I HAVE SEEN TRANSFORMATIVE CHANGE THAT CAN HAPPEN WHEN WE COLLABORATE WITH THE COMMUNITY WHERE IS WE LIVE AND WORK SO I'M THRILLED THAT DALLAS COLLEGE IS ONE OF OUR FOUR LAUNCH PARTNERS FOR OUR NEW COMMUNITY COLLEGE SCHOLARSHIP PROGRAM FOR BLACK AND HISPANIC STUDENTS.

COMMUNITY COLLEGES HELP UNLOCK DOORS.

WE BELIEVE HIGHER EDUCATION IS A KEY PATH GENERATIONAL WEALTH.

WE HAVE MULTIPLE SCHOLARSHIPS AVAILABLE THAT WE'RE VERY EXCITED ABOUT.

WE'RE HELPIN STUDENTS OBTAIN ASSOCIATE'S DEGREES IN TECHNICAL CERTIFICATES FOR JOBS IN HIGH DEMAND FIELDS LIKE IT AND CYBER SECURITY.

WITH OUR SMILE SCHOLARSHIPS, WE'LL HELP STUDENTS TRANSITION TO CONTINUE THEIR EDUCATION.

ACCESS TO AFFORDABLE HOUSING, CHILD CARE SUPPORT, TRANSPORTATION AND FOOD CAN MAKE IT HARD TO CONTINUE PURSUING A DEGREE.

OUR PROGRAM WILL ALSO PROVIDE FUNDING FOR LIVING EXPENSES.

LET ME EXPEND MY THANKS TO LESLIE AND PEPSICO AND REBECCA, ALL OF YOU FOR YOUR SUPPORT FOR DALLAS COLLEGE BUT REALLY FOR SUPPORTING OUR STUDENTS.

THIS IS ABOUT BUILDING A STRONG WORKFORCE AND ECONOMY AND RECOGNIZING THERE ARE STUDENTS THAT OFTEN STRUGGLE NOT JUST COVERING THE COST OF TUITION BUT REALLY MEETING THE OTHER NEEDS IN TERMS OF THEIR LIVES AND ENABLE THEM TO ATTEND COLLEGE SO THANK YOU SO MUCH FOR FOCUSING ON THE ISSUES THAT ARE VITAL TO STUDENT SUCCESS AND WE GREATLY APPRECIATE THAT PARTNERSHIP.

LET ME SHIFT GEAR CORPORATE SUPPORT AND FOUNDATION AND GO TO THE 87TH TEXAS LEGISLATIVE SESSION, WHICH IF YOU HAVEN'T NOTICED, IS WRAPPING UP AT THIS TIME.

I HAVE TO SAY, I HAVE BEEN ENGAGED A LONG TIME IN LEGISLATIVE ENGAGEMENT AND THIS IS ONE OF THE MORE CHALLENGING YEARS BECAUSE OF COVID, BECAUSE OF SOME OF THE ISSUES THAT THEY'RE DEALING WITH, AND FRANKLY, I THIN COMPLEXITIES OF WHAT'S HAPPENINGS NATIONALLY AS WELL WITHIN THE STATE OF TEXAS.

THE GOOD NEWS IS THAT WE HAD A COUPLE OF BILLS PASSED THAT WE WERE REALLY WORKING HARD AND FOCUSING ON.

LET ME MENTION FIRST THE SENATE BILL 1102 WHICH ESTABLISHED THE TEXAS SKILLING AND RESKILLING THROUGH EDUCATION TRUE PROGRAM, WHICH IS REALLY ABOUT WORKFORCE EDUC SHOUT-OUT TO PYEPER WILKINS AND GLORIA WHO HELPED COME UP WITH THE IDEA.

SOME OF YOU MAY HAVE HEARD ME TALK ABOUT THIS EARLIER ON, A WEEK AFTER WE WENT INTO THE PANDEMIC, PITCHING THE IDEA THAT THE STATE OF TEXAS NEEDED TO DO SOMETHING THAT I CALL 300 BY 300 TEXANS, PUTTING 300 TEXANS BACK TO WORK OVER THE COURSE OF THE YEAR.

THIS IS WITH THE TRUE INITIATIVE OF THE LEGISLATION THAT PASSED AND I WILL COMMENT ON THIS A LITTLE BIT FURTHER HERE IN A FEW MOMENTS, BUT GOVERNOR ABBOTT HAS SIGNED THAT INTO LAW.

HE DID THAT LAST WEEK SO WE APPRECIATE THAT.

THE OTHER SENATE BILL 1230 WAS ANOTHER CONCEPT THAT I PUSHED FOR A COUPLE OF YEARS, THAT IT WAS TIME TO LOOK AT THE FUNDING MODEL FOR COMMUNITY COLLEGES IN THE STATE OF TEXAS.

SOME OF YOU HAVE BEEN AROUND THE BOARD AND YOU HEARD ME TALK ABOUT THAT FROM THE STATE PERSPECTIVE, THAT'S THE MOST UNSTABLE PORTION OF OUR REVENUE PUT AGAINST THE LOCAL TAX SUPPORT, STUDENT TUITION AND THE STATE FUNDING.

AND THIS IS REALLY, I THINK, BROUGHT HOME THIS SESSION AS WE LOOK AT WHAT HAPPENED ONCE AGAIN ON THE FUNDING SIDE BUT, AGAIN, THIS BILL PASSED, HAS BEEN ALSO SIGNED INTO LAW BY THE GOVERNOR AND SO THIS IS REALLY ENVISIONED TO BE MUCH LIKE THE COMMISSION THAT RESULTED LAST SESSION AND THE CREATION OF HOUSE BILL 3, WHICH RESTRUCTURED THE FUNDING MODEL FOR PUBLIC EDUCATION.

SO THAT'S UNDERWAY.

AND ALSO, THAT DOES IMPACT US, ALTHOUGH IT'S NOT SOMETHING WE WERE PARTICULARLY PUSHING FOR, BUT AS YOU KNOW, WE WERE GRANTED A FEW YEARS AGO, THE AUTHORITY TO OFFER THREE BACCALAUREATE DEGREES INCLUDING THE EARLY CHILDHOOD

EDUCATION PROGRAM THAT WE NOW HAVE UP AND RUNNING AND OPERATING UNDE EDUCATION.

WE WERE GRANTED THE AUTHORITY TO DO TWO OTHERS THAT WE HAVE NOT YET IMPLEMENTED, A BILL PASSED GRANTING US THE ABILITY TO DO UP TO FIVE NOW.

SO WE'LL BE LOOKING AT THAT AND MEETING ON, IT WAS ONE THING, AND I MIGHT SAY, OF THE THREE, ONE OF THEM WAS A BACHELOR OF SCIENCE IN NURSING, WHICH WE ARE STILL KICKING AROUND.

THAT'S NOT A SLAM DUNK THAT WE WOULD DO, WHICH REALLY LEFT US ONE OPTION SO WE FELT A LOT OF PRESSURE TO BE ABSOLUTELY RIGHT ON THAT ONE OPTION.

NOW THAT WE HAVE A COUPLE MORE IN TERMS OF OUR ABILITY, THIS GIVES US SOME FLEXIBILITY TO REALLY BEGIN TO LOOK AT SOME DIFFERENT OPTIONS THAT WE MAY NOT HAVE CONSIDERED PREVIOUSLY.

SO GLAD THAT'S IN PLACE.

FINALLY, TIED TO THE OTHER WAS THE BUDGET AND I HAVE TO SAY, THIS WAS PROBABLY, FOR ME, DISAPPOINTING YEARS WITH THE BUDGET WITH THE TEXAS LEGISLATURE.

CERTAINLY AS DALLAS COLLEGE, WE'RE FINE AS SUCH, BUT THERE WAS AN OPPORTUNITY TO DO SOME THINGS THAT WOULD HAVE REALLY HELPED IN STABILIZING FUNDING, PARTICULARLY DURING THE PANDEMIC.

THEY COULD HAVE PROVIDED, AS WAS IN THE BUDGET, $50 MILLION FOR THE TEXAS RESKILLING AND UPSKILLING AND THEY CUT THAT OUT AT THE 11TH HOUR.

WE WILL GET SOME DOLLARS FROM THE COORDINATING BOARD BUT THAT REDUCED THE OVERALL AVAILABILITY OF FUNDS BY ABOUT 50%.

REALLY IT'S THE SAME REASON AS THE OTHERS AND THAT'S BECAUSE FEDERAL FUNDS WERE COMING DOWN, THE LEGISLATURE MADE THE DECISION THAT THAT WAS ENOU COLLEGES, THAT WE RECEIVE THE FEMME FEDERAL FUNDS.

OVER HALF OF THOSE DOLLARS MUST GO TO THE STUDENTS.

IT WAS SHORTSIGHTED ON THE PART OF THE STATE AND REALLY SET THE FOUNDATION FOR WHY THERE NEEDS TO BE A COMMISSION TO LOOK AT THE FUNDING OF COMMUNITY COLLEGES, THE LACK OF UNDERSTANDING AND THE ROLE AND MISSION THAT WE PLAY AND FRANKLY, SUBSTITUTING ONE TIME DOLLARS IS JUST SHORT-SIGHTED BUT, AGAIN, THIS WAS PRETTY MUCH DONE AFTER THE BUDGET BILLS HAS PASSED BOTH HOUSES AND HANDLED WITHOUT FLOOR DEBATE AND DISCUSSION AS SUCH AND REPORTED OUT ONCE IT WAS IN THAT PROCESS.

WE HAVE RECEIVED FUNDS BUT IT'S THE OVERALL MESSAGE THAT THIS SENDS AS TO THE IMPORTANCE OF WHAT WE'RE DOING.

SO JUST DISAPPOINTED BY THAT OUTCOME.

WE G CONGRATULATIONS, DIANA, FOR GRADUATING FROM UNT WITH YOUR MASTER'S.

WE'RE GOING TO HAVE OVER 11,000 STUDENTS THIS YEAR.

REALLY LOOKING FORWARD TO THAT AND I'M ALSO EXCITED THAT WE HAVE, AS OUR SPEAKER THIS YEAR, FIRST LADY DR. JILL BIDEN WILL BE OUR COMMENCEMENT SPEAKER OF THE FIRST DALLAS COLLEGE COMMENCEMENT, SO LOOK FORWARD TO CELEBRATING THAT EVENT WITH OUR STUDENTS TOWARD THE END OF THE MONTH.

>> OBSERVATION, DIANA MUST HAVE HAD A MINOR IN QUANTITATIVE ANALYSIS GIVEN ALL HER METRICS QUESTIONS LATELY.

IT SEEMS LIKE THERE'S AN OPPORTUNITY TO ADVANCE SOME OF THE THINGS WE HAVE TALKED ABOUT LATELY LIKE INDUSTRY CERTIFICATIONS AND NON-DEGREE TYPES OF THINGS AND INTO THE STATE'S SHARE OF WHAT THEY PUT INTO THE COMMUNITY COLLEGE BUT SOUNDS LIKE A THREAT OR A RISK TO US, PARTICULARLY IF THEY GO DOWN THE ROAD OF THINGS LIKE TRYING TO EQUALIZE PROPERTY TAX BASES LIKE THEY DID IN PUBLIC EDUCATION.

WHAT DO YOU KNOW ABOUT THE DALLAS COMMUNITY'S EFFORTS TO BE REPRESENTED THERE AND TO MAKE SURE THAT OUR INTERESTS ARE ACCOMMODATED IN THAT VERY IMPORTANT CONVERSATION THAT'S ABOUT TO HAPPEN?

>> W DISCUSSIONS GOING ON IN THAT REGARD.

THERE ARE A NUMBER OF PEOPLE INVOLVED IN THAT.

THE WAY THAT'S GOING TO BREAK IDENTITY ON IT, CERTAINLY THE GOVERNOR HAS I BELIEVE FOUR APPOINTMENTS, LIEUTENANT GOVERNOR HAS THREE AS THE SPEAKER OF THE HOUSE HAS THREE AND THE TEXAS ASSOCIATION OF COMMUNITY COLLEGES HAS ONE.

OF THOSE, BOTH THE SPEAKER AND THE LIEUTENANT GOVERNOR AND THE GOVERNOR EACH HAVE TO APPOINT SOMEONE INVOLVED DIRECTLY THIS TERMS OF DAY-TO-DAY ENGAGEMENT ON THE PAYROLL OF A TEXAS COMMUNITY COLLEGE, SO THERE WILL END UP BEING FOUR PEOPLE MINIMUM WITH THAT BACKGROUND.

THERE WILL ALSO LEGISLATURES ON THE COMMISSION AS WELL PLUS SPECIFIED BUSINESS LEADERS FROM AROUND THE STATE.

WE'RE OPTIMISTIC THAT DALLAS WILL GET ONE APPOINTEE SO THERE ARE CONVERSATIONS GOING ON RIGHT NOW AS WE SPEAK, RELATIVE TO THAT APPOINTMENT.

WE HAVE INVESTED A LOT OF TIME, A LOT OF EFFORT, A LOT OF EMOTION TO DO THIS RADICAL TRANSFORMATION THAT'S NOT HAPPENING AT THIS LEVEL AT ANY INSTITUTION OF HIGHER EDUCATION.

MOST INSTITUTIONS OF HIGHER EDUCATION ARE FOLLOWING THE ORGANIZATIONAL STRUCTURE THAT WAS SET A FEW HUNDRED YEARS AGO.

WE'RE NOT IN THAT WORLD TODAY.

IT WAS VERY NECESSARY FOR DALLAS COLLEGE IF WE'RE TRULY TO MEET OUR MISSION OF TRANSFORMING LIVES AND COMMUNITIES THROUGH HIGHER EDUCATION TO MAKE THE CHANGES WE HAVE MADE, THE BOARD IS COMMITTED TO CONTINUE ON THIS PATH AND THEREFORE I STRONGLY SUPPORT THROUGH THE MOTION AND THEN MY VOTE THE NAMING OF DR. LONON AS THE SOUL FINALIST.

I THINK HE WILL DO AN EXCELLENT JOB.

AS DIANA SAID, MORE THAN ANYTHING ELSE, THIS REPRESENTS CONTINUITY OF STRATEGY.
