[6. Chancellor and Board Announcements]
TO CHANCELLOR AND BOARD ANNOUNCEMENTS.YOU KNOW WHAT NOW IT FEELS LIKE FALL A LITTLE BIT OUTSIDE, IT'S BACK IN THE AIR.
WE'VE GOT STUDENTS BACK ON CAMPUS AND I WANTED TO SHARE WITH THE BORED THAT WE REALLY DIDN'T KNOW HOW THE FALL WAS GOING TO SHAKE OUT.
WE DID OUR BEST TO PLAN FOR THAT, BUT WE ENDED UP WITH APPROXIMATELY 55% OF OUR STUDENTS RETURNING IN-PERSON TO CLASSES WHILE 45% CHOSE TO TAKE THEM ONLINE, PRE-PANDEMIC WE WERE 70% IN-PERSON AND 30% ONLINE.
I THINK WE WOULD HAVE SEEN MORE IN-PERSON IF IT WASN'T FOR THIS LAST WAVE, CLEARLY THERE'S A DESIRE FOR STUDENTS TO GET BACK ON CAMPUS IN-PERSON AS MUCH AS POSSIBLE.
I SHARED WITH THE BOARD TODAY THAT GETTING BACK IN-PERSON WILL HELP US GROW IN AREAS PARTICULARLY WHERE WE REQUIRE HANDS OWN ENGAGEMENT WITH STUDENTS CERTIFICATIONS AND IT WILL ALSO IMPACT WORK READY YOUND A OTHER PROGRAM THAT IS HAVE TO BE HANDLED FACE-TO-FACE.
SO, WE ALSO WILL BE HERE IN THE NEAR FUTURE REALLY LOOKING AT MORE OF WHAT WE HAVE GOING ON WITH WORK READY U AND AN UPCOMING VIRTUAL COMMUNITY TOWN HALL SO WE'LL SHARE THAT INFORMATION WITH YOU AND INVITE THE BOARD TO BE A PART OF THAT.
OF COURSE, THIS PAST SATURDAY, MANY OF YOU PARTICIPATED IN WITH YOUR
[00:05:02]
OWN MOMENTS OF REMEMBRANCE OR ATTENDING ONE OF THE DALLAS COLLEGE CAMPUS EVENTS WHERE WE PAUSED AND REFLECTED ON FOR WHAT SO MANY OF US IS JUST SIMPLY AN UNFORGETTABLE DARK DAY IN NOT ONLY OUR NATION'S HISTORY BUT OUR OWN PERSONAL HISTORY AS WELL.LIKE MANY OF YOU, I SPENT THAT DAY REFLECTING AND TALKING ABOUT NEIGHBORS AND FRIENDS ABOUT THE EVENTS OF THAT DAY.
THE IMPACT THAT IT'S HAD ON US AND HOW IT'S CHANGED THE WORLD.
AND OF COURSE, IT WAS 20 YEARS AGO, AND JUST THANK ALL OF YOU FOR HONORING THOSE 2,977 MEN AND WOMEN THAT LOST THEIR LIVES THAT DAY.
SO, THANK YOU FOR BEING A PART OF THAT.
I ALSO WANTED TO PROVIDE YOU AN UPDATE WITH HOW THINGS ARE GOING WITH OUR FINANCIAL INCENTIVE AS IT RELATES TO THE COVID VACCINE.
AND WE KICKED THAT OFF FOR BOTH STUDENTS AND EMPLOYEES ON AUGUSTÂ 30TH.
AS YOU RECALL, THIS PROVIDES A $500 INCENTIVE FOR EMPLOYEES AND A $200 INCENTIVE FOR STUDENTS AND THE RESPONSE HAS BEEN GOOD.
6200 STUDENTS SO FAR, AND I THINK WE'RE JUST WARMING UP TO THAT, WE'LL CONTINUE TO ENCOURAGE THEM TO PARTICIPATE AND 3,000 EMPLOYEES HAVE SUBMITTED PROOF OF THE VACCINATION.
AND WE'VE JUST BEEN AT THIS TWO WEEKS.
WE CONTINUE TO OFFER TESTING AT THREE OF OUR CAMPSES, MOUNTAIN VIEW, BROOK HAVEN AND EAST FIELD AND WE'VE PARTNERED WITH DALLAS HEALTH AND HUMAN SERVICES OFFERING THE BOOSTER VACCINE AT THE EASTVILLE CAMPUS STARTING THE WEEK OF SEPTEMBERÂ 20TH.
SO, THAT WORK IS GOING ON AND AGAIN, THE BOARD, THANK YOU FOR YOUR SUPPORT OF THIS.
AND MADAM CHAIR, THAT CONCLUDES MY COMMENTS.
WELL, I KNOW WHERE I'M GOING TO GET MY BOOSTER SHOT FOR COVID.
AND I ENCOURAGE OTHER PEOPLE DO IT AS WELL.
>>> ON BEHALF OF THE BOARD, I WOULD LIKE TO PUBLICLY RECOGNIZE OUR RETIREES FOR THE AMAZING WORK THEY'VE DONE WITH YOUR STUDENTS AT DALLAS COLLEGE.
WE DEEPLY APPRECIATE YOUR COMMITMENT AND THE COUNTLESS HOURS YOU'VE DEDICATED TO OUR STUDENTS.
CONGRATULATIONS FOR THE FOLLOWING FOR THE YEARS OF SERVICE.
LONNIE ROY, 42 YEARS, KEVIN BEARD, 25 YEARS, BARBARA DOGGER, 37.99 YEARS.
SO, MISSED 38 BY JUST A LITTLE.
>> NOW WE WILL MOVE ONTO THE CONSENT AGENDA.
BUT BEFORE WE INTRODUCE ANY MOTIONS ON THAT, AT THE REQUEST OF STAFF WE'RE GOING TO BE REMOVING ITEM 7.2 B UNDER POLICY ITEM FROM THE CONSENT AGENDA.
[7. Consent Agenda]
THERE WERE SEVERAL QUESTIONS THAT WERE RAISED REGARDING THE POLICY LANGUAGE WHICH STAFF BELIEVES WOULD BE BEST ADDRESSED IN A SEPARATE MEETING.SO, ITEM 7.2 B CONCERNING AMENDMENTS TO POLICY AND STUDENT RIGHTS AND POLICIES WILL BE REMOVED.
NO ACTION WILL BE MADE ON THAT TODAY IT'S MY UNDERSTANDING THAT THE STAFF WILL BRING THAT BACK TO THE BOARD FOR ACTION AND WE COULD EXPECT TO SEE THIS IN OCTOBER AT THE WORKFORCE COMMITTEE MEETING AND ON THE BOARDS REGULAR AGENDA.
DOES ANY TRUSTEE HAVE QUESTIONS OR COMMENTS ABOUT ANY OF THE OTHER CONSENT AGENDA ITEMS?
>> MADAM CHAIR, A QUESTION OR SUGGESTION FOR A SMALL CHANGE IN 72 C REGARDING THE BOARD CODE OF RESPONSIBILITY.
IF YOU LOOK ON PAGE 70 OF THE BOARD BOOK, IT DOES NOT REFER TO SEXUAL ORIENTATION AS A CLASS PROTECTED INDIVIDUALS IN TERMS OF DISCRIMINATION, AND I WOULD PROPOSE THAT WE ADD THAT.
AND, I THINK WE HAD THAT, ROB, I BELIEVE EVERY ELSE IN OUR POLICIES RELATED TO DISCRIMINATORY BEHAVIOR.
>> THANK YOU FOR BRINGING THAT OUR OUR ATTENTION.
[00:10:04]
>> [INDISCERNIBLE] >> [INDISCERNIBLE] >> OKAY.
SO, YOU'RE MAKING A MOTION TO MAKE THAT CHANGE AND WITH THAT CHANGE TO APPROVE THE CONSENT ITEMS WITH THE EXCEPTION OF 72-B > SECOND.
>> SO WE HAVE A MOTION AND A SECOND.
(CHORUS OF AYES) >> ALL OPPOSED, PLEASE SAY NAY.
[8.1.a.) Adoption of Resolution Levying the Ad Valorem Tax Rate for Tax Year 2021]
SO DOES ANY TRUSTEE HAVE QUESTIONS OR COMMENTS ABOUT ON INDIVIDUAL ITEM 8.1A.
IF NOT I'LL ENTERTAIN A MOTION TO APPROVAL INDIVIDUAL ITEM 8.1A.
MADAM CHAIR I'M HAPPY TO MAKE THAT MOTION.
>> I FILL LIP RITTER MOVE THAT THE PROPERTY TAX RATE BE INCREASED BY THE ADOPTION OF A TOTAL TAX RATE OF 0.123510, COME COME PRIZED OF A SINKS RATE OF .
103510, WHICH IS EFFECTIVELY AN 8% INCREASE IN THE TAX RATE BECAUSE THIS TAX RATE WILL RAISE MORE TAXES FOR MAINTENANCE AND.
THE OPTIONS ARE ONE FOUR, TWO AGAINST THREE.
>> OKAY, YOU MADE THE MOTION, WE NEED A SECOND.
>> IT HAS BEEN MOVED AND SECONDED.
NOW, WE WILL CALL FOR ROLL CALL VOTE.
>> THAT COMPLETES THE ROLL CALL.
THANK YOU, SO THE MOTION HAS PASSED.
[8.2.a.) Approval of Warrants of Appointments for Police Officers]
>> DOES ANY TRUSTEE HAVE QUESTIONS OR COMMENTS ABOUT INDIVIDUAL ITEM 8.2A.
>> I MOVE APPROVAL: >> SECOND.
>> WE'VE BEEN MOVED AND SECONDED.
NOW WE HAVE POLICY ITEM FOR FIRST READING, ANY QUESTIONS ON THAT?
ITEM 10 INFORMATIVE REPORT, DOES ANY TRUSTEE HAVE QUESTIONS OR COMMENTS ABOUT
[10. Informative Reports]
THE INFORMATIVE REPORTS PRESENTED?>> I GOT A QUESTION, SO WE'RE GETTING AS A SEPARATE ITEM OR REPORT, THE MWBE PARTICIPATION AND GOODS AND SERVICES.
IF USED TO BE PART OF THE INFORMATIVE REPORTS, WHY ARE WE GETTING IT SEPARATELY NOW?
>> TRUSTEE FLORES, I DON'T HAVE AN ANSWER.
>> I JUST THOUGHT IT WAS BEING GIVEN TO US SEPARATELY FOR SOME REASON BUT I THOUGHT IT WAS STILL PART OF THE INFORMATIVE REPORTS BUT IT'S NOT.
AND I DID HAPPEN IT GLANCE AT IT QUICKLY, WE'RE NOT DOING GOOD, TYPICALLY WE HAVEN'T.
I'M GLAD THAT WE HAVE A DIVERSITY PROFESSIONAL HIRED AND HOPEFULLY THAT AREA WILL STAFF UP, BUT WHEN I MET WITH THE CHIEF SOCIAL RESPONSIBILITY OFFICER REGARDING THE OCTOBER PRESENTATION TO TH BOARD, I ASKED HER WHAT THE STAFF NUMBER WOULD BE FOR THAT PARTICULAR AREA AND I THINK SHE TOLD ME TWO.
AND I THINK THAT MIGHT BE REALLY LACKING COMPARED TO WHAT OTHER ORGANIZATIONS AND ENTITIES HAVE.
SO, IF WE COULD JUST MONITOR THAT, IF WE'RE STAFFED TO WHAT WE NEED BECAUSE CERTAINLY WE KNOW THAT'S BEEN AN INACTIVE AREA OF THE COLLEGE FOR A FEW YEARS NOW.
AND WE REALLY NEED DO BETTER, WHICH I THINK NOBODY DISAGREEWISE THAT.
BUT WE'RE NOT GOING TO DO BETTER IF WE POUR YOU KNOW, VERY QUICKLY.
>> WELL, PUT YOUR MONEY WHERE YOUR MOUTH IS, IN OTHER WORDS.
[00:15:03]
THANK YOU.>> ANY OTHER QUESTIONS >> WITH THAT, WE WILL NOT BE HOSTING AN EXECUTIVE SESSION TODAY.
>> SO, WITH THAT, I WILL ADJOURN TODAY'S MEETING AT 5:25Â P.M.
THANK YOU EVERYONE FOR JOINING US.
