ONE OF THE GREAT OPPORTUNITIES WE HAVE IS TO PARTNER WITH OUR BUSINESS COMMUNITY WHO WANT TO MAKE AN INVESTMENT IN OUR STUDENTS.

AND RECENTLY, WE HAD THE PLEASURE OF CELEBRATING ONE OF THOSE PARTNERSHIPS WITH PEPSICO.

PEPSICO JOINED US AT CEDAR VALLEY AT UNCLE JOE'S BARBECUE HERE LAST WEEK.

SO IT WAS A GREAT OPPORTUNITY TO HIGHLIGHT THE PARTNERSHIP AND HIGHLIGHT THE STUDENTS.

AND SO I HAVE THE PLEASURE OF INTRODUCING SOME OF THOSE STUDENTS TO YOU TODAY.

SOME OF THESE SCHOLARSHIP RECIPIENTS INCLUDE EDUARDO SALAS, MONIQUE WILLIAMS, GRISELDA ROMERO AND LIBBY WRIGHT ARE THREE OF THE TEN DALLAS COLLEGE STUDENTS THAT ARE RECEIVING THE PEPSICO SMILE FOUNDATION SCHOLARSHIP, WHICH IS A $25,000 AWARD THAT WILL COVER THE COST OF TUITION AND EXPENSES THROUGHOUT THE ACADEMIC YEAR. THE SMILE SCHOLARSHIP IS DESIGNED TO BE A BRIDGE, THE GAP OF INEQUITY AND SYSTEMIC BARRIERS THAT HAVE IMPACTED BLACK AND HISPANIC STUDENTS.

DALLAS COLLEGE IS ONE OF THREE COLLEGES IN THE COUNTRY THAT WAS SELECTED TO PARTICIPATE IN THIS PROGRAM, ALONG WITH CITY COLLEGE OF CHICAGO AND WESTCHESTER COMMUNITY COLLEGE. DALLAS COLLEGE GENERATED 199 STUDENT APPLICATIONS THIS YEAR, WHICH IS 56% OF THE APPLICATIONS FROM THE THREE PARTICIPATING SCHOOLS, AND ALSO A 300% INCREASE OVER OUR APPLICATIONS IN 2020.

SO I WANT TO TAKE THIS OPPORTUNITY TO THANK PEPSICO, WHO IS REPRESENTED HERE TODAY BY MATT SMITH, AND COME ON UP TO THE PODIUM, THE SENIOR DIRECTOR OF STRATEGY AND OPERATIONS FOR ITS PARTNERSHIP AND SUPPORTING DALLAS COLLEGE STUDENTS.

IT GAVE ME TIME TO GRIEVE THE PASSING OF MY LATE PARTNER.

AND I'M STILL GRIEVING.

AND I'M HAPPY TO BE A PART OF A COLLEGE THAT HAS COUNSELORS ON STANDBY.

ME SOMETHING I WISH I COULD TELL MY PARTNER, BECAUSE THIS IS THE IMPACT THAT A SCHOLARSHIP CAN HAVE.

I HAVE AN INTERNSHIP AT THE BANK.

MR. DALLAS COLLEGE WRAPPING UP A CERTIFICATE IN THESIS IDEOLOGY AND MY ASSOCIATE OF SCIENCE.

THIS GROUP OF STUDENTS IS TAKING COURSES IN ADVANCED MANUFACTURING, COMPUTER SCIENCE, ENGINEERING, MECHANICAL REPAIR TECHNOLOGIES, AMONG OTHER SPECIALTIES.

WITH US TODAY, WE HAVE ROBERT BILLS, ONE OF THE RECIPIENTS OF THE LOCKHEED MARTIN VOCATIONAL SCHOLARSHIP.

AND IT WAS THIS MUCH NEEDED FAMILY REUNION FOR US TO COME TOGETHER.

IT WAS A HYBRID EVENT, AS I TALKED ABOUT A CONFERENCE DAY, BUT WE HAD A TEAM THAT MADE THAT ALL HAPPEN AND THEY HAD TO MOVE PRETTY QUICKLY TO BE ABLE TO MOVE INTO A

AND THE HISTORIC FORMULA FOR COMMUNITY COLLEGES IS DECADES OLD.

AND SO THIS COMMISSION HAS BEEN LOOKING AT THE DIFFERENT ISSUES AROUND HOW COMMUNITY COLLEGES ARE FUNDING THE DIFFERENCES OF THE REVENUE MODELS FROM INSTITUTION TO INSTITUTION AROUND THE STATE SINCE THERE ARE 50 OF US.

THE REVENUE MIX IS VERY DIFFERENT AND SO CERTAINLY APPRECIATE OUR OWN JOHN ROBERTSON AND AND OTHERS THAT HAVE HELPED THEM UNDERSTAND SOME OF THOSE DIFFERENCES, SOME OF THOSE REALITIES.

BUT THE COMMISSION MET YESTERDAY TO RELEASE THEIR DRAFT REPORTS THAT THEY'RE GOING TO FINALIZE ON OCTOBER 18TH, AND THEN THOSE RECOMMENDATIONS WILL GO TO TO THE LEGISLATURE. WHAT THE LEGISLATURE WILL DO WITH IT, I CAN'T TELL YOU, BUT I CAN TELL YOU THAT SOME OF THE RECOMMENDATIONS THAT ARE COMING OUT OF THE FINANCE COMMISSION WILL DO SOME THINGS TO TO ALTER THE FUNDING FORMULA, MOVING FROM A LARGELY ENROLLMENT DRIVEN FORMULA TO ONE THAT IS FOCUSED ON OUTCOMES WHERE INSTITUTIONS WOULD WE WOULD COMPETE WITH OURSELVES FROM YEAR TO YEAR INSTEAD OF COMPETING WITH EACH OTHER FOR THE FUNDING STREAM.

AND SO I THINK THAT IS SOMETHING THAT WE ARE WE ARE SUPPORTIVE OF AN OUTCOMES BASED FUNDING MODEL.

I'LL TELL YOU, WHEN THE LEGISLATURE MOVED TO A STUDENT OUTCOME STUDENT PERFORMANCE MODEL SEVERAL YEARS AGO TO MOVE 10% OF OUR STATE FUNDING BASED ON OUTCOMES, WE WERE SUPPORTIVE OF IT.

AND IN FACT, WE DOUBLE DOWN WITH OUR OWN ALLOCATION MODEL INTERNALLY THAT INCREASED THAT PERCENTAGE.

AND SO THOSE RECOMMENDATIONS COMING OUT OF THE COMMISSION WILL SEEK TO FOCUS ON OUTCOMES BASED FUNDING.

THEY'LL ALSO PROVIDE SOME ADDITIONAL REVENUE FOR SERVING HIGH NEED POPULATIONS AND ALSO HIGH DEMAND FIELDS.

ALSO SOME RECOMMENDATIONS AROUND INCENTIVIZING INSTITUTIONS TO COLLABORATE TOGETHER IN DIFFERENT SORT OF WAYS.

AND SO MUCH OF THIS CONVERSATION THAT THEY HAVE HAD REALLY IS LOOKING AT WHAT IS THE ROLE OF THE COMMUNITY COLLEGE IN THE STATE OF TEXAS.

AND I CAN TELL YOU THAT THE DIALOG HAS BEEN POSITIVE IN RECOGNITION OF THE ROLE THAT WE ALL PLAY AS OPEN DOOR INSTITUTIONS TO BE THE BEACON OF HOPE AND TO GET PEOPLE INTO THAT INNOVATION PIPELINE, BUT ALSO TO DEAL WITH THE WORKFORCE IMPERATIVE, THE WORKFORCE GAPS THAT EXIST.

SO AGAIN, NEXT MONTH WE'LL HAVE A BETTER IDEA OF THEIR FINAL RECOMMENDATIONS.

THEY'RE STILL WORKING OUT SOME DETAILS AROUND DUAL CREDITS AND SOME OTHER THINGS THAT ARE VASTLY DIFFERENT FROM INSTITUTION TO INSTITUTION.

I KNOW THAT OUR OWN TRUSTEE, BOYD, HAS BEEN INVOLVED IN SOME OF THESE CONVERSATIONS WITH HIS LEADERSHIP THROUGH THE COMMUNITY COLLEGE ASSOCIATION OF TEXAS TRUSTEES.

AND SO ANYWAY, I JUST WANT TO MENTION THAT YOU READ ABOUT IT IN THE PAPER TODAY.

THAT'S A LITTLE MORE CONTEXT AND THERE'S MORE TO COME AROUND.

ALL OF THEM. YES, I'VE GOT A QUESTION.

SO THEY'RE GOING TO GIVE MORE FUNDING FOR HIGH NEED POPULATIONS.

IS THAT WHAT YOU SAID OR. I UNDERSTOOD? YES. I WOULD IMAGINE A LARGE NUMBER OF OUR STUDENTS ARE HIGH NEED.

THEY ARE. THEY ARE.

AND AGAIN, THEY'RE WORKING THROUGH SOME OF THE DETAILS OF THAT.

SOME OF THAT MAY BE LIMITED TO DUAL CREDIT.

THEY'RE REALLY TRYING TO FIGURE OUT HOW TO DEAL WITH THE DIFFERENCES AND HOW COMMUNITIES, HOW INSTITUTIONS OFFER AND SUPPORT DUAL CREDIT.

OBVIOUSLY, AGAIN, THANKS TO THE LEADERSHIP OF THIS BOARD, WE INVEST IN THAT AND WE WAIVE THE TUITION FOR DUAL CREDIT.

SOME INSTITUTIONS DO A PARTIAL WAIVER AND SOME LOOK TO STUDENTS TO PAY FULL TUITION.

AND SO THERE ARE DIFFERENCES.

AND IN SOME AREAS OF THE STATE, WHAT THEY HAVE FOUND IS THAT STUDENTS OF COLOR, STUDENTS THAT COME FROM ECONOMICALLY NEED AREAS AREN'T PARTICIPATING IN DUAL CREDIT THE WAY THAT THEY SHOULD BE.

THAT'S NOT THE CASE WITH US HERE, BUT IN SOME POCKETS OF THE STATE.

SO THEY WANT TO FIGURE OUT HOW THEY CAN INCENTIVIZE THAT AND SUPPORT THAT IN DIFFERENT WAYS.

AND I WOULD IMAGINE WE HAVE THE LARGEST NUMBER OF DUAL CREDIT ENROLLMENT IN THE STATE.

IS THAT CORRECT? CORRECT, WE DO.

IT REALLY WAS AN INCREDIBLE ATMOSPHERE ON CONFERENCE DAY.

WE'VE ALSO HAD A LOT OF EVENTS AROUND THE DIFFERENT CAMPUSES ALREADY TO GET EMPLOYEES ENGAGED AND TO GET THEM GIVING.

AND THOSE HAVE BEEN GREAT WAYS TO BRING THE CAMPUSES TOGETHER, TOO.

SO AS OF TODAY, WE ARE AT $144,746 RAISED.

SO, AGAIN, SOMETHING.

NO. AND WE'VE STILL GOT A WAYS TO GO.

THE CAMPAIGN OFFICIALLY ENDS SEPTEMBER 30TH, BUT WE'RE ALREADY 87% OF OUR WAY TOWARD OUR GOAL OF RAISING 165,000.

SO HOPEFULLY WE WILL BLOW PAST THAT GOAL.

ALWAYS WANT TO EXCEED EXPECTATIONS IN TERMS OF THE NUMBER OF DONORS.

WE HAD A GOAL FOR 1000 DONORS AND WE'RE AT 591.

AND SO THERE ARE STILL MANY PEOPLE OUT THERE WHO HAVE NOT YET GOTTEN THE WORD ABOUT THE EXCITEMENT OF THE EMPLOYEE GIVING CAMPAIGN.

BUT TO THE HUNDREDS OF EMPLOYEES OUT THERE WHO HAVE GIVEN, WE'RE JUST INCREDIBLY GRATEFUL.

I'M ALSO GRATEFUL TO THE FOUNDATION STAFF WHO HAS WORKED REALLY HARD, VERY SIMILAR TO THE CONFERENCE DAY STAFF.

THERE'S A LOT OF WORK THAT GOES ON BEHIND THE SCENES TO MAKE THIS ALL HAPPEN, AND SO JUST WANTED TO THANK THEM FOR THEIR EFFORTS AND ALL OF THE THE WINGMEN AND WING WOMEN WHO THEY HAVE WORKED WITH ACROSS THE CAMPUSES TO MAKE THIS HAPPEN, YOU KNOW, OVER THE LAST TWO YEARS.

AND I THINK THAT WE'RE SEEING THAT SAME FEELING IN OUR EMPLOYEE GIVING CAMPAIGN.

WE HAD SOME STATE SENATORS THERE.

THE TEXAS WORKFORCE COMMISSIONER WAS THERE, AND THEY HAD A PANEL ON EDUCATION, WHICH CHANCELLOR LUNDIN SPOKE ON.

BUT THERE WAS ALSO A PANEL ON THE ECONOMY AND MENTAL HEALTH.

DALLAS COLLEGE WAS MENTIONED MULTIPLE TIMES BY DIFFERENT ELECTED OFFICIALS, BY THE COMMISSION, BY THE COMMISSIONER, TALKING ABOUT THE GREAT THINGS WE'RE DOING AND HOW WE'RE HELPING SOLVE SOME OF THESE PROBLEMS THAT WE SEE IN THE LATINO COMMUNITY, BECAUSE THAT WAS THE EMPHASIS OF THAT SUMMIT.

SO KUDOS TO EVERYBODY BECAUSE WE'RE NOT A SECRET.

EVERYBODY IN DALLAS COUNTY KNOWS ABOUT US AND AT THE STATEWIDE LEVEL.
