[4.1. Dallas 2050 Presenters: Mary Brumbach, John Robertson, Rob Wendland Page]
WEÂLL FIRST TAKE UP A PRESENTATION ON THE DALLAS 2050 LAND USE PLAN.SO JOHN ITÂS YOURS TO START.
REAL QUICKLY TODAY MARY BRUMBACH, ROB WENDLAND AND MYSELF WILL DO A PRESENTATION, THIS IS THE START, BOY HOW THINGS HAVE CHANGED FROM 1965 TRUSTEE BOYD AND I, PROBABLY AT LEAST 2 OF US THAT CAN REMEMBER WHAT THINGS WERE LIKE IN 65.
IÂLL PUT YOU IN THAT SAME GROUP BUT WEÂRE LOOKING FORWARD TO WHAT THE NEXT 30 YEARS ARE GOING TO BE LOOKING LIKE.
SO WE HAVE SOME THINGS TO TALK ABOUT TODAY.
THIS IS REALLY JUST THE BEGINNING.
ITÂS THE START AND WHERE WEÂVE BEEN AND HOW WE NEED TO MOVE FORWARD IN THE FUTURE.
THIS IS NOT ONE AND DONE PLAN, THIS IS A RE-EDITED PROCESS.
THIS IS SOMETHING THATÂS GOT TO CONTINUE AND ACTUALLY HAVE LITTLE LOOPS THAT HAVE TO HAPPEN DURING, WHILE OTHER THINGS ARE GOING ON SO ITÂS A VERY INTERACTIVE PLAN THAT WE HAVE THAT WEÂLL BE USING AND THATÂS WHAT WEÂLL BE MOVING FORWARD ON.
MARY IÂLL TURN IT OVER TO YOU.
>>THANK YOU AND GOOD AFTERNOON CHAIR BRAVO, VICE CHAIR RITTER, CHAIR BOYD AND MEMBERS OF THE BOARD.
AS YOU ARE WELL AWARE WE HAVE BEGAN THE PROCESS OF DEFINING AND DEVELOPING A LAND USE POLICY FOR DALLAS COLLEGE.
THE POLICY HAS LONG RANGE IMPLICATIONS FOR DALLAS COLLEGE AND FOR DALLAS COUNTY.
MUCH LIKE THE FOUNDERS OF OUR SYSTEM THE FUTURE WE ENVISION WILL IMPACT TODAYS DECISIONS FOR THE NEXT 30 YEARS.
THE FORECAST FOR DALLAS COUNTY IS AN INTERESTING ONE.
AS YOU SEE WEÂRE LOOKING AT THE PROJECTED SHARE OF DALLASÂ POPULATION THAT WILL BE PEOPLE OF COLOR IN 2050.
OUR POPULATION WILL BE UP TO 3.3 MILLION.
THATÂS A GROWTH OF NEARLY 800,000 PEOPLE OVER THE NEXT 35 YEARS.
WE STILL ANTICIPATE THAT 43% OF DALLAS COUNTY RESIDENTS WILL HAVE INCOMES LESS THAN 2 TIMES THE FEDERAL POVERTY LEVEL.
>>DR BRUMBACH WHAT IS THE FEDERAL POVERTY LEVEL?
[00:05:02]
>>I KNEW YOU WERE GOING TO ASK THAT AND I MEANT TO PUT IT IN MY NOTES, TRUSTEE FLORES I WILL HAVE IT FOR YOU.
>>AS YOU CAN SEE IT IS ANTICIPATED WE WILL BE HIGHLY DIVERSE BUT WITH A CHANGING POPULATION.
IN 1990 WHITES 1,115,000 WE ANTICIPATE IN 2050 THAT HISPANICS WILL HAVE STRETCHED BEYOND THAT TO 1,961,806.
THE DIMENSIONS OF OUR DIVERSITY WILL CHANGE DRAMATICALLY IN THE TIME WE ARE LOOKING AT.
JOHN, IÂLL TURN THIS NEXT TO YOU.
WEÂRE GONNA TALK ABOUT SEVERAL THINGS HERE ONE WEÂLL GO BACK ON WHAT WEÂVE DONE SO FAR AND THEN HOW WEÂRE ENVISIONING THE FUTURE.
FIRST AND FOREMOST WEÂVE COMPLETED THE EDUCATION PLAN.
AND THAT WAS ONE OF THE THINGS THAT HELPED MOVE THE SCHOOLS UP AND THE CONSOLIDATION INTO ONE COLLEGE.
WE HAVE DONE MOSTLY INTERNALLY FOCUSED INDIVIDUALIZED COLLEGE MASTER PLANS WE HAVE DONE CAMPUS GATEWAY CONCEPTS FOR SIX OF OUR CAMPUSES.
WE HAD AN OVERWHELMINGLY SUCCESSFUL BOND ELECTION.
AND WEÂRE WORKING ON CAPITAL EXPENDITURES THAT WERE FOR OUR IMMEDIATE NEEDS MOSTLY IN THE EARLY COLLEGE HIGH SCHOOLS BUT EXPANDING KNOWN GROWTH PLANS SUCH AS NURSING, HVAC AND CONSTRUCTION.
WEÂVE ALSO CONSOLIDATED OUR FACILITIES IMPROVEMENT PLAN AS WE GO THROUGH LOOKING AT WHAT WE CAN DO FROM A SUSTAINABILITY STANDPOINT WEÂRE TRYING TO BRING THE INFRASTRUCTURE UP TO DATE ALONG WITH ALL THE OTHER THINGS.
SO JUST IN THE PAST YEAR WEÂVE HAD THE TRANSITION TO DALLAS COLLEGE THE ESTABLISHMENT OF THE 7 SCHOOLS.
WEÂVE MADE THE COMMITMENT TO COUNTYWIDE DELIVERY OF INSTRUCTION AND SERVICES AND IDENTIFICATION OF TECHNOLOGY AND DIGITAL GAPS.
THE PANDEMIC HAS MADE IT TO WHERE WE NEED TO ADDRESS THINGS ON A DIFFERENT BASIS.
WE CURRENTLY HAVE MULTIPLE STAKEHOLDERS WHO ARE INTERESTED IN THE GOALS AND POSSIBILITIES OF DALLAS COLLEGE IN FACT THERE ARE MORE PEOPLE WANTING US TO SHARE OUR PLANS AND THEY SHARE OUR PLANS WITH US.
SO WEÂRE AT THE CRITICAL ROLE OF DALLAS COLLEGE I MEETING THE ECONOMIC AND EDUCATIONAL DISPARITY.
>>MR ROBERTSON BEFORE WE GO ANY FURTHER.
WE DIDNÂT ESTABLISH 7 SCHOOL.
WE WENT TO 1 SCHOOL 7 CAMPUSES >>NO WE WENT TO ONE COLLEGE WITH 7 SCHOOLS THAT VARY AT 7 CAMPUSES.
>>OK SO THE 7 SCHOOLS THEN ARE WHAT?
>>OFF THE TOP OF MY HEAD I DONÂT KNOW, IF ANYBODY WOULD LIKE TO CHIME IN AND
NAME THEM OFF REAL QUICK- >> WELL THANK YOU CAUSE YES IÂM COMING UP EMPTY MYSELF.
>>IÂLL DO IT THERES THE SCHOOL OF BUSINESS THE SCHOOL OF ENGINEERING TECHNOLOCY THEREÂS SCHOOL OF LIBERAL ARTS, I DONÂT KNOW IF SHONDA IS ON THIS
CALL OR NOT, >>SCHOOL OF EDUCATION SCHOOL OF (INAUDIBLE) >>YES >>ALLIED
HEALTH SCHOOL AND I KNOW IÂVE LEFT SOMEBODY OUT >>COMMUNICATIONS, ARTS, ENTERTAINMENT AND DESIGN SCHOOL OF BUSINESS HOSPITALITY AND GLOBAL TRADE, THE SCHOOL OF EDUCATION, THE SCHOOL OF LAW AND PUBLIC SERVICE, THE SCHOOL OF HEALTH SCIENCES, WE HAVE E-LEARNING FOR OUR COLLEGE AND IÂM MISSING ONE OK I THINK MAYBE THATÂS ALL OF THEM.
>>OK I WAS NOT PAYING ATTENTION TO THAT PART, 7 SCHOOLS 7 COLLEGES, WE NEED A BETTER DESCRIPTION, WE ARE NOT 7 COLLEGES, WE ARE 7 CAMPUSES 1 COLLEGE, IF WE CAN KEEP THAT CLEAR IT WOULD HELP A LOT IN FIGURING OUT TERMINOLOGY BECAUSE 7
[00:10:09]
COLLEGES WEÂRE NOT ANYMORE WE ARE 7 CAMPUSES.IF WEÂVE GOT DIFFERENT GROUP OF EDUCATION COORDINATION, THEN WE NEED TO GET OUR TERMINOLGY STRAIGHT BECAUSE WE HAVE PEOPLE THAT DONÂT ATTEND ALL THE MEETINGS, I ATTEND THE MEETINGS AND I DIDNÂT GET IT.
THANK YOU >>MANUFACTURING AND INDUSTRY TECHNOLOGY.
>>WEÂVE COME A LONG WAY OVER THE LAST 2-3 YEARS.
IÂLL TURN IT BACK TO MARY FOR WHAT WEÂRE ENVISIONING FOR THE FUTURE.
>>THANK YOU JOHN IF WE CAN GO TO THE NEXT SLIDE.
WHAT IÂM ABOUT TO PRESENT IS OUR VISION FOR THE FUTURE, STILL A DRAFT, BUT GIVE YOU SOME IDEAS.
AS YOU KNOW DALLAS COLLEGE TRANSFORMS LIVES AND COMMUNITIES THROUGH HIGHER EDUCATION.
BUT THERE IS ANOTHER DIMENSION THAT TRANSFORMATION INCLUDES THE IMPACT OF DEVELOPMENT OF CAMPUSES AND SATELITE LOCATIONS ON OUR SURROUNDING COMMUNITIES.
WHICH DIRECTLY INFLUENCE ECONOMIC VITALITY AND QUALITY OF LIFE FOR DALLAS COUNTY RESIDENTS.
FOR MANY YEARS WE HAVE ENGAGED IN PLANNING REGARDING OUR CAMPUSES AND FACILITIES AND THAT PLANNING HAS BEEN VALUABLE BUT FOCUSED ON THE NEEDS OF 7 SEPARATE COLLEGES NOW THAT WE ARE ONE COLLEGE THE SITUATION HAS CHANGED PROVIDING AN UNPRECEDENTED OPPORTUNITY TO RETHINK AND ENGAGE DIFFERENTLY AS WE ENVISION A NEW FUTURE.
POSITIONING EACH CAMPUS AND INSTRUCTIONAL LOCATION AS A CATALYST FOR ECONOMIC OPPORTUNITY INNOVATION, CREATIVITY AND BELONGING THAT PRMOTES DIVERSITY AND INCLUSION WHILE PRESERVING AND CELEBRATING THE CHARACTER AND UNIQUENESS OF SURROUNDING COMMUNITIES IS ESSENTIAL.
THE DALLAS COLLEGE LAND USE REPRESENTS AN OPPORTUNITY TO ENGAGE WITH OUR COMMUNITIES AND PUBLIC AND PRIVATE PARTNERS TO FORM A HIGH-LEVEL HOLISTIC VISION FOR PHYSICAL DEVELOPMENT OF THE COLLEGEÂS CAMPUSES FOR THE NEXT 20 TO 30 YEARS.
THE PLAN SEEKS TO CREATE TANGIBLE CONNECTIONS WITHIN AND ACROSS THE CAMPUSES OF THE COLLEGE AND WITH THEIR SURROUNDING COMMUNITIES.
ENGAGING WITH OUR STAKEHOLDERS AND BUILDING ON OUR PAST WORK AND NEW PLANS THAT WILL RESULT FROM THIS PROCESS THE VISION FOR DALLAS COLLEGE WILL CONTINUE TO EVOLVE WITHIN A CHANGING LANDSCAPE OF POSSIBILITIES COLLABORATIVE PARTNERSHIPS AND NEEDS OF OUR STUDENTSÂ EMPLOYERS AND COMMUNITIES.
EVEN AS WE TRANSFORM LIVES AND COMMUNITIES WE ARE ALSO COMMITTED TO CONTINUAL TRANSFORMATION OF OUR ROLE AND PURPOSE AS THE HIGHER EDUCATION ANCHOR INSTITUTION FOR DALLAS COUNTY.
THATÂS WHAT WEÂRE EMBARKING ON.
>>IÂLL TAKE BACK OVER AND TALK ABOUT AND THIS IS NOT A COMPLETE LIST, THIS IS A FIRST RUN OF LAND USE PRECEPTS YOUR GENERAL RULES IF YOU WILL.
THE LAND USE PLANNING PROCESS IS GUIDED BY THE FOLLOWING PRECEPTS: IMPROVE ACCESSIBILITY.
AND THAT MEANS EVERYTHING FROM RIDE SHARES TO TECHNOLOGY INFRASTRUCTURE PEDESTRIAN, BICYCLE VEHICULAR HOW DO WE DO ALL THESE THINGS IN ACCESSIBILITY? WE WANT TO BE LOOKING TO THE PAST PRESERVE NOTABLE FEATURES AND UNIQUE ASSETS OF OUR LAND.
CREATE THE NEW WELCOMING SPACES THAT SUPPORT STUDENTS EMPLOYEES THE COMMUNITY AND INDUSTRY.
WE WANT PEOPLE TO FEEL LIKE THEYÂRE HOME.
THATÂS WHATS REALLY IMPORTANT TO ME.
ENSURE APPROPROATE DENSITIES SCALE AND PROXIMITY TO THE BUILDING.
THE USE THE PROGRAM THE GROWTH ALL NEEDS TO BE GROUNDED IN THE EDUCATION
[00:15:05]
PLAN.NOT TO BE LAST IS THE WHOLE SUSTAINABILITY PICTURE.
THIS ALL ENVIRONMENTAL, BUILDING AND LANDSCAPE.
AND WEÂRE DOING THOSE TYPE OF THINGS ON SUSTAINABILITITY.
THE GATEWAY PLANS IS WE WANT TO CONNECT WE WANT TO CONNECT OUR CAMPUSES AND OUR SATELITE LOCATIONS WITH EVEYTHING THAT SURROUNDS THEM.
SO THAT WE KNOW WE BECOME A PART OF THIS.
TRANSPORTATION 20-30 YEARS FROM NOW IS GOING TO BE TOTALLY DIFFERENT.
I DONÂT KNOW WHAT ITS GOING TO BE BUT ITÂS NOT GOING TO BE WHAT WE HAVE TODAY.
BUT HOW DO WE GET STUDENTS COMMUNITY AND PEOPLE TO OUR CAMPUSES, HOW DO THEY GET AROUND HOW DO THEY REALLY FEEL AT HOME WITH EVERYTHING THATÂS AVAILABLE TO THEM? AND OF COURSE TECHNOLOGY ONE OF THE BIGGEST THINGS THAT WE HAVE TODAY IS WEÂVE GOT TO FIND A WAY THROUGH THIS DIGITAL DIVIDE AND BE ABLE TO CREATE THE INFRASTRUCTURE TO SUPPORT THAT OUR STUDENTS CAN USE TECHNOLOGY WHETHER IN A LEARNING OR FINDING OUT ABOUT US OR GETTING QUESTIONS ANSWERED.
WHERE DO I GO FAR FOOD PANTRY AND WE WANT TO MAKE SURE THAT OUR TECHNOLOGY IS BUILT INTO EVERYTHING THAT WE HAVE WITH OUR OBJECTIVES.
CLEAR DIRECTION, OPEN SPACES AND AREAS FOR GATHERING AND SUPPORT BUILDING COMMUNITY AND INTELLECTUAL AND SOCIAL INTERACTION.
AND MOST IMPORTANTLY, PROVIDE A TEACHING AROUND LEARNING ENVIRONMENT THAT EXCEEDS WHAT OUR LEARNERS ARE WHILE MEETING ALL THE NEEDS.
NOT JUST NOW BUT WHERE'S THAT GOING TO BE 30 YEARS FROM NOW.
NEXT SLIDE? FOR 2021 THE POPULATION IS $26,500 AND A SMALLER HOUSEHOLD THAT WOULD BE LOWER AND I DON'T BELIEVE THEY GO HIGHER.
AND I WANTED TO JUST REAL QUICKLY REITERATE IN FOLLOWING ALONG WHAT JOHN AND MARY HAVE BEEN TELLING YOU.
I WANT TO TOUCH QUICKLY ON WHAT THIS SLIDE REPRESENTS.
BUT I THINK THIS WHOLE PLANNING PROCESS WHICH WHEN WEAR THROUGH FIND ITS WAY IN THE POLICY AND PROCEDURE HERE AT DALLAS COLLEGE.
IT'S A NEW WAY OF ENGAGING WITH OTHER STAKEHOLDERS.
THIS IS NOT AN EXHAUSTIVE LIST.
WHAT WE FOUND AS WE HAVE BEEN GOING THROUGH THE PROCESS OF WORKING TOWARDS AMENDMENTS.
AS WE'VE BEEN GOING THROUGH THESE AMENDMENTS THAT WE NEED TO DO SO WE CAN MOVE FORWARD.
WE ARE HEARING FROM REPRESENTATIVES IN THOSE CITIES AND PLANNING COMMISSIONS AND OTHERS CHAMBERS OF COMMERCE AND ALL ARE VERY EXCITED ABOUT WHERE WE ARE GOING AS DALLAS COLLEGE.
WHAT WE ARE PLANNING AND HOW WE CAN COLLABORATE WITH THEM AND DEVELOP WAYS IN WHICH WE CAN CONSERVE AS A CATALYST FOR THE DEVELOPMENT OF THEIR COMMUNITIES AND THE COMMUNITIES THAT SURROUND OUR CAMPUSES.
[00:20:55]
AS YOU ALL HAVE ALREADY MENTIONED IN CONVERSATIONS WITH US.W WITH OUR STAKEHOLDERS AND SHAREHOLDERS AS THIS PROCESS COMES TOGETHER.
OUR GREAT QUESTION IS WHAT'S NEEDED TO MEET THE CHALLENGES AND OPPORTUNITIES OF DALLAS COLLEGE AND DALLAS COUNTY 2050.
WHEN WE HAVE THE SESSION IN JUNE WE ARE ANTICIPATING WE WILL GO TO NEXT SLIDE.
THAT'S ONE OF THE MOST IMPORTANT THINGS TO LAY THE FOUNDATION FOR THE NEXT 30 YEARS.
>> WITH THAT, OUR QUESTIONS WILL BE WE'LL BE GLAD TO TAKE THEM.
SO I UNDERSTAND THAT POLICY IS IN THE WORKS.
(22:50)>> THERE WILL BE A POLICY COMPONENT TO THIS.
WERE IN SUCH AN EARLY STAGE IN OUR PLANNING.
I DO WANT TO POINT OUT ONE THING THAT JOHN TOUCHED ON IT.
WE'VE DONE A GREAT DEAL OF PLANNING AT DALLAS COLLEGE AND OVER THE YEARS IT HAS BEEN VERY VALUABLE.
WE ARE ENGAGING DIFFERENTLY NOW AS WE MOVE TO ONE COLLEGE AND HAVE OPPORTUNITIES NOW TO EXPAND UPON THAT FINDING THAT WE'VE DONE TO ENGAGE WITH THOSE STAKEHOLDERS SUCH AS OTHER MUNICIPALITIES AND OTHER ORGANIZATIONS TO START TO DEVELOP A MORE INNOVATIVE APPROACH TO HOW WE CAN PARTNER AND COLLABORATE WITH THOSE OTHER ORGANIZATIONS AND CITIES AND THE COUNTY AND OTHERS TO DEVELOP A MUCH MORE RESPONSIVE AND VALUABLE LEVERAGE OF THE ASSETS THAT WE HAVE.
>> THE SLIDE WHERE YOU SHOWED PROJECTED POPULATIONS.
IT'S OBVIOUS THAT YOU WILL BECOME MORE DENSE AND IN TERMS OF DEFINITELY THERE WILL BE CHALLENGES FOR LAND USE.
THAT'S QUITE A BIT MORE PEOPLE IN DALLAS COUNTY.
JUST TO MAKE SURE THE LAND USE POLICY WILL IMNATE FROM THE DISCUSSIONS THAT WE'RE HAVING AND THE PLANNING THAT WE'RE HAVING ET CETERA.
THAT BOARD DIDN'T KNOW WHAT DALLAS COUNTY WOULD LOOK LIKE IN 2021.
WE WILL LEAD YOU TO A PROCESS (25:12) THAT WILL ANTICIPATE SOME OF THOSE THINGS.
WE WILL HAVE TO REVISIT THIS ON A REGULAR BASIS.
SO I LOVE ON THE LAST SLIDE FEW KH-R CASTING.
[00:25:08]
JOBS WE DON'T KNOW WHAT'S COMING.IT'S IMPORTANT FOR US TO ENGAGE IN FUTURE CASTING AND THEN IN THE SIDE IN TERMS OF THE FONT THAT WAS USED FOR THOSE WORDS, TO ME IS SAYING EITHER TWO THINGS.
REALLY LOOPY OR INNOVATION AND CREATIVITY.
>> THAT'S WHAT I WAS GOING TO SAY.
BUT THANK YOU FOR PUTTING FUTURE CASTING ON THE AGENDA FOR US.
ALL THE WORK PREPARING FOR THE BOND HEARINGS.
IT'S ALSO A BLESSING AND A CURSE.
THE FACT THAT WE ARE HAVING THIS DELAY FOR VARIOUS REASONS.
IT'S GIVING US A REAL TIME OPPORTUNITY TO DO MORE WITH WHAT WE NOW KNOW ABOUT THE DELIVERY OF OUR PRODUCT.
ONE BEING THE VERSATILITY OR FLEXIBILITY THAT HAS TO HAPPEN AND ALSO THE TYPE OF TECHNOLOGY THAT WE KIND OF THOUGHT WE HAD BUT REALLY DIDN'T GET PUT TO TASK UNTIL THE REAL TIME.
TO WAR THAT'S WHERE -- >> WHO WILL BE INVITED TO PARTICIPATE.
QUITE FRIENDLY, AS A BOARD MEMBER THE DEEP SITUATIONAL AWARENESS AND ENGAGEMENT WITH RESPECT TO LAND-USE PLANNING ISSUES AROUND CAMPUS IS ESPECIALLY ONES THAT ARE IN THE DISTRICT THAT I REPRESENT.
[00:30:01]
BUT EVEN MORE BROADLY, SO I HOPE AND WOULD ENCOURAGE US TO SPEND SOME TIME TALKING ABOUT THE TRUSTEES ROLE IN HELPING TO ADVANCE THIS COLLABORATIVE, MULTISTATE COMMUNITY PROCESS.I WOULD OFFER I THINK IT NEEDS TO BE DIFFERENT THAN THE WAY WE HAVE APPROACHED IT IN THE PAST.
LESSING, I WILL THROW THIS TO MARY FIRST AND THEN JOHN MAY WANT TO JUMP IN.
MARY, TRUSTEES ZIMMERMAN'S QUESTION WAS AWESOME.
THE COMEBACK, WE ARE ONE COLLEGE WITH NINE SCHOOLS NOW, WE HAVE GOT TO SEE HER THAT IN OUR BRAINS AS WE START TALKING ABOUT IT.
TALK ABOUT OUR FUTURE A LITTLE BIT.
BUT SLIDE NINE HAD A COMMENT ABOUT IN LIGHT OF THAT, WHAT ARE SOME COMMON COMMON COMMONALITIES ACROSS CAMPUSES WITH RESPECT TO OUR NINE SEPARATE EDUCATIONAL DELIVERY MODALITIES: I'M TRYING TO IMAGINE WHAT ARE YOU TALKING ABOUT? WHAT ARE SOME INITIAL IDEAS THAT YOU HAVE IN YOUR HEAD AS TO WHAT THAT LOOKS LIKE?
>> IF I COULD TAKE YOU BACK A LITTLE BIT TO THE STUDENT EXPERIENCE STUDY THAT WAS DONE.
ONE OF THE THINGS WE FOUND WAS A DEEP NEED FOR CONSISTENCY ACROSS THE CAMPUS.
IN FACT, MOVING TO ONE COLLEGE BECAUSE OUR STUDENTS WERE ENCOUNTERING SOMETHING DIFFERENT EVERYWHERE.
YOU WILL FIND IN OUR LANGUAGE AND THAT WE INCLUDED THIS PROCESS AND WE NEED TO CREATE COMMONALITY AT THE SAME TIME MAINTAINING THE UNIQUENESS OF THE LOCATION AND IN THE SURROUNDING COMMUNITIES.
BUT WHEN OUR STUDENTS AND OUR EMPLOYERS AND OUR COMMUNITY COMES TO US, THIS IS DALLAS COLLEGE AS CEDAR VALLEY IS EXPRESSED AT NORTHLAKE.
THE SCHOOLS THEMSELVES ON B B THE SAME APPROACH TO MEETING STUDENT NEEDS AND IT'S A WORK IN PROGRESS BUT IT IS COMING TOGETHER VERY QUICKLY.
SO WITHIN THAT, AS I ENVISION WHAT HAPPENS WITH THE SCHOOL LAND-USE POLICY, IS THAT YOU WILL FIND THAT WHEN YOU MOVE FROM RICHLAND TO CEDAR VALLEY YOU WILL ENCOUNTER THIS THAT'S WHEN YOU GO TO CLASSES THAT RELATE TO THE SCHOOL OF ENGINEERING, TECHNOLOGY MET MEDICS IN SCIENCE WHICH IS A NEW LABEL FOR STEMMING YOU WILL FIND THAT WHATEVER'S BEEN TAUGHT WITHIN THAT SCHOOL WILL HAVE THE SAME CONGRUENCY WHETHER YOU ARE ATTENDING THE CLASSES IN EAST BILL OR BROOKHAVEN.
THAT IS THE THING THAT'S GOING TO BE IMPORTANT BECAUSE IT IS DALLAS COUNTY.
IT IS A COUNTY THAT IS AN ENORMOUS CHANGE AND TRANSFORMATION.
AS JOHN IS SAYING I WANT US TO BE HOME BUT HOME TO BE THE PLACE THAT IS STABLE AND ENRICHED IN A DIVERSE AND RESPECTFUL AND ENGAGING, INNOVATIVE, CREATIVE, ALL OF THE THINGS WE TALK ABOUT.
WE ARE AT THE BEGINNING OF THAT PROCESS.
THE OTHER THING WE KNOW THAT THE LEADERSHIP JUST THIS LAST WEEK, THAT WAS SOMETHING CALLED A NEW (WORD? ) THAT IS REALLY LOOKING AT THE WAY IN WHICH COMMUNITIES COME TOGETHER.
BEING AN ANCHOR INSTITUTION, FOR DALLAS COUNTY, BECAUSE WAY TOO MANY TIMES HAVE I HEARD (NAME? ) SAY IT HOWEVER YOU GO IS HOW WE GO, WE ARE THE HEART OF WHAT HAPPENS AND WE ARE THE HEART OF THE FUTURE.
WITHIN THAT, MR. RITTER, MY HOPE IS THAT WE WILL BE A PLACE WHERE PEOPLE KNOW THAT THEY CAN COME TO AND AS DALE PARNELL SEVERAL EONS AGO AND I COULD MEMBER HIM SAYING IT, WE HAVE THE NEWEST ELLIS ISLAND WHERE THE NEW PLACE WHERE PEOPLE REACH THE AMERICAN DREAM.
THAT'S EXACTLY WHAT WE HAVE TO BE FOR THIS PLACE.
I DON'T KNOW DOCTOR MAE, IF YOU WANT TO SAY ANYTHING ABOUT THIS EMERGING AND VITAL ROLE THAT COMMUNITY COLLEGES ARE BEGINNING TO PLAY.
34:50 >> I THINK IN FACT OUR PROCESS OVER THE LAST COUPLE OF YEARS REALLY SPELL THIS OUT.
IF YOU THINK ABOUT THE PROCESS WE WENT THROUGH WHERE WE BEGAN TO LOOK AT THE ACADEMIC PROGRAMS AND ACADEMIC PLAN, TIE THAT INTO OUR FACILITIES PLAN, BRINGING THAT TOGETHER WITH OUR BUDGET AND IT WRAPPING THAT AROUND.
WHILE WE TALK ABOUT LAND-USE AND TRUSTEE FLORAS, YOU MENTIONED THE HISTORIC PERSPECTIVE OF THIS BOARD GOING BACK OVER 50 YEARS HAS BEEN, I'M GOING TO REPHRASE IT.
[00:35:01]
WE HAVE A LAND, WE HELD ONTO THE LAND AND WE PROTECT THAT LAND.RATHER THAN SAYING THAT WE ARE IN INSTITUTION ENGAGING WITH THE COMMUNITY AND THAT LAND REPRESENTS AS MUCH A PART OF OUR EDUCATIONAL THINKING AND COMPLEXES OUR FACILITIES AS OUR ACADEMIC PLAN AS OTHER ASPECTS OF THAT.
WE ARE MORE THAN JUST AN ORGANIZATION THAT DELIVERS COURSES.
WE ARE IN ORGANIZATION THAT REALLY HELPS BUILD COMMUNITY, MEETING THE NEEDS OF NOT ONLY INDIVIDUALS BUT EMPLOYERS AND IMPROVING THE QUALITY OF LIFE.
FOR THAT IT MEANS WE WILL CONTINUE, WE MUST CONTINUE, TO BE MORE INTEGRATED WORKING COLLABORATIVELY WITH OTHERS, NOT SIMPLY ISOLATED.
YOU KNOW THIS ALL TOO WELL, WE EVEN PUT UP BERMS AND BARRIERS TO ISOLATE OUR CAMPUSES FROM THE COMMUNITIES.
TIME TO LOOK AT BOTH HOW WE BRING THE COMMUNITY INTO THE CAMPUS BUT MORE IMPORTANTLY HOW DO WE TAKE THE COLLEGE AND THE COMMUNITY.
I THINK NOW IS OUR STRUCTURE AS A SINGLE INSTITUTION WITH MULTIPLE SCHOOLS AND MULTIPLE PROGRAMS WE ARE IN A PERFECT POSITION TO DO THAT.
IT'S NOT SOMETHING WE JUST FLIP THE SWITCH ON EITHER.
IT'S NOT GOING TO BE INTUITIVE.
IT DOES MEAN YOUR POINT THAT EARLIER WE DO NEED TO BEGIN TO PUT THIS IN THE POLICY SO IT IS CLEAR BECAUSE THIS IS NOT SOMETHING THAT WE ARE GOING TO DO FOR SIX MONTHS AND THEN CHANGE DIRECTION.
THIS NEEDS TO BE A LONG-TERM APPROACH.
>> ARE THERE ANY OTHER QUESTIONS OR COMMENTS? I THINK ONE OF THE THINGS THAT I AM LEARNING AS I SPEND MORE TIME WITH THE LEADERSHIP AT THE SCHOOL.
YOU NAMED ALL SEVEN SCHOOLS WITHIN THE COLLEGE, I THINK THE NEXT THING IS THE CHALLENGE IS TO IDENTIFY THE SCHOOL OF WHAT TOO WHAT IS TO COME NEXT? THE SCHOOL OF WHAT WILL BE? I DON'T WANT US TO LEAVE THAT OUT OF THE NEXT FEW YEARS AS WELL.
SO THAT IS SOMETHING THAT I AM VERY INTERESTED AND EXCITED ABOUT.
ARE THERE ANY OTHER COMMENTS OR QUESTIONS?
>> LET ME GIVE A QUICK SHOUT OUT THAT ROB AND MARY AND I HAD LENORE REESE HELPING US AND SHE KEPT US ON TASK AND MAKE SURE WE DID WHAT WE WANTED.
I WANT TO RECOGNIZE HER AND HER WORK THAT SHE DID HELPING GET THIS PRESENTATION TOGETHER AND KEEPING, HERDING THE CATS, SO TO SPEAK.
I THINK TRUSTEE RITTER HAD SOMETHING.
>> I WANTED TO OFFER TO THE CHANCELLOR THAT WITHOUT SOME OF OUR BERMS THAT THERE BE NO HILLS IN DALLAS COUNTY.
I LOVE THE BERMS AND WHERE THEY ARE LOCATED.
>> MARY, YOU WILL HELP US FIGURE OUT HOW TO DO THIS BUT IF WE ARE GOING TO SPEND SOME DEDICATED BOARD TIME ON THE MASTER PLAN FIGURING OUT THE ALIGNMENT AND THE CASCADING WITH THE BOARD'S OVERALL STRATEGIC PLAN WOULD BE REALLY, REALLY VALUABLE.
I THINK WE HAD THAT DISCUSSION AND ALIGNMENT WITH RESPECT TO THE EDUCATION PLAN.
DURING THAT SAME THING WOULD BE REALLY VALUABLE AND I AM SURE YOU CAN LEAD US IN THAT DIRECTION.
THANK YOU VERY MUCH, THANKS CLIFF.
>> ARE THERE ANY OTHER COMMENTS?
>> CHECKING ON THIS, I'VE BEEN TO A COUPLE OF GROUP MEETINGS NOW WITH PEOPLE FROM THE COMMUNITY AND IT SEEMS LIKE THE FOURTH INDUSTRIAL REVOLUTION THAT SOMEBODY IS BRINGING UP.
I WAS WONDERING AND LOOKING AT LAND-USE AS FAR AS WHAT OUR PLANS ARE THAT IS SOMETHING WE NEED TO ALSO CONSIDER BECAUSE THERE ARE QUITE A FEW FOLKS THAT I HAVE SPOKEN TO WHO ARE LITTLE BIT CONCERNED THAT OUR EDUCATION IS NOT GOING TO KEEP UP.
THERE ARE JOBS THAT SIMPLY WILL NO LONGER EXIST.
IT'S JUST ONE OF THOSE THINGS IF WE COULD LOOK AT IT FROM THE FOURTH INDUSTRIAL REVOLUTION, THAT MIGHT BE SOMETHING WE NEED TO CONSIDER.
ARE THERE ANY OTHER COMMENTS, ANY OTHER TRUSTEES OR STAFF? OKAY THIS BE NONE, THANK YOU ALL FOR THE PRESENTATION AND WE ARE GOING TO BE SPENDING A LOT OF TIME.
I AGREE WITH TRUSTEE RITTER, MARY, I REALLY WOULD LIKE TO SEE US GO AHEAD AND GET
[00:40:01]
PLANS AND GO BUILD A LONG-TERM EXERCISE FOR US EARLY ON AND NOT REVIEWING SOMETHING LATER BUT REALLY BEING A PART OF MAKING THE SAUSAGE A LITTLE BIT IN THIS TYPE PLANNING.JOHN, GO AHEAD WITH OUR NEXT ITEM.
WE HAVE APPROVAL OF ELECTRICITY SUPPLY CONTRACT.
[5.1. Approval of Retail Electricity Supply Services Agreement with Gexa Energy, LP to provide Dallas College and Support Sustainability Energy Management Goals Gexa Energy, LP to provide Electricity Supply to Dallas College and Support Sustainability and Energy Management Goals]
>> YES WE HAD THE OPPORTUNITY TO BE ABLE TO PRESENT TO YOU A MOVE TO RENEWABLE ENERGY.
WHILE AT THE SAME TIME BEING ABLE TO REDUCE OUR ANNUAL ELECTRIC EXPENDITURE BY ITS PROXIMATELY $700,000 OVER OUR CURRENT CONTRACT.
WE ISSUED, WE GOT RESPONSES FROM FOUR FIRMS. (NAME? ), (NAME? ), (NAME? ) AND TX YOU.
WE ALSO HAD THE HELP OF THE CONSULTANT TRAIN, WHICH DOESN'T JUST MAKE HVAC EQUIPMENT AND AIR-CONDITIONERS, THEY ALSO DO CONSULTING ON THIS WHO HELPED US FORMULATE THAT RFP AND REVIEW THE RESPONSES AS THEY CAME IN.
WE HAD A TEAM WHO EVALUATED ALL FOUR RESPONSES.
THE TEAM HAD PEOPLE FROM FACILITIES BOTH AT THE DISTRICT LEVEL AND THE CAMPUS LEVEL.
BUSINESS PERSONNEL AND ALSO OUR SUSTAINABILITY DIRECTOR ALONG WITH OUR ENERGY MANAGER.
WE ARE NOT ABLE TO CONTINUE WITH OUR CURRENT CONTRACTS TO THE STATE GENERAL LAND OFFICE.
SO THIS GIVES US THE OPPORTUNITY THAT WE CAME UPON TO DO AN RFP.
I HAVE NOT SEEN US DO AN RFP FOR LITERACY SINCE I BEEN HERE BECAUSE WE HAVE ALWAYS USED THE STATE CONTRACTOR OF THE LYNN GENERAL LAND OFFICE AND WE GOT SOME VERY GOOD BITS TO COME IN FOR.
WE ARE RECOMMENDING THAT THIS CONTRACT BE FOR FIVE YEARS WHICH GIVES US THE PERIOD OF BEING ABLE TO SEE HOW IT WORKS BUT WE ARE NOT GOING TO WAIT FIVE YEARS TO GO BACK OUT IN THE MARKETPLACE, WE WILL START LOOKING AT THAT AS WE GET GOING WITH THIS SO THAT WE ARE ALWAYS LOOKING AT WHAT IS HAPPENING IN THE ENERGY MARKET.
WE DID LOOK AT THREE YEARS TO FIVE YEARS AND SEVEN YEARS BUT DECIDED ON THE FIVE YEARS WAS THE MOST APPROPRIATE TO BRING TO THE BOARD.
IF THERE ARE QUESTIONS FROM THAT OR DOCTOR MAKE, DID YOU HAVE ANYTHING TO ADD TO THAT?
>> NO, JOHN, APPRECIATE YOU AND YOUR TEAM PULLING THIS TOGETHER.
OBVIOUSLY, THIS IS PART OF A LARGER EFFORT FOR OBVIOUSLY WE HAVE A LOT TO BALANCE.
ON THE ONE HAND WE MUST BE A COMMUNITY LEADER BOTH IN OPERATIONS AND IN ACADEMIC PROGRAMS AS RELATES TO SUSTAINABILITY, EQUITY AND MAKING SURE THAT WE ARE THINKING OF THE NEEDS OF THE ENTIRE COMMUNITY.
THAT GOES BEYOND THINGS LIKE CLASSROOM SUCH AS WE HAVE TALKED INCLUDING ENERGY USAGE AND OTHER THINGS.
AT THE SAME TIME WE HAVE TO BE AWARE OF OUR FISCAL RESPONSIBILITY AND STEWARDSHIP IN THESE AREAS.
SO WHAT I BELIEVE THE COMMITTEE AND THE GROUP IS DONE ON THIS IS A GREAT BALANCE OF KEEPING ALL OF THESE AND PERSPECTIVE AND COMING FORWARD WITH A RECOMMENDATION THAT I THINK BEST MEETS ALL OF OUR GOALS AS A RELATES TO ENERGY SUSTAINABILITY AND OTHER ISSUES THAT WE SUPPORT AS AN ORGANIZATION.
I DON'T KNOW IF YOU ARE MUTED.
>> I AND MUTED, I WAS MUTED I AM NOT NOW.
GO AHEAD, IF YOU HAVE A QUESTION.
>> I MUTED MYSELF ACCIDENTALLY.
I THINK IT IS QUITE IMPRESSIVE THAT WE ARE GOING TO ACTUALLY REALIZE 750,000 IN ANNUAL SAVINGS COMPARED TO THE CURRENT AGREEMENT THAT WE HAVE.
GIVEN THAT WE HAVE HAD THE AGREEMENT THAT WE ARE UNDER RIGHT NOW FOR SEVERAL YEARS, USUALLY YOU DON'T REALIZE THE FAILINGS PROJECTING FIVE YEARS OUT IN THE SAVINGS OF $750,000 A YEAR.
I THINK THERE'S LOT OF BENEFITS AND PLUSES TO THIS CONTRACT.
IN ADDITION TO THE SAVINGS, THE FACT THAT WE ARE USING SUSTAINABLE, RENEWABLE ENERGY SO, GOOD WORK ON THOSE WHO WORKED ON THIS.
FOR ALLOWING US TO BE GOOD STEWARDS.
>> JOHN, THE ONE THING I WANT TO MAKE SOME OPENING COMMENTS.
[00:45:01]
I SPENT SOME TIME REVIEWING THIS CONTRACT AND REVIEWING THE THEORY IS THAT WE ALL KNOW THAT NOBODY CAN PROVIDE YOU AT ONE OF THE PERCENT RENEWABLE ENERGY UNLESS YOU ARE HOOKED UP DIRECTLY WITH ALL OF THE WINDMILLS, SOLAR PANELS ON EVERY BUILDING.WE KNOW THAT THIS IS THROUGH A PROGRAM OF RENEWABLE CERTIFICATES THE (NAME? ), THE CONTRACTOR WHO PURCHASES THOSE AND WITH THOSE CERTIFICATES THAT FOSTER IMPROVEMENT OR THAT IS WHAT FUNDS THE BROKEN DISABLE ENERGY.
I GUESS ONE THING I WANTED TO ALWAYS BE HOLDING ALL OF OUR SUPPLIERS ACCOUNTABLE TO WHAT THEY TELL US.
SO WHATEVER THE PROCESS IS OR HOWEVER IT WOULD WORK I WOULD LIKE FOR US TO KNOW THAT WE ARE REVIEWING THEIR PURCHASE OF THESE RENEWABLE CERTIFICATES AND THAT THEY ARE TRULY INVESTING INTO RENEWABLE ENERGY IN THE FUTURE.
I KNOW THAT (NAME? ) IS ONE OF THE LARGEST HOLDERS OF THE CAPACITY OF RENEWABLE ENERGY BUT THEY THEMSELVES STILL ARE RELYING ON OTHER FORMS OF ENERGY.
THE OTHER THING I WOULD LIKE IS ON THIS CONTRACT, DO WE HAVE THE ABILITY, IS THERE LANGUAGE, I DIDN'T DETAIL REVIEW WHERE WE FOR EXAMPLE IF WE HAD A REASON TO DEPART THERE IS A PROVISION TO BE ABLE TO BUY OUT OF THE CONTRACT AT SOME PRICE?
>> THE WAY THE CONTRACT IS WRITTEN, YES, WE CAN ALWAYS BUY OUT OF THE CONTRACT.
WE MIGHT RESTRUCTURE THE CONTRACT AND IT MIGHT BE DIFFERENT THAN MAYBE A DIFFERENT AMOUNT OF RENEWABLE ENERGY.
MICHAEL BACK TO SOMETHING ELSE.
BUT WE HAVE THE ABILITY TO RESTRUCTURE THE CONTRACT IF WE NEED YOU.
ALSO, I WOULD LIKE IF YOU WOULD RECOGNIZE THE YOUNG MAN THAT YOU INTRODUCED TO ME THAT HAS BROUGHT FORTH THIS KNOWLEDGE BASE THAT WORKS WITH YOU AND MAKING YOU LOOK GOOD.
>> YOU KNOW, WE HAVE INTERNAL TALENT.
DOCTOR MAY HAS SAID THIS ALL ALONG, WE GET SURPRISED BUT SIX MONTHS AGO SCOTT WRIGHT HIRED GARRETT ROSS TO BE OUR ENERGY MANAGER WHO WAS WORKING OUT AT NORTHLAKE TO DO ENERGY MANAGEMENT OUT THERE.
WE BROUGHT HIM IN TO TAKE OVER ALL OF OUR LOCATIONS AND START LOOKING AND HE HAS BEEN CERTIFIED.
HE IS THE GOING BACK TO SCHOOL TO GET CERTIFIED AS A ENERGY MANAGER AND HAS COMPLETED THAT AND QUITE FRIENDLY, WE HAVE GOT A GEM ON OUR HANDS SO WE NOW HAVE AND THAT IS PROBABLY SOME OF THE REASONS WHY WE JUST WENT GOING THROUGH THE GOL BEFORE BECAUSE REALLY DIDN'T HAVE THAT.
BUT ALSO THEN WHEN WE WENT OUT AND LOOK FOR A CONSULTANT WE RFP THAT AND I SAID PICK TRAIN BECAUSE THEY HAVE BASICALLY THE BEST PRICE WITH THE MOST SERVICES THAT WE COULD GET.
SPENT LESS THAN $10,000 ON THAT CONSULTANT TO BE ABLE TO HELP US REVIEW THIS.
AS WE GET INTO THIS AND AS WE MOVE FORWARD WE WILL PROBABLY HAVE OTHER WAYS THAT WE WILL WANT TO DO THIS.
WE REALLY HAD PROCURED ON HER OWN ENERGY, WE BASICALLY HAD JUST GONE THROUGH THAT.
YOU ARE CORRECT, EVERYBODY BUYS FROM THE GRID.
WE ARE A COMMERCIAL ACCOUNT BUT WE ARE A RETAIL CONSUMER.
IT MIGHT GET THERE SOMEDAY BUT RIGHT NOW WHAT WE DO IS WE BUY IT.
WHAT WE HAVE IN THIS IS THE FACT THAT WE EXPECT (NAME? ) AND WE WILL FIND A WAY AND I'M SURE (NAME? ) WILL BE ONE OF THOSE ESPECIALLY SINCE SHE SAID IT NOW.
BE ABLE TO WATCH WHAT (NAME? ) IS DOING TO MAKE SURE WE ARE GETTING WHAT WE SAID WE WERE SUPPOSED TO GET.
>> ARE THERE ANY OTHER TRUSTEES, ANY OTHER COMMENTS, ANY OTHER QUESTIONS FOR JOHN AND THE TEAM?
CHECKING FURTHER, KNOWING THAT (NAME? ) HAS CALLED ANOTHER EMERGENCY SINCE FEBRUARY 14, IF WE HAVE LIMITED OUR ENERGY TO WIND AND SOLAR, ARE WE GOING TO FIND OURSELVES IN A HOT SUMMER, 93 DEGREES CLASSROOMS:
>> LET ME ADDRESS THAT A LITTLE BIT, I THINK IT'S A GOOD QUESTION.
I DID SOME RESEARCH AND JOHN WILL TELL YOU I TEND TO DO THIS QUITE DEEPLY SOMETIMES.
THERE IS NOT WIND AND SOLAR, THERE ARE NINE FORMS OF RENEWABLE ENERGY THAT ALL
[00:50:05]
DEPENDS ON, THERE'S WIND, GEOTHERMAL, HYDROELECTRIC, SOLAR, BIO, AND THE OCEAN.THOSE ARE THE NINE CATEGORIES OF ENERGY AND SO I THINK THAT YOUR QUESTION IS A GREAT QUESTION BUT I THINK THAT WE KNOW THAT THEY ARE NOT DEPENDING ON DELIVERING OUR ENERGY SIMPLY FROM IT SOLAR AND WIND.
I DON'T REMEMBER THE PERCENTAGE BUT IT'S PROBABLY CLOSER TO LIKE 13 OR 15 PERCENT AT ANY POINT TIME.
IT'S A GREAT QUESTION AND I WOULD BE CONCERNED LIKEWISE IF I THOUGHT THAT WE WERE GETTING THAT.
THAT IS WHY THE CERTIFICATES ARE THE WAY THEY CAN ADVERTISE OR BID ON OUR CONTRACT BECAUSE LEGALLY THEY ARE ASSURING US THAT THEY HAVE PURCHASED ENOUGH RENEWABLE ENERGY TO COMMIT TO OUR CONTRACT.
THAT IS HOW LEGALLY THEY ARE ABLE TO DO THAT.
>> SO THEY DON'T USE OR CUT? THE REGULATION, BECAUSE THE POINT THAT (WORD? ) CALLED THE EMERGENCY THEY DID NOT HAVE IN THE GRID TO USE IT.
THAT HAS BEEN SINCE FEBRUARY 14.
I THINK IT WAS MARCH, WHAT, MARCH 9.
MARCH 15, SOMETHING LIKE THAT.
THAT THEY CALLED AGAIN ANOTHER EMERGENCY.
THEY WANTED EVERYBODY TO SHUT DOWN, TURN UP THE THERMOSTAT, OR TURN DOWN THE THERMOSTAT WHATEVER THAT WAS.
AT THE POINT THAT ERCOT IS A REGULATOR THAT WE HAVE TO USE TO ME THAT KIND OF SEEMS LIKE WE ARE LIMITING PERHAPS OUR ABILITY IF EVERYTHING ON THE GRID CANNOT BE USED BY US.
I JUST DON'T WANT 90 DEGREES CLASSROOMS, THAT'S ALL.
>> ISSUE AND ENERGY WHAT MOST PEOPLE DON'T STOP AND UNDERSTAND IS THAT THERE ARE TWO PIECES TO ENERGY.
THERE IS THE ENERGY WHICH IS THE (WORD? ) AND THEN THERE'S ENCORE.
ENCORE IS IN OUR AREA IS THE POLLS AND THE LINES AND THE DELIVERY THAT IS CONNECTED TO THE GRID AND IT'S HOW WE GET WHAT WE BOUGHT.
WE BOUGHT A LOAF OF BREAD AT (NAME? ) IN THE TRUCK BRINGS IT TO THE HOUSE.
THAT IS ABOUT WHERE ENCORE IS.
BY BUYING OUR ENERGY IT WILL BE DELIVERED BY ENCORE IS NOT GOING TO BE AFFECTED.
WE CAN HAVE ANYTHING TO DO WITH WHAT THE GRID IT TURNS ON TURNS OFF.
THAT'S AN UNCONTROLLABLE FROM OUR PERSPECTIVE.
>> I WAS WONDERING BECAUSE I HAVE A LITTLE BIT OF A CONCERN ABOUT WHAT ARE THE HIDDEN COSTS OF LOCKING INTO AN EXCLUSIVE SPECIFIED A FUEL SOURCE.
EVEN IF THERE'S THREE OR FOUR DIFFERENT KINDS OF RENEWABLES.
I'M WONDERING WHAT CALCULUS HAS BEEN GIVEN TO SAY USING CLEANBURNING NATURAL GAS? NATURAL GAS SUSTAINS HUNDREDS OF THOUSANDS AND MILLIONS OF JOBS ACROSS THE STATE.
ARE WE EXCLUDING NATURAL GLASSES FROM OUR FUEL? AND IF SO, WHY? CAN WE HAVE A DISCUSSION ABOUT THAT?
>> AGAIN, HOW WE PURCHASE, WE GET OUR ELECTRICITY FROM THE GRID.
ALL THE POWER GOES AND WHETHER IT IS NUCLEAR, GAS GENERATION, SOLAR, WIND, HYDROELECTRIC AND SO WHEN WE DO THAT WILL WE BE LOOKING AT OTHER AREAS AND TO BUILD, I UNDERSTAND YOUR QUESTION.
MY DAD WORKED AS GAS TRANSMISSION EXECUTIVE FOR 50 YEARS AND I ALWAYS HAD AN IDEA ABOUT GAS PRODUCTION IN TEXAS AND GAS USE.
BUT THIS SATISFIES AND QUITE FRANKLY THAT IS WHAT WE ARE GETTING RIGHT NOW.
THAT IS HOW WE ARE HAVING THE SAVINGS OVER THE EXISTING CONTRACT IS BECAUSE THE CONTRACT WE LOCKED INTO WAS EIGHT NATURAL GAS PIPE PRODUCING, WHAT I CALL CONVENTIONAL ENERGY CONTRACTS.
THIS ALLOWED US TO BE ABLE TO SWITCH WHICH IS ONE OF THE THINGS WE HAVE BEEN LOOKING AT FROM A SUSTAINABILITY AND STILL BE ABLE TO REDUCE OUR EXPENSE.
LIKE I SAID, IF WE HAVE, WE ARE GOING TO WATCH THIS AND IF WE HAVE TO GO BACK AND RESTRUCTURE IT WE WILL BE LOOKING AT THOSE TYPE OF THINGS ALSO.
[00:55:02]
>> WE DON'T HAVE ANY CONTROL OVER THE WHOLESALE MARKET, JUST LOOKED AT WHAT HAPPENED IN FEBRUARY.
CERTAIN CUSTOMERS FOUND THEMSELVES IN AN EXTREMELY DISADVANTAGEOUS POSITION FROM A PRICING POINT OF VIEW DEPENDING UPON THEIR FUEL SOURCE.
ARE WE PLACING OURSELVES IN THAT KIND OF SITUATION, AS WELL? BY SAYING WE ARE, ONLY GONNA PAY FOR RENEWABLE, WE WANT TO BE ONE PERCENT RENEWABLE, THAT IS WHAT WERE SAYING, RIGHT? WHAT IS A COST OF THAT IF THE RENEWABLES DRY UP? AND THEY CAN DELIVER.
>> PHIL, ON THAT SITUATION THAT IS WHY I BROUGHT UP THE CERTIFICATES BECAUSE THERE IS NOBODY THAT CAN DELIVER RENEWABLE 100 PERCENT, IT'S IMPOSSIBLE UNLESS YOU'RE HOOKED DIRECTLY TO A SOLAR PANEL OR TO A WINDMILL.
WHAT GEXA HAS TO DO IS LOOK AT THEIR COST AND THEIR MIX AND THEY PRICE US A FIXED PRICE AND SO IF THEY MISS GUESS ON THAT THAT IS ON THEIR NECK NOT OURS.
IT'S NOT TO BE LIKE SOME OF THE PEOPLE THAT GOT CAUGHT IN THE VARIABLE PRICING.
WE HAVE A FIXED PRICE SO IT'S ON GEXA TO BE ABLE TO DELIVER AND THEY MAY HAVE TO DROP DOWN TO THREE PERCENT OF ACTUAL, RENEWABLE ENERGY BUT THEY STILL HAVE TO MAKE A COMMITMENT TO PURCHASE OR MAKE AN ADVANCE IT INVESTMENT EQUAL TO OUR BILL THAT WE GOT.
THAT'S THE ONLY WAY LEGALLY THEY CAN CALL IT A 100 PERCENT RENEWABLE.
IT'S NOT 100 PERCENT RENEWABLE, WHAT'S DELIVERED TO OUR SCHOOLS AND OUR CLASSROOMS, IT'S JUST TO THE CONTRARY.
IT'S A HYBRID MIXTURE OF SOURCES THAT GAVE THEM THE MEGAWATTS THEY DELIVERED.
THE RISK IS ALL ON GEXA AND NOT ON US.
EVEN NOW AS CLIFF SAID, SOME OF THE ELECTRICITY WE ARE BUYING TODAY AS A RENEWABLE SOURCE IN IT.
BUT WHAT WE WANT TO DO IS MOVE TOWARDS THIS IDEA, WE ARE NOT CONNECTED DIRECTLY TO ANY RENEWABLE SOURCES.
SO IT CANNOT BE 100 PERCENT GUARANTEED BUT THAT IS WHERE THESE ENERGY CREDITS COME IN AND BE ABLE TO BUILD THAT MARKET AND BE ABLE TO DO THOSE THINGS.
>> SO I REALLY THINK AS I HAVE TOLD JOHN WHEN I FIRST STARTED, I AM A FORT SUSTAINABILITY BUT NOT AT ALL COSTS.
I AM NOT ONE THAT WANTS TO BE PAYING THE TICKET FOR EVERYBODY ELSE TO STAY ON A CHEAPER FORM OF ENERGY AND US PAYING EXTRA.
WE ARE MAKING THIS CONTRACT AT PROBABLY ONE OF THE LOWEST TIMES IN HISTORY OF ENERGY.
IS STARTING TO MOVE UP IN THE LAST 60 TO 90 DAYS BUT BASICALLY I THINK THIS IS A PROGRAM AND I THINK WHAT JOHN SAID EARLY ON IS PROBABLY REALLY CRITICAL THAT IN THE NEXT YEAR OR TWO WE NEED TO BE LOOKING AT OUR ENERGY TILL THE END OF THIS CONTRACT AND MOST OF THE LARGER ENERGY COMPANIES WILL SELL US FIVE YEAR ON TOP OF THAT WE ALREADY BOUGHT AT TODAY'S PRICE.
SO THE LAST TIME, THE WORST TIME TO BUY ENERGY IS WHEN YOU NEED IT.
THE BEST TIME TO BUY IT IS AHEAD OF TIME, BEFORE AND IT LOCK-IN FOR THE FAVORABLE RATES.
I BELIEVE THE YOUNG MAN AND JOHN'S TEAM, I THINK THE REALLY TUNED INTO THAT.
SO I THINK WITH THAT I RECOMMEND THAT THEY PROBABLY HAVE DONE THE BEST JOB AND TO BE ABLE TO PARTICIPATE IN OUR COMMITMENT TO SUSTAINABILITY.
REMEMBER ALSO THAT RENEWABLE ENERGY IS CREATING A LOT OF JOBS.
JOBS ARE BEING LOST IN SOME SECTORS, RENEWABLE ENERGY IS CREATING A LOT OF JOBS.
THAT IS GOOD FOR THE ECONOMY, THAT'S GOOD FOR PEOPLE THAT NEED A LIVABLE WAGE AND BEYOND JOBS.
IT'S ALSO ONE COMMITMENT WE HAVE MADE UNDER SOCIAL RESPONSIBILITY AND THANK YOU FOR THAT, A NEW EDUCATIONAL FACT FOR ME.
I DID NOT REALIZE THERE WERE NINE SOURCES OF RENEWABLE ENERGY.
SO, THANK YOU FOR SHARING THAT.
>> ARE THERE ANY OTHER COMMENTS, KRISTI ZIMMERMAN? ANY OTHER COMMENTS?
>> AT THIS POINT I THINK THAT WAS A GOOD CONCLUSION.
BECAUSE THE POINT THAT WE ARE HEDGING OUR BETS, MORE OR LESS, I JUST DIDN'T WANT
[01:00:10]
US TO, THAT RENEWABLES BE THE ONLY SOURCE BECAUSE AT THE POINT WE HAVE FREEZING PIPES AND DAMAGING WINDS, WHATEVER, I JUST DIDN'T WANT US TO BE LEFT HANGING.SO YES, IF IT INDEED IS NOT CONTINUALLY AND EXCEPTIONALLY JUST RENEWABLES THEN YEAH, THAT'S A BETTER EXPLANATION THAN WHAT WAS GIVEN IN THE RIGHT UP FOR THE DISCUSSION.
IS THERE ANY OTHER COMMENTS OR QUESTIONS?
>> GOOD JOB, ROBERTSON AND TEAM.
>> IT'S THE PEOPLE BEHIND ME AS YOU WELL KNOW.
>> JOHN, YOU WANT TO GO TO THE NEXT ITEM PLEASE.
>> I BELIEVE THE NEXT ITEM IS AN EASEMENT AGREEMENT.
[5.2. Approval of Wastewater Easement to City Dallas at the Richland Campus Service New Early College High School/Workforce Building Richland Campus to Service the New Early College High School/Workforce Building]
I'M NOT SURE WHICH ONE YOU BRING UP NEXT.THIS IS FOR OUR REQUEST IS BEEN ABLE TO HAVE THIS EASEMENT FOR BUILDINGS AS WE WERE MOVING FORWARD.
THIS IS PRETTY STANDARD STUFF.
THERE WILL BE ANOTHER ONE IN A JUNE FOR BROOKHAVEN THAT WILL BE COMING UP AND THESE ARE AS WE ARE PROCEEDING WITH OUR PROGRAMS. LASTLY, THE OTHER ITEM IS WHAT WE CALL THE MOBILE TRAINING UNIT.
[5.3. Approval of Agreement with Rolltechs Specialty Vehicles, LLC to Purchase a Mobile Training Unit that Is Accessible the Community to Purchase a Mobile Training Unit that Is Accessible to the Community]
IF THERE ARE ANY QUESTIONS ON THAT I WILL TAKE THOSE OR LET DOCTOR C BROOKS HANDLE IT.>> ANY COMMENTS OR QUESTIONS ON EITHER 5.2, OR 5.3?
>> I HAD A QUESTION ABOUT THE 53 FOOT TRAILER.
AS I GOING TO BE LIKE A CONTAINER ON WHEELS?
AS A TRADITIONAL FULL TRAILER THAT GOES WITH TRADITIONAL SEMI'S THAT WILL BE CONVERTED INTO A CLASSROOM AND LABORATORY FOR WORKFORCE PROGRAMS.
>> OKAY, BECAUSE THE MOBILE SOUNDS LIKE A GOOD IDEA.
AT THE WHOLE IDEA THAT IT DEPENDS ON EDUCATION.
THERE IS LOT OF US WHO LEARN BETTER WITH A WRENCH IN OUR HANDS THAN SAY MAYBE A BOOK IN FRONT OF US.
>> ARE THERE ANY OTHER COMMENTS OR QUESTIONS?
>> DOCTOR, THANK YOU VERY MUCH FOR YOUR EFFORT TO GET THIS HAPPENING AND I THINK IT IS THESE TYPES OF ISSUES ANY TYPE OF OPPORTUNITIES THAT WE WANT TO PUT HERSELF OUT INTO THROUGH THE MARKETPLACE TO GO WHERE THE JOBS ARE WHERE THEY ARE NEEDED AND I THINK IT'S JUST ANOTHER FEATHER IN THE CAP FOR DALLAS COLLEGE AND FOR YOUR ENERGY AND EFFORT ON THAT.
>> I DON'T KNOW, ARE THERE ANY OTHER COMMENTS, 6.1 COVERS OUR COMMITTEE NOTES
[6.1. Committee Notes (May 4, 2021 Finance Committee: Item 6.1.a.) (May 4, 2021 Finance Committee: Item 6.1.a.)]
FROM APRIL 6, ARE THERE ANY COMMENTS, CORRECTIONS, IDEAS, THOUGHTS? WHATEVER YOU ALL DO WITH THOSE.THERE BE NONE, THERE IS NO NEED FOR US TO HAVE AN EXECUTIVE SESSION, RIGHT? LEX CORRECT SIR.
>> ALL RIGHT, WITH THAT I FINISHED UP EARLY, DID NOT? WELL, ALMOST.
>> OKAY, THANK YOU ALL, IT'S BEEN A PLEASURE.
>> IT IS 2:34 PM IF YOU WANT TO ADJOURN THE MEETING, SIR.
>> I WILL ADJOURN THE MEETING AT 2:34 PM.
SO WITH THAT THE FINANCE COMMITTEE HAS ADJOURNED AT 2:34 PM.
