[2. Certification of Notice Posted for the Meeting]
>> WITH THAT, LET'S MOVE TO OUR COMMITTEE PRESENTATIONS AND ALLOW ME TO TURN IT OVER
[4.1. Academics and Online Futures Presenters: Shawnda Floyd, Terry Di Paolo]
TO DR. FLOYD AND TAKE IT AWAY.WE EXPLORED DELIVERY OF SUCCESS AND WE WILL REFLECT ON HOW WE GOT WHERE WE ARE NOW, EXPLORING HOW WE TRANSFORM FROM A DISTRICT OF SEVEN COLLEGES TO A SINGLE COLLEGE WITH SEVEN ACADEMIC SCHOOLSAND OF RANGE OF AREAS AND WE WILL SHIFT TO TALKING ABOUT ONLINE LEARNING AND I'M EXCITED TO BE JOINED BY TERRY DEPOLO OF E LEARNING AND THE EXPANSION OF ONLINE LEARNING IS A GREAT EXAMPLE OF HOW THE RESTRUCTURING OF DALLAS COLLEGE CREATING OPPORTUNITY TO REFOCUS AND REGION ON WHAT WE HAVE DONE IN THE PAST AND TO BETTER SERVE OR CURRENT STUDENTS AND THE COMMUNITY.
SINCE LAST OCTOBER, TERRY HAS BEEN IN CHARGE OF OUR NEWLY FORMED OFFICE OF ELEARNING AND THAT'S AT THE LACROCY AND HE'S BEEN FOCUSED ON ENHANCEMENT AND EXPANSION FOR OUR DALLAS COLLEGE STUDENTS.
YOU'LL BE HEARING FROM TERRY SHORTLY, BUT WHAT I WANTED TO DO AT THE START OF THIS PRESENTATION IS TO PROVIDE A BRIEF REVIEW.
AND SO MUCH HAS HAPPENED OVER THE LAST FEW MONTHS THAT IT'S IMPORTANT FOR US TO REMEMBER THAT THE TRANSFORMATION FROM A DISTRICT OF SEVEN SEPARATELY ACCREDITED COLLEGES TO A SINGLE DALLAS COLLEGE WAS NOT A SNAP DECISION.
IT'S THANKS TO THE THOUGHTFUL DELIBERATION OF THIS BOARD AND PURPOSEFUL INQUIRY OF THE NEEDS OF OUR DALLAS COLLEGE STUDENTS AND COUNTY THAT WE SIT HERE TODAY WITH THE INSTITUTION THAT IS MUCH CHANGED AND PRIMED FOR FUTURE SUCCESS IN SERVING LOCAL AND REGIONAL NEEDS.
THE OFFICE OF E LEARNING IS CHARGED WITH RE INVIGORATING AND THIS WOULD HAVE BEEN A FANTASY FOR US AND YET, IN LESS THAN A YEAR, WE INTO THIS CONSOLIDATION AND WE
[00:05:07]
HAVE A RANGE OF NEW OPERATIONAL AREAS THAT IN A MATTER OF MONTHS, WE HAVE NOT ONLY STRUCTURED CRITICAL ACTIVITY, BUT WE ARE EMBARKING ON THE FOREFRONT, SERVING THE DIVERSE NEEDS AND SERVING THE DALLAS COUNTY RESIDENTS.>> DR. FLOYD, I WOULD NOTE THAT CHAIR BRAVO HAS JOINED OUR MEETING.
>> IN RECENT MEETINGS, THE BOARD HAS HEARD COLLABORATION OF ACADEMICS, THE SCHOOLS, STUDENT'S SUCCESS AND WORKFORCE AND OPERATIONS.
AND THERE HAS BEEN A LOT TO TAKE IN THOSE PRESENTATIONS, BUT HOPEFULLY, YOU HEARD ABOUT SOME COMMON THEMES CONNECTED TO WHAT WE DO AS A NOW NEWLY TRANSFORMED DALLAS COLLEGE.
ALIGNED WITH THE MISSION AND VISION OF THE BOARD, WE DEVELOP PROGRAMS THAT SERVE REGIONAL DEMAND AND PROVIDE A LIVING WAGE.
WE CREATE PATHWAYS THROUGH PROGRAMS USING CERTIFICATES TO QUICKLY PROVIDE STUDENT'S QUALIFICATIONS AND EMPLOYERS WITH SKILLED EMPLOYEES FOR UPSKILLING AND WE KNOW THAT STUDENT'S SUCCESS DEPENDS ON STUDENT'S COACHING AND WE LOOK AT WAYS TO MEET THE DIVERSE NEEDS OF OUR COMMUNITY AND FINALLY, THE NEEDS OF DALLAS AND THE REGION REQUIRE US TO SCALE OR SOLUTIONS QUICKLY AND EFFECTIVELY AND WE ARE USING LESSONS LEARNED FROM DUAL ENROLLMENT AND INCREASING WORKFORCE TO REFRESH ACTIVITIES LIKE ONLINE LEARNING.
THE LIVING WAGE IS AN ANNUAL ESTIMATE REQUIRED BY HOUSEHOLDS TO BE FINANCIALLY INDEPENDENT FROM AID AND BE FREE OF HOUSING AND FOOD INSECURITY.
AND IT DOES NOT INCLUDE THINGS LIKE ENTERTAINMENT, EATING OUT OR VACATIONS.
THIS IS BASED ON FOOD, UTILITIES, CHILDCARE AND TRANSPORTATION.
IT IS GETTING HARDER AND HARDER FOR MANY TO AFFORD TO LIVE IN DALLAS.
SO WE DO WHAT WE DO BECAUSE MANY OF THE POOREST IN DALLAS COUNTY NEED US TO PROVIDE A BRIDGE TO EMPLOYMENT THAT OFFERS A LIVING WAGE.
AND I HAVE REVIEWED YOUR PRESENTATION AND I DON'T KNOW WHERE TO INTERJECT MY QUESTION.
ONE OF THE THINGS THAT I HAVE OBSERVED AND THAT I'M VERY MOTIVATED ABOUT AND VERY CONCERNED ABOUT IS HOW WE MOVE THIS NEEDLE OF A LIVING WAGE IF WE DON'T FIND AND PUT VERY FRONT OUR INNOVATION OF BRINGING NEW TYPES OF JOBS, DIFFERENT JOBS MORE FUTURISTIC JOBS BECAUSE IF WE DON'T, GETTING MORE PEOPLE AT WORK IS NOT GOING TO DO BUT CREATE LESS UNEMPLOYMENT, IT'S NOT GOING TO MOVE THAT HIGHER PAYING WAGE.
AND SO SOMEWHERE, SOMETIME, HOWEVER IT WORKS FITS INTO YOUR PRESENTATION, I FEEL LIKE WE'VE GOT TO REALLY ACCELERATE AND I MEAN ACCELERATE IN A BIG WAY OUR INNOVATION OF BRINGING DIFFERENT KINDS, NEW JOBS AND DIFFERENT KINDS OF JOBS
[00:10:01]
TO THE REGION.I THINK THAT'S OUR MOST IMPORTANT PRIORITY AND I THINK YOU ALL HAVE DEMONSTRATED THAT IF YOU HAVE A CHALLENGE, YOU'LL ALWAYS STAND UP TO IT AND MAKE IT HAPPEN, BUT WE HAVE TO MAKE IT HAPPEN WITH DIFFERENT INGREDIENTS OR THE END NUMBER WON'T CHANGE.
IMPROVE DON'T KNOW IF I CAN SAY WHAT I MEANT TO SAY, BUT HOPEFULLY YOU GET MY MESSAGE AND I APPRECIATE YOUR COMMENTS ON THIS.
>> I DO GET YOUR MESSAGE, AND I WANT TO SAY, THERE ARE MULTIPLE INNOVATIONS THAT ARE COMING DOWN THE PIKE TO MAKE SURE WE'RE INCREASING INNOVATION AND THAT WILL BE IMMEDIATELY RESPONSIVE TO THE WORKFORCE AND TO THE NEEDS OF CORPORATIONS AND SOME OF THIS WILL COME BY WAY OF EXCHANGE THAT EXPOSE OUR FACULTY MEMBERS TO NEWER AND CURRENT TECHNOLOGIES THAT MAY BE APPLICABLE IN THEIR FIELD AND SOME OF THIS WILL COME INTO PLAY THROUGH SYSTEMATIC REVIEW THAT WE WILL ENGAGE AS ONE COLLEGE TO KNOW WHAT COLLEGE WE SHOULD BE RAMPING UP OR SCALING UP AND WHICH ONES SHOULD BE DUE TO THE SKILLS AND OFFERINGS THAT THEY'RE PROVIDING FOR STUDENTS.
BUT THIS IS ALL POSSIBLE NOW THAT WE'RE ONE COLLEGE TO ENGAGE IN WHAT YOU'RE TALKING ABOUT, THAT SCALE UP.
WE NEEDED TO BE ONE TO BE ABLE TO DO THAT AND NOW THERE ARE MULTIPLE STRATEGIES THAT WILL BE ENGAGED IN AT DIFFERENT LEVELS, INCLUDING WORKING WITH OUR ADVISORY COMMITTEES AND OUR WORKFORCE AREAS TO ENSURE WE'RE GETTING ON THE CUTTING EDGE AND NEW FIELDS OF STUDY THAT WE OFFER PROGRAMS IN TO MAKE SURE WE'RE OFFERING WHAT STUDENTS NEED TO BE RELEVANT IN THE MODERN WORKFORCE.
SO I KNOW THAT'S PRETTY GENERAL, BUT THOSE ARE JUST SOME OF THE HIGH OVERARCHING WAYS THAT WE PLAN TO IMPLEMENT STRATEGIES TO ENSURE THAT WE'RE ON THE FRONTLINES IN THE FUTURE FOR OUR STUDENTS.
I JUST WANT TO MAKE SURE A I BELIEVE IT'S THE CASE, BUT I WANT TO EVERY OPPORTUNITY WE TALK ABOUT THIS, I WANT IT TO BE SOONER THAN LATER.
>> YES, CLIFF, ARE YOU AWARE OF THE MEGAELECTRONICS PROGRAM AT EASTFIELD? THERE WAS AN ARTICLE IN THE DALLAS MORNING NEWS AND I WAS DISAPPOINTED THAT I HAD TO FIND OUT ABOUT IT FROM GROUP.
IT SOUNDS LIKE AN INCREDIBLE PROGRAM.
I DON'T KNOW HOW MANY JOBS THERE ARE AVAILABLE.
>> I DID GET A NICE PRESENTATION WHEN I TOURED EASTFIELD AND IT IS EXACTLY WHAT WE'RE TALKING ABOUT.
WHAT WE'RE REALLY TALKING ABOUT, WE CAN'T DO IT BY OURSELVES.
WE CAN'T HAVE ANY MAGIC STAFF MEMBER WHO WILL MAKE IT HAPPEN.
IT WILL TAKE THOSE PARTNERSHIPS LIKE WITH AMAZON AND DIFFERENT PEOPLE WHO ARE GOING TO RECOGNIZE IT, THAT THEY HAVE CURRENT EMPLOYEES AND THEY WANT TO ELEVATE THEM AND IF THEY CAN ELEVATE THEM, THAT ELEVATES THE LIVING WAGE.
BUT IT HAS TO BE A BETTER AND MORE AGGRESSIVE PARTNERSHIP WITH THE INDUSTRY IS GOING TO BE SECRET.
WE JUST CAN'T BE STRONG ENOUGH OR BRIGHT ENOUGH TO MAKE IT HAPPEN AND SO YOU'VE SPOKEN ABOUT THIS BEFORE.
WHO IN WORKFORCE DEVELOP ARE THE SALES GUYS OUT ON THE STREET OR JOE, I KNOW YOU'RE ON THE STREET A LOT TOUTING THE CAPABILITIES AND YOU DO A GREAT JOB OF DOING THAT.
BUT HE HAS TO HAVE AN ARMY AND HE CAN'T DO IT BY HIMSELF.
AND SOMEHOW, I WANT TO SEE THAT WE HAVE A BUSINESS DEVELOPMENT AND I WANT US TO HAVE PARTNERS FINDING DEVELOPMENT, PARTNERING FOR FUTURE BECAUSE BEING IN THE SOUTHERN SECTOR I'VE BEEN WORKING WE GET MORE WAREHOUSES AND WE GET THE SAME $12 TO $15 AN HOUR WAGE IS THAT WON'T GET A LIVING WAGE.
SO WE HAVE AND I THINK WE HAVE THE CAPABILITY TO BEING THE LEADER IN THIS NEW THING.
AND SO, I APOLOGIZE FOR BEING WORDY.
BUT WHEN YOU DON'T KNOW HOW TO SAY WHAT YOU SAY SOMETIMES, YOU JUST KEEP SAYING IT AND HOPEFULLY, SOMEBODY WILL HELP YOU FURTHER DEFINE IT.
[00:15:03]
I KNOW WE'RE ON THE RIGHT TRACK AND I KNOW IT'S THE RIGHT THING, BUT WE HAVE TO FIND MORE PARTNERS OUT THERE THAT'S GOING TO HELP US GET THERE.>> WE WILL HAVE ONE OF THE PRESIDENTS TALK ABOUT THIS SPECIFICALLY SINCE THAT'S A KEY ROLE, BUT WE ALSO, THEN, HAVE COMPLIMENTING THAT AND A LOT OF LEADERSHIP AND STAFF IN THE AREA AND UNDER WORKFORCE AND SIDE, AS WELL.
THERE'S A BIG PART OF THE STRUCTURAL PROGRAMS IS THE EXPECTATION THAT OUR FACULTY WILL BE DIRECTLY ENGAGED WITH EMPLOYERS AS THEY ARE IN MANY AREAS.
WE STAYED FAR BEHIND THE TREND, AND WE'RE NOT OFFERING PROGRAMS ON THE LIVING WAGE.
I DON'T BELIEVE THAT ENDS UP IN THE TITLE, AND I MAY BE WRONG.
BUT ON THIS LIVING WAGE, DO WE HAVE A METRIC ATTACHED.
AS A BOARD MEMBER, WE HAVE LISTS AND GOALS COMING TO US AND NOTHING TO HELP US UNDERSTAND WHAT'S THE OUTCOME.
THERE'S X NUMBER AND X PERCENTAGE AND WHAT ARE WE SHOOTING FOR VERSUS THE OPEN ENDED STUFF.
>> NO, CHANCELLOR, WHAT I MEAN IS, I'M NOT SURE WHERE WE RANK IN POVERTY RIGHT NOW AND HOW MANY SINGLE ADULTS IN DALLAS COUNTY ARE BELOW LIVING WAGE AND SO WHAT I MEAN IS, X NUMBER OF SINGLE ADULTS IN DALLAS COUNTY THAT COMPLETE THE COURSES WILL HAVE A LIVING WAGE JOB AND X NUMBER, FAMILY, ET CETERA AND WHAT ARE WE WORKING TOWARDS.
IF WE LEAVE IT OPEN ENDED, WE'RE HAPPY BECAUSE WE DIDN'T DEFINE IT, AND THAT'S WHAT I'M TALKING ABOUT.
IT'S THE SAME THING FOR SLIDE TWO.
>> I'M SURE THERE'S A LOT MORE IN THERE, BUT, AGAIN, THERE'S NO METRICS.
AND EACH TIME A PRESENTATION IS MADE TO US, IT'S OPEN ENDED AND OPEN ENDED.
I AS A POLICY MAKER, WE'RE ON THE RIGHT TRACK AND REALISTIC AND THIS IS DOABLE AND I HAVE NO WAY TO GAUGE.
>> AND THAT POINT IS FAIRLY TAKEN, TRUSTEE, FLOREZ AND WE WILL ADD THAT BRINGING SPECIFIC PROGRAMS FORWARD, THAT WE'RE PRESENTING TO THE BOARD AND ENGAGING WITH THE COMMUNITY IN THIS NEW WAY.
PART OF WHAT WE'RE DOING WITH TODAY IS MAKING SURE THAT WE DEFINE AGAIN HOW WE GOT WHERE WE ARE TODAY, OUTLINING OUR ONE COLLEGE WITH THE SEVEN SCHOOLS AND HOW THEY'RE ALIGNED ACROSS CAMPUSES AND WE GO INTO AN ELEARNING PRESENTATION.
AS WE BRING THIS FORWARD, THEY CAN SPECIFICALLY IDENTIFY THEIR GOALS FOR THEIR SCHOOLS IN TERMS OF PERHAPS, STUDENT COMPLETION AND WE'RE VERY CONFIDENT THAT ANY STUDENT WHO COMPLETES THE PROGRAM WITH US MOVES INTO A LIVING WAGE JOB AND IT'S IMPORTANT TO MAKE THE CHANGES AND WE MAKE SURE WE IDENTIFY IT WITH SPECIFIC MATRIX INTO THE PROGRAMS. RIGHT NOW, THIS IS A HIGH LEVEL OVERVIEW AND HOW WE'RE ORGANIZED AND OPERATING
[00:20:02]
CURRENTLY AND WHY WE PERFORM THIS WAY.THERE WERE QUESTIONS THAT AROSE ABOUT THE SEVEN SCHOOLS AND HOW WE'RE ORGANIZED.
>> JUST TO GO ON WITH THE PRESENTATION BECAUSE WHAT PEOPLE WILL SEE IS A DYNAMIC PROCESS IN WAYS WE COULD NOT HAVE IMAGINED BEFORE.
YOU'LL GET A BIGGER PICTURE AND WE CAN COME BACK AND ANSWER QUESTIONS AT THE END.
>> PHIL, LET ME ASK A QUESTION.
I WOULD LIKE TO SEE US AS TRUSTEES INVEST TIME OTHER THAN THIS ON THIS DAY OF THE MONTH.
>> I WOULD LIKE TO SEE US SCHEDULING AND I THINK WE HAVE TO HAVE MORE THAN THAT AND MAYBE IT'S JUST ME, BUT I FEEL LIKE WE NEED TO DO MORE.
AND ONE OF THE THINGS WE CAN LOOK AT DOING, TOO, IS GOING BACK AND IN LIGHT OF THE NEW STRUCTURE AND HAVING SOME COLLECTIVE BOARD SESSIONS LIKE WE DID AND DIVING INTO SOME OF THESE AREAS.
LET ME TALK TO THE CHAIR ABOUT THAT.
BUT YOU THINK THE COMMENTS RELEVANT BEYOND THIS COMMITTEE AND WE OUGHT TO CONSIDER IT.
>> I AGREE WITH TRUSTEE BOYD AND THAT'S FOR THE CHAIR, BUT AS WE'RE GETTING MORE AND MORE DOWN THIS TRANSFORMATION SIDE AND MORE AND MORE TO HAVE STUDENTS EXIT SUCCESSFULLY WITH US, WE NEED TO DO IT MORE THAN JUST A ONE HOUR COMMITTEE MEETING.
AND I'M IN WITH TRUSTEE BOYD ON THAT.
>> OK, WE'LL LOOK INTO THAT AND I PROMISE YOU'LL GET SOME GOOD INFORMATION.
WE'LL GO ONTO THE NEXT SLIDE WHERE WE HAVE A TIMELINE.
SO IN THE FALL OF 2016, WE WERE SELECTED TO BE ONE OF THE FIRST COMMUNITY COLLEGES IN TEXAS TO TAKE A PART IN THIS STATE GOODED PATHWAYS TO THE SUCCESS INITIATIVES WERE CONNECT COLLEGES TO K 12 AND EMPLOYERS.
THROUGH A MAJOR CONSULTATIONS WITH ALL EMPLOYEES, WE LANDED ON SEVEN CAREER PATHS IN APRIL OF 2017.
AND YOU MENTION GUIDED PATHWAYS, BECAUSE THIS WAS THE BEGINNING OF WORK THAT WOULD EVOLVE IN THE SEVEN SCHOOLS WE NOW KNOW.
IN THE SAME AREA, GUIDED PATHWAYS BECAME INTEGRATED INTO THE BOARD'S STRATEGIC PRIORITIES AND WORK COMMENCED ON REFRAMING OUR PROGRAMS AND OUR CURRICULUM IN TERMS OF CAREER PATHS AND GUIDED PATHWAYS.
THE WORK OF GOODED PATHWAYS ALSO FEATURED IN THE EDUCATIONAL PLAN IN MARCH OF 2019 AND THE BOARD WAS PRESENTED WITH A REGIONAL ANALYSIS THAT ALIGNED NEEDS WITH THE SEVEN GPS CAREER PATHS AND THE NEED TO TRANSFORM AROUND PATHWAYS THAT SERVE REGIONAL EMPLOYMENT NEEDS WAS CENTRAL TO OUR CONVERSATION ABOUT CONSOLIDATION IN AUGUST OF 2019.
AND GUIDED PATHWAYS AND THE EDUCATIONAL PLAN FOCUSED NOT JUST ON REORGANIZATION BUT HOW TO BEST SERVE LOCAL EMPLOYER NEEDS AND ENSURE STUDENT SUCCESS.
WE BEGAN 2020 JUST BEFORE THE PANDEMIC WITH THE BOARD APPROVING A NEW OPERATIONAL STRUCTURE AND PROGRAM OFFERINGS UNDER SEVEN SCHOOLS, ALIGNED TO THE OUTCOMES OF THE GUIDED PATHWAY'S WORK AND EDUCATIONAL PLAN.
AND SUBMITTING THESE OPERATIONAL CHANGES TO OUR ACCREDITOR WITH THE SITE AND THEIR SUBSEQUENT REPORTING, THE TEAM STATED, IT WAS CLEAR TO THEM, WE UNDERTOOK THE TASK OF CONSOLIDATION TO BETTER THE EDUCATIONAL EXPERIENCE FOR OUR STUDENTS, EMPLOYEES AND THE ENTIRE DALLAS COUNTY COMMUNITY.
FOR THIS REASON, THE COMMITTEE ISSUED NO RECOMMENDATIONS FULLY ENDORSING OUR SUBSTANTIVE CHANGE TO A SINGLE DALLAS COLLEGE.
[00:25:02]
BEING IN REGULAR TOUCH WITH COLLEAGUES AND LEADERS ACROSS THE STATE AND NATION, THERE'S ONE QUESTION I GET ASKED, WHAT'S GOING ON WITH DALLAS COLLEGE? IT'S NO SECRET THAT WE HAVE UNDERGONE MONUMENTAL CHANGE AND THE BEST WAY I FIND TO RESPONSE TO THE QUESTION IS TO TALK ABOUT THE OLD WORLD OF D TRIPLE DC AND IN THE WORLD WORLD, COLLEGES WERE SEPARATELY ACCREDITED AND THIS PRESENTED AN OBSTACLE.IN THE NEW WORLD, DALLAS COLLEGE IS ONE COLLEGE, REMOVING OBSTACLES AND OUR COLLEGES ARE NOW CAMPUSES.
IN THE OLD WORLD, ACADEMICS WERE DIFFERENT AT EACH COLLEGE AND WE SILOED CREDIT AND NONCREDIT OFFERINGS.
WE NOW HAVE SEVEN ACADEMIC SCHOOLS, EACH WITH A PRESENCE ON OUR CAMPUSES.
AND IN EACH SCHOOL, THERE IS A STRONG SET OF PATHWAYS THAT IS BEING CREATED BETWEEN NONCREDIT AND CREDIT PROGRAM OFFERINGS AND WE REMOVE THAT SILO.
IN THE OLD WORLD, LEADERSHIP REPORTING TO PRESIDENTS WAS DIFFERENT AT EACH OF THE COLLEGES.
IN THE NEW WORLD, PRESIDENTS FOCUS ON UNDERSTANDING LOCAL AND REGIONAL NEEDS AND PARTNER WITH NEW LEADERSHIP ACROSS SCHOOLS, WORKFORCE AND STUDENT SUCCESS TO ADDRESS NEEDS THROUGH QUALITY EDUCATION.
FINALLY, AND THIS MIGHT BE THE BIGGEST CHANGE, WE HAVE GONE FROM SEVEN COLLEGES THAT COMPETED FOR PROGRAMS, STUDENTS AND RESOURCES TO BEING COLLABORATIVE AND COOPERATIVE ACROSS OPERATIONS.
ALL OF OUR CAMPUSES, BOTH LEADERS AND TEAMS ARE FOCUSED ON THE DIVERSE NEEDS OF OUR COMMUNITY AND CREATING FUTURES FOR SO MANY OF THE POOREST IN DALLAS COUNTY.
THIS SLIDE USED THE ACADEMIC AFFAIR'S SPACE AND ACADEMICS IS A VIBRANTS SPACE TRANSFORMED INTENTIONALLY WITH INDUSTRY NEEDS AND EACH OF THE SCHOOLS HAS A PRESENCE AT EACH OF THE CAMPUSES.
AND IN ADDITION TO THE SCHOOLS, WE HAVE THE ACADEMIC AREAS THAT SUPPORT ACADEMICS AND ACADEMY SERVICES, EDUCATIONAL PARTNERSHIPS AND ELEARNING.
THERE ARE EVOLVING PARTNERSHIPS WITH WORKFORCE, TECHNOLOGY AND MARKETING.
WE WORK TOGETHER SO WELL BECAUSE WE ALL WANT THE SAME THING TO HELP OUR COMMUNITY SUCCEED.
THESE ROLES IN DALLAS COLLEGE ARE A DEPARTURE FROM SIMILAR ROLES IN THE OLD WORLD OF D TRIPLE DC.
>> IS THE SCHOOL OF ENGINEER AND TECHNOLOGY, IS THAT WHAT EVERYBODY ELSE REFERS TO AS STEM? BECAUSE WITH PUT DIFFERENT NAMES FIRST AND IS THERE A REASON?
>> MANY REFER TO THIS AS STEM? WE WENT THROUGH MULTIPLE CONVERSATIONS AND THIS WAS ALL CONSOLIDATING TO ONE COLLEGE AND CREATING THE SEVEN SCHOOLS AND WE SETTLED ON THE ENGINEERING TECHNOLOGY, MATHEMATICS AND SCIENCE AND WANTING TO HIGHLIGHT PROGRAMS THAT HERETOFOREWE HADN'T FOCUSED ON BUT WERE GYMS AND IN THOSE AREAS THAT WE FELT LIKE WE COULD BOLSTER MOST WITH THE CREDIT TO NO CREDIT PATHWAYS.
>> AND IT JUST SEEMS CONFUSING TO ME FOR SOMEBODY THAT'S NOT BEEN INVOLVED, BUT WHEN I IF I'M A STUDENT LOOKING AT THIS AND READING ABOUT THAT, THEY LIVE IN THE WORLD OF STEM AND THAT IS MY ONLY REASON FOR ASKING.
>> IT'S CALLED DIFFERENT THINGS BY DIFFERENT PEOPLE IN DIFFERENT INSTITUTIONS.
STEAM, STEAM, SO FORTH, BUT YOU THINK THIS IS A BIT MORE BROADER, ISN'T IT, DR. FLOYD, THAN JUST STEM? YOU HAVE SCIENCES AND OTHER THINGS, TOO?
>> LIKE TRUSTEE RITTER SAID, WE WANTED TO HIGHLIGHT THE PROGRAMMING WE KNEW WE WOULD PROMOTE IN THE NONCREDIT TO CREDIT PATH AND DEPENDING, WE WANTED THE FULL BREADTH OF WHAT ENGINEERING TECHNOLOGY, MATHEMATICS AND SCIENCE OFFERS, WHICH IS EXHAUSTIVE AND TENDS TO GIVE STUFF WITH JUST MATH AND SCIENCE IN THE STEM ROUTE.
[00:30:09]
>> DR. FLOYD, YOU HAD A SLIDE EARLIER AND TALKED ABOUT WHAT'S DIFFERENT.
WHAT IT IS AND ISN'T AND TAKE ONE OF THESE SCHOOLS.
YOU PICK ONE, HEALTHCARE, STEM WHATEVER YOU WANT.
WHAT'S DIFFERENT AT A SCHOOL COMPARED TO THE WAY IT WAS DONE BEFORE?
>> WHAT YOU'LL FIND FUNDAMENTALLY DIFFERENT IN ALL OF THE SCHOOLS IS WHAT WE TALKED ABOUT, WITH THE SILO BUSTED DOWN BETWEEN CREDIT AND NONCREDIT, I DON'T THINK THAT COULD BE OVEREMPHASIZED BECAUSE IT'S DONE DIFFERENTLY ELSEWHERE AND IT'S THE WRONG WAY TO GO ABOUT IT.
THOSE PATHS HAVE TRADITIONALLY EXISTED ON TWO DIFFERENT RAILROAD TRACKS, NEVER INTERSECTING OR CROSSING AND WE'RE CREATING AND IT'S JUST UNHEARD OF AND I WOULD LIKE TO HIGHLIGHT THAT FOR ALL SCHOOLS AND I DON'T KNOW IF PIPER WANT TO ADD ANYTHING.
WE WORK CLOSELY IN THIS PERSPECTIVE.
THEY WANT TO KNOW, HOW DO YOU DO THE CREDIT TO NONCREDIT.
ALSO THE VISION FOR HAVING AN INCUBATOR IN OUR STRUCTURE AND THE WAY WE'RE SET UP AND THAT WILL COME UP, I THINK, IN THE NEXT SLIDE.
OUR ACADEMIC INCUBATOR IS A SPACE TO HAVE FACULTY MEMBERS WORK AND MEMBERS OF THE CORPORATE COMMUNITY AND OTHER COMMUNITY PARTNERS COME IN TO TALK ABOUT WHAT'S NEEDED, THE SKILLS THAT ARE LACKING IN STUDENTS OR IN THEIR WORKFORCE SO WE CAN DEVELOP PROGRAMMING AROUND THAT TO BE RESPONSIVE SO THE COMMUNITY IS GETTING WHAT THEY NEED, BUT OUR STUDENTS ARE GETTING WHAT THEY NEED, AS WELL.
>> WOULD THE EXAMPLE LIKE THE SCHOOL OF HEALTH SCIENCES, WOULD THAT BE A GOOD EXAMPLE TO BE VERY CLEAR, AN EMS, A PARAMEDIC AND A NURSE, WHERE YOU COULD STOP AT ANY LEVEL, BUT YOU CONTINUE ONTO GET THE WHOLE PROGRAM?
>> YES, THIS IS A GOOD EXAMPLE AND EVEN WITH US NOW MOVING TOWARDS OFFERING A BACCALAUREATE, STUDENTS COULD START AND A CERTIFICATE OR NONCERTIFICATE PROGRAM, BUT AS THEY SKILL UP OR BECOME MORE INTERESTED AND CONTINUE ON BEYOND THOSE PATHS.
>> MY PERCEPTION IS THAT IN EACH OF THE COLLEGES, THERE'S A DIFFERENT SET OF EXPECTATIONS THAT YOU'RE TRYING TO BUILD, RIGHT? AND THE DIFFERENT SETS OF PROCESSES WITHIN THE COLLEGE THAT YOU'RE CREATING AND IT STARTS WITH A MUCH DEEPER UNDERSTANDING THROUGH DATA OF WHAT'S GOING ON IN THE MARKETPLACE AND ALSO AN EXPECTATION THAT THERE WILL BE, YOU KNOW, DEEP AND CLOSE RELATIONSHIPS WITH INDUSTRY PARTNERS THAT WEREN'T NECESSARILY, YOU KNOW, IN PLACE TO THE DEGREE THAT THEY COULD HAVE BEEN IN THE PAST AND THEN, WITH THAT, YOU'RE TRYING TO YOU'RE COMMITTED, I BELIEVE, TO A MUCH MORE RIGOROUS SET OF CLASSROOM AND PROGRAM INSTRUCTION, BOTH CREDIT AND NONCREDIT AND MAKING THE HARD DECISIONS ABOUT WHAT DO WE NEED THAT WE DON'T HAVE OUR NEED ANY MORE AND DEPLOYING YOUR RESOURCES MORE EFFECTIVELY WHERE STUDENTS CAN GET JOBS THAT WILL DRIVE HIGHER LIVING WAGES AND THIS IS A MUCH MORE DYNAMIC PROCESS THAT WOULDN'T HAVE BEEN POSSIBLE IN A SEPARATE COLLEGE MODEL AND THE LEVEL OF COLLABORATION IS TAKING BETWEEN YOU AS AN ACADEMIC LEADER AND PIPER AS THE
[00:35:21]
POINT PERSON AS THE COMMITTEE RELATIONSHIPS AND THE DATA.AND THEN THERE'S BEATRIX TO COUNSEL ALL OF THESE KIDS.
THIS IS A WHOLE DIFFERENT WORLD.
>> THAT IS DEFINITELY RIGHT AND THIS IS A DIFFERENT WORLD.
IT'S IMPORTANT TO REVIEW IT AGAIN, BUT IT'S SOMETHING YOU SAID THAT STUCK WITH ME IS THE RELATIONSHIPS.
WE'RE BUILDING RELATIONSHIPS AT EVERY LEVEL, INTERNALLY, EXTERNALLY AND MAKING THEM MEANINGFUL AND WE'RE MAKING SURE TO PROVIDE COLLECTIVELY WHAT WE NEED TO AS A COMMUNITY FOR OUR STUDENTS AND THEN FOR THE COMMUNITY AT LARGE, ALL OF DALLAS COUNTY.
>> YOU'RE WELCOME AND WE CAN MOVE TO THE NEXT SLIDE, THE SCHOOL'S LEADERSHIP.
AND SO THIS SLIDE REVIEWS OUR SCHOOL'S LEADERSHIP AND IN HERE, WE HAVE THE VICE PROVOST OF THE PROGRAMS AND THEIR RESPECTIVE SCHOOLS AND THEY SERVE AS ADVOCATES FOR STUDENTS, FACULTY, COMMUNITY MEMBERS, LOCAL BUSINESS AND INDUSTRY.
AND EACH VICE PROVOST IS EXPECTED TO ACTIVELY ENGAGE WITH EXPECT AND EMPLOYEE PARTNERS AND FOR THE PURPOSE OF CREATING NEW PARTNERSHIPS, RESPONSIVE PROGRAMS AND REVENUE OPPORTUNITIES.
CHAIRS ARE EXPECTED TO OVERSEE HIGH QUALITY INSTRUCTION, AND TAKE THE PRIMARY FUNCTIONS OF PROGRAM.
BEYOND THE SEVEN SCHOOLS, ACADEMICS INCLUDE ACADEMY SERVICES, EDUCATION OF PARTNERSHIPS AND ELEARNING.
AND THESE AREAS ARE DESIGNED TO CONTRIBUTE TO THE SUCCESS OF STUDENTS AND SUPPORT INNOVATION IN THE ACADEMIC SPACE.
LEAD BY THE PROVOST, DR. GREG MORRIS, THIS IS THE HUB OF SUPPORT IN INNOVATION ACROSS A RANGE OF DIFFERENT AREAS AND THE ACADEMIC INCUBATOR, CENTER FOR EXCELLENCE IN TEACHING AND LEARNING, CURRICULUM ASSESSMENT AND PORTFOLIO MANAGEMENT, COMPLIANCE AND LEARNING.
EDUCATIONAL PARTNERSHIPS WORKS WITH OVER 250 HIGH SCHOOLS TO OFFER DUAL CREDIT, ETECH AND EARLY COLLEGE HIGH SCHOOLS.
THE OFFICE OF ELEARNING IS DEDICATED TO PARTNERSHIP ACROSS THE DALLAS COLLEGE.
ELEARNING, ONLINE LEARNING AND DIGITAL TOOLS BECAME A PART OF THE PANDEMIC'S NEW NORMAL AND MANY OF OUR STUDENTS DISCOVERED THAT LEARNING ONLINE IS LEARNING ON CAMPUS.
TEACHING ONLINE IS NOT EASIER THAN TEACHING IN A TRADITIONAL CLASSROOM.
WORKING CLOSERY WITH ACADEMIC SERVICES, ELEARNING STRATEGY IS FOCUSED ON THE DEVELOPMENT AND EXPANSION OF ONLINE PROGRAMS AND THE PROGRAM WITH THE SCHOOLS, THE ENHANCEMENT OF THE STUDENT EXPERIENCE ONLINE AND THE ENHANCEMENT OF ONLINE LEARNING AND TEACHING.
AT THIS TIME, DR. DEPOLLO WILL TAKE OVER AS HE DEVELOPS THE ELEARNING ENTERPRISE.
I JOINED THE UNITED KINGDOM, I WAS AN ACADEMIC AT THE OPEN UNIVERSITY, WHICH IS A PIONEERING IN LEADING INSTITUTION ACROSS THE WORLD AND MY OWN QUAKERS WAS TEACHING IN SOCIAL SCIENCES AND A TEACHER BEFORE I BECAME AN ADMINISTRATOR AND I HAVE WORKED AT DALLAS COLLEGE FOR SEVEN YEARS AND I HAVE OCCUPIED AS A DEAN OF DISTANCE LEARNING AND TWO YEARS BEFORE MY PRESENT ROLE AND I WAS EXECUTIVE DIRECTOR OF ACADEMIC AFFAIRS AND STUDENT SUCCESS AND MY BACKGROUND LIES IN ACADEMICS CURRICULUM.
[00:40:03]
>> SO THE OFFICE OF ELEARNING WAS ADVANCING THE WORK OF DALLAS COLLEGE AS A NATIONAL LEADER AND PIONEER AND TECHNOLOGY AND DISTANCED LEARNING.
THIS GOES BACK TO 1972 AND PIONEERING WORK ON TELEVISED INSTRUCTIONAL COURSES OR TELECOURSES FOR SHORT.
THE TELECOURSES GAINED NATIONAL ACCLAIM AND THE GROWTH WITH THE TELECOURSES LEAD TO THE CENTER FOR TELECOMMUNICATIONS IN 1991.
AND THE CENTER WAS NAMED AFTER ONE OF OUR CHANCELORS AND IT IS SITUATED ADJACENT TO THE RICHLAND CAMPUS.
IT WAS BUILT WITH STATE OF THE START STUDIOS AND SHAPING DISTANCES AND HIGHER EDUCATION AND NOT ONLY IN DALLAS AND TEXAS BUT ACROSS THE U.S.
SO WE CONTINUE TO BUILD ON THAT LEGACY.
THE CENTER IS STILL THE HOME OF ONLINE LEARNING AND NOW ALSO HOUSES TEAMS FROM ACROSS THE SERVICES AND TECHNOLOGY.
AND APPROXIMATELY 100 EMPLOYEES OCCUPY THE BUILDING IN SEVEN SCHOOLS AND WHILE THE OPERATIONS WITHIN THE LACROY CENTER HAS EVOLVED, THE MISSION REMAINS UNCHANGED AND THAT IS ADVANCING EDUCATION THROUGH TECHNOLOGY, INNOVATION AND COLLABORATION, A MISSION MORE RELEVANT TODAY.
THE OFFICE OF ELEARNING AT LACROY COMPROMISES GREAT SERVICES, MOTION GRAPHICS, DIGITAL PRINTS, AS WELL AS LIVE AND VIRTUAL EVENTS.
WE SERVE IN ACADEMIC PROGRAMS ACROSS DALLAS COLLEGES.
WE ENGAGE ONLINE, NOT JUST THROUGH THE WEB PAGES, BUT EXPLORE NEW WAYS TO REACH AUDIENCES ON TIKTOK AND INSTAGRAM.
ONLINE PROGRAM DEVELOPMENT TEAMS ARE NOT JUST WITH SCHOOLS, BUT WITH THE ACADEMIC INCUBATOR AND A HOST OF OTHER OPERATIONAL AREAS TO RAPIDLY CREATE AND DELIVER HIGH QUALITY ONLINE PROGRAMS. AND FINALLY, THE ONLINE EFFECTIVENESS AND ADVANCEMENT TEAM FOCUSING ON THE DESIGN OF ONLINE CLASSES AND ONLINE TEACHING PRACTICES AND THE STUDENT EXPERIENCE.
THIS IS AN AREA DESIGNED TO LOOK AT WHAT'S HAPPENING WITH ONLINE LEARNING AND TO THEM WITH SCHOOLS AND OTHER OPERATIONAL AREAS ON HOW WE CAN ADVANCE THE EXPERIENCE OF THE STUDENTS.
AND THE TEAM AT LACROY HAVE IMPLEMENTED A RANGE OF SERVICE TO STUDENTS, FACULTY AND DALLAS COLLEGE.
THE INTENTION IS NOT TO GO THROUGH THIS, BUT TO SIGNAL THE DALLAS COLLEGE PROVIDED THE OPPORTUNITY FOR US TO GO TO NEW FOUNDATION FOR INNOVATION FOR ONLINE LEARNING TEACHING.
THE PIECE I'M PROUDEST OF IS THE INTERNSHIP AND THE FIRST OF ITS KIND OF THE DALLAS COLLEGE AND BEGINNING IN THE FALL, WE'LL BE TAKING STUDENTS FROM OUR OWN TECHNOLOGY PROGRAM AND EMBEDDING THIS AS A PART OF THE CREATIVE TEAM AND IN DOING SO, STUDENTS BENEFIT FROM THE EXPERIENCE OF OUR CREATIVE TEAM AND WE LEARN FROM THEM AS OUR STUDENTS.
THIS SLIDE IS MY TAKE ON THE KEY CURRENT TRENDS INTENDED TO PROVIDE A CONTEXT TO THE TRANSFORMATION AND EXPANSION AT DALLAS COLLEGE WHICH I'LL COVER IN A FEW MINUTES.
OVER THE LAST DECADE, ENROLLMENT IN ONLINE DISTANCED LEARNING ACROSS THE U.S.
THE MOST RECENT DATA AVAILABLE FROM THE NATIONAL CENTER OF STATISTICS COMES FROM 2018.
SO IN 2018, 1 3 UNDERGRADUATE STUDENTS ACROSS THE U.S.
IN 2018, 1 10 UNDERGRADUATE STUDENTS WERE TAKING ONLINE COURSES.
AND SO, IT'S NOT SURPRISING WE SEE GROWTH IN THE NUMBER OF COLLEGES AND UNIVERSITIES OFFERING ONLINE PROGRAMS AND COURSES.
THERE'S ALSO INCREASING COMPETITION FROM BUSINESSES LIKE MICROSOFT, THE GREAT COURSES OFFERING THEIR OWN PROGRAMS AND NOT ONLY ARE THE PROVIDERS, BUT SO ARE THE CONSUMERS AND NOT ONLY DO WE HAVE THEIR OWN STUDIES, BUT THEY ARE SEEKING PARTNERSHIPS WITH INSTITUTIONS TO ADVANCE AND RETAIN THE WORKFORCE.
IN BOTH CASES, INDIVIDUAL STUDENTS AND EMPLOYER ARE NOW SEEKING FLEXIBLE, LOW
[00:45:06]
COST, STACKABLE BATCHES THAT TAKE MINIMAL TIME TO COMPLETE.AND THE FINAL TREND ON THIS SLIDE RELATES TO QUALITY.
THE PANDEMIC QUICKLY SPARKED A CONVERSATION ABOUT THE QUALITY OF ONLINE COURSES AND TEACHING.
FOR SOME, THE CONVENIENCE OF ONLINE EDUCATION BECAME QUICKLY APPARENT AND THEY THRIVED BEING ONLINE AND FOR OTHERS, TECHNOLOGY ACCESS ISSUES COUPLED WITH KEEPING THEMSELVES ON TRACK WITH ONLINE STUDIES PRESENTED REAL CHALLENGES.
THE BIGGEST ISSUE APPEARED TO BE ENGAGEMENT.
WE'VE KNOWN ABOUT THE IMPORTANCE OF ENGAGEMENT IN ONLINE LEARNING SINCE THE START OF ONLINE LEARNING IN THE 1990S.
IF STUDENTS DON'T FIND THE CONTENT ENGAGING, IF THEY ARE NOT ABLE TO ENGAGE WITH OTHER STUDENTS MEANINGFUL OR UNABLE TO ENGAGE WITH THEIR INSTRUCTOR, THEY'RE NOT JUST DISSATISFIED, THEY'RE UNLIKELY TO LEARN AND SUCCEED.
AND SO, HAVING TALKED ABOUT THE NATIONAL CONTEXT OF ONLINE LEARNING, I WANT TO DIVE BRIEFLY INTO ONLINE LEARNING AT DALLAS COLLEGE.
WHAT DOES ONLINE LEARNING LOOK LIKE AT DALLAS COLLEGE? ACROSS OUR PROGRAMS THIS FALL, WE'RE OFFERING FOUR MODALITIES, AND FACE TO FACE REQUIRES THE LEAST EXPLANATION.
THEY HAVE TEACHING SPACE ON A REGULAR SCHEDULE WHERE THEY MEET WITH THEIR INSTRUCTOR AND A HYBRID MEETS FACE TO FACE IN A CLASSROOM FOR A PORTION OF THE WEEK, THEY ARE REQUIRED TO STUDY ONLINE AND COMPLETING ONLINE ASSIGNMENTS.
AND IN AN ONLINE CLASS OR FULLY ONLINE CLASS, MOST, IF NOT ALL, WILL TAKE PLACE ONLINE AND THE STUDENTS HAVE AN ASSIGNED INSTRUCTOR WHO GETS A SCHEDULE AND FOLLOW IT EACH WEEK AND IT WILL FEATURE READING ASSIGNMENTS AND GROUP DISCUSSION AND GRADING ASSIGNMENTS AND IT SUPPORTS THE ASSIGNMENTS AND ENGAGES AS NEEDED.
THERE ARE NO SCHEDULED MEETING TIMES AND ALL OF THE ENGAGEMENTS BETWEEN STUDENTS AND INSTRUCTOR OCCUR WE'VE HEARD FROM A NUMBER OF INSTRUCTORS FROM ONLINE MEETING TIMES.
THEY HAVE TO ATTEND LEAD BY THEIR INSTRUCTOR.
AND REMEMBER THE NATIONAL STATISTICS STUDYING ONLINE WHERE 1 3 TOOK AN ONLINE COURSE AND 1 10 STUDIED ONLINE IN 2018? IF WE WERE TO LOOK AT THE DATA PRIOR TO THE PANDEMIC, FROM MAY AND SPRING SEMESTERS, WE FIND 40% STUDIED FACE TO FACE AND 20% STUDIED ONLINE AND THERE WILL BE ONE ONLINE COURSE AND TO GIVE YOU A SENSE OF SCALE, IN 2018 AND '19, ROUGHLY 45,000 STUDENTS ONLY TOOK FACE TO FACE AND 38,000 TOOK ONLINE CLASSES.
>> ARE THESE ARE STUDENTS OR YOU'RE TALKING ABOUT THE OVERALL POPULATION ACROSS THE NATION?
>> SO WHEN WE WERE SHUT DOWN, THERE WERE FACE TO FACE?
>> I WAS TALKING ABOUT STATISTICS PRE PANDEMIC.
>> SO ANOTHER QUESTION FOR YOU, WHAT ARE YOU DOING TO ASSURE THAT THOSE STUDENTS THAT ARE TAKING ONLINE HAVE THE BEST EXPERIENCE POSSIBLE IN TERMS OF THE DELIVERY AND CONTENT AND PERSISTENCE? THOSE WHO TAKE ONLINE COURSES DO NOT PERSIST AS THOSE PERSON TO PERSON?
>> SO THERE ARE PIECES ABOUT THE QUALITY OF ONLINE LEARNING AND TEACHING AND ONE OF THE THINGS WE WORKED ON DURING THE PANDEMIC WAS CREATING COURSES AND
[00:50:15]
TRAINING TO ASSIST OUR FACULTY IS WE'RE BUILDING ON THAT WORK TO CREATE THIS CULTURE OF ONGOING PROFESSIONAL DEVELOPMENT AROUND TEACHING AND FACE TO FACE, AS WELL STUDENTS AROUND THAT POINT, YES, THERE IS A GAP BETWEEN ONLINE AND FACE TO FACE.>> JUST LIKE YOU MONITOR SUCCESS IN THE FACE TO FACE.
>> TERRY, DESCRIBE A LITTLE BIT WHAT'S GOING ON WITHIN OUR REGION AND WITHIN OUR STATE ON KIND OF INTERINSTITUTIONAL COOPERATION.
YOU LOOK AT WHAT'S DRIVING IMPROVEMENT IN EDUCATIONAL OUTCOMES IN OUR COMMUNITY AND THERE'S NO GREATER ACCELERANT THAN THE EARLY COLLEGE HIGH SCHOOL, ET CETERA.
THEY OWNED A TRANSMISSION THAT WAS WIRELESS AND WENT AWAY ONCE BROADBAND HAPPENED BECAUSE THERE WAS AN ABILITY AS OPPOSED TO A DEDICATED NETWORK.
DO YOU SEE OPPORTUNITIES FOR COOPING WITH OTHER INSTITUTIONS TO DELIVER THAT WOULD BE OF VALUE TO OUR STUDENTS AND PROGRESS BEYOND DALLAS COLLEGE AND UPPER DIVISION AND INTO THE WORKPLACE?
ONE OF THE THINGS THAT'S REINVIGORATED THIS, BECAUSE TALKING ABOUT REFLECTING ON PAST INITIATIVES, AND I THINK THEY CONTINUED FOR YOU WHILE, BUT THEY NEEDED TO BE REPLACED OR REVISITED.
AND IN THE LAST YEAR OR SO, THE THCB HAS ESTABLISHED A NEW OFFICE AROUND DIGITAL LEARNING.
AND ONE OF THE THINGS BROUGHT TOGETHER BY THE THCH, IS, IN FACT, WE'RE PARTNERS, IS TO WORK AROUND THE SHARED OPEN EDUCATIONAL RESOURCES AND WE'RE A TECHNICAL ASSISTANCE PARTNER WITH A MAJOR GRANT IN STATE LEAD BY THE THCB IN CREATING CONTENTS THAT WILL BE SHARED ACROSS INSTITUTIONS.
AND THE OTHER THING, AS WELL, IS WORK THAT'S BEING LEAD BY THE THCB IN PARTNERSHIP WITH OTHERS IS ABOUT CREATING A REPOSITORY OF COURSE ENROLLMENT.
SO ESSENTIALLY, CREATING THE OPPORTUNITY FOR SMALLER COLLEGES THAT MAY HAVE SMALL NUMBER OF STUDENTS WANTING TO KIND OF COMPLETE THEIR PROGRAMS, GETTING THEM INTO BIGGER URBAN INSTITUTIONS TO ALLOW THEM TO COMPLETE THEIR PROGRAMS ONLINE.
SO THERE'S WORK HAPPENING IN DIFFERENT AREAS, BUT VERY MUCH THERE'S A BURGEONING CONVERSATION ABOUT TWO AND FOUR YEAR.
>> THE BOARD IS TRYING TO FACILITY ONLINE COURSEWORK AMONG INSTITUTIONS, IS THAT WHAT YOU'RE DESCRIBING? SO THEY COULD TAKE IT, BUT WITHOUT LITTLE FRICTION AND VICE VERSA?
>> AND IT'S ONGOING WORK AND THE OTHER THING, THOUGH, THE OER PIECE IS WHERE THERE'S FURTILE WORK AND THAT'S WHAT THEY SHARE IN WAYS THAT ARE PACKAGED THAT CAN BE EASILY

IMPLEMENTED INTO THEIR CLASSES.>> AND SO, ON THIS SLIDE, I WANT TO TALK ABOUT TRANSFORMING ONLINE AND I WANTED TO BORROW FLOYD'S IDEA AND TRANSFORMING THIS IN DALLAS COLLEGE.
THIS IS TIED TO EMPLOYMENT AND PARTNERSHIP WITH SCHOOLS AND IN THE PAST, STUDENTS COMPLETE ONLINE PROGRAMS ON THEIR ABILITY TO FIND AND STRING TOGETHER THE RIGHT COMBINATION OF ONLINE COURSES AND DOLLARS COLLEGE, THE PROGRAMS HAVE LEARN INTEGRATED THROUGH THE PROGRAM AS WE WANT TO ENSURE STUDENTS TO SUCCEED.
WE HAD LIMITED MARKETS AND DALLAS COLLEGE, THE FOCUS IS ON PROGRAMS, NOT COURSES AND MARKETING RESOURCES.
THERE WAS A JOB CENTRIC APPROACH.
THE PROGRAM CREATES PATHWAYS THROUGH STACKED CREDENTIALS TO LIVING WAGE JOBS AND TECHNOLOGY.
THESE ARE NATIONAL AND REGIONAL AREAS OF GROWTH WHERE EMPLOYEES NEED CREDENTIAL, SKILLED EMPLOYEES.
THIS IS HELPING SCHOOLS TO DEVELOP STACKED CREDENTIALS AND THEY MARK A MOVE TO TARGET URGENT EMPLOYER NEEDS AND FUNDAMENTALLY, THIS EXPANSION SIGNALS A SHIFT TO PROGRAMS AND PROGRAMS THAT IMPACT LIVES SIGNIFICANTLY THROUGH ACCESS TO STACKED CREDENTIALS AND SUPPORT FOCUSED ON THE SUCCESS AND HIGH QUALITY LEARNING.
FINALLY, AT THE HEART OF THE EXPANSION IS COLLABORATION AND PARTNERSHIP WITH SCHOOLS, ACADEMIC AREAS AND WORK.
THIS IS DRIVEN BY ELEARNING, AND CHANGE DESIGNED TO DO TWO THINGS, SERVE THE DIVERSE NEEDS OF OUR COMMUNITY AND THE ECONOMIC DISPARITY OF THE RESIDENTS.
>> CLIFF, ARE YOU WARMING UP THERE? CHANCELER, TERRY SAID SOMETHING THAT WAS INTERESTING ABOUT THE LACROY CENTER AND RECOGNIZED AS ONE OF THE BEST IN THE WORLD AND ASPIRING TO HOLD THAT POSITION AGAIN AND, YOU KNOW, IN LIGHT OF ALL OF THE INNOVATION AND COULD YOU SAY A FEW WORDS ABOUT JAN LACROY AND WHY THIS IS A LEGACY IN HIS NAME AND WHAT HE DROVE IN THE DISTRICT?
>> WELL, SURE, AND I SUSPECT THERE ARE OTHERS WHO KNEW JAN BETTER.
BUT THE IDEA OF ELEARNING AT ONE TIME WAS SOMETHING THAT WAS PRETTY FAR OUT THERE IN TERMS OF CONCEPT, AND RECOGNIZING PEOPLE WHO WERE WORKING FULL TIME DIDN'T HAVE TIME TO TAKE PART IN CLASSES AND CERTAINLY, WHAT DALLAS COLLEGE DEVELOPED OR EARLY ON WITH PBS, WERE THE TELECOURSES, WAS IN MANY WAYS, LACROY HAD THIS ORIGIN AND ULTIMATELY, I THINK WHAT HAS CHANGED TO TODAY AND IT WAS REALLY THE SLIDE THAT TERRY PUT UP ABOUT THE OLD WORLD AND THE NEW WORLD, CAN SUMMARIZE A BIT, THE WAY WE
[01:00:02]
LOOKED AT E LEARNING IN THE PAST TO TODAY, WE SAW THIS AS TELECOURSES OR AS COURSES.AND THAT WAS REALLY THE CONCEPT.
NOT AS PART OF AN OVERALL EDUCATIONAL EXPERIENCE, BUT IT WAS REALLY A SUPPLEMENTAL EXPERIENCE AND THAT HELPED OUT AND IT WOULD REQUIRE COMING ON CAMPUS AND ENGAGING IN KIND OF THE TRADITIONAL APPROACH.
WHAT WE'VE EVOLVED TO TODAY IS THE RECOGNITION IS THIS IS SO IMPORTANT TO PEOPLE'S FUTURE, TO OUR COMMUNITY AND THAT WE NEED TO BE OFFERING COMPLETE DEGREES.
THIS IS THE FOUNDATION OF WHERE WE STARTED AND WE FOCUSED ON OFFERING COURSES AND THAT DOESN'T ALIGN WITH FUNDING MODELING OR THE NEEDS OF INDIVIDUALS OR HOW WE NEED TO BE EVALUATING OURSELVES.
THAT FINAL RECTANGLE ON THE RIGHT OF THAT CHART, WHEN TERRY SAID IT IS ALL ABOUT JOBS, OUR ONLINE PROGRAMS NEED TO BE LEANING TOWARDS JOBS.
THESE ARE NOT ENDS THAT ARE SIMPLY ABOUT TAKING COURSES, BUT IT'S ABOUT THE GOAL OF PUTTING PEOPLE TO WORK.
AND THESE ARE AREAS WHERE WE JUST SIMPLY HAVE NOT EVALUATED OUR PROGRAM.
WE REALLY ONLY HAD TWO DESIGNATED PROGRAMS WHERE WE SAID YOU COULD GET A CREDENTIAL.
NOW AS TERRY POINTED OUT, IT WAS POSSIBLE FOR STUDENTS TO PICK UP ENOUGH COURSES IF THEY WERE AND I'LL PUT THIS TO YOU, FLOREZ, IF YOU WERE ABLE TO SPEND ENOUGH TIME IN OUR CATALOG AND TO SORT OUT AND FIGURE OUT HOW TO PIECE TOGETHER THE COURSES TO GET THERE, IT WAS DOABLE, BUT WE DID NOT MAKE THAT EASY FOR STUDENTS TO MAKE THAT HAPPEN.
I THINK THAT IMPLIED THAT NOT ONLY WILL THIS BE EASIER, BUT IT DESCRIBES WHO WE ARE AND WE'LL HAVE INDIVIDUALS ONLINE TO PREPARE FOR JOBS AND EMPLOYMENT AND HAVE OUR FACULTY INTEGRATED INTO THE EMPLOYERS IN A WAY SO THAT THEY'RE ABLE TO PROVIDE THAT EXPERIENCE FOR OUR STUDENTS.
I ACTUALLY TOOK SOME OF THE TELECOURSES, BUT THEY WERE RECORDED ON CASSETTES IN CASE YOU COULDN'T VIEW THEM AT THE TIME THEY WERE BROADCAST AND SO, I REMEMBER GOING TO THE LIBRARY IN MOUNTAINVIEW COLLEGE TO POP THAT IN.
IT WAS A PSYCHOLOGY COURSE, ONE OF THEM, WHERE THEY HAD THIS WAS IN THE '90S, AND THEY HAD YOU COULD TELL THAT IT HAD THE COURSE HAD BEEN RECORDED AND DEVELOPED IN THE '70S, BECAUSE OF THE LONG HAIR OF THE MEN IS THE BELL BOTTOM PANTS AND THEY WERE SHOWING SCENES TO DEMONSTRATE THE PSYCHOLOGY POINT THEY WERE TRYING TO MAKE.
>> I REMEMBER READING A BACK IN THE LATE '90S, ONLINE EDUCATION, DISTANCE EDUCATION, I BELIEVE IT WAS CALLED BACK THEN, CALLED THE MONSTER UNDER THE BED AND IS THAT THEY'RE THE ONES DELIVERING THE INSTRUCTION AND THEY'RE BENEFITING GREATLY AT THE LACROY CENTER.
>> THANK YOU FOR YOUR PRESENTATION.
>> ONE OF THE QUESTIONS I WAS GOING TO ASK.
YOU MENTIONED WHEN I MADE MY TOUR, I DID NOT GO TO THE LACROY CENTER.
DO OUR PROFESSORS GO THERE TO DO THEIR >> WHAT WE KNOW, IT'S SHORT BITES OF
[01:05:01]
LEARNING.>> THERE COULD BE ONE MINUTE SNIPPETS PROFESSIONALLY DONE THAT WON'T BE QUALITY AND BE PUT ON THEIR FACEBOOKS, TO BE PUT ON THEIR MEDIA OUTLETS THAT EACH OF US HAVE DIFFERENT LEVELS.
AND SO I NOTICED WE HAD NORTH LAKE, WE HAD QUITE A STUDIO OVER THERE FOR RECORDING, AS WELL.
>> I THINK IT'S A GREAT SUGGESTION.
PEARL IS WORKING WITH PATTIE INCLUDING SOCIAL MEDIA.
YOUR TECHNICAL TEAM IS EXCELLENT.
AND DR. FLOYD, HAVE YOU GOT ANYTHING YOU WANT TO ROUND US OUT WITH.
>> THAT COMPLETES OUR PRESENTATION FOR TODAY AND WE WILL SEE YOU NEXT MONTH.
>> YOUR FELLOW PARTNERS, DR. JOSEPH AND YOU HAVE ANYTHING TO ADD TO ALL OF THIS IN TERMS OF YOUR WORLD? PIPER?
>> YOU KNOW, FOR US, LIKE DR. FLOYD MENTIONED, THIS IS TRULY A COLLABORATION TO MAKE SURE STUDENTS GET WHAT THEY NEED.
THE JOB CENTRIC APPROACH, THIS IS ALL ABOUT US MAKING SURE THAT OUR SUCCESS COACHES UNDERSTAND THAT JOURNEY IS UNDERSTAND THE SUPPORT THE STUDENTS NEED ALONG THE WAY AND I'M SURE, ABSOLUTELY, WE'RE LOOKING FORWARD TO BIGGER AND BETTER AND I THINK WE'RE MAKING VERY SIGNIFICANT PROGRESS IN THE WAY WE SUPPORT OUR STUDENTS IN THE WAY THEY WANT TO LEARN AND IN THE WAY WE CAN GUIDE THEM TO GOOD PAYING JOBS AND THAT'S FROM MY PERSPECTIVE AND DR. WILKINS.
>> WORKFORCE AND ADVANCEMENT AND THAT IS PULLING IN THE INDUSTRY PARTNERS IN ALL KINDS OF WAYS, ADVISORY BOARDS, INTERNSHIPS AND WORK BASE LEARNING OPPORTUNITIES, FACULTY EXCHANGES AND INDUSTRY.
WE WANT OUR STUDENTS TO MAKE SURE THEY GET WHAT THEY NEED TO BE SUCCESSFUL WHEN THEY LEAVE US.
>> I TENDENCY TO THINK OF THIS AREA AS INSTRUCTIONAL DELIVERY, AND IS IT FAIR TO SAY OR PART OF THE PLAN THAT STUDENT SERVICES IS GOING ONLINE AT A SIMILAR LEVEL AND LEARNING STUDENTS ACCESSIBLE ANY TIME?
>> WE'RE WORKING ON THAT, AS WELL?
[01:10:01]
>> WE UNDERSTAND, ESPECIALLY AS A BIPRODUCT OF THE PANDEMIC? WE OFFER MOST THINGS ONLINE, RIGHT? ALL OF OUR SERVICES WERE ONLINE AND FOR A LOT OF OUR STUDENTS, THAT'S THE WAY THEY WANT TO RECEIVE SERVICES.
AND SO WE KNOW WE HAVE TO FURTHER ENHANCE THAT PIECE AND WE WORK WITH, TERRY, IN TERMS OF WHAT STUDENTED NEED TO BE SUCCESSFUL IN THE ONLINE ENVIRONMENT IS WE WILL CONTINUE THAT PARTNERSHIP TO MAKE SURE WHATEVER IS OFFERED ONLINE, WE ARE THERE AS A SUPPORT, ESPECIALLY FOR STUDENTS THAT JUST WANT TO BE ONLINE ALL TOGETHER.
>> ANY OTHER QUESTIONS FROM TRUSTEES BEFORE WE ADJOURN?
>> SO TERRY, YOU'RE LIKE THE STEPHEN SPEILBERG OF DALLAS COLLEGE.
>> WELL, IT'S 3:58 AND THE EDUCATION WORKFORCE COMMITTEE IS ADJOURNED.
