ALL RIGHTY, SO WE'RE OFF TO A FAST START, MISS COX WILL BE OUR PRESENTER FOR THE
[4.1. Internal Audit Report, 3rd Quarter Ending May 31, 2021 Presenter: Lori Cox]
INTERNAL AUDIT REPORT, THIRD QUARTER ENDING MAY 31ST, 2021.I'M SORRY I THOUGHT HAD UNMUTED.
I WILL BE COVERING TODAY THE AUDIT PLAN AND ENGAGEMENT UPDATES GOING OVER THE PROCESS FOR THE RISK ASSESSMENT FOR NEXT FISCAL YEAR TO DEVELOP OUR AUDIT PLAN.
TOUCHING BRIEFLY ON SOME ENHANCEMENT PLANS, UPDATES, AND AS WELL AS TAKING A SECOND LOOK AT THE INTERNAL AUDIT DEPARTMENT CHARTER, WHICH IS ON THE AGENDA FOR A PROPOSAL FOR THE BOARD MEETING.
IF YOU COULD ADVANCE THE SLIDES.
THE FIRST ITEM IS THE ENGAGEMENT PLAN UPDATES.
STARTING WITH WHAT WE HAVE COMPLETED THUS FAR THIS YEAR IN THE FIRST QUARTER WE COMPLETED THE ATHLETICS AUDIT.
WE DIDN'T KNOW ANY EXCEPTIONS IN THIS REVIEW.
PROKRAOURMENT IS AN ADDITION TO THIS PLAN THIS YEAR.
PROCUREMENT IS IN PROGRESS NOW.
WE WILL BE LOOKING AT THE POLICIES AND PROCEDURES, THE SURGERIES THE INTERNAL CONTROLS TO SEE IF THOSE ADEQUATE AND FUNCTIONING PROPERLY AND ALSO LOOKING AT EFFECTIVENESS AND EFFICIENCY OF OPERATIONS.
RICH LAND IN HIGH SCHOOL WE PLAN TO START THAT NEXT MONTH AND THAT'S WITH ONE OF OUR REQUIRED COMPLIANCE AUDITS TO LOOK AT THE TEXAS EDUCATION AGENCY ATTENDANCE VERIFICATION
[00:05:02]
REQUIREMENTS.FIXED ASSETS IS AN ITEM THAT'S TRADITIONALLY ON OUR AGENDA AND WE ARE GOING TO LOOK AT THIS THIS YEAR.
WE WILL BE STARTING IT NEXT MONTH.
WE'RE GOING TO MODIFY FOR THIS CURRENT YEAR HOW WE ARE REVIEWING ITS ASSETS.
WE ARE GOING TO LOOK AT THIS TIME AS REALLY LOOK AT THE SYSTEMS AND THE PROCESSES SO HOW ARE FIXED SAY ITS RECORDED, VALUED, DISPOSED OF AND REMOVED? REALLY TO LOOK AT THE VALIDITY OF THE SYSTEM AND MAKE SURE THAT THE CONTROLS ARE ADEQUATE AND FUNCTIONING PROPERLY SO THAT WE KNOW THE THINGS THAT ARE IN THE SYSTEM ARE ACCURATE, HOW THEY ARE GETTING INTO THE SYSTEM AND THEY'RE VALID.
WE WILL ALSO REVIEW SOME OF THE RECOMMENDATIONS FROM THE LAST FIXED ASSET REVIEW WHICH WAS FISCAL YEAR '18 AND '19 TO LOOK TO SEE IF THOSE RECOMMENDATIONS HAVE BEEN IMPLEMENTED.
THE WORKDAY IMPLEMENTATION PARTICIPATION THIS IS ALSO IN ADDITION TO OUR PLAN THIS YEAR.
WE'RE GOING TO BE REVIEWING RECOMMENDATIONS OF PROJECT MANAGEMENT AND REVIEW AND MAKE RECOMMENDATIONS ON KEY CONTROL DESIGN OR THIS NEW SYSTEM.
THIS IS IN PROGRESS CURRENTLY AND WILL BE ON GOING THROUGHOUT THE IMPLEMENTATION OF WORKDAY.
NEXT WE WILL BE FOLLOWING UP ON ISSUES IDENTIFIED ON PREVIOUS INTERNAL AUDITS.
W LOOK BACK TO FISCAL YEAR '18 AND '19 AND '19 AND '20 AND BASED ON SIGNIFICANCE ON ISSUES.
WE WILL BE LOOKING AT DAY TEACHING AND ALSO THE TRIO UPWARD BOUND AUDIT.
THE FOLLOW UPS IS TO LOOK AT ISSUES THAT WE REPORTED IN THE PRIOR AUDIT TO SEE IF THOSE HAD BEEN ADDRESSED OR WHAT THE STATUS THE OF ADDRESSING THOSE ITEMS.
I HAVE A COUPLE REQUESTS AS YOU MOVE ALONG.
ONE, UNTIL I CAN GET KIND OF A FEEL AND AN IDEA OF WHAT YOUR REPORTS LOOK LIKE AND ARE, I'D LIKE TO BE PROVIDED AND MEMBERS OF THE AUDIT COMMITTEE, I'D LIKE TO BE PROVIDED A COPY OF YOUR COMPLETED AUDIT REPORTS.
>> YOU MENTIONED TODAY GOING FORWARD.
I WOULD LIKE TO BE ABLE TO REVIEW THOSE, PLEASE.
AND ON THE WORKDAY IMPLEMENTATION, I'D LIKE TO SEE I THINK IT WOULD BE VERY APPROPRIATE IF YOU DEVELOP SOME TYPE OF PERIODIC REPORTING THAT WILL KIND OF GIVE THE TRUSTEES A FEEL OF OF THE PROGRESS AS IT'S MOVING.
I KNOW WE'LL BE GETTING OTHER THINGS FROM OTHER STAFF, PEOPLE AND ALL BUT I THINK IT WOULD BE GOOD IF YOU HAD A AN ITEM AS SIGNIFICANT AS THIS AS WERE MOVING TO NEXT THAT IT WOULD BE A GOOD WAY TO COMMUNICATE YOUR POSITION AND WHAT'S HAPPENING WITH THE IMPLEMENTATION.
>> AND FOR THE NARRATIVE REPORT FOR THIS QUARTER THAT THERE'S A LITTLE MORE DETAIL ON EACH OF THESE ITEMS IN THE NARRATIVE REPORT AS WELL BUT WE CAN CERTAINLY PROVIDE YOU WITH THE REPORT AS WE MOVE FORWARD.
>> NEXT ITEM IS GRANTS COMPLIANCE MONITORING.
THAT RESOURCE AN INTERNAL AUDIT THAT IS ON GOING REVIEWS OF CERTAIN GRANTS.
THE GRANTS THAT ARE CURRENTLY IN REVIEW ARE LISTED HERE.
AS OF YET THERE'S NO ISSUES TO REPORT AT THIS TIME.
WE HAVEN'T FOUND ANY SIGNIFICANT ISSUES AT ALL FOR THESE ITEMS. WE ARE LOOKING TO MAKE SURE THAT THERE'S COMPLIANCE WITH THE GRANT REQUIREMENTS AND PROVISIONS OF THE GRANT.
WE HAVE NOT FOUND ANY ISSUES AT THIS POINT.
>> THE EXTERNAL ITEM WE ASSIST WITH THE TEST WORK FOR THE ANIMAL FINANCIAL AUDIT.
FOR VARIOUS REASONS THIS FISCAL YEAR THERE WAS A SIGNIFICANT INVESTMENT OF TIME AND RESOURCES BY INTERNAL AUDIT.
THE ENTIRE FIRST QUARTER OF THE YEAR THE STAFF WAS DEVOTED TO ASSISTING WITH THE EXTERNAL AUDIT.
WE WILL START ASSISTING AGAIN IN THE FOURTH QUARTER OF THIS YEAR.
[00:10:01]
THEY SCALE BACK JUST A LITTLE BIT.BUT LAST YEAR DUE TO VARIOUS REASONS DUE TO COVID-19 IT WAS THE FIRST YEAR OF THIS AUDIT FIRM THERE WAS LOT OF TIMES BY ASSISTANCE TO TO THE EXTERNAL MONITORING.
WE HAVE DONE SO FAR THIS YEAR.
WE WILL GIVE AN OVER VIEW OF WHAT WE WILL BE DOING.
WE USE THIS RISK ASSESSMENT TO DEVELOP OUR ENGAGEMENT PLAN FOR THE YEAR.
IT'S ALSO -- IT'S ALSO AN ON GOING AND CONTINUAL EFFORT.
WE WILL LOOK THROUGHOUT THE YEAR AT RISK TO SEE IF THINGS CHANGE.
MAYBE SOMETHING NEW IS IMPLEMENT AND SOMETHING IS COMING DOWN THE ROAD TO MAKE SURE THAT WE ARE FOCUSING ON THE HIGHEST RISK ITEMS. WE START WITH LOOKING AT THE ON OBJECTIVES AND THE GOALS AND THE COLLEGE.
WE GO AND BEGIN GATHERING INFORMATION TO IDENTIFY THOSE RISKS.
WE MEET OR SURVEY AND REALLY IT'S TO GAIN INFORMATION ON WHAT YOU SEE AS THE RISK OR MAJOR CONCERNS.
WE WILL LOOK AT HIGHER INFORMATION.
WHAT ARE THE UNIVERSAL BUSINESS RISKS THAT ARE HAPPENING IN ORGANIZATIONS BROADLY AND HOW THOSE ARE HIGHER IN THE COLLEGE AND LOOK AT VARIOUS COLLEGE DOCUMENTS AND INFORMATION.
ALL OF THAT TOGETHER INFORMATION -- THE CONCERN, ISSUES.
WE MEASURE WHAT THE RISKS ARE AND ANALYZE THAT DA A AND WE PRIORITIZE.
AND GENERALLY WE ARE GOING TO SPEND TIME REVIEWING THAT IS WITH THE HIGHEST IMPACT.
>> IT'S ONE OF THE REQUIREMENTS FOR THE INTERNAL AUDIT STANDARDS AND THE STANDARDS INDICATE OR REQUIRE THAT THE FINAL APPROVAL OF THE CHARTER WAS RESIDES WITH THE BOARD.
IT OUTLINES OUR PURPOSE WITH SOME DEFINITIONS AND THE AUTHORITY OF THE DEPARTMENT AND ONE OF THE THINGS THAT SPELLS OUT IN THE AUTHORITY IS THAT WE ARE ABLE TO LOOK AT RECORDS.
THE SCOPE OF OUR ACTIVITIES AND RESPONSIBILITIES AND ALSO OUTLINES QUALITY AND IMPROVEMENT PROGRAM.
WE JUST PRESENTED GOALS BUT NO
[00:15:08]
METRICS BUT THANK YOU FOR INCLUDING METRICS.>> THANK YOU FOR HAVING IN THIS.
I DON'T KNOW WHO IS DOING THE PLANS.
IT SOUNDS LIKE IT HAS AN IN HOUSE RESOURCE HERE ON SOMEONE WHO UNDERSTANDS PLANS AND METRICS.
>> MS. COX ARE YOU GOING TO COVER ANYTHING LATER TODAY ABOUT THE LAST TIME YOU PRESENTED YOU WERE IN THE
[00:20:04]
PROCESS OF FILLING UP SOME OF YOUR POSITIONS.IT SHOULD BE HERE IN BE OUT FAIRLY SOON ABOUT THE CANDIDATES AND START THE INTERVIEWS.
BY THE FISCAL YEAR WE SHOULD BE FULLY STAFFED.
>> IS THERE SERVICE THAT YOU DO.
>> DON'T WANT TO GIVE PEOPLE AN OPPORTUNITY THAT THEY HAVE GONE THROUGH THE --
DALLAS COLLEGE FINANCIAL STATEMENTS.
[4.2. Dallas College Financial Statements - Audit Plan for the Period Ended August 31, 2021 Presenter: Marlon Williams, McConnell & Jones, LLP]
AND THAT'S OUR PRESENTER WILL BE MR. MARTIN WILLIAMS. THANK YOU VERY MUCH.IT'S THE MILESTONES AND DATES AND LOOKING AT LAST YEAR BEING THE FIRST YEAR IN OUR COVID-19 YEAR.
>> THE PUBLIC FUNDS ACT AND AS
[00:25:34]
A POLICY THAT IS REQUIRED FOR GOVERNMENT TO FOLLOW AND TO ENSURE THAT COMMUNITY COLLEGES IS IN COMPLIANCE WITH THE TEXAS PUBLIC INVESTMENT ACT.>> THE YELLOW REPORT IS ON THE INTERNAL CONTROL.
WERE NOT NECESSARILY TESTING THE INTERNAL CONTROLS TO THE INTERNAL CONTROL AUDIT HOWEVER IT DOES REQUIRE THAT WE HAVE AN STAUPBDZING AND WE DO HAVE SOME TESTING OF CONTROLS TO FURTHER UNDERSTANDING.
>> WE ARE IN THE PROCESS OF DETERMINING TESTING AND THAT'S FOUR OR FIVE GRANTS AS MENTIONED EARLIER.
WE CHANGED THIS YEAR AND THAT A LOT HAD TO BE TEST THE ON OUR SIDE AND THE INTERNAL AUDIT DEPARTMENT WE ARE WORKING ON THE FINANCIAL.
>> IT'S ALWAYS PLANNING AND THE VETERAN PROCESS.
THE PLANNING IS THE FIRST STEP.
RIGHT NOW WE ARE IN THE PLANNING PHASE.
WE ARE KIND TRYING TO GET SOME INFORMATION AND SOME NUMBERS TO TRY TO SEE WHAT KIND OF CHANGES MAY BE NECESSARY FOR ALL.
OUR FINAL PLAN WE ARE TRYING TO SEE THIS YEAR IF WE CAN GET BACK OUT IN THE FIELD NOW THAT WE ARE KIND OF OPENING UP.
SO WE ARE KIND OF WORKING WITH MANAGEMENT TO DETERMINE WHEN THAT TIMING WILL ACTUALLY BE WHAT WE WORK BEST FOR ALL PARTIES TO BE ABLE TO WORK ON THE FINAL PLAN ACTUALLY IN THE FIELD.
>> OUR SKPHAPBD TODAY JUNE 1ST.
>> I PERFORMED OUR INTERNAL FIELD WORK TO JULY 19TH AND JULY 30S.
WE ARE IN THE PROCESS OF LEADING WITH OUR TEAM AND ENSURE THAT THOSE GET DELIVERED TO YOU GUYS TO GIVE YOU ABOUT TWO WEEKS TO KIND OF START FILLING UP INFORMATION TOGETHER.
SEPTEMBER 19TH IS OUR OFFICIAL DAY FOR A FINAL.
PERFORMANCE OF OUR FIELD WORK AND IT'S GOING TO BE FROM OCTOBER 19TH THROUGH NOVEMBER 19TH.
SO SEPTEMBER 19TH WESTBOUND OUR PC AND OUR FINAL.
IT WILL ALSO BE PART OF OUR AUDIT REVIEW.
>> FINAL DRAFT IS DUE ON NOVEMBER 19TH.
>>> AS OUTLINED IN OUR -- WE ARE PREPARING AN OPINION BASED ON OUR PROCEDURES AND FINANCIAL STATEMENTS AN ISSUING OUR REPORT UNDER JEN WALLY ACCEPTING THAT.
[00:30:44]
>> NOW THE FUNDS AND THIS IS A SEND DOES DATA.
ONE OF THE AREAS THAT WE HAD SOME ISSUES WITH LAST YEAR THAT WE PROBABLY EMPHASIZE MAYBE IN THIS YEAR'S THE SIGNIFICANCE OF THE ALLOWANCE FOR THE COUNTS AND THE REASONS ASSOCIATED WITH THAT.
WE WILL START EARLIER THIS YEAR.
>> MR. WILLIAMS. WHAT IS THE CALL UNDER THE ACCOUNTS.
IS THAT RELATED TO PROPERTY TAXES?
>> SO YOU HAVE BOTH YOUR PROPERTY TAXES AND IN THE ISSUE.
AND REALLY THE QUESTION LAST YEAR AROUND THE TUITION IS KIND OF MUCH IS REALLY COLLECTED?
>> THAT IS GOING TO BE FROM FISCAL YEAR '23 AND BASED ON THE ARRANGEMENTS AND THE AGREEMENTS.
WE WILL LOOK INTO THAT A LITTLE BIT THIS YEAR.
BUT MOSTLY THIS YEAR EARLY WE WILL TRY TO LOOK.
>> SHE'S GOING TO BE LOOKING AT ALL OF THE ACTIVITY OF THE PROCUREMENT AND THAT COULD BE SOMETHING THAT WE COULD ASK HER TO EXPAND THE SCOPE TO MAKE SURE IT'S COVERED, BUT IT WORKS BEST IN COOPERATION WITH THE EXTERNAL AUDIO GROUP AND HER
[00:38:03]
AT THE SAME TIME.WE DON'T NEED A DUPLICATION OF THE EFFORT.
>> I WOULD ANTICIPATE IF IT'S ONE OF THE LARGE PROCUREMENTS, IT'S COVERED IN THE PROCUREMENT TESTING THIS YEAR, BUT I BELIEV WHEN IS THE GO LIVE DATE?
>> IT'S OVER THE NEXT THREE TO FIVE YEARS AND MAYBE FOUR.
>> AND SO, AND WHEN IS THE GO LIVE AS IT RELATES TO THE ACCOUNTING FINANCIAL PIECE?
>> THE FIRST IMPLEMENTATION IS HR AND FINANCE, WHICH IS SCHEDULED TO HAPPEN TOWARDS THE END OF 22 INTO 23 AND THOSE WOULD BE THE FIRST THINGS AND THEN WE START ON THE STUDENT RECORD SIDES AND THERE WILL BE THE CONVERSION OF THE FINANCE AND HR FIRST.
>> AND SO, WE'LL PROBABLY WE'LL PARTLY INVOLVED IN THE FINANCE SPECIFICALLY, FOR SURE, AND THAT'S BECAUSE OF THE IMPACT IT HAS ON OUR SINGLE AUDIT BECAUSE SINGLE RECORDS ARE TESTED IN THAT PROCESS, AS WELL.
>> BUT YOU THINK IT WAS THE CONTRACTS THAT WE'VE SIGNED AND COMMITTED TO AND I THINK PHIL IS INTERESTED IN MAKING SURE THAT WE HAVE FOLLOWED ALL OF THE RULES AND I THINK THAT WILL BE CERTAINLY IN YOUR PROCUREMENT.
>> THAT WILL BE IN OUR PROCUREMENT.
I'M PRETTY COMFORTABLE IT WILL BE AND I'LL BE LOOK MAKING SURE IT IS.
>> WE WILL BE LOOKING AT THE RISK OF CONTROLS ASSOCIATED WITH THAT, BUT THE PURCHASE, YES, EXTERNAL AUDITORS, GIVEN THE SIZE AND THE FLEXIBILITY.
>> THERE'S A 5% CHANCE IT WILL BE SELECTED.
>> I WOULD SAY THERE'S A 99% CHANCE IT'S SELECTED.
[00:40:06]
ARE THERE ANY OTHER QUESTIONS ON THAT SLIDE?>> WELL, ESPECIALLY NOW THAT IT'S BEEN QUESTIONED, RIGHT? AND WE'VE GOTTEN BETTER AT THAT THROUGHOUT THIS WHOLE COVID EXPERIENCE AND NOW THAT AREAS ARE OPENING BACK UP, TRYING TO WORK ON WHAT IS THAT PROTOCOL GOING TO BE AT THE COLLEGE AS IT RELATES TO WORKING OUT IN THE FIELD OF TRYING TO WORK OUT THE LOGISTICS AND TIMING AND THAT'S A SWITCH IN THE SYSTEM.
AND IT WAS REMOTE AND NOW WE'RE WORKING ON SITE AND SEEING HOW WE'RE STILL HAVING MEETINGS IN A REMOTE METHOD, I THINK IT'S A HYBRID OF THE TWO AND WE'RE STILL WORKING WITH MANAGEMENT TO DETERMINE HOW THAT WILL GO.
AND I THINK WE'RE THERE TO THE Q & A AND IF THERE ARE ANY ADDITIONAL QUESTIONS.
>> ARE THERE ANY FURTHER QUESTIONS FOR MR. WILLIAMS?
>> MOVING ONTO THE NEXT ITEM, IT'S OVERVIEW AND THIS IS APPROVAL OF THE DALLAS
[5.1. Approval of Dallas College Internal Audit Departmental Charter]
COLLEGE INTERNAL CHARTER.DID ANYONE HAVE QUESTIONS ABOUT THE DEPARTMENTAL CHARTER?
>> THIS WILL BE ON THE AGENDA AND THIS WOULD BE IF YOU HAVE QUESTIONS PRIOR TO THE CONSIDERATION AND THE REGULAR MEETING TODAY.
>> DOROTHY, I HAVE A QUESTION.
ON THE YEARS I'VE BEEN ON THE BOARD, WE'VE HAD QUESTIONS ON THE INTERNAL AUDITOR AND THE GENERAL COUNCIL, WHICH IN SOME OTHER UNITS OF LOCAL GOVERNMENT REPORT DIRECTLY TO THE BOARD AND THE REPORTING RELATIONSHIP THAT'S PROPOSED HERE IN THE CHARTER IS DESCRIBED AS FUNCTIONALLY, YOU WILL REPORT TO THE BOARD, BUT ADMINISTRATIVELY, YOU REPORT TO THE GENERAL COUNCIL.
I WANT TO MAKE SURE AND HAVE IT ON THE RECORD, YOU'RE COMFORTABLE WITH THAT AND YOU FEEL YOU HAVE UNFETTERED ACCESS AND COMMUNICATION TO THE BOARD AND THAT YOU REPORT TO THE GENERAL COUNCIL.
ANY THOUGHTS OR COMMENTS ON THAT?
>> I'M COMPLETELY COMFORTABLE WITH THAT.
IT'S A REPORTING RELATIONSHIP THAT'S FAIRLY COMMON MORE AND MORE NOW AND THEY'RE REPORTING TO GENERAL COUNCIL.
WHEN I WAS AT THE COMMUNITY COUNCIL TUCSON, I REPORTED TO COUNCIL.
>> THAT WAS A GOOD QUESTION, THOUGH.
>> AND SO, THAT'S GOING TO BE LATER ON IN THE MEETING AND REGULAR BUSINESS AND WE'VE GOT ITEMS FOR REVIEW FOR COMMITTEE NOTES.
HAS ANYONE FOUND ANYTHING ON THAT ONE? AND THEN I HAVE TRAVEL REPORT.
AND ANY COMMENTS ON THAT ONE? OK, WE SEEM TO BE TRACKING QUICKLY TO THE POINT AND IS THERE A REASON FOR EXECUTIVE SESSION? NO NEED FOR EXECUTIVE SESSION.
AND SO AT THIS POINT, IT LOOKS LIKE AS IF WE ARE ADJOURNING THE AUDIT COMMITTEE MEETING AT 2:15 AND THANK YOU FOR ALL YOUR TIME.
