HE'S SERVED OVER 26 YEARS AT SUPERINTENDENT, CEO OF SIX PUBLIC EDUCATION SYSTEMS INCLUDING TWO OF THE 25 LARGEST IN AMERICA.

DALLAS ISD IN TEXAS AND COBB COUNTY SCHOOL DISTRICT IN GEORGIA.

HIS CAREER FROM TEACHER AND COACH TO CEO SPANS MORE THAN FOUR DECADES.

WHEN WE TALKED ABOUT THE AGENDA, WE HAD ALREADY HAD A FEW ITEMS WE WANTED TO COVER.

WAS THE BOND, 2020.

AS YOU KNOW, THE LARGEST BOND IN THE HISTORY OF THE STATE OF TEXAS PASSED.

IT WAS A $3.7 BILLION BOND AND 3.5 BILLION PASSED.

THERE WERE THREE PROPOSITIONS FOR OUR REGIONAL STADIUMS FOR OUR SWIMMING POOLS AND PERFORMING ARTS CENTER THAT FAILED.

SO THOSE WERE -- HAD TO BE ON A SEPARATE BALLOT.

THERE'S NOT GOING TO BE A TAX RATE INCREASE.

DESPITE, THERE WAS SOME LANGUAGE IN THE BALLOT THAT IS REQUIRED TO SAY IT WAS GOING TO BE A TAX RATE INCREASE.

REGARDLESS, WE HAVE HAD GREAT NEWS EVER SINCE THEN.

OUR TEAM WAS VERY CONSERVATIVE ON OUR ESTIMATES FOR EVERYTHING.

WE WERE CONSERVATIVE ON PROPERTY VALUE GROWTH.

WE SAID WE WOULD HAVE PROPERTY VALUE GROWTH OF 1% IN THE FUTURE AND OF COURSE IT'S GOING TO BE MUCH MORE.

IT HADN'T BEEN LESS THAN 7% IN THE PAST.

INTEREST RATES ARE PHENOMENAL RIGHT NOW AND WE'VE ALREADY SAVED SEVERAL MILLION DOLLARS ON THE FIRST SET OF BONDS WE SOLD.

I'M SORRY, THE LAST SET OF BONDS FROM THE 2015 BONDS.

ALSO, THE OTHER GOOD NEWS IS CONSTRUCTION COSTS ARE COMING DOWN.

SO WE ESTIMATED A HIGHER NUMBER FOR CONSTRUCTION COSTS.

THE BOTTOM LINE IS WE'RE GOING TO NOT NEED ANOTHER BOND ELECTION FOR TEN YEARS.

THIS IS A TEN-YEAR IMPLEMENTATION CYCLE.

IT WILL TAKE US TEN YEARS TO EXECUTE ALL THIS.

WHAT'S GOING ON NOW? FIRST OF ALL, BEFORE I START WITH THE 2020 BOND, I'M ALSO VERY PROUD OF WHAT'S HAPPENING NOW.

EVERYBODY JUST THINKS ABOUT -- HIGH SCHOOL.

AND BY THE WAY, WE HAVE HAD QUITE AN INTERESTING PHENOMENON.

SUBURBAN SCHOOL DISTRICTS WANT TO PLAY THEIR PLAYOFFS AT CARTER AND SOUTH OAK CLIFF.

RED OAK AND HIGHLAND PARK AT SOUTH OAK CLIFF HIGH SCHOOL.

PEOPLE HAVE DRIVEN BY AND SEEN HILLCREST AND PEOPLE HAVEN'T TALKED ABOUT CARTER.

DURING THE PANDEMIC, FEW PEOPLE HAVE SEEN IT.

ALSO, I HAD THE OPPORTUNITY TO WALK THROUGH SEGALVILLE YESTERDAY.

THAT SCHOOL LOOKS ALMOST COMPLETELY NEW.

WE HAVE NORTH DALLAS HIGH SCHOOL THAT HAS OVER $40 MILLION OF WORK.

WE ALSO HAVE SUNSET HIGH SCHOOL THAT HAS $40 MILLION.

WE HAVE BRIAN ADAMS HIGH SCHOOL, WHICH WE CAN'T OPEN UNTIL AFTER SPRING BREAK BECAUSE OF THE SNOMAGEDDON AND THE PIPES BURSTING.

THAT WILL GET $66 MILLION.

SO EVEN BEFORE WE GET TO THE 2020 BOND, WE'RE FINISHING OUT THE 2015 BOND AND

THERE'S A LOT OF EXCITING STUFF HAPPENING.

ON THE FIRST ITEM ON THIS BOND, WE'LL HAVE 3.4 BILLION -- WE'RE GOING TO HAVE ROLLING PHASES INSTEAD OF PHASE I, 2 AND 3.

WE'RE GOING TO BE HAVING ROLLING PHASES.

AS WE'RE GEARING DOWN WITH A PROJECT, WE'RE GEARING UP WITH ANOTHER ONE SO THIS IS A DIFFERENT APPROACH.

WE'RE GOING TO HAVE 29 -- CURRENTLY THERE ARE 29 CONSTRUCTION PROJECTS UNDER WAY AND THERE'S 21 SET TO BEGIN WITH 13 SCHOOLS, 13 BRAND-NEW SCHOOLS ALL OVER TOWN THAT ARE GOING TO BE BUILT.

THEY'VE ALSO -- OUR CONSTRUCTION TEAM, WE HAVE A NEW TEAM IN PLACE AND THEY HAVE PROMISED TRANSPARENCY AND EQUITY AS WE ROLL OUT THE BOND PROGRAM.

ALSO WE HAVE TO HAVE DISCIPLINE AND TELL PEOPLE NO FOR THINGS THAT AREN'T IN THE SCOPE OF WORK.

THAT GOT US INTO A LITTLE BIT OF TROUBLE IN THE LAST BOND PROGRAM WHEN THINGS STARTED ESCALATING BEYOND OF SCOPE OF THE PLAN.

THIS TIME WE TOOK MORE TIME ON THE FRONT END SO WE DON'T HAVE ISSUES ON THE BACK END TO RESOLVE.

SPECIFICALLY PLACES LIKE ROOSEVELT AND SOUTH OAK CLIFF.

WITH THE THOMAS JEFFERSON PROJECT, IT'S GOING TO BE OPEN IN 2022.

THIS BOND WILL PAY FOR MOST OF IT.

YOU GIVE PEOPLE AN OPPORTUNITY TO GIVE VOICE ABOUT WHAT THE OPPORTUNITY LOOKS LIKE.

SOUTH OAK CLIFF WAS A MESS.

WE HAD $11 MILLION SET ASIDE.

AS A RESULT THAT HAVE MEETING AND WALKOUT AND THAT BLOWUP, I TOLD PEOPLE TO BE PATIENT WITH US AND THEY WEREN'T.

THEY COULDN'T BE.

SO WE TOOK EVERYBODY AND SENT THEM THROUGH A DESIGN CHARETTE AND DESIGNED THE SCHOOL THEY HAVE NOW.

LO AND BEHOLD, WE HAD TO REITERATE AND ADJUST, SPENDING OVER $40 MILLION AT SOUTH OAK CLIFF.

NOW WE HAVE SUBURBS THAT WANT TO PLAY GAMES.

DIVISION 1 FOOTBALL COACH WAS RECRUITING A KID AND WALKED THROUGH THE BUILDING, TAKING PICTURES AND SAID THIS WAS THE BEST LOOKING SCHOOL HE'S BEEN IN.

THAT'S WHAT OUR FACILITY WILL LOOK LIKE.

I'VE BEEN A SUBURBAN SUPERINTENDENT THREE TIMES AND URBAN TWICE.

THE SUBURB SCHOOLS LOOK LIKE THIS NOW AND OURS HAVEN'T.

WE WENT THROUGH A PROCESS WHERE WE SELECTED DIFFERENT FIRMS REALLY LOOKING FOR FOLKS WHO ARE INTERESTED BUT EITHER NOT YET BONDED OR DON'T YET HAVE EXPANDED BONDING CAPACITY TO BE ABLE TO TAKE ON SOME OF THE JOBS WE HAVE TO OFFER.

SO YESTERDAY WAS THE FIRST SESSION OF IT.

IT'S A VIRTUAL BOND ACADEMY.

WE HAVE SELECTED SEVERAL FROM -- I'LL SHARE THE DEMOGRAPHICS OF THE GROUPS PARTICIPATING.

PTECH, PATHWAYS IN TECHNOLOGY WHERE WE CREATED A -- KIDS THAT WERE IN AB AND AP WERE GOING TO GRADUATE AND GO TO COLLEGE IN SPITE OF US.

AT DALLAS COLLEGE WE CREATED PTECH AND WAS ABLE TO REALLY BE PHENOMENAL.

THERE ARE MANY COMPANIES PART OF THE HISPANIC CHAMBER THAT ARE INDUSTRY PARTNERS.

PTECH, IN 2009, WHEN I WAS SUPERINTENDENT BEFORE, ONLY 7% OF OUR STUDENTS HAD ANY KIND OF POST SECONDARY CREDENTIAL, SIX YEARS AFTER GRADUATING FROM HIGH SCHOOL.

IN 2021, WE'LL HAVE 10% OF OUR KIDS GRADUATING FROM HIGH SCHOOL WITH AN ASSOCIATES DEGREE.

BUT WE'RE STILL LEAVING A LOT OF KIDS OUT.

THEY'RE SAYING WHAT ABOUT US? IN FACT TIME I'M PRESENTING -- I'VE BEEN APPOINTED BY THE GOVERNOR TO THE WORKFORCE -- TEXAS WORKFORCE INVESTMENT COUNCIL AND I'M PRESENTING TOMORROW ON PTECH AND CAREER INSTITUTES.

CAREER INSTITUTES IS JUST US SO WE HAVE PIVOTED OUR ENTIRE ORGANIZATION.

WHAT IS A CAREER INSTITUTE? THIS IS TO PREPARE OUR STUDENTS FOR JOBS OF THE FUTURE AND NOT JOBS OF THE PAST.

WE HAVE OVER -- IN THE BOND PAST PASSED AND WE HAVE ALMOST $250 MILLION FOR FOUR FACILITIES THAT WILL HELP OUR STUDENTS PREPARE FOR JOBS OF THE FUTURE.

IN THESE CAREER INSTITUTES, IT'S GOING TO TAKE THE OTHER 50%.

WHAT IS THE STUDENT GOING TO GET? THEY'RE GOING TO GET DEGREES, CERTIFICATES THAT ARE STACKABLE.

FIRST OF ALL WE HAVE PATHWAYS IN AVIATION, CONSTRUCTION AND CARPENTRY, ELECTRICAL AND SOLAR TECHNOLOGY, INTERIOR DESIGN, HEAT, HVAC, PLUMBING AND PIPE FITTING, MEGATRON NIX, ADVANCED MANUFACTURING AND CYBERSECURITY.

AND WHERE ARE THESE FACILITIES GOING TO BE? KIDS IN EVERY HIGH SCHOOL WILL HAVE ACCESS.

NOT WILL, ALREADY HAVE ACCESS.

SO FRESHMAN YEAR, ALL OF THE KIDS IN THESE PROGRAMS EITHER TAKE PRINCIPLES OF CONSTRUCTION OR PRINCIPLES OF TECHNOLOGY.

THEY GET THIS FOUNDATION.

THEN AS YOU GO UP, IN ONE OF THESE PATHWAYS, WE'RE GOING TO HAVE FOUR OF THEM.

ONE OF THEM IS ALREADY OPEN ACROSS FROM LUBY'S ON MIDWAY.

WE HAD TO RENT A FACILITY SO WE COULD START THIS PROGRAM.

WE NOW HAVE FRESHMEN AND SOPHOMORES AT THAT CAMPUS AND THEY COME FROM THE FOLLOWING HIGH SCHOOL.

OUR KIDS ARE JUST SOPHOMORES BUT THEY'RE STARTING TO GET THESE CERTIFICATES.

I WAS IN THE SCHOOL YESTERDAY, EVERY -- WE'RE GOING TO EXPECT EVERYBODY TO CONTINUE TO WEAR THEIR MASK FOR THE REST OF THE YEAR.

I HAVEN'T GOTTEN VACCINATED, I'M 64 AND HEALTHY BUT I DIDN'T WANT TO GO AHEAD OF THE TEACHERS.

NOW THAT THEY'RE GOING TO GET THE VACCINE, I'M GOING TO SIGN UP TO GET MY VACCINE.
