OUR FIRST SPEAKER WILL BE ROBERT VARETTA.I'M BOB VARETTO AND I HAVE BEEN A MEMBER OF THE COMMUNITY ATTENDING RICHMOND COLLEGE FOR THE LAST 25 YEARS.
I'VE ONLY BEEN A STUDENT FOR 17.
AND IF I CAN TAKE A FEW MINUTES JUST TO START, I WOULD LIKE THE MEMBERS OF THE COMMUNITY WHO CAME WITH ME TODAY TO PLEASE STAND UP AND BE RECOGNIZED.
THESE ARE JUST FOUR OR FIVE OF US, BUT WE HAVE 25 OTHER PEOPLE IN THE ADJUNCT ROOM.
IF YOU COULD GIVE US THE OPPORTUNITY TO SPEAK HERE TODAY.
DURING THE PEAK YEARS OF 2009 TO 2011, THE PROGRAM FOR THE STUDENTS HAD 500 SIMULTANEOUSLY SENIORS ACTIVELY INVOLVEED AND ENGAGED IN THIS CAMPUS.
IT SADDENS ME TO SAY THAT IN THE PAST DECADE, THIS ONCE THRIVEING AND GROWING PROGRAM HAS EXPERIENCEED MANY SETBACKS AND DECLINES.
SERIOUS FOUNDATION CRACKS HAVE APPEARED IN THE LAST TWO YEARS.
WE HAVE MODIFYIED ANXIETYIES ABOUT IT AND QUESTION WHETHER THE PROGRAM IS RAPIDLY APPROACHING ITS DEMISE.
IN THE PAST MONTH ALONE, THE DIRECTOR OF THE PROGRAM AND ONE OF TWO REMAINING STAFF MEMBERS WERE TERMINATED.
DURING THE PEAK OF 2010, THE PROGRAM HAD A PROGRAM DIRECTOR WITH SIX STAFFERS AND SIX ACTIVE SENIORS AS AN ADVISORY COMMITTEE.
WE KNOW THAT DR. GRANT IS DESIGNATED AS THE NEW DIRECTOR OF THE PROGRAM.
HE TOLD US THAT IT'S HIS MISSION TO REVIVE THE PROGRAM.
WE BELIEVE THAT THIS IS APPROACHING FLAG SUPPORT STATUS.
WE PLEDGE OUR FULL SUPPORT FOR HIS EFFORTS TO REVISE THE PROGRAM BUT WE ARE AWARE HE HAS A STEEP MOUNTAIN TO CLIMB.
WHILE WE ARE ALL EMERGEING FROM THE IMPACT OF THE PANDEMIC, THE NEW COLLEGE ACCREDITATION AND VIRTUAL LEARNING ENVIRONMENT, REBOOTING THIS GOLD STANDARD PROGRAM WILL BE CHALLENGING.
WE BELIEVE THERE ARE OPPORTUNITYIES TO REVIVE THIS ONCE BUST I WILLING ENTERPRISE.
MANY CURIOUS OBSERVERS WONDER WHY OTHER CAMPUSES DON'T HAVE THE EMERITUS PROGRAM.
TODAY ONLY TWO CAMPUSES HAVE ESTABLISHED PROGRAMS. RICH LAND AND BROOKHAVEN.
FROM OUR PERSPECTIVE, OUR COMMUNITY'S DEMOGRAPHICS AND PEOPLE IN LOCATION ARE THE MAJOR FACTORS FOR THE SUCCESS AT RICHMOND.
LET ME SPEND A MINUTE OR SO TO CHARACTERIZE THE VARIOUS DIMENSIONS AND CONTRIBUTEING ELEMENTS FOR THE PAST SUCCESS AT RICHMOND.
MOST OF US WHO ARE IN THE PROGRAM RETIRED FROM REWARDING AND PRODUCTIVE CAREERS IN PROFESSIONS AMONG US ARE ENGINEERS, DOCTORS, LAWYERS, PROFESSORS,

MANAGERS AND SMALL BUSINESS OWNERS.MOST OF US HAVE RESIDED AROUND THIS CAMPUS IN MODERATELY AFFLUENT HOMES CONTIGUOUS TO DALLAS, RICHMOND AND GARLAND.
THERE ARE MANY RETIREMENT HOMES, COMPLEXES, SCHOOLS, PRIMARY AND PUBLIC AND PRIVATE SCHOOLS ALL WITHIN FIVE MILES OF THIS CAMPUS.
MANY OF US ARE VERY LONG TERM RESIDENTS AND HOME OWNERS WHO HAVE RAISED OUR FAMILYIES HERE.
TODAY, MOST OF OUR IMMEDIATE CHILDREN HAVE ESTABLISHED CAREERS AND ARE RAISING OUR CHILDREN AND GRANDCHILDREN IN THESE SAME NEIGHBORHOODS.
EVEN NOW OUR FIRST GENERATION PROGENIES ARE FAST APPROACHING RETIREMENT.
OUR GENERATION WAS BORN AND RAISED DURING THE 10 YEARS BEFORE AND AFTER WORLD WAR II.
WE WORKED DILIGENTLY, PAID OUR TAXES, AND PLANNED FOR EARLY RETIREMENT YEARS.
WE ALL HAD STRONG PERSONAL MOTIVATIONS TO STAY PHYSICALLY ACTIVE AND MENTALLY FIT IN ORDER TO STAY INVOLVED AND BE AVAILABLE TO OUR CHILDREN AND GRANDCHILDREN AND FRIENDS AND COMMUNITY.
AS 65 PLUS ADULTS WE WANT TO EXPLORE THE NEW SPHERES OF CONTINUEED LEARNING AND COMMUNITY ENGAGEMENT.
WE ARE INTERESTED IN NEW AVENUES OF STUDY AND PERSONAL ADVANCEMENTS OFFERED AT THIS COLLEGE.
WE USE THE STATE'S EDUCATION FOR INITIATIVE THAT PROVIDES US WITH SIX FREE CREDITS EVERY SEMESTER FOR LIFETIME LEARNING AND SELF IMPROVEMENT.

WHEN I BEGAN MY CAREER AS A FULL TIME FACULTY MEMBER AT CENTRAL COLLEGE 55 YEARS AGO, NEVER, NEVER DID I FORESEE THAT SOMETIME IN THE FUTURE I WOULD COME BEFORE MY BOARD TO EXPRESS MY UTTER DISAPPOINTMENT AT THE CURRENT STATE OF AFFAIRS OF THIS INSTITUTION.
NOW, FOR THE FIRST TIME IN 55 YEARS, HERE I AM.
IN DEFENSE OF THE CURRENT AND FUTURE STUDENTS OF DALLAS COUNTY AND MY

PERSONAL OATH TO DEFEND THE QUALITY AND INTEGRITY OF THEIR EDUCATION.THE PURPOSE OF MY PRESENCE HERE TODAY IS NOT ONLY TO PETITION THIS BOARD TO TAKE NO ACTION REGARDING THE PROPOSED REMOVAL OF THE FACULTY'S ROLLING THREE YEAR CONTRACT AND RELATED CHANGES TO BOARD POLICY.
BUT ALSO, TO EMPHASIZE THE HORRIBLE STATE OF AFFAIRS OF THIS INSTITUTION THAT IS CURRENTLY IN.
I ALSO SPEAK TODAY TO ENSURE THAT THE PUBLIC, THE TAXPAYERS, WHO OWN AND FINANCIALLY SUPPORT THIS INSTITUTION AND WHO ELECTED YOU TO SAFEGUARD IT, ARE AWARE OF WHAT HAS BEEN TAKING PLACE IN THE DARK AND ON THEIR DIME.
WHAT ONCE WAS A MODEL INSTITUTION OF HIGHER EDUCATION, THE DALLAS COUNTY COMMUNITY COLLEGE DISTRICT WHICH CONSISTENTLY PRODUCED TRUE STUDENT SUCCESS FOR STUDENTS FROM ALL WALKS OF LIFE, HAS NOW BEEN COMPLETELY AND TRY RANTICALLY DESTROYED AND THE TERM STUDENT SUCCESS IS ONLY A CATCH PHRASE FOR HOW FAST THE INSTITUTION CAN CHURN OUT MEANINGLESS DEGREES AND CERTIFICATES TIED DIRECTLY INTO PETTING THE POCKETS OF SOME INDIVIDUALS OR ENTITYIES.
IN TRANSITIONING DALLAS COUNTY COMMUNITY COLLEGE DISTRICT TO DALLAS COLLEGE, YOU, THE BOARD, AND THE CHANCELLOR AND ADMINISTRATORS, YOU DELEGATEED AUTHORITY TO, HAVE LITERALLY TAKEN THE COMMUNITY OUT OF THIS COMMUNITY COLLEGE.
LAST WEEK, CHANCELLOR MAY SENT OUT AN E MAIL TO ALL DALLAS COLLEGE EMPLOYEES DECLAREING THAT THE COLLEGE WIDE REORGANIZATION PROCESS WAS COMPLETE.
IN OTHER WORDS, HE HAS DECLAREED THAT HE HAS COME TO THE END OF HIS PATH OF DESTRUCTION.
IT IS IRONIC THAT CHANCELLOR MAY WROTE IN HIS E MAIL TO THE COLLEGE LAST WEEK THAT THE KIND OF CULTURE HE'S WORKING ON FOSTERING AT DALLAS COLLEGE IS ONE ROOTED MOST OF ALL IN CARE AND RESPECT.
CHANCELLOR MAY'S VERSION OF CARE AND RESPECT IS TO LAY OFF AT LEAST 448 COLLEGE EMPLOYEES SINCE MARCH 2020 IN THE MIDDLE OF A GLOBAL PANDEMIC.
446 OF THOSE LAID OFF EMPLOYEES FELT BETRAYED BY DALLAS COLLEGE INTO SIGNING

FIRST, I AM HERE TO CORRECT ANY MISCONCEPTIONS ABOUT FACULTY YOU MAY HAVE AND TO ASSURE YOU THAT FACULTY ARE REASONABLE PEOPLE WITH REASONABLE CONCERNS.
WE RECOGNIZE THE NEED FOR CHANGE AND HAVE SUPPORTED MANY CHANGES THAT HAVE BEEN

MADE.WE ALSO KNOW THE IMPACT OF THE TRANSITION HAS BEEN DIFFICULT AND NOT WITHOUT CHALLENGES.
BUT WE, THE FACULTY BODY, ARE COMMITTED TO WORKING WITH THE BOARD AND THE LEADERSHIP TO IMPROVE WHERE WE CAN.
THE FACULTY COUNCIL HAS A COLLABORATIVE RELATIONSHIP WITH DR. MAY, DR. LONAN AND DR. FLOYD.
NEXT, I WOULD LIKE TO IDENTIFY THE POSSIBLE MISCONCEPTIONS ABOUT THE THREE YEAR ROLLING CONTRACT.
THE ROLLING THREE YEAR CONTRACT IS NOT AUTOMATIC OR PER PERPETUAL.
IN ACTUALITY, EACH YEAR, THE FACULTY MEMBER NEEDS TO BE RECOMMENDED FOR THE NEXT THREE YEAR CONTRACT BY ADMINISTRATION.
THE ROLLING THREE YEAR CONTRACT DOES NOT ELIMINATE OR PROHIBIT THE ABILITY TO ADDRESS THE NEEDS FOR FACULTY IMPROVEMENT OR ULTIMATELY THE WIND DOWN.
FINALLY, ADMINISTRATORS HAVE HAD THE ABILITY, PERHAPS NOT THE TRAINING OR CONFIDENCE TO ADDRESS THESE ISSUES.
NEXT, I WANT TO MENTION WHY THIS ROLLING THREE YEAR CONTRACT IS IMPORTANT TO NOT ONLY FACULTY, BUT TO DALLAS COLLEGE.
BECAUSE THE ROLLING CONTRACT STRUCTURE IS UNIQUE, IT GIVES US A COMPETITIVE ADVANTAGE FOR THE RECRUITMENT AND RETENTION OF FACULTY.
ESPECIALLY YOUNGER AND MORE DIVERSE FACULTY.
REMOVEING THE ROLLING ELEMENT ELIMINATES FACULTY SECURITY IN TO THE CLASSROOM AND OUR FACULTY MEMBERS ARE CONCERNED THIS CHANGE WOULD LEAD TO AN EXODUS OF EXCELLENT YOUNG FACULTY WHO CAN FIND BETTER JOB SECURITY AT OTHER INSTITUTIONS OFFERING TENURE OR EITHER A FIVE OR A SEVEN YEAR CONTRACT.
LOSEING OUR COMPETITIVE ADVANTAGE AND RECRUITING AND RETAINING FACULTY WILL HAVE A DIRECT IMPACT ON STUDENTS SUCCESS.
AS WELL AS OUR WORK TO ENSURE OUR DIVERSE STUDENT BODY ARE ABLE TO SEE THEMSELVES REFLECTED IN THE FACULTY WHO TEACH THEM.
I URGE YOU TO GIVE CAREFUL CONSIDERATION TO ALLOWING THE FACULTY EVALUATION SYSTEMS' REVISIONS TO BE COMPLETED BEFORE ENACTING ANY MAJOR CHANGES.
IN CONCLUSION, PLEASE KNOW THAT YOU HAVE DEDICATED FACULTY COMMITTED TO TEACHING OUR STUDENTS.

HE SAID HE WOULD NOT DO THAT, PERIOD.
MET WITH THE PANDEMIC IN 1970, THAT'S HOW LONG THEY HAVE BEEN HERE.
WHAT HE SAID TO ME WAS, WE WILL NOT HAVE THE TENURE.
BUT WHAT WE WILL DO IS GIVE YOU A THREE YEAR CONTRACT.
SO I TOOK THAT BACK TO THE FACULTY AND THEY DISCUSSED AND SAID A THREE YEAR CONTRACT IS A ONE YEAR CONTRACT IN THREE YEARS SO THEY CAN FIRE YOU WITHIN THREE YEARS AND THEY DON'T HAVE TO HAVE ANY CAUSE.
SO WHAT WE DID, WE SAT BACK AND WE NEGOTIATEED AND WHAT WE DID, WE CAME UP WITH THE THREE YEAR ROLLING CONTRACT.
SO FOR ME, EVERY YEAR I HAVE TO BE EVALUATED AND THEN I HAVE TO BE TOLD IF I AM DOING ANYTHING WRONG AND IF I AM NOT, I HAVE TO HAVE IN WRITING WHAT'S WHAT HAPPENS TO ME TO CORRECT MYSELF.
I HAVE TWO YEARS TO CORRECT MYSELF.
IF I DON'T CORRECT WHAT I AM DOING, MY CONTRACT IS OVER.

SO WE TOOK A VOTE, WE TOOK IT TO THE FACULTY, WE NEGOTIATEED, WE LOOKED OVER THE PROS AND CONS, AND THIS WAS THE BEST THING WE COULD COME UP WITH.

MY FACULTY COLLEAGUES AT THE EASTFIELD COME PUS IN APRIL 2020, ELECTED ME TO REPRESENT AND LEAD THEM THROUGH THE CONSOLIDATION AS THEIR ADVOCATE ON THE FACULTY COUNCIL AND IT IS ON THEIR BEHALF THAT I SPEAK.
A HEALTHY MAJORITY OF FACULTY EMBRACE THE CONSOLIDATION INTO DALLAS COLLEGE.
EASTFIELD FACULTY VOTEED OVERWHELMINGLY IN OCTOBER 2020 THAT WE DESIRE A GOOD WORKING RELATIONSHIP WITH THE BOARD AND WITH OUR ADMINISTRATIVE LEADERSHIP.
THIS PAST AUGUST, 58% OF OUR FACULTY ASSOCIATION MEMBERS VOTEING ACROSS ALL CAMPUSES VOTEED TO ADD SCHOOL BASED REPRESENTATION TO OUR FACULTY COUNCIL.
UNFORTUNATELY, CHANGING OUR ASSOCIATION STRUCTURE REQUIRE AS TWO THIRDS MAJORITY.
APPARENTLY IT'S EASIER TO REINVENT THE COMMUNITY COLLEGE DISTRICT OR PASS AN INFRASTRUCTURE BILL IN CONGRESS THAN IT IS TO REFORM OUR ASSOCIATION.
BUT MANY OF US ARE STILL WORKING ON IT.
AND THIS FRIDAY, WE HOPE TO GET THE NECESSARY TWO THIRDS VOTE TO BRING THE FACULTY COUNCIL INTO ALIGNMENT WITH DALLAS COLLEGE.
WE ARE SO SORRY THAT JUST A FEW AMONG US HAVE CAUSED SO MUCH DRAMA AND CONSTERNATION.
WE ARE UPSET AND DISAPPOINTED THAT THEY HAVE ANTAGONIZEED YOU.
THEIR CONDUCT EMBARRASSES US, AS WELL.
MANY OF US ARE GLAD TO HAVE A NEW CULTURAL EMPHASIS IN DALLAS COLLEGE ON ACCOUNTABILITY, DIVERSITY, EQUITY AND INCLUSION, AND ON PROFESSIONAL DEVELOPMENT.
WE WANT THOSE WHOSE CONDUCT SHOWS THEY CARE MORE ABOUT THEIR PRIVILEGE THAN THEIR STUDENTS TO BE HELD ACCOUNTABLE.
WE RECOGNIZE THAT IN THE PAST, SOME DEANS AND SOME VICE PRESIDENTS AT SOME CAMPUSES DID NOT CORRECT EVEN THE MOST EGREGIOUS BEHAVIOR.
MOVING FORWARD, WE HOPE BOTH POLICY AND A CULTURE OF ACCOUNTABILITY WILL EMPOWER OUR PROVOST AND CHANCELLOR TO RECOMMEND PROGRESSIVELY INCREASEING LEVELS OF CONTRACTUAL SECURITY AND COMPENSATION SO THAT WE CAN RECRUIT AND RETAIN THE BEST FACULTY IN THE COUNTRY.
OUR STUDENTS DESERVE THE BEST.
OUR COMMUNITY DESERVES THE BEST.

WELL TODAY, IF THAT'S ALL YOU HAVE, YOU ARE REALLY GOING TO LIVE A LIFE OF POVERTY, MOST LIKELY.

HE WAS ASSISTED IN THE COMPETITION AS ANY 18 YEAR OLD WOULD BE, BY HIS PARENTS.
AND BUT, TOGETHER THEY REALLY REPRESENTED, I THINK, THE MISSION OF DALLAS COLLEGE AND WHAT WE ARE ABOUT.
HIS PARENTS ATTENDED EL CENTRAL A GENERATION AGO AND THROUGH THEIR SUPPORT HAS NOW HELPED HIM, SO HE'S NOT THE FIRST IN HIS FAMILY TO GO TO COLLEGE, BECAUSE OF THEM, TO BE ABLE TO FINISH HIS EDUCATION AND, STANDS AS AN EXAMPLE OF WHAT YOU CAN DO AND CERTAINLY, STEVE DESHAZO AND HIS GROUP ARE DOING SOME GREAT THINGS IN THE CULINARY SPACE AND I AM EXCITEED ABOUT THE FUTURE THERE.
SO, YOU KNOW, CONGRATULATIONS TO ETHAN AND LOOK FORWARD TO TASTEING SOME OF HIS COOKING AT SOME POINT.

COUNCILMAN COOKS FROM DUNCANVILLE HAS BEEN WORKING WITH US AS THEIR REPRESENTATIVE AND EVERY TIME WE HAVE A STATUS MEETING, HE GOES ON AND ON ABOUT I'VE NEVER SEEN SUCH ENERGY AND ORGANIZATION AS DALLAS COLLEGE.
IT MAKES ME FEEL GREAT, MAKES ME FEEL HONORED AND IT JUST CONTINUES TO SHOW ME WHY WE, AS BOARD MEMBERS, SERVE, IS BECAUSE WE HAVE SUCH A DEDICATED GROUP OF PEOPLE.
SO I HOPE EVERYBODY WILL COME OUT LIKE I SAID, WE WILL GET YOU A HOT DOG AND SOME POTATO SALAD PROBABLY AND SOME WATER AND, BUT WE WILL HAVE SOME ENTERTAINMENT.
WE HAVE A BRASS BAND, WE HAVE DR. BILL WHITE, A NOTED COUNTRY SINGER IN THE AREA, DALLAS COLEMAN IS COMING FROM LOUISIANA.
