ALL RIGHT.

SO WE WILL BEGIN WITH OUR NEXT ITEM, WHICH ISá--áOR CHANCE LORAND BOARD

[4.A. Announcements from the Chancellor]

ANNOUNCEMENTS.

CHANCELLOR?

>> THANK YOU, MADAM CHAIR.

I DID WANT TO UPDATE THE BOARD ON THE IMPACT OF THE WINTER STORM WE HAD.

CERTAINLY WE ALL KNOW THAT IT AFFECTED ALL OF US IN SOME WAY FROM STUDENTS TO EMPLOYEES.

AND WE QUICKLY DURING THE STORM WERE ABLE TO SET UP AND START OFFERING ASSISTANCE TO HELP OUT WHEREVER WE COULD.

AS I MENTIONED IN A PREVIOUS PRESENTATION TODAY, WE MADE THAT AVAILABLE TO STUDENTS TO SEE HOW WE COULD HELP SUPPORT THEM DURING THE TIME.

THE FREEZING TEMPERATURES DID HAVE AN IMPACT ON MOST OF OUR CAMPUSES, ALTHOUGH FORTUNATELY IT WAS MINOR.

WEá--áOUR TEAMS AND JUST A BIG THANK YOU TO OUR FACILITIES TEAM AND TO OUR POLICE OFFICERS WHO WERE OUT WHO WERE ABLE TO IDENTIFY THE PROBLEM EARLY ON AND PROVIDE Aá--áMAKE SURE THAT WE WERE ABLE TO GET IN, SHUT WATER OFF AND TAKE CARE OF THE THINGS THAT NEEDED TO BE DONE.

PROBABLY SAVED A LOT OF DAMAGE.

WE ALSO, AS I MENTIONED, WERE ABLE TO REACH OUT, SUPPORT STUDENTS, WE HELPED ABOUT 1,000 DURING THIS TIME.

AS SOME OF THEM, YOU KNOW, WE'RE TRYING TO GET HELP WITH COURSES, ASSISTANCE

[00:05:02]

AND VARIOUS ASPECTS.

SO I REALLY APPRECIATE FINDING A WAY, AS I SAID, EVEN SOMETIMES WITH THEIR OWN POWER DOWN, TO HELP STUDENTS, PEOPLE GOING OUT TO THEIR CARS AND CHARGING THEIR PHONES SO THAT THEY CAN BE AVAILABLE.

SO THANK YOU FOR THAT GREAT WORK.

AS YOU CAN TELL, I'M IN MY OFFICE.

AND WEá--áWE HAVE RETURNED THE LEADERSHIP BACK TO OUR LOCATIONS.

WE'VE BEGUN THE ROTATION OF OUR FOLKS BACK TO CAMPUS.

AND WE CONTINUE TO REALLY EMPHASIZE THE FOLKS BE SAFE DURING THIS TIME.

OBVIOUSLY WE DISCUSSED A FEW MOMENTS EARLIER THE ANNOUNCEMENT FOR THE GOVERNOR AS IT RELATES TO MASKS.

CERTAINLY WE'RE GOING TO EMPHASIZE AT ALL TIMES THAT INDIVIDUALS PRACTICE OUT OF RESPECT FOR OTHERS THE SAFETY PROTOCOLS THAT WE WEAR A MASK, WE ARE GOING TO ASK OUR EMPLOYEES TO CONTINUE TO WEAR A MASK.

AND CERTAINLY HOPEFULLY THEY'RE THE SAME WITH STUDENTS AS WE GO FORWARD.

WE KNOW THAT THE FDA AUTHORIZATION OF THE NEW JOHNSON & JOHNSON VACCINE HAS CREATED A LOT OF EXCITEMENT IN GIVING FOLKS OPTIMISM ABOUT THIS.

BUT IT HASN'T ROLLED OUT YET.

AND YET AT THE SAME TIME, WE DO NEED TO BE COMING BACK TO CAMPUS AS WE CAN, SO WE CAN HELP OUR STUDENTS.

BUT WHILE PRACTICING THE SAFETY GUIDELINES.

SO WE ARE COMMITTED TO SUCCESS OF OUR STUDENTS.

AND WE WANT TO HELP THEM IN EVERY WAY THAT WE CAN.

BUT WE ALSO HAVE A COMMITMENT TO SAFETY FOR MOST STUDENTS AND EMPLOYEES DURING THIS TIME.

SO WE'LL BE PROVIDING CLARIFICATION UPDATES ON THE INFORMATION BASED ON THE GOVERNOR'S ANNOUNCEMENT BUT IN THE MEANTIME, WE WILL CONTINUE TO WORK TO MEET THE NEEDS OF OUR STUDENTS.

FINALLY, LET ME JUST SAY A FEW WORDS.

I MENTIONED AT THE LAST MEETING THAT WE WERE HAVING OUR SAX SILL C CHANGE COMMITTEE VIRTUAL VISIT.

THAT WENT INCREDIBLY WELL.

THEá--áAS I MENTIONED THERE WERE NO RECOMMENDATIONS AND UNCOMMONá--áIN FACT, I'VE NEVER HEARD OF ITá--áOUTCOME FOR A SUBSTANTIVE CHANGEá--áSUBSTANTIVE CHANGE PROCESS.

WE'RE DELIGHTED ABOUT THIS.

THEY CITED THE FACT THAT WE WERE MAKING THE MOVES TO IMPROVE BOTH ACCESS AND THE QUALITY OF EDUCATION.

I THINK PLAYED AN IMPORTANT ROLE IN THE ACTION THAT THEY TOOK.

DURING THE VISIT THE COMMITTEE MET WITH FACULTY CHAIR STUDENTS AND CHAIR BRAVO AND CHAIR RITTER.

I WANT TO THANK THEM BUT EVERYBODY WHO PARTICIPATED IN THE SESSIONS.

OBVIOUSLY YOU HAD A POSITIVE IMPACT ON THE COMMITTEE.

YESTERDAY, WE RECEIVED A FINAL REPORT FROM THE COMMITTEE AND THEY KEPT THEIR WORD.

WE HAD NO RECOMMENDATIONS IN THE REPORT.

AND THIS MEANS NOW THAT INSTEAD OF HAVING TO WAIT UNTIL DECEMBER TO GET FINAL APPROVAL, THIS HAS NOW BEEN ACCELERATED TO THE JUNE MEETING.

SO JUST THANK THE BOARD.

THANK EVERYONE.

I WANT TO THANK, YOU KNOW, ALL THAT IS PART OF THE PROCESS.

YOU KNOW, ONCEá--áYOU KNOW, THIS HAS HAPPENED DESPITE A PANDEMIC REMARKABLY SMOOTHLY.

AND, YOU KNOW, ONCE THE BOARD APPROVES THE MERGER, JUSTIN LONDON AND I FLEW TOá--áTO MEET THE TEAM.

WE OUTLINED THE NEXT STEPS.

I THEN HANDED THIS OFF TO DR.áLONDON FOR HIS LEADERSHIP ON DAY TO DAY ACTIVITIES AS WE DEALT WITH THE CONSOLIDATION INTO A SINGLE INSTITUTION.

HE IMMEDIATELY BEGAN PULLING TOGETHER CROSS FUNCTIONAL TEAMS. ALONG THE WAY, HE TASKED DANIELLE VALLYA WHO SERVED AS A SAX SULLOASE SON THROUGHOUT THE PROCESS TO HANDLE A CERTAIN TASK.

SHE HANDLED THE DOCUMENTATION, WROTE THE REPORT, MADE REQUESTS AT ALL OF THE ENGAGEMENT.

AND THE SAX FOLKS WERE INCREDIBLY APPRECIATIVE OF HER RESPONSIVENESS IN GETTING THEM THE INFORMATION THAT SHE NEEDED.

LITERALLY HUNDREDS OF OTHERS THROUGHOUT DALLAS COLLEGE ASSISTED WITH THE PROCESS.

AND CERTAINLY WE'RE NOT THROUGH.

AND, YOU KNOW, AS I SHARED WITH THE BOARD, THIS TRANSITION, PARTICULARLY ON THE STAFFING SIDE AND OTHERS IS GOING TO TAKE THREE YEARS TO FULLY WORK

[00:10:05]

THROUGH TO GET TO WHERE WE NEED TO TO BE.

WE DID MAKE SUFFICIENT PROGRESS ALONG THAT WAY TO MEET THE REQUIREMENTS OF SAX COC.

SO BECAUSE OF THE EFFORTS OF SO MANY, WE'RE IN A BETTER POSITION TO SERVE OUR STUDENTS GOING FORWARD.

SO WITH THAT MADAM CHAIR, THAT CONCLUDES MY REPORT.

AND THANK YOU VERY MUCH.

>> THANK YOU, CHANCELLOR.

DO WE HAVE ANY TRUSTEES WHO WOULD LIKE TO MAKE COMMENTS?

[4.B. Announcements from the Board Chair and/or Trustees]

>> OKAY.

SEEING NO ONEá--áI WILL MAKE MYá--á >> IF I MIGHT.

THIS IS DOROTHY ZIMMERMAN.

>> YES.

GO AHEAD.

>> YES.

I WOULD LIKE TO COMMEND PERLA FOR HER HELP WITH A CONSTITUENT OF MINE WHO CALLED WITH AN ILLNESS SITUATION IN TIME FOR A FINAL.

THINGS HAVE NOT FINISHED OUT YET.

BUT I APPRECIATE HER TIME AND HER ENERGY THAT SHE HAS PUT IN IT SO FAR.

BECAUSE AT THIS POINT, YES, SHE WILL HAVE A GOOD IDEA AND UNDERSTANDING OF WHAT Aá--áEXPERIENCE CAN BE LIKE.

SO I DO HOPEá--áI HOPE [INDISCERNIBLE]á--áABLE TO MAKE IT THROUGH THAT.

AND ALSO IN CHECKING FURTHER, KNOWING THAT WE HAVE THE CRUTCH OF UNACCOMPANIED MINORS AT THE BORDER, ARE WE WORKING ON SITUATIONS FOR SUMMER OR PERHAPS THE FALL SEMESTER? IT IS SOMETHING WE NEED TO BE CONSIDERING.

THANK YOU.

>> ANY OTHER TRUSTEES HAVE COMMENTS OR ANNOUNCEMENTS? OKAY.

SO I WILL SHARE MY COMMENTS.

AS OUR STUDENTS AND COMMUNITY MEMBERS CONTINUE TO RECOVER FROM THE IMPACT OF THE WINTER STORM, POWER AND WATER OUTAGES I WOULD LIKE TO THANK OUR FACULTY STAFF AND ADMINISTRATION FOR ITS UNFAILING SUPPORT.

OUR LEADERSHIP KEPT OPEN THE LINES OF COMMUNICATIONS SO OUR STUDENTS COULD CONTINUE RECEIVING SUPPORT.

THIS QUICK RESPONSE TO THE DEVASTATING AFFECTS OF THE WINTER STORM DEMONSTRATE OUR NEW INSTITUTIONAL FLEX SIBLTDZ AT DALLAS COLLEGE.

THIS SAME RESPONSIVENESS IS ALSO BEING DEMONSTRATED THROUGH OUR BASE PLAN RETURN TO CAMPUS.

THANK YOU TO DR.áMAY, THE BACK TO CAMPUS COORDINATORS, THE CRITICAL RESPONSE OFFICE, AND ALL WHO HAVE IMPLEMENTED THIS CAREFULLY COMMITTED PLAN THAT PRIORITIZES SAFETY GUIDELINES AND THE HEALTH AND WELL-BEING OF OUR STUDENTS AND STAFF.

JUDGING BY THE FEEDBACK GIVEN BY CAMPUS WELCOME ASSISTANCE, THE PHYSICAL PRESENCE OF OUR STAFF WILL ENABLE US TO BETTER MEET THE NEEDS AND CONCERNS OF STUDENTS IN PERSON.

I WOULD ALSO LIKE TO THANK CHANCELLOR MAY AND HIS LEADERSHIP TEAM FOR OUTSTANDING JOB THEY DID IN RESPONSE TO THE SACSCOC VISITS.

VICE CHAIR RITTER AND I HAD THE CHANCE TO VISIT WITH THE COMMITTEE AND THEY WERE POSITIVE ABOUT THEIR RESPONSE FROM DALLAS COLLEGE.

THANKS TO ALL CONTRIBUTE AND ASSISTED IN THE EFFORT.

WE'RE ONE STEP CLOSER TO ACCREDITATION AS DALLAS COLLEGE.

AS COMMITTEE CHAIR OF THE GOVERNANCE COMMITTEE I WOULD LIKE TO REMIND MY FELLOW TRUSTEES ABOUT A REQUIRED SECURITY TRAINING.

YOU SHOULD'VE ALREADY RECEIVED THE INFORMATION.

MS.áMOLINA WILL BE FOLLOWING UP WITH EACH OF US TO MAKE SURE THAT THE TRAINING IS COMPLETED IN THE NEXT FEW WEEKS.

PLEASE FOLLOW UP WITH HER IF YOU HAVE ANY QUESTIONS ABOUT IT.

ALSO IN THE LAST WEEK, TRUSTEE COMPTON, TRUSTEE WILLIAMS, AND CHANCELLOR MAY ALL CELEBRATED BIRTHDAYS.

SO HAPPY BIRTHDAY TO ALL THREE OF YOU.

FINALLY, I WOULD LIKE TO RECOGNIZE THE FOLLOWING RETIREES FOR THEIR YEARS OF SERVICE AND CONTRIBUTION TO DALLAS COLLEGE.

FRANCIS FARRIS, WHO SERVED FOR 33 YEARS.

PAMELA LUCAS, 14 YEARS.

ROBERT GONZALEZ, 21 YEARS.

ANDREW MONGANAS, 20 YEARS.

CLARA EWING, 21 YEARS.

PATTY MELTON, 17 YEARS.

SAMMY GREENE, 21 YEARS.

JENNIFER DIXON, 22 YEARS.

AND PATRICIA JENNINGS, 28 YEARS.

THANK YOU SO MUCH.

AND WE WISH YOU LUCK IN THIS NEXT CHAPTER OF YOUR LIVES.

>>> OKAY.

WE WILL NOW MOVE ON TO ITEM 5, WHICH IS AN OPPORTUNITY FOR MEMBERS OF THE BOARD AND THE CHANCELLOR TO DECLARE CONFLICT OF INTEREST SPECIFIC TO THIS AGENDA.

ARE THERE ANYá--áDOES ANYBODY NEED TO DECLARE A CONFLICT? OKAY.

SEEING NONE WE WILL MOVE TO ITEM 6 THE CONSENT AGENDA.

[6. Consent Agenda]

[00:15:03]

DOES ANY TRUSTEE HAVE QUESTIONS OR COMMENTS ABOUT CONSENT AGENDA ITEMS? IF NOT I'LL ENTERTAIN A MOTION TO APPROVE CONSENT AGENDA ITEMS 6A1 AND 6B1.

>> SO MOVED.

>> SO WE HAVE A MOTION BY TRUSTEE BOYD DO WE HAVE A SECOND?

>> SECOND.

TRUSTEE RITTER.

>> GREAT.

OKAY.

MS.áMOLINA, WILL YOU TAKE A ROLL CALL OF THE VOTE?

>> CAN YOU GIVE ME ONE SECOND, TRUSTEE WILLIAMS IS ON ONE OF THE MICS JUST TRYING TO FIGURE OUT WHICH ONE IT IS.

GIVE ME ONE SECOND BECAUSE I'M SURE HE'LL WANT TO BE PART OF THE VOTE.

CAN YOU UNMUTE THE FIRST CALLER? TRUSTEE WILLIAMS, IS THAT YOU?

>> THAT'S ME.

CAN YOU HEAR ME?

>> YES, SIR.

OKAY.

ALL RIGHT.

IN THAT CASE I WILLá--áWE CAN HEAR YOU, SIR.

THANK YOU.

WE ARE GOING TO GO AHEAD AND GIVE A ROLL CALL TRUSTEE WILLIAMS, FOR THE AGENDA ITEMS 61A.

>> OKAY.

>> AND 61B.

AND I'LL BEGIN WITH CHAIR BRAVO?

>> AYE OR YEA.

YES.

>> I KNOW.

VICE CHAIR RITTER?

>> AYE.

TRUSTEE WILLIAMS?

>> AYE.

>> TRUSTEE ZIMMERMAN? TRUSTEE ZIMMERMAN?

>> AYE.

>> TRUSTEE COMPTON?

>> YES.

>> TRUSTEE FLORES?

>> AYE.

>> TRUSTEE BOYD?

>> AYE.

>> CHAIR, YOU HAVE A FULL VOTE AND AN ANONYMOUS VOTE.

>> THANK YOU.

THANK YOU SO THE MOTION PASSES.

THANK YOU.

OKAY.

AND WE WILL NOW MOVE ON TO ITEM 7 INDIVIDUAL ITEMS.

[7.A.1) Approval of Warrants of Appointment for Police Officers]

DOES ANY TRUSTEE HAVE QUESTIONS OR COMMENTS ABOUT INDIVIDUAL AGENDA ITEMS? IF NOT I'LL ENTERTAIN A MOTION TO APPROVE INDIVIDUAL AGENDA ITEMS 7A1.

>> SO MOVED.

>> SECOND.

>> SO THAT WAS A MOTION BY TRUSTEE FLORES, SECOND BY TRUSTEE WILLIAMS.

>> THANK YOU.

MS.áMOLINA PLEASE TAKE A ROLL CALL OF THE VOTE.

>> THE ROLL CALL VOTE FOR INDIVIDUAL ITEMS 7A1, CHAIR BRAVO?

>> AYE.

>> VICE CHAIR RITTER?

>> AYE.

>> TRUSTEE FLORES.

>> AYE.

>> TRUSTEE COMPTON?

>> AYEá--á >> TRUSTEE ZIMMERMAN.

>> AYE.

>> TRUSTEE BOYD.

>> AYE.

>> TRUSTEE WILLIAMS?

>> AYE.

>> MA'AM, IT IS A FULL VOTE, A UNANIMOUS VOTE OF THE ITEM.

>> THANK YOU.

THIS ALSO APPROVED.

[8. Informative Reports]

THE NEXT ITEM IS INDIVIDUAL ITEMSá--áI'M SORRY INFORMATIVE REPORTS.

ITEM 8, ANY COMMENTS ON ITEM 8?

>> I HAVE QUESTIONS ON INFORMATIVE REPORTS 8F, AND 8G.

>> YES.

I HAVE A COMMENT ON PAGE 20.

FOR THE RESULTS OF THE SINGLE AUDIT.

>> OKAY.

GO AHEAD TRUSTEE FLORES.

>> YES.

ON ITEM 8á--áLET ME SEE WHERE IT ISá--á8F, WHERE IT IS AT THE BOTTOMá--á848 DALLAS COLLEGE CEDAR VALLEY CAMPUS, WE RECEIVED AN AMOUNT OF $25,000 FROM THE HUTCHINS ECONOMIC DEVELOPMENT CORPORATION FOR DALLAS COLLEGE MOBILE TRAINING UNIT AND THEN WE ALSO RECEIVED AT THE TOP OF PAGE 49, $50,000 FROM THELAN CASTER ECONOMIC DEVELOPMENT CENTER.

WAS THIS ALSO FOR THE DALLAS COLLEGE MOBILE TRAINING UNIT? OR ARE THESE TWO DIFFERENT UNITS?

>> CHAIR, LET ME SEE IF DR.áSEABROOKS IS ONLINE AND I'LL PROMOTE HIM IN SHORTLY.

>> YEAH, I'M CERTAIN I KNOW THE ANSWER, BUT WE GETá--áBETTER GET A MORE DENTIVE SOURCE THERE.

[00:20:02]

>> I CAN ANSWER THAT QUESTION.

YES, MOST OF THOSE ARE FOR THE MOBILE TRAINING UNIT THAT CEDAR VALLEY HAS BEEN WORKING ON AND HAS RECEIVED MULTIPLE GRANTS BOTH PUBLIC AND PRIVATE TO SUPPORT THAT.

>> AND THAT'S THE 53 FOOT CUSTOMIZED TRAILER?

>> YES, MA'AM.

AND THE EXTERIOR PIECES AS WELL.

SO EQUIPMENT AND TRAINING MATERIALS THAT GO INSIDE.

>> OKAY.

GREAT.

AND SINCE THE FUNDINGá--áTHESE TWO FUNDING SOURCES ARE HUTCHINS AND LANCASTER, CAN IT ONLY BE USED IN THOSE AREAS OR IS THIS FOR ANYWHERE IN DALLAS COUNTY?

>> NO.

I THINK THERE'S A FOCUSá--áIF THERE'S A SPECIFIC FOCUS ON THEAREA SOUTHERN SECTOR, BUT WE'LL USE IT ALL IN DALLAS COUNTY.

>> I WOULD IMAGINE THEN THAT CEDAR VALLEY BUSINESSES AND HUTCHINS LANCASTER WOULD GET PRIORITY FOR THE USE OF THE TRADE ORDER.

>> YES.

THAT WILL BE THE ORIGINAL PLAN.

WE'RE ALSO WORKING WITH THE ACADEMIC SIDE, DR.áTRAN AS FAR THE PROGRAMMING FOR THE TRAILER AS WELL SO WE CAN INCORPORATE MULTIPLE DIFFERENT TYPES OF TRAINING FOR BUSINESS PARTNERS INSIDE OF THAT UNIT.

>> THANK YOU.

AND THEN UNDER THERE, DALLAS COLLEGE SOLUTIONS DEVELOPMENT.

THIS IS THE $10 MILLION GRANT.

AND, AGAIN, CONGRATULATIONS.

BUT IN THE DESCRIPTOR, IT ENDS WITH COURSES GOING TO BE OFFERED NOT ONLY IN THE DALLAS FORT WORTH AREA BUT STATEWIDE AND THROUGHOUT THE NATION.

SO I GUESS IF IT IS STATEWIDE AND THROUGHOUT THE NATION, IT WILL BE AN ONLINE DELIVERY METHOD?

>> IT WILL BE.

AND STILLS IT IS THROUGH OUR EMPLOYER PARTNERS.

WE HAVE MULTIPLE LARGE EMPLOYERS IN THAT PROJECT.

AND SOMETIMES THE TRAINING IS OPENED BY THEM AT THEIR LOCATIONS THROUGHOUT THE COUNTRY.

>> SO I WOULD IMAGINE THE TRAINING WOULD BE TUITION FREE?

>> YES.

THIS IS A TUITION GRANT.

IT WILL COVER THE TUITION FOR THAT TRAINING.

>> SO, THEREFORE, THE END COUNTY RESIDENT TUITION RATES WOULD NOT APPLY OR OUT OF COUNTY?

>> IT DEPENDS ON WHAT TYPE OF TRAINING IT IS.

IF IT IS CREDIT TRAINING, YES, MA'AM, WE WOULD HAVE TO CHARGE OUT OF STATE OR OUT OF COUNTY TUITION.

BUT IF IT IS CONTRACT TRAINING, SOMETHING THAT THEY ARE PAYING A DIFFERENT KIND OF TRAINING PROVIDER FOR, IT WOULD BE BASED ON THAT COST.

NOT BY A CREDIT HOUR.

>> OKAY.

BECAUSE, AGAIN, THAT BRINGS THE TO QUESTION ARE WE DEVELOPING A POLICY FOR WHEN WE GET REQUESTS FROM OUT OF COUNTY ENTITIES TO MAKEá--áTAKE ADVANTAGE OF TRAINING OFFERED BY DALLAS COLLEGE IN THEIR PARTICULAR LOCALES? I DON'T THINK WE'VE ADVANCED ON THAT BUT JUST A REMINDER HOPEFULLY WE CAN SEE A POLICY ON THAT EVENTUALLY.

AND THEN I HAVE A QUESTION ON INFORMATIVE REPORT NUMBER 8G.

AND SO TRUSTEE CONFIDENT HAS OFTEN STATED THAT EMPLOYEES HAVE RELATIVES, FRIENDS, ET CETERA, THAT, YOU KNOW, THEY TALK ALSO ABOUT ISSUES OF CONCERN, ET CETERA, ET CETERA.

SO THAT'S HOW I'M BRINGING THIS UP.

SO I'VE HEARD NOW MORE THAN ONCE THAT THERE'S CONCERN ABOUT THE SALARIES FOR DEANS.

SO BASED ON THAT, I HAVE LOOKED AT THE HIRING.

WE'RE ACTUALLY HIRING FOUR DEANS.

ONE OF THE CONCERNS IS THAT THE SALARY SCHEDULE MAY NOT BE SUFFICIENT.

AND SO I'M CURIOUS, WAS THE SALARY SCHEDULE FOR DEANS DEVELOPED BEFORE WE ACTUALLY TRANSITION TO DALLAS COLLEGE TO WHERE THAT WAS NOT A FULL VISION OF WHAT THE DEANS WOULD BE DOING AND THE SCOPE OF WORK? IN OTHER WORDS, INSTEAD OF BEING DEAN OVER ONE PARTICULAR AREA IN A CAMPUS, ARE THEY NOW DEANS OVER THE SEVEN CAMPUSES IN THE PARTICULAR AREA? THAT'S ONE QUESTION.

TWO, ANOTHER CONCERN THAT I HEARD WAS THAT THE MAJORITY OF DEANS ARE MINORITY FEMALES AND ARE NOT BEING COMPENSATED ADEQUATELY.

I DON'T KNOW IF THAT IS TRUE OR NOT.

SO I'M ASKING.

THAT'S WHY I SUBMITTED QUESTIONS CHANCELLOR AS YOU KNOW EARLIER TODAY ON THIS ISSUE.

BUT THEN LOOKING AT THIS INFORMATIVE REPORT, SO OF COURSE THERE'S FOUR DEANS THAT I SEE, AND OF THE FOUR, TWO ARE FEMALE, TWO ARE MALE.

SO THAT GOES AGAINST WHAT I WAS TOLD THAT PRIMARILY FEMALE UNTIL WE SEE THE ACTUAL STATS.

BUT THEN WHAT I NOTICED IS ITS WIDE DISPARITY.

THE FIRST DEAN THAT IS LISTED HAS A SALARY OF $148,000.

THE NEXT DEAN, THE ONE THAT IS GETTING PAID THE LOWEST OF THE FOUR, AND INTERESTINGLY, IS LATINO, IS GETTING PAID $96,425 ITS.

[00:25:03]

FROM THE HIGHEST PAID PERSON TO THIS GENTLEMAN IT IS A DIFFERENCE OF $51,575.

NOW ON THE NEXT PAGE, YOU HAVE ANOTHER DEAN WHO IS GETTING PAID $114,874.

BETWEEN THE ONE THAT IS GETTING PAID $148,000, THAT IS A $33,000 DIFFERENCE.

THEN THE NEXT DEAN IS GETTING PAID $99,161.

MAKING IT A DIFFERENCE OF $48,839.

SO WHY THIS WIDE DISPARITY AND TO ME INEQUITY IN SALARY? I CAN UNDERSTAND MAYBE A FEW THOUSAND DOLLARS BUT UP TO $51,000, $48,000, WHY?

>> MADAM CHAIR? MADAM CHAIR?

>> YES.

>> I WOULD SUGGEST THIS CONVERSATION IS OUT OF ORDER FOR AN OPEN SESSION BOARD MEETING.

AND IF WE'RE GOING TO TALK ABOUT THESE ISSUES IN THE SPECIFIC SALARIES THAT ARE DETACHED TO SPECIFIC IDENTIFIABLE INDIVIDUALS THAT SHOULD BE HAPPEN IN CLOSED SESSION.

I ALSO BELIEVE WE'RE STRAYING IN THE PREROGATIVES OF THE CHANCELLOR TO SET SALARIES SO I JUST DON'T THINK THIS IS AN APPROPRIATE TOPIC TO ADDRESS THE QUESTION AS POSED.

>> MADAM CHAIR, THIS IS A PUBLIC DOCUMENT.

I HAVE NOT NAMED ANY INDIVIDUAL, ALTHOUGH IN THE PUBLIC DOCUMENTS, THE INDIVIDUALS ARE NAMED.

THIS IS NOTHING AGAINST ANY INDIVIDUAL.

THIS IS AS REGARDS OUR SALARY SCHEDULE AND WHY THEá--áTHIS DISPARITY FROM ONE INDIVIDUAL TO ANOTHER FOR WHAT OTHER THAN WHAT IS ON PAPER, WE DON'T KNOW IF THERE'S A WIDE DIFFERENCE IN SKILL REQUIREMENTS, ET CETERA.

AND I CANNOTá--áI HAVE NOT NAMED ANY SPECIFIC INDIVIDUAL.

I'M TALKINGá--áREFERRING TO A PUBLIC DOCUMENT THAT IS IN THE PUBLIC SPACE.

NOW, I DON'T EXPECT ANSWERS RIGHT NOW, BUT I AM PUTTING THOSE QUESTIONS OUT.

AND I HAVE A HUGE CONCERN IF WE HAVE THIS TYPE OF DISPARITY IN SALARIES FOR WHAT LOOKS TO BE COMPARABLE POSITIONS.

TO ME THAT IS A POLICY ISSUE, NOT NECESSARILY AN ORGANIZATIONALá--áA TOTAL OPERATIONS ISSUE.

>> SURE.

>> IT IS SOMETHING WE CAN DISCUSS IN EXECUTIVE SESSION.

>> MADAM CHAIR I WAS ABOUT TO INTERJECT, WHEN WE TALK ABOUT, EVEN IF THIS DOCUMENT ON THE SCREEN IN A PUBLIC MEETING, WE'RE TALKING ABOUT INDIVIDUAL PUBLIC EMPLOYEES WHICH WOULD BE AN OPEN MEETINGS ACT FOR CLOSED SESSION.

QUESTIONS GENERALLY ABOUT POLICY OR POLICIES AND SCHEDULES WOULD BE SOMETHING APPROPRIATE FOR OPEN SESSION.

BUT IT IS MY UNDERSTANDING THAT WE'RE REALLY FOCUSING ON SPECIFIC INDIVIDUALS HERE.

SO I WOULD AGREE WITH VICE CHAIR RITTER THAT THIS SHOULD BE IN CLOSED SESSION.

>> MR.áWENT LAND I RESPECT YOUR DECISION.

MADAM CHAIR IF I MAY, AGAIN I THINK WE NEED A POLICY DISCUSSION ON THIS.

I DID NOT CALL OUT ANY INDIVIDUALá--áI WILL NEVER CALL OUT ANY INDIVIDUAL BY NAME.

THAT IS NOT THE INTENTION.

IT IS MORE POLICY MATTER IN TERMS OF OUR SALARY SCHEDULES AND WHAT WE'RE APPROVING OR REALLY NOT APPROVING.

THIS HAS BEEN ALREADY APPROVED BECAUSE WEá--áTHAT DISCRETION WE GAVE UP.

I FORGET HOW MANY MONTHS AGO.

FOR THE CHANCELLOR REVIEW.

>> AND I SAW YOUR QUESTION EARLIER TRUSTEE FLORES, I HAVE NOT EVEN AT ALL FOLLOWED UP ON THAT WITH ANYONE.

SO Iá--áI HAVE NOT HAD THE OPPORTUNITY MUCH MORE THAN OPEN THE E-MAIL.

SO I APOLOGIZE FOR NOT DOING THAT.

BUT WILL FOLLOW UP.

I WILL SAY, AS SUCH, THAT THERE ARE A LOT OF REASONS TO DIFFERENTIATE SALARY.

ROLAND'S SCOPE OF THE ROLE, WHO IS THERE, I HAVE LONG OBJECTED TO FLAT SALARIES ACROSS AREAS WHERE COMPETENCIES IS DIFFERENT OF INDIVIDUALS, THE SKILL SET DIFFERENCE, THE SCOPE OF THE ROLE IS DIFFERENT THAT IS OUT THERE.

SO I THINK WE REALLY NEED TO BE PAYING ACCORDING TO THE POSITION.

THAT BEING SAID, I HAVE NO ANSWER TO THIS RIGHT NOW BECAUSE I HAVEN'T LOOKED INTO THE ISSUE.

>> I TOTALLY U NDERSTANDá--á >> EXCUSE ME.

EXCUSE ME.

I TOTALLY UNDERSTAND DR.áMAY, I DIDN'T EXPECT YOU TO HAVE ANSWERS NOW.

BUT I REPEAT AS ANá--áAS A BOARD MEMBER WHO REPRESENTS A CERTAIN CONSTITUENCY, THIS CAUSES ME CONCERN THAT WE HAVE THIS WIDE DISPARITY AND HOW IS IT DECIDED ON THE SKILL SET, ET CETERA, ET CETERA.

AND I DON'T MEAN FOR US TO HAVE A DISCUSSION NOW AND ANSWERS NOW BECAUSE I PREFER WE GET A WELL DOCUMENTED REPORT ON THIS.

>> AND TRUSTEE FLORES, I CERTAINLY CAN PROVIDE THAT INFORMATION BUT FROM A VERY

HIGH LEVEL POLICYá--á >> IF I COULD INTERJECT, SHERRY, EXCUSE ME FOR INTERJECTING WE'RE RUNNING AFOUL OF THE OPEN MEET.

IF WE GET INTO WIDE RANGING DISCUSSION OF POLICY.

I REALLY THINK TRUSTEE FLORES HAS INDICATED SHE'S NOT EXPECTING AN ANSWER ON THIS TODAY I THINK WE WOULD DEFER IT TO A TIME WHEN IT IS ON THE AGENDA FOR A DISCUSSION.

>> THANK YOU.

[00:30:01]

THANK YOU.

>> EXCUSE ME, CAN I ASK FOR A PORTIONá--áAND THIS IS BASED ON THE COMMENT THAT YOU MADE, PHIL, IN YOUR COMMENT, IF I UNDERSTANDING YOU RIGHT, YOU'RE SAYING THAT WE CAN'Tá--áWE CAN'Tá--áBASED ON THE POLICY CHANGE THAT WE'RE NOT SUPPOSED TO ASK ANY PORTION.

>> NO.

I'M NOT SAYING THAT AT ALL.

I'M SAYINGá--áTHERE WAS REFERENCES TO SPECIFIC SHEETS IN THE BOARD BOOK.

AND SPECIFIC POSITIONS IN THAT SHEET THAT IDENTIFIES SPECIFIC INDIVIDUALS AND SPECIFIC SALARY LEVELS.

AND THAT'S INAPPROPRIATE FOR AN OPEN SESSION DISCUSSION.

AND Iá--áBUT I DO ALSO THINK THERE'S THE ISSUE OFá--áTHAT IS RELATED TO THAT, IS THE ROLEá--áWHAT ROLE THE BOARD SHOULD HAVE IN LOOKING AT SALARY LEVELS.

AND THE CHANCELLOR HAS OFFERED A HIGH LEVEL EXPLANATION AS TO DISPARITY.

I THINK WE CAN GET IN MORE DETAIL IN CLOSED SESSION.

THAT'S WHERE WE OUGHT TO HAVE IT, NOT HERE.

>> AND I WOULD LIKE TO ADD WE'RE GOING TO HAVE AN EXECUTIVE SESSION TODAY.

SO IF WE HAVE ANY MORE DISCUSSION ON THIS POINT, GIVEN COMMENTS, I THINK WE SHOULD CONTINUE THAT DISCUSSION THERE.

>> THOSE ARE MY QUESTIONS ON THE INFORMATIVE REPORTS MADAM CHAIR, THANK YOU.

>> THANK YOU.

TRUSTEE ZIMMERMAN? ARE YOU THERE, TRUSTEE ZIMMERMAN?

>> ON PAGE 20, IT TALKS ABOUT THE RESULTS OF THE SINGLE AUDIT.

IT TALKS ABOUT NO FINDINGS MAYBE THAT'S THE WAY THEY TOOK IT DOWN.

BUT IF YOU HAVE AN AUDIT, IT IS OFFERS OF MATERIALITY OR NO ADVERSE FINDINGS OR SOMETHING IN THAT VEIN.

BUT ULTIMATELY ANY TIME YOU DO AN AUDIT, YOU HAVE FINDINGS.

YOU EITHER FIND SOMETHING THAT YOU DIDN'T WANT TO SEE, OR YOU FIND EVERYTHING TO BE IN ORDER.

SO THATá--áIT JUST KIND OF SURPRISED ME THAT THEY HAD NO FINDINGS.

I'M THINKING THAT LOOKS LIKE SOMETHING THAT JUST NEEDS TO BE CLEARED UP IN THE NOTE.

>> AND, TRUSTEEá--áMADAM CHAIR, IF I COULD, TRUSTEE ZIMMERMAN THANK YOU FOR THAT COMMENT.

WE'LL WORK BASED ON THE MEETING THAT WAS HELD AN AUDIT MEETING IF MEMORY SERVES TO THE EXTENT THAT THE NOTES NEED TO BE CLARIFIED, WE'LL DO SO, THANK YOU.

>> THANK YOU.

>> ANY OTHER TRUSTEES HAVE COMMENTS ON THE INFORMATIVE REPORTS?

>> OKAY.

[8. Executive Session (if required)]

SO WE WILL GO TO ITEM 8, EXECUTIVE SESSION.

WE WILL NOW BE ADJOURNING TO EXECUTIVE SESSION FOR ONE OR MORE OF THE FOLLOWING REASONS.

CONSULTATION WITH ATTORNEY REGARDING LEGAL MATTERS THAT ARE PENDING OR CONTEMPLATED LITIGATION OR SETTLEMENT OFFERS PERSONNEL MATTERS RELATING TO APPOINTMENT EMPLOYMENT EVALUATION ASSIGNMENTS DEPUTIES DISCIPLINE OR DISMISSAL OF OFFICERS OR EMPLOYEES TO DELIBERATE REGARDING REAL PROPERTY SINCE OPEN DELIBERATION WOULD HAVE A DETRIMENTAL AFFECT UPON NEGOTIATIONS WITH A THIRD PERSON OR TO DELIBERATE REGARDING SECURITY DEVICES OR SECURITY AUDITS.

ONCE WE'VE RETURNED FROM EXECUTIVE SESSION, WE WILL BE ADJOURNING THE MEETING.

SO THANK YOU TO EVERYONE WHO HAS JOINED US TODAY.

I HOPE YOU HAVE A GREAT DAY.

>> AND I'M GOING TO JUST DROP OUT NOW?

>> YES, MA'AM.

YOU SHOULD HAVE GOTTEN THE LINK WITH THE EXECUTIVE SESSION.

>> YEAH.

TRUSTEE ZIMMERMAN, YOU'RE WELCOME AT THE END OF THE CLOSED SESSION YOU WOULDá--áIT WOULD BE APPROPRIATE FOR YOU TO BE INCLUDED THERE.

I DON'T THINK WE'RE TALKING ABOUT THE BOND ISSUE AT ALL TODAY.

>> OKAY.

OKAY THAT'S NOT IT.
