS PROBLEM.

UNFORTUNATE REALITY THAT COUNTLESS FAMILIES THAT STRUGGLE AND DON'T HAVE THE RESOURCES TO MAINTAIN A STABLE LIVELIHOOD.

SINCE THEN IT IS MY PURPOSE TO GIVE BACK TO THE COMMUNITY AND HELP THE IMPOVERISHED POPULATION AS MUCH AS POSSIBLE.

I VOLUNTEERED AT MY LOCAL HOSPITAL IN THE NURSING DEPARTMENT AND ASSISTED REGISTERED NURSES WITH ELDERLY PATIENTS AND NICU MUCH NEWBORNS.

I VOLUNTEERED WITH THE NONPROFIT ORGANIZATION DOWNTOWN AND DISTRIBUTED FOOD, WATER AND PERSONAL NECESSITIES.

DURING MY NURSING CAREER, I PLAN TO CREATE A HEALTH CARE PROGRAM AIMING TO ASSIST FAMILIES WHO ARE FINANCIALLY UNABLE TO ADDRESS THEIR HEALTH NEEDS.

ADDITIONAL LEGAL, STRIVE TO EXTEND MY EDUCATION BEYOND MY BACHELOR'S DEGREE AND PLAN TO BE A PSYCHIATRIC NURSE PRACTITIONER.

WITH A DEGREE, I WILL HELP HOMELESS INDIVIDUALS WHO STRUGGLE WITH MENTAL HEALTH AND DRUGS.

I AM GRATEFUL TO HAVE THE LIVED EXPERIENCE WHICH IS THE FOUNDATION FOR ALL OF MY GOALS.

I WOULD LIKE TO EXTEND MY GRATITUDE TO THE MYERS-LECROY SCHOLARSHIP TO PROVIDE ME WITH EDUCATION.

THANK YOU.

WAS JUST AWARDED THE 2022 SCHOLARSHIP.

DAISY.

>> I NEED TO BRING IT DOWN.

HI, MY NAME IS DAISY DON JUAN.

AND I AM A STUDENT AT EL CENTRO.

I AM IN THE PARALEGAL PROGRAM.

I HAVE ONE MORE SEMESTER LEFT.

I FOUND A HOME THERE IN EL ESSENTIAL ROW BECAUSE I WAS LOST FOR A COUPLE OF YEARS.

I DIDN'T NO HE WHAT I WANTED TO DO.

I DIDN'T HAVE THE SUPPORT OF MY FAMILY TO GO TO SCHOOL.

THEY DON'T BELIEVE IN THAT.

SO FOR ME TO GO, IT WAS -- I HAD TO DO IT ON MY OWN.

WHEN I FINALLY FOUND THE WILL TO DO THAT, EVERYTHING FELL IN PLACE, YOU KNOW.

LIKE FINANCIAL AID AND ALL THAT.

I AM LIKE, OKAY, THIS IS WHAT I AM MEANT TO DO.

I HAD A BUNCH OF ADVERSITIES GOING ON AT HOME.

WHEN I WAS GOING TO SCHOOL, THAT WAS, LIKE, MY ESCAPE.

A COUPLE OF MONTHS AGO, I REMEMBER I FOUND OUT I LOST MY FINANCIAL AID.

AND I REMEMBER GOING TO DR. WILLIAMS -- SHOUT OUT TO DR. WILLIAMS -- I WAS WORKING IN THE PRESIDENT'S OFFICE AT THAT TIME AND I WAS A WORK STUDY STUDENT AND CRYING TO HIM.

I AM LIKE -- I AM LOSING MY JOB BECAUSE YOU CAN'T BE A WORK STUDY STUDENT WITHOUT FINANCIAL AID.

I AM LOSING MY FINANCIAL AID.

I THOUGHT EVERYTHING WAS OVER.

HE RECOMMENDED ME WITH THE FOUNDATION, WHICH I DIDN'T EVEN KNOW ABOUT HONESTLY.

AND I ENDED UP GETTING MORE THAN I HAD YOU EXPECTED BECAUSE NOW I AM GETTING ALSO HELP FOR THE POTENTIAL TO GO TO SMU WHICH IS ACTUALLY MY DREAM SCHOOL.

I REMEMBER TELLING DR. WILLIAMS THAT TOO.

HE SAID WHERE DO YOU WANT TO GO? I AM LIKE, SMU.

NOW EVERYBODY IS, LIKE, ACTUALLY HAPPENING AND IT IS POSSIBLE AND ALL THANKS TO THE FOUNDATION, TO YOU ALL, TO THE -- -- IT IS JUS -- DALLAS COLLEGE IN GENERAL.

THERE IS A LOT OF HELP THAT IS THERE.

AND WORK THERE I SAW, TOO, THAT A LOT OF PEOPLE DON'T KNOW ABOUT IT.

SO NOW I AM SPREAD IT TO MY FRIENDS AND FAMILY.

I KNOW THERE IS HELP OUT THERE.

I AM DOING IT, YOU KNOW.

WHEN I THOUGHT IT WAS IMPOSSIBLE.

I AM GRATEFUL FOR THIS BECAUSE I CAN ALSO SPREAD IT TO EVERYONE ELSE.

SO THANK YOU FOR EVERYTHING.

[APPLAUSE] >> THANK YOU, AGAIN, TO THE SPONSORS OF THESE PROGRAMS, BUT ESPECIALLY TO THE STUDENTS FOR YOUR WORDS AND BEING HERE AND FOR -- FOR BEING YOU AND FOR WINNING THIS SCHOLARSHIP.

IT IS REALLY IMPRESSIVE.

I THINK IT IS VERY CLEAR THIS IS JUST AN INCREDIBLE TEAM EFFORT FROM ALL PARTS OF THE COLLEGE.

I WILL BE REMISS IF I DIDN'T TAKE THE OPPORTUNITY TO ALSO THANK KATHY HEMMINGTREE WHO IS ON OUR DALLAS COLLEGE TEAM THAT MAKES THESE PROGRAMS RUN.

KATHY HAS BEEN WITH DALLAS COLLEGE FOR MORE THAN 50 YEARS -- >> STAND UP --

[APPLAUSE] >> SHE IS JUST THE REAL DRIVING FORCE BEHIND WHAT YOU HEARD TODAY.

THANK YOU.

AND THANK YOU AGAIN FOR OUR STUDENTS FOR BEING HERE.

>> WELL, THANK YOU, JOSH.

AS YOU HEARD, THESE WERE PARTNERS THAT HAVE BEEN WITH US FOR 20, 25-PLUS YEARS.

AND COUNTLESS STUDENTS THAT THEY HAVE SUPPORTED AND IMPACTED AND WE APPRECIATE THAT AND CERTAINLY CHANCELLOR LE CROY AND NANCY AND THE WHAT THEY HAVE

[00:30:26]

GIVEN THIS INSTITUTION.

WE WANT TO GET A PHOTO.

ASK ALL THE STUDENTS AND SPONSORS TO COME UP.

HOW DO YOU WANT TO ARRANGE THIS.

>>MONICA LIRO BRAVO: THANK YOU TO OUR GUEST FOR JOINING US.

WE WILL NOW MOVE ON TO ITEM 6, CHANCELLOR AND BOARD ANNOUNCEMENTS.

CHANCELLOR.

>>CHANCELLOR: THANK YOU, MADAM CHAIR.

NOT ONLY DO WE HAVE PHILANTHROPIC SUPPORT FROM THE COMMUNITY AS YOU JUST HEARD.

ASK JOSH BECAUSE WE TALKED OF OUR EMPLOYEE GIVING CAMPAIGN AND WE HAVE

[6. Chancellor and Board Announcements]

AMAZING, GENEROUS EMPLOYEES WHO CARE DEEPLY ABOUT OUR STUDENTS, NOT JUST A REFLECTION OF THE WORK THEY DO EVERY DAY BUT THEY HAVE CHOSEN TO BRING THEIR TALENTS TO DALLAS COLLEGE, BUT ALSO THEIR RESOURCES TO SUPPORT OUR STUDENTS.

SO JOSH, DO YOU WANT TO TALK A LITTLE BIT ABOUT OUR EMPLOYEE GIVING CAMPAIGN THAT JUST ENDED?

>> SURE.

YES, LAST TIME WE WERE TALKING ABOUT LAUNCHING THIS.

[00:35:04]

WE HAD A VERY AMAZING AND INSPIRING RESPONSE FROM OUR GROUP OF EMPLOYEES.

SO OUR GOAL WAS TO RAISED 165,000 FROM OUR EMPLOYEES FOR OUR EMERGENCY AID FUND.

AND I AM PROUD THAT WE -- WITH THE HELP OF ALL OUR AMAZING EMPLOYEES AND THE GREAT STAFF AT THE FOUNDATION, WE WERE ABLE T BLOW THAT AWAY.

WE GOT UP OVER $1898,000 RAISED.

CAMPAIGN, I AM TOLD.

JUST REALLY PROUD OF HOW EVERYONE HAS RALLIED TOGETHER AND THE IMPACT IT WILL HAVE ON THE LIVES OF THE STUDENTS WHO IT IS GOING TO HELP.

>>CHANCELLOR: CERTAINLY SPEAKS TO THE COMMITMENT OF TO OUR EMPLOYEES.

THANK YOU FOR ALL TO SUPPORTED AND DONATED AND THE TEAM WHO HELPED ADMINISTER IT AND MAKE IT ALL HAPPEN.

THANKS, JOSH.

>>CHANCELLOR: APPRECIATE THE BOARD'S SUPPORT OF OUR FLEX WORK INITIATIVE THAT IS ROLLING OUT THIS MONTH AND WILL PROVIDE NEW WAYS TO DO THE WORK THAT EMPLOYEES DO.

AND SO HOPEFULLY, YOU KNOW, THAT WILL BE AN INCREASED WAY TO HE SUPPORT OUR EMPLOYEES, BUT MORE IMPORTANTLY SUPPORT HOW WE SERVE STUDENTS IN DIFFERENT SORT OF WAYS.

STUDENTS THAT HAVE DIFFERENT NEEDS.

AND SO, AGAIN, I APPRECIATE HE 1998 THE BOARD'S SUPPORT OF FLEX WORK.

THE OTHER THING WE ARE DOING IS EMPLOYEE ENGAGEMENT SURVEY.

IT HAS BEEN SOME TIME AND I TALKED TO THE BOARD ABOUT THAT.

I THINK WE WILL GET ROBUST FEEDBACK THE FLORIDA EMPLOYEES.

AND LOOK FORWARD TO RECEIVING THAT.

AND THEN CERTAINLY WE WILL RESPOND AS WE CAN TO -- IT HAS BEEN A BIG PART OF ACTION 2022 TO ENGAGE EMPLOYEES, COMMUNICATE AND ENGAGE IN CONTINUOUS IMPROVEMENT AND THIS IS A COMPONENT OF THAT.

SO LOOK FORWARD TO SHARING MORE OF THAT AS WE GET DEEPER INTO IT.

ALSO WANT TO MENTION THAT NEXT WEEK BRINGS US TO THE END OF HISPANIC HERITAGE MONTH AND I WOULD LIKE TO THANK OUR TRUSTEES, FACULTY, STAFF AND STUDENTS FOR ALL OF THEIR WORK AND EFFORTS DURING THIS MONTH.

AMONG OUR MANY EVENTS WAS HISPANIC LEADERSHIP PANEL THAT WAS MODERATED BY TRUSTY AND THEIR EXPERIENCE AND ADVICE FOR THE LEADERSHIP COMMUNITY.

AND A SECOND PANEL SPONSORED BY OUR MUCH IF EMPLOYEE RESOURCE GROUP THAT WAS RECORDED EARLIER THIS MONTH AND MODERATED BY TRUSTEE FLORES AND LOOKS AT THE ECONOMIC IMPACT ON OUR COMMUNITY AND OUR STATE AND NATION AND STREAM OCTOBER 13.

I APPRECIATE EVERYONE WHO HELPED TO PUT THAT TOGETHER.

I WOULD LIKE TO TAKE A MOMENT TO RECOGNIZE A COUPLE OF OUR EMPLOYEES.

I DON'T SEE THEM HERE IN THE ROOM, DR. PAMELA LUCKETT OUR CHIEF DIGITAL ENGAGEMENT AND DR. NIKKI CAESAR.

SMALL AT CEDAR VALLEY.

THEY BOTH HAVE BEEN ACCEPTED INTO THE 2022 LAKEN INSTITUTE MENTOR LEADERSHIP PROGRAM.

THE LAKEN INSTITUTE IS SPONSORED BY THE PRESIDENT'S ROUNDTABLE FOR AFRICAN-AMERICAN CEOS OF COMMUNITY COLLEGE AND PARTICIPANTS PARTICIPATE IN THE EXECUTIVE LEADERSHIP SESSIONS AND TRAINING WHERE THEY GO THROUGH RIGOROUS COURSE WORK AND HAVING THE BEST MINDS NUMBER AND REPRESENT DALLAS COLLEGE WELL.

FINALLY, IT IS MY PLEASURE TO TALK ABOUT THE END RESULT OF A LONG LAWSUIT COMING OUT OF OUR 2019 BOND INITIATIVE.

THE VOTERS SUPPORTED THE 1.1 BILLION BOND INITIATIVE BY 71% OF VOTERS.

BUT THE WILL OF THE VOTERS HAVE BEEN STIFLED BY THE LAWSUIT.

WE HAVE WON IT EVERY STEP OF THE WAY AND JUST WON AT THE TEXAS SUPREME COURT AND.

BOND INITIATIVE THAT WILL BE TRANSFORM I HAVE IT IN THIS COMMUNITY AS WE CONTINUE TO FINALLY TAKE A HARD LOOK.

AND AROUND THAT AS WELL.

I REALLY APPRECIATE THE WORK OF OUR GENERAL COUNSEL, OUR ENTIRE LEGAL TEAM, OUR OUTSIDE COUNSEL THAT HAS WORKED VERY DILIGENTLY AND THE BOARD AND THEIR

[00:40:03]

LEADERSHIP AND EVERYONE ELSE'S PATIENCE AS WE WORK THROUGH THAT.

SO, AGAIN, CONGRATULATIONS TO THE ENTIRE TEAM [APPLAUSE] THAT COMPLETES MY REMARKS.

>>MONICA LIRO BRAVO: ANY TRUSTEE HAVE ANY REMARKS.

>> I WOULD LIKE TO CONGRATULATE MUCH YOU FOR GUIDING US TO THIS RESULT.

IT IS IMPORTANT FOR THE PUBLIC TO KNOW THE HIDDEN COST OF THIS TYPE OF LITIGATION.

WE SPENT OVER $550,000 OF TAXPAYER DOLLARS DEFENDING AGAINST THIS LAWSUIT THAT HAS BEEN FOUND TO BE WITHOUT MERIT NOW.

IN ADDITION TO THAT.

THE FIRST $300 MILLION OF PROJECTS.

THE DELAY WILL COST THE TAXPAYERS, ALL OF US $17 MILLION TO $20 MILLION ADDITIONAL DOLLARS THAT WE WOULDN'T BE INCURRING IF THIS HAD MOVED FORWARD ALONG THE ORIGINAL TIME LINE.

AND WE WILL ALSO BE PAYING $50 MILLION TOO $70 MILLION IN ADDITIONAL INTEREST COST BECAUSE OF THIS DELAY AND INCREASE IN INTEREST RATES THAT OCCURRED DURING THE TIME OF THIS LITIGATION.

I THINK IT IS IMPORTANT TO HAVE THAT ON THE RECORD AND RECOGNIZE THAT THIS IS A TAXPAYER ADVOCATE LAWSUIT AND A COST TO THESE TYPE OF THINGS AND THE COST IS TO THE TAXPAYERS OF DALLAS COLLEGE.

BUT ROB, WE APPRECIATE, YOU HARD WORK.

>>DIANE FLORES: I AM GLAD THAT WE ARE SEEING MORE ROBUST HERITAGE MONTHS AND EVENTS FOR EVERYBODY TO LEARN A LITTLE BIT MORE ABOUT US CONTEMPORARY.

NOT JUST HISTORICAL.

AND I ALSO LAST WEEK WAS INVOLVED AS AN EQUITY PIONEER.

I AM OLD ENOUGH TO BE A PIONEER IN THE CITY OF DALLAS PANEL.

SHE WAS ON THE CONTEMPORARY PANEL.

I WAS ON ONE OF THE HISTORIC PANELS.

BUT THE FIRST ONE -- THE FIRST ONE IS AS PANELIST WAS WALT HUMAN, NOLAN AND JACK LOWE JR. QUITE SUBSTANTIAL OF SOME GENTLEMEN THAT DID GREAT THINGS IN THE CITY BACK IN THE '70S AND '80S.

A NICE EXPERIENCE AND I AM GLAD THAT OUR HISTORY IS COMING FORWARD.

>>MONICA LIRO BRAVO: YES, TRUSTEE WHITE.

>> DALLAS COLLEGE WILL BE HOLDING A SPECIAL EVENT FOR BE RECOGNIZING OUR VETERANS.

LAST YEAR WAS AN INAUGURAL EVENT.

WE WILL TRY AUTO A DIFFERENT APPROACH THIS YEAR.

WE ARE TRYING TO FIND A WAY TO GET THE MOST INVOLVED.

BUT I AM BASICALLY SAYING IF THERE ARE ANY EMPLOYEES OF THE COLLEGE THAT WANT TO PARTICIPATE AND SHOW A LITTLE EXTRA EFFORT TO OUR VETERANS, I AM SURE OUR TEAM WILL MORE THAN WELCOME THAT.

SO JUST STAND BY FOR SOME FURTHER ANNOUNCEMENTS.

IT WILL BE AN EXCITING PROGRAM THAT WILL BE RECOGNIZING OUR VETERANS INCH AND AROUND VETERAN'S DAY.

>>MONICA LIRO BRAVO: ANY OTHER TRUSTEE.

I WOULD LIKE TO TALK ABOUT HISPANIC HERITAGE MONTH.

SEPTEMBER 15 THROUGH OCTOBER 15.

WE ARE RIGHT IN THE MIDDLE OF IT.

SO HOPEFULLY YOU CAN VIEW THE NEXT PANEL.

FOR THE BOARD MEMBERS, THERE IS A NEWSPAPER FROM THE NORTH LAKE CAMPUS ON YOUR DESK AND SHARES A STORY OF A PANEL THAT TRUSTEE FLORES.

ALONG WITH SUPERINTENDENT, AND CYNTHIA O'CONNELL WITH THE CITY OF MANSFIELD.

I WOULD LIKE TO T HANK MASORI AMANI AND JASMIN.

AND WE HAD PEOPLE WHO VIEWED THE PANEL.

THANK YOU FOR PUTTING THAT TOGETHER.

I PERSONALLY ENJOY PARTICIPATING IN IT.

I ALSO WANTED TO JUST SHARE THE THEME FOR THIS YEAR'S HISPANIC HERITAGE MONTH WHICH IS JUANITOS, INCLUSIVITY FOR OUR STRONGER NATION.

DIVERSITY STRENGTH TO THE CULTURE AND ECONOMY OF OUR FUTURE CANNOT BE DENIED.

[00:45:02]

I ALSO WOULD LIKE TO REMIND YOU ALL OF A NEW STATUE THAT -- WELL, IT HAS BEEN THERE A FEW MONTHS SITTING AT MAIN STREET GARDEN AT MAIN AND HARWOOD.

I HAVE THE PRESIDENT OF BEING THE PRESIDENT OF A FOUNDATION AND LAST WEEK JED A BEAUTIFUL CEREMONY WHERE WE BASICALLY CELEBRATED THIS WOMAN.

SOME IF YOU HAD NOT HAD A CHANCE TO GO BY THERE, I INVITE YOU DURING HISPANIC HERITAGE MONTH, NO LESS.

IF YOU DON'T KNOW WHO SHE WAS, TO LEARN ABOUT HER HISTORY.

SHE WAS THE FIRST LATINA LAWYER IN THE CITY OF DALLAS.

THE FIRST WOMAN OF HISPANIC DESCENT THAT GRADUATED FROM SMU OF LAW SCHOOL AND CIVIL RIGHTS ADVOCATE.

I WANTED TO SHARE THAT.

AND LASTLY -- NOT LASTLY, A COUPLE MORE THINGS.

PRESIDENT TEALER, I WANT TO THANK YOU AND THE CAMPUS FOR HOSTING OUR COLLEGE FAIR THAT STATE REPRESENTATIVE AND MYSELF PUT ON THERE.

I THINK WE -- WE WERE ABLE TO SHARE VERY IMPORTANT INFORMATION ABOUT THE PROCESS AND THE DIFFERENT THINGS AVAILABLE OUT THERE.

[APPLAUSE] WE WILL NOW MOVE CONTINUE TO ITEM 7, OPPORTUNITY FOR MEMBERS OF THE BOARD AND CHANCELLOR TO DECLARE CONFLICTS OF INTEREST SPECIFIC TO THIS AGENDA.

DOES ANYBODY HAVE A CONFLICT TO DECLARE? NO? ESPECIALLY MOVE ON FOR THE CONSENT AGENDA, 8.1 AND 8.2.

[8. Consent Agenda]

CAN THEY BE CONSIDERED TOGETHER? YES.

ANY COMMENTS OR QUESTIONS? IF NOT, INTRODUCE A MOTION FOR APPROVAL.

>> MOVE APPROVAL.

>> SECOND IF A.

>>MONICA LIRO BRAVO: IN ALL FAVOR, PLEASE SAY AYE.

OPPOSED, SAY NAY.

ABSTENTIONS? OKAY, MOTION CARRIES.

ITEM 9, INDIVIDUAL ITEM.

[9. Individual Items]

>> I MOVE APPROVAL.

>>MONICA LIRO BRAVO: A MOTION.

A MOTION TO APPROVE BY TRUSTEE COMPTON.

DO I HAVE A SECOND?

>> SECOND.

I HAVE A QUESTION.

>>MONICA LIRO BRAVO: OKAY.

GO AIR HEAD AND ASK YOUR QUESTION BEFORE WE TAKE A VOTE.

>> AS FAR AS THE BOARD'S APPROVAL OF PAY RATES FOR SECURITY.

HAS THIS HELPED? I KNOW IT HAS BEEN RECENTLY DONE, BUT DO WE SEE WHERE IT HAS HELPED IN ATTRACTING AND HOPEFULLY RETAINING OUR OFFICERS.

>> IT HAS.

WE WERE TALKING ABOUT THAT DURING THE PUBLIC SAFETY AND SECURITY BRIEFING WITH SOME BOARD MEMBERS OFF LINE.

WE HAD SOME INCREASED ACTIVITY IN RETURNING OFFICERS.

[00:50:03]

OFFICERS WHO LEFT US PERHAPS FOR MUNICIPAL AGENCIES AND THEN AFTER THE COMPENSATION INCREASE, THEY HAVE COME BACK.

I THINK THERE ARE SEVEN THAT HAVE RETURNED.

RECRUITING EFFORTS ARE INCREASING, BUT WE ARE WORKING WITH THE MARKETING AND COMMUNICATION FOLKS TO DEVELOP A NEW RECRUITING APPROACH THAT, OF COURSE, SPREADS THE WORD OUR INCREASE IN COMPENSATION AS WELL AS THE OTHER ADVANTAGES OF WORKING AS A PUBLIC SAFETY OFFICER AT DALLAS COLLEGE.

A POLICE OFFICER AT DALLAS COLLEGE.

THAT HAVEN'T ROLLED OUT YET TO MY KNOWLEDGE, BUT IT IS BEING FINALIZED.

THAT WILL BE A ROBUST CAMPAIGN AROUND THAT.

BUT CERTAINLY WE ARE SEEING FAVORABLE RESPONSE TO THE INCREASED COMPENSATION.

WE ARE AS WE INDICATED BEFORE IN A NATIONWIDE ISSUE WHERE -- WHERE THEY ARE HAVING DIFFICULTY FINDING PEOPLE WANT TO SERVE IN LAW ENFORCEMENT.

SO WE ARE COMPETING WITH A LOT OF DIFFERENT AGENCIES.

THERE ARE A LOT OF AGENCIES THAT RECENTLY ANNOUNCED HIRING PROGRAMS. DART BEING ONE OF THEM.

FORT WORTH ANOTHER.

WE ARE IN COMPETITION FOR TALENTED OFFICERS BUT WE HAVE FOUND A VERY GOOD RESPONSE TO OUR INCREASE.

>>MONICA LIRO BRAVO: THANK YOU.

NO OTHER QUESTIONS? ALL RIGHT, WE WILL GO AHEAD AND APPROVE 9.1.

ALL IN FAVOR PLEASE SAY AYE.

ALL OPPOSED, SAY NAY.

ANY ABSTENTIONS? OKAY, THE MOTION CARRIES.

[10. Policy Item - First Reading]

ITEM 10.1 IS A POLICY ITEM FOR FIRST READING.

IF YOU HAVE ANY QUESTIONS ON THIS POLICY ITEM, THE SOURCE FOR IN INFORMATION.

WE ARE NOT TAKING ANY ACTION TO ON THIS ITEM.

JUST FOR FIRST READING AND IF ANY CHANGES ARE NEEDED, WE CAN DISCUSS THAT AT A FUTURE MEETING.

THANK YOU.

[11. Informative Reports]

OKAY.

ITEM 11, INFORMATIVE REPORTS.

ANY COMMENTS OR QUESTIONS ON ANY OF THE INFORMATIVE REPORTS?

>> MADAM CHAIR, I HAVE QUESTIONS ON THE INFORMATIVE REPORTS.

FIRST ONE 11.3.

ON THE FACILITIES IMPROVEMENT PLAN.

SO SOME OF THE PROJECTS THAT ARE ON THERE SAY "CANCELLED." AND ONE OF THEM IS A SEWER LINE AND ONE IS FIRE SPRINKLERS.

I AM CURIOUS WHY THE CANCELLATION.

DO WE NOT NEED A SEWER LINE ANYMORE?

>> MY DEPUTY CHIEF STEPPED OUT AND HE IS THE ONE THAT CAN ANSWER THAT THE BEST.

AS WE REFER TO THIS EACH YEAR AND LOOK AT WHAT WE NEED TO DO, WE DO FIND DIFFERENT PRIORITIES WITH THINGS THAT WE HAVE.

SO WHAT I AM BASICALLY GOING TO TELL YOU IS I WILL GET YOU AN ANSWER WHY THOSE SPECIFIC ONES AND I SAW THEY WERE CANCELLED AND THEY DO HAVE REASONS AS WE STACK THINGS IN THE PRIORITY WITH LIMITED FUNDS, WE TRY TO GET THE MOST BANG FOR OUR DOLLARS AS WE MOVE FORWARD.

THAT DOESN'T MEAN THEY WILL NEVER BE DONE.

>> I AM JUST CURIOUS BECAUSE YOU WOULD THINK A SEWER LINE YOU WOULD STILL NEED IT.

ANYWAY, YEAH, IF YOU COULD FIND OUT.

>>MONICA LIRO BRAVO: DID YOU HAVE ANOTHER QUESTION ON ANOTHER -- >> YES, SEVERAL.

THE ONLY THING IS I DON'T LIKE THE WAY THIS PDF IS SET UP.

ON THE PAGE PAGE YOU CAN CLICK RIGHT TO THE REPORT.

WITH THIS ONE ONCE YOU CLICK IN SCROLL DOWN TO THE NEXT ONE.

THE NEXT ONE IS 11.5.

BENEVER WE HAVE CONSTRUCTION PROJECTS, WE DO PRETTY GOOD IN THE PROCUREMENT.

I AM CURIOUS WHY THAT IS NOT THE CASE FOR REGULAR GOODS AND SERVICES THAT ARE NOT CONSTRUCTION RELATED?

>> MARVELS OF MODERN TECHNOLOGY, I GET VOICES OVER MY PHONE.

THAT PROJECT ON THE SEWER LINE WAS ACCOMPLISHED AT THE CAMPUS LEVEL.

WE DID IT OURSELVES AND CANCELLED OFF THE FIP.

>> OKAY, THANK YOU.

>> THAT WAS THE FIRST QUESTION.

THE SECOND QUESTION.

>> ROB NEEDS TO ANSWER IT.

I AM GOING TO WATCH MY PHONE NOW TO SEE WHAT THE ANSWER IS.

>> ASK THE NEXT QUESTION AND HE WILL HAVE AN ANSWER FOR THE SECOND QUESTION.

>> SO HE COULD HEAR IT ANYWAY, I AM SAYING THAT 11.5, THE MWBE GOODS AND SERVICES REPORT ON THE BOND.

IT SHOWS WE HAVE GOOD MINORITY PARTICIPATION EVEN THOUGH 38%, YOU ARE LUMPING IN EVERYBODY, AFRICAN-AMERICAN, HISPANIC WOMEN, ETC. 38% AND I AM CURIOUS, WHY WE DO BETTER ON THE CONSTRUCTION SIDE BUT FOR THE REGULAR PROCUREMENT OF GOODS AND SERVICES THAT ARE NOT CONSTRUCTION RELATED WHERE

[00:55:01]

WE DO PRETTY BAD STILL?

>> I THINK THERE IS A BETTER INTENT ON THE CONSTRUCTION SIDE AS WE ARE MOVING FORWARD.

WE ARE MAKING STRIDES ON DOING THAT IN THE FIP.

WE DO A VERY GOOD JOB.

BUT ON REGULAR PROCUREMENT ITEMS ON MISCELLANEOUS THINGS THAT BE DO, THERE IS A LOT THAT WE NEED TO DO BETTER TO WORK ON.

THAT IS JUST AN IMPROVEMENT.

ONE OF THE THINGS WE HAVE BEEN WORKING CLOSELY WITH IMPROVEMENT ON IS THE DEI GROUP AS WE BUILD OUR MINORITY PARTICIPATION DIVERSE SUPPLIERS IN THE OTHER AREAS WE HAVEN'T HAD BEFORE.

HOW MANY MORE DO YOU HAVE?

>> SEVERAL.

I WAS GOING TO ADD SINCE THAT IS THE AREA I USED TO WORK IN.

BUT ONE OF THE THINGS THAT CONTRIBUTES TO IS THE EDUCATIONAL INSTITUTION.

THERE ARE A LOT OF SOLE SOURCE ITEMS THAT THEY PURCHASED THAT YOU ONLY HAVE A HANDFUL OF COMPANIES OR MAYBE YOU ONE OR TWO COMPANIES THAT PROVIDE THOSE ITEMS AND THAT IS WHERE THE PURCHASES COME FROM.

>> HIGHLY BASED ON THE COMMODITY AND THE DOLLAR ITEM.

>> ONE OF THE THINGS THEY CITED AND YOU GOT TO LOVE THIS, COMPANIES THAT PROVIDE BIOLOGY, SPECIMENS FOR DISSECTING.

I THINK THERE IS ONE OR TWO COMPANIES IN THE COUNTRY THAT PROVIDE THAT KIND OF STUFF, BUT THERE ARE A LOT OF ITEMS IN AN EDUCATIONAL INSTITUTION WHERE THEY ARE JUST LIMITED IN THE NUMBER OF SUPPLIERS AND VENDORS, SUBSCRIPTIONS TO MAGAZINES, YOU KNOW, THINGS LIKE THAT.

>> I WILL REMIND YOU OF THE A AND D STUDY WE ARE CURRENTLY GOING THROUGH THAT -- MARISOL'S AREA IS WORKING WITH.

I AM LOOKING FORWARD TO SEEING WHAT IMPROVEMENTS WE CAN HAVE WITH WHAT THE A&D STUDY.

>> A LOT OF OUR FUNDING THROUGH CO-OPS.

>> WHAT IS INTERESTING AND YOU ARE VERY AWARE OF THIS, HELPING DIVERSE SUPPLIERS TO GET INTO CO-OPS.

NOT JUST WORKING WITH DALLAS COLLEGE, MANY TIMES THE CO-OP WILL HELP YOU WITH THE SCHOOL DISTRICT, THE COUNTY, THE OTHER MUNICIPALITIES THAT PARTICIPATE IN THOSE CO-OPS.

DEBB TRUSTEE FLORES, IT IS NOT A PANSY GRAS, BUT ALLOWS US THE ABILITY TO BE ABLE TO DIRECT PURCHASES TOWARD DIVERSE SUPPLIERS VERY EASILY.

>> ONE OF THE RESPONSES I GOT WHEN I ASKED AN ENTREPRENEUR WHY THEY WEREN'T IN THE CO-OP, THEY SAID THEY DON'T KNOW WHICH ONE.

IT IS TIME CONSUMING.

THEY DON'T KNOW WHICH ONE FOR THE GOODS AND SERVICES THEY PROVIDE.

SO I GUESS WE COULD DO A BETTER JOB EDUCATE ON THAT.

I KNOW WE HAVE A EM SESSION ON THAT.

>> I BELIEVE WE HAVE A COUPLE MORE PLANNED ON THAT AND I WILL MAKE SURE WE PLAN WE DO.

>> INFORMATIVE REPORT 11.9.

HE THINKS YOU CAN SIT DOWN.

>> YOU WANT ROB UP THERE.

>> 11.9, NOTICE OF GRANT AWARDS.

THE FIRST ONE IS FROM THE HIGHER COORDINATION TO SERVE 70,000 STUDENTS AT A NEGATIVE $25,000.

THAT IS MAKING REFERENCE NOT TO THE AWARD BUT TO THE AMOUNT OF DOLLAR WE HAD TO RETURN.

THERE WAS A CHALLENGE WITH THE VENDOR ACTUALLY BEING ABLE TO FULFILL THE ORDER BEFORE THE DEADLINE OF THE END OF THE GRANT.

AND OUR PROCESS REQUIRES THAT NOT ONLY WE PAY FOR IT AND ENCUMBER IT.

THAT COULD NOT HAPPEN AT THE HAND OF THE VENDOR AND WE HAD TO RETURN THOSE DOLLARS.

I HAVE SEVERAL OTHER QUESTIONS THAT MISS MOLINA SHARED WITH YOU.

AND I WILL GET THOSE WRITTEN INSTEAD OF TAKING UP TIME HERE.

>> I HAVE THEM READY FOR YOU, THANK YOU.

>> I THINK IT WILL BE IMPORTANT FOR THE BOARD IN ONE OF THE EDUCATION WORKFORCE TO GET A REPORT ON THE GRANTS.

I GOT SEVERAL QUESTIONS ON THAT.

AND I WILL HAVE TO SAVE THEM WHEN WE GET THAT REPORT.

BUT DISPARITY OF FUNDING AND TRYING TO UNDERSTAND THE NUMBER OF STUDENTS, THE AMOUNT OF FUNDING WE GOT AND, ETC. BECAUSE OF THE FOCUS OF THE PROGRAM OR WHAT.

>> WE MAY GET AN ANSWER.

>> WE WILL ACTUALLY SHARE -- WE TALKED OF SHARING A LITTLE MORE DETAIL.

BUT ON THAT JUST SO YOU HAVE A LITTLE CONTEXT TODAY IS THAT THOSE GRANTS -- THE

[01:00:07]

THRESHOLD IS ACTUALLY ESTABLISHED BY THE DEPARTMENT OF ED.

THEY GIVE US A THRESHOLD PER STUDENT COST OF THE MUCH IF TRIO GRANT AND HOW MANY WE ARE ABLE TO SERVE UNDER A THRESHOLD AT THAT THE GRANTOR HAS ESTABLISHED FOR US.

AND THEY VARY BASED ON LOCATION AND WHAT THE NEEDS ARE FOR THAT PARTICULAR LOCATION.

AND IT VARIES IF IT IS A NEW AWARD FOR THAT LOCATION VERSUS A CONTINUED GRANT.

FOR EXAMPLE, EASTVILLE HAS A TRIO FOR 20 YEARS.

EACH YEAR IT HAS INCREASED ON AN AVERAGE OF 3%.

SO IT WILL VARY IF YOU LOOK AT NORTH LAKE IN COMPARISON BECAUSE THEY HAD BEEN IN THE TRIO WORK FOR DIFFERENT TIME SPAN.

>> ACCORDING TO THE NUMBER OF STUDENTS AND CERTAIN AMOUNT OF EXPENDITURE PER STUDENT.

LIKE CONTACT HOUR REIMBURSEMENT.

>> THE CONTACT IS $4700 PER STUDENT BUT DEPENDS ON WHAT AREA WE ARE SERVING AND WHAT THE PROGRAM IS FOR THAT PARTICULAR CAMPUS.

>> OKAY.

I HAVE SOME OTHER QUESTIONS, BUT I WILL HAVE THEM WRITTEN.

THANK YOU VERY MUCH.

AND THEN ON THE 11.11, THE HUMAN CAPITAL NEW HIRE POSITION REPORT.

SO EVERY MONTH THAT WE GET THIS, IT ALWAYS SHOWS WHERE HISPANICS ARE NOT GETTING HIRED AT A NUMBER THAT REALLY WOULD SERVE THE NUMBER OF STUDENTS.

WE HAVE 43% OF STUDENTS IN DALLAS COLLEGE THAT ARE HISPANIC, BUT TYPICALLY OUR HIGHER NUMBERS IS 22, 20, 25, AND I KNOW LEGALLY WE CAN'T HAVE QUOTAS.

WE CAN'T HAVE GOALS.

WE CAN'T WHATEVER.

BUT AN AS RESPIRATORY RATION TO HAVE PEOPLE THAT -- ASPIRATION AND HAVE PEOPLE THAT COME FROM THAT BACKGROUND, ETC. TO TAKE A PAGE FROM TRUSTEE COMPTON'S QUESTION IN THE COMMITTEE MEETING.

IS THERE SOMETHING WE ARE NOT DOING THAT ALLOWS US TO BRING IN MORE HISPANICS TO HIRE THEM? ARE WE NOT REACHING OUT -- ARE WE DOING A ONE SIZE FITS ALL RECRUITMENT STRATEGY AND THEN I KNOW WE HAVE SEVERAL IN THE SYSTEM ALREADY THAT APPLY.

AND THEY GET REPEATEDLY TURNED DOWN.

SO MY QUESTION THERE IS TIMES WE ARE HIRING BASED ON THE FIT OF THE PROGRAM OR BEST FIT OF THE STUDENT.

IF WE ARE HIRING FOR THE BEST FIT FOR THE STAFF IN THAT PROGRAM, I THINK WE ARE MISSING THE MARK FOR THE BEST FIT FOR THE STUDENT.

I HAVE A CONTINUING CONCERN IN THAT AREA AS YOU THOUGH CHANCELLOR, I HAVE DISCUSSED WITH YOU AND I WILL CONTINUE TO DISCUSS BECAUSE I THINK WE ARE MISSING THE MARK IN THIS AREA WHEN ALL THINGS BEING RELATIVELY EQUAL, WE ARE STILL NOT HIRING THE LATINO EMPLOYEES THAT ARE TOO IG TO PROMOTE.

WE ARE JUST NOT.

THOSE ARE MY QUESTIONS.

>> SO I APPRECIATE THOSE COMMENTS.

THE ONGOING CONVERSATION WE HAD AND WILL HAVE AROUND THAT.

AND, YOU KNOW, WHAT I CAN SAY IS, YOU KNOW, FIRST OF ALL, I THINK AS AN INSTITUTION, WE ARE THE MOST DIVERSE THAT WE HAVE EVER BEEN.

AND DOES THAT MEAN THERE ARE AREAS THAT WE CAN IMPROVE IN VARIOUS COMMUNITIES? CERTAINLY THAT WOULD BE TRUE.

AND I BELIEVE, YOU KNOW, AS IT CAME UP A LITTLE BIT IN THE COMMITTEE MEETING, IN SOME AREAS WE HAVE A PIPELINE ISSUE AND PIPELINE CHALLENGE TO ENSURE THAT WE HAVE ROBUST POOLS AND WE NEED TO ENSURE WE ARE DOING EVERYTHING WE CAN TO MAKE SURE THAT WE ARE BUILDING THAT PIPELINE.

AND ALSO SAY, YOU KNOW, I CERTAINLY APPRECIATE THE WORK OF OUR INTERIM HR STAFF, BUT THERE ARE SOME PRIORITIES AROUND WHAT YOU MENTIONED THAT PERHAPS WE HAVE NOT YET GOTTEN TO WHILE WE ARE IN THE SEARCH FOR A NEW CHIEF HUMAN RESOURCES OFFICER.

I HEAR YOU AND I KNOW THAT WILL BE A CONTINUED PRIORITY.

>> I WOULD LIKE TO MAKE A COMMENT ON THAT.

ONE OF THE THINGS THAT BOTHERED ME WHEN WE WERE TRYING TO DECIDE WHO WE SHOULD OFFER RETIREMENT PACKAGES TOO.

I WAS VERY CONCERNED ABOUT DOING THAT.

BECAUSE SOME OF THE PEOPLE WERE ONLY 15-YEAR VETERANS.

I DIDN'T THINK THEY PROBABLY WERE READY TO RETIRE.

THE REASON I WAS GIVEN THAT WE NEED TO LET THESE PEOPLE RETIRE AND WE CAN HIRE A MORE DIVERSE STAFF.

AND I DON'T SEE THAT HAPPENING.

I, TOO, HAVE A COMPLAINT ABOUT THE -- HOW THE HIRES ARE BEING DONE.

THE PEOPLE WHO HIRE ARE REACHING OUT INTO PERHAPS SMALLER COLLECTIONS OF

[01:05:05]

PEOPLE THAT THEY KNOW.

WHEREAS, I THINK WE NEED TO HAVE A LITTLE HELP THERE.

AND DIVERSIFY.

HOW ABOUT REACHING OUT TO THE VARIOUS COMMUNITIES.

I DON'T THINK THAT THE FACT THAT WE ARE HIRING LESS LATINOS AND YET OUR STUDENT POPULATION IS SO MUCH LARGELY LATINO.

I THINK THIS NEEDS TO BE WORKED ON.

I THINK IT IS A PROBLEM THAT IS INTERNAL AND I THINK IT IS WITHIN THE STAFF.

AND I THINK WE NEED TO LOOK AT IT.

>>MONICA LIRO BRAVO: TRUSTEE COMPTON.

>> DID WE EVER RECEIVE THE DETAILED HUMAN RESOURCES REPORT.

>> IT WAS E-MAILED TO US THE NEXT DAY.

>> I DON'T REMEMBER SEEING IT.

BUT I HAVE BEEN HAVING A PROBLEM FOR SOME REASON.

WILL YOU RESEND THAT TO ME? THANK YOU.

>> LASTLY JUST AS AN INFORMATION PIECE.

BY LATINOS FROM 40.1.

4017 OR 40.2% OF THE TEXAS POPULATION AND IN FLOOD GATES IN 10 OR 15 YEARS AND ARE WE READY.

>> HAPPY HISPANIC HERITAGE MONTH.

NO OTHER -- NO OTHER POINTS? OKAY.

SO WE -- WE DO NOT NEED AN EXECUTIVE SESSION TODAY.

SO IT IS 5:08 P.M.

THIS MEETING IS NOW ADJOURNED.

EVERYONE HAVE A GOOD NIGHT.
