>> I WOULD BE HAPPY TO, OBVIOUSLY, IT'S NOT APPARENT, THERE'S A LOT GOING ON BOTH IN CONGRESS AND IN AUSTIN THESE DAYS AS IT RELATES TO HIGHER EDUCATION.

CERTAINLY, ALL THE CONVERSATION IN DC SEEMS TO BE AROUND CONFIRMATION AND THE STIMULUS PACKAGE WHILE THE CONVERSATION IN AUSTIN HAS RAPIDLY SHIFTED TO ENERGY DISCUSSION BUT LAST WEEK, I ATTENDED THE SENATES AND HOUSE HIGHER EDUCATION COMMITTEES THERE ARE STILL DISCUSSIONS GOING ON AND SOME OF THE APPOINTMENTS IN DC HAVE BEEN COMMUNICATING WITH THEM AS THEY UNDERTAKE THEIR NEW ROLES TO PROVIDE OVERSIGHT FOR THE NATIONS SYSTEMS AND CERTAINLY THAT HAS IMPACTED OUR STUDENTS WITH FEDERAL AID AND OTHER PROGRAMS. SO WITH THAT, JUSTIN AND ISAAC, I'M GOING TO TURN OVER TO YOU.

THIS IS MY EIGHTH LEGISLATIVE SESSION WITH DALLAS COLLEGE AND CLEARLY IT'S A UNIQUE ONE.

ISAAC HAS BEEN WITH US THE LAST SEVERAL SESSIONS AND SO LEGISLATORS AND THE REST OF US THE INTERACT I WILL ENGAGE WITH THEM ARE LEARNING HOW TO DO SO IN THIS ENVIRONMENT AND SO IF WE JUST KIND OF GO, PROBABLY ABOUT SLIDE NUMBER FOUR UNLESS THERE ARE QUESTIONS ON THE FIRST FEW WITH THE UNIQUENESS OF THE SESSION.

THIS GETS INTO A LITTLE BIT ABOUT WHAT THE CHANCELLOR WAS TALKING ABOUT.

THE STRANGENESS AND THE NEW THINGS THAT POP UP OBVIOUSLY THE POWER GRID AND THE WEATHER RELATED ISSUES ARE TAKING A LOT OF FOCUS AND ATTENTION.

THAT WASN'T THE CASE A FEW WEEKS AGO BEFORE THAT BUT THERE ARE SEVERAL OTHER THINGS THAT WERE PRIORITIES AND SO THESE ARE SOME OF THE THINGS THAT CONTINUE TO MOVE AND EVE EVOLVE AS WE GO THROUGH THE SESSION SO ISAAC, YOU WANT TO PICK IT UP AND TALK US THROUGH KIND OF WHERE WE ARE, PRIORITY WISE?

>> SURE I JUST WANT TO SAY A FEW WORDS FIRST OF ALL HAPPY TEXAS INDEPENDENCE DAY.

[INDISCERNIBLE] THERE'S DEFINITELY CHALLENGES GOING ON >> LET'S GO TO THE NEXT SLIDE IF WE CAN WE WANT TO PUT THIS SLIDE ON THEIR TWO GIVE EVERYBODY A QUICK OVERVIEW OF WHERE WE ARE.

THE 2700 BILLS AS OF LAST WEEK €" PRESENTATION, IT IS AT 3400 AND I LIKE SAYING THAT BECAUSE IF YOU LOOK AT THE HISTORY, IT INCREASES EVERY YEAR.

THERE CAN BE A LOGJAM, IF YOU WILL, WITH COMMITTEE HEARINGS.

THAT'S GOING TO THE PROCESS AND SLOWING EVERYTHING DOWN WHICH ADDS MORE WORK TO THE MEMBERS SO THAT'S ALWAYS IMPORTANT AND JUST TO KEEP THEM IN SEQUENCE.

NOT EVERYONE WILL RECEIVE A HEARING REQUEST FOR HEARING AND.

[INDISCERNIBLE] ON THE SENATE DISCIPLINARY TOPLINE POINTS ON THE HIGHER EDUCATION WE HAVE A COUPLE OF CHANGES ON THE COMMUNITY IT'S IMPORTANT TO KNOW THAT THE CHAIR HAS THE SAME €" AND THE VICE CHAIR AND WE HAVE GOOD RELATIONS WITH THAT LEADERSHIP SO WE ARE EXCITED AND HE HAS BEEN A CHAMPION FOR US WORKING ON TRANSFERABILITY LAST SESSION AND THESE ARE ALWAYS HELPFUL TO DALLAS COLLEGE ON THE HOUSE COMMITTEE WE DID HAVE REPRESENTATIVE TIM MURPHY FROM THE HOUSTON AREA AND THE VICE CHAIR FROM SAN ANTONIO AREA AND AS YOU MAY RECALL TURNER WAS THE CHAIRMAN LAST SESSION AND HE DOES REMAIN ON THE COMMITTEE IT'S IMPORTANT TO KNOW WE HAVE ONE REPRESENTATIVE FROM THE DALLAS COUNTY AREA ON THE COMMITTEE WHICH IS REPRESENTATIVE JOHN TURNER AND.

[INDISCERNIBLE] SO THAT'S FOR US BECAUSE SHE HAD A LOT OF €" ON THAT COMMITTEE WE ARE WORKING WITH JOHN TURNER AND €" ON HIGHER EDUCATION.

AND JUST THERE ARE ALWAYS RULE CHANGES I JUST WANT TO PUT THAT OUT THERE.

SPEAKING OF PRIORITIES, THESE ARE SOME PRIORITIES WE WANT TO SHARE WITH THE BOARD TODAY.

WE ALWAYS €" FUNDING AND WE WERE ASKED TO SUBMIT THE SAME BUDGET AMOUNTS, APPROPRIATION REQUESTS, I'M SORRY, AS YOU KNOW FROM EARLIER DISCUSSIONS, THERE'S A LOT GOING ON AND I WON'T SAY DISTRACTIONS BUT CERTAIN ISSUES THAT JUST HAPPEN AND SO WE ARE GOING TO KEEP ON WORKING TO MAKE SURE WE HAVE THE APPROPRIATIONS WE REQUESTED THAT COME OUR WAY BECAUSE THE GOOD NEWS IS DURING THE SUMMER OF LAST YEAR MANY COLLEGES WERE NOT IN THAT FIVE PERCENT CUT IT'S REALLY BECAUSE OF THE WORK WE ARE DOING HELPING SMALL BUSINESSES IT'S IMPORTANT THAT THE GOVERNOR AND THE LEADERSHIP RECOGNIZE THAT.

THE SECOND FUNDING PROPOSAL 50 MILLION, 1 MILLION FOR EACH COLLEGE DISTRICT?

>> WE ARE GOING TO TALK ABOUT THIS IN A COUPLE OF SLIDES BUT €" EDUCATION WHICH IS A STATEWIDE EFFORT.

[INDISCERNIBLE] TO HAVE THIS SORT OF PROJECT >> THE APPROPRIATIONS FOR OUR FUNDING, WE HAVE SOME EXCEPTIONAL ITEMS.

>> MY QUESTION IS, WE ARE ONE OF THE LARGEST DISTRICTS COMPARED TO SOMETHING IN A RURAL AREA SO WE COULD GET 1 MILLION IN THE RURAL AREA WOULD GET 1 MILLION? TO MAKE A GREAT QUESTION.

THAT WAS €" ACTUALLY THAT WAS A GREAT QUESTION.

THAT WAS A TAX THAT INITIALLY CAME OUT THEY HAVE BACKED OFF OF THAT PROPOSAL AND IT LOOKS LIKE CHAIR CREIGHTON IS GOING TO BE CARRYING THIS PARTICULAR BILL GOING FORWARD TO CREATE IT AND IN THE HEARING, WE TALKED ABOUT CREATING ORIGINAL CONSORTIUM AROUND THIS FOR THIS IS REALLY AN INITIAL INVESTMENT ON INFRASTRUCTURE.

DALLAS COLLEGE IS AT A DIFFERENT PLACE THAN MOST OF THE INSTITUTIONS IN THE STATE AND WE HAVE A STRONG WORKFORCE PRESENCE €" COMMISSIONER KELLER AND HIS TESTIMONY LAST WEEK HE COMMENTED THAT DALLAS €" ALAMO, AUSTIN, ALMOST DOMINATED OR WERE PRODUCING ABOUT 90 PERCENT OF THEIR WORKFORCE COMPLETERS FOR THE STATE SO THE GOAL HERE IS TO GROW THE ABILITY OF OTHER COLLEGES IN THE STATE TO BE ABLE TO MAKE THAT HAPPEN.

BUT WHAT IS GOING TO END UP HAPPENING I THINK IS THAT THIS WILL BE SET UP AS A GRANT PROGRAM GOING FORWARD WHICH IS A LITTLE BIT UNDERMINES PART OF THE REASON TO HELP OUT SOME OF THE SMALL COLLEGES WHO DON'T HAVE THE SYSTEMS IN PLACE IN ORDER TO COMPETE FOR GRANTS YOU HAVE TO HAVE SYSTEMS IN PLACE BUT WE WILL EITHER WAY WE WILL TEND TO DO VERY WELL IN THAT AND THE RECENT UPSCALING GRANTS THAT THEY CAME OUT WITH HONESTLY WE TOOK MORE THAN OUR FAIR SHARE WE HAVE TAKEN MORE THAN OUR FAIR SHARE WITH THE OTHER WORKFORCE GRANTS THIS YEAR, TO THE TEXAS WORKFORCE COMMISSION SO I'M NOT CONCERNED ABOUT DALLAS COLLEGE BUT I THINK THE STATE NEEDS TO TAKE IT MORE SERIOUS AS A WHOLE WHICH THEY HAVE NOT DONE SO THIS IS AN EFFORT TO RAISE AS A LEGISLATIVE PRIORITY OF WORKFORCE WHICH HAS NOT EXISTED AS A SEPARATE FUNDING ITEM FOR THE FIRST TIME CREATED FUNDING LINE ITEM THAT WOULD ALLOW THESE INVESTMENTS AND I CAN KIND OF GO INTO IT BUT WE HAVE CREATED A STATEWIDE BUSINESS ADVISORY COMMITTEE WITH SEVERAL FOLKS FROM DALLAS BEING ON THAT COMMITTEE, COCHAIRED BY WOODY HUNT OUT OF EL PASO, FORMER CHAIR OF THE COORDINATING BOARD SO THAT'S KIND OF WHAT THIS IS ABOUT AN €" IS TO CREATE FOR THE FIRST TIME A LEGISLATIVE AGENDA AROUND THIS AND HONESTLY I EXPRESSED SOME CONCERN OVER THIS PARTICULAR MODEL AND I HAVE WORKED WITH MEMBERS OF THE COMMITTEE TO CHANGE THIS MODEL, IT WILL NOT LOOK LIKE THIS GOING FORWARD.

OBVIOUSLY WE HAVE BEEN A BIG PROPONENT AND LEADER OF PERFORMANCE-BASED FUNDING TO SHIFT FROM JUST AN ENROLLMENT DRIVEN FOCUS BUT FOCUSED ON STUDENT OUTCOMES SO THIS REALLY IS AN ADDITIONAL INVESTMENT IN STUDENT SUCCESS POINTS AND

THE WEIGHT WITHIN SOME OF THOSE POINTS OUT INCLUDING THINGS LIKE DUAL CREDIT, THAT PREVIOUSLY THERE WAS NOT RECOGNITION FOR THAT AND ALSO SOME ECONOMICALLY DISADVANTAGED STUDENTS COMING OUT OF THOSE SCHOOLS, WE THINK THOSE INVESTMENTS, THOSE EXPANSIONS AND WEIGHTED POINTS WILL CERTAINLY MAKE A DIFFERENCE AS WELL.

>> AND A GOOD POINT ON THAT THE LEGISLATURE REALLY MADE A COMMITMENT SEVERAL YEARS AGO TO MOVE AWAY FROM ENROLLMENT FUNDING AND FOCUS ON COMPLETION FUNDING AS THE METRIC HAS GONE 100 PERCENT THAT DIRECTION THIS WOULD MARK AN INCREASE IN THIS IS THE NUMBER ONE PRIORITY OF ALL COMMUNITY COLLEGES TO INCREASE THE SUCCESS POINTS BECAUSE WE THINK THAT NEEDS TO BE THE DIRECTION OF THE STATE IS MOVING, LESS ON ENROLLMENT AND MORE MAKING SURE THAT WE ARE ACTUALLY GETTING NOT JUST PEOPLE IN THE DOOR BUT THOSE, GETTING THEM OUT AND HELPING THEM BECOME SUCCESSFUL.

[INDISCERNIBLE] >> JUST QUICKLY WE ROLL THIS OUT AND HAD TO COMMEND PIPER WILKINS AND HER TEAM FOR HELPING DEVELOP THIS WE PUT TOGETHER SOMETHING WE CALLED 60 BY 30 TEXAS FOR THE ENTIRE STATE THAT WOULD COMMIT ALL 50 COMMUNITY COLLEGES TO PROVIDING TRAINING FOR 300,000 WORKERS OVER ONE YEAR AND THIS WAS IN THE AFTERMATH OF THE PANDEMIC WITH THE LAYOFFS THAT WERE OCCURRING WE KNEW THAT THESE WERE IMPACTING ALL AREAS OF THE STATE AND CERTAINLY IT FELT LIKE THIS WAS A PRIORITY.

THAT ENDED UP NOT GETTING FUNDED BUT THAT KIND OF MORPHED INTO THE TEXAS RESCALING UPSCALING EDUCATION.

WE WORKED REALLY HARD TO GET SOMETHING THAT THE ACRONYM, [INDISCERNIBLE] BUT THE IDEA IS TO REALLY FOR THE FIRST TIME WE ARE ASKING THAT THERE BE DEVELOPED A STATE WORKFORCE PLAN THAT INCLUDES INPUT FROM THE TEXAS WORKFORCE COMMISSION FROM EMPLOYERS FROM INSTITUTIONS WITH THE COORDINATING BOARD AND THAT THIS HAS BECOME A STRATEGIC FOCUS OF THE STATE TO FOCUS ON THE WORKFORCE NEEDS PARTICULARLY IN HIGH DEMAND AREAS BUT THAT THESE ARE REGIONALLY DETERMINED AND DATA DRIVEN NOT JUST WHAT COLLEGES WANT TO OFFER BUT WHAT EMPLOYERS NEED.

AND INDIVIDUALS NEED TO GET JOBS AND I THINK WE CAN TOUCH ON THE IMPORTANCE OF THIS, WE ARE LOOKING AT WHAT'S GOING ON WITH THE ECONOMY.

THE NEXT COUPLE OF SLIDES MAY LOOK FAMILIAR, IT'S ISSUES WE HAVE DISCUSSED IN THE PAST LIKE THESE SMALL BUSINESS DEVELOPMENT CENTERS, IT'S A SUCCESS STORY AND THEY GET IT, THEY UNDERSTAND IT, THE IMPORTANT ROLE THEY PLAY, THERE'S NO DEBATE THAT THEY HAVE OPEN TO BRING TEXAS BACK AND MAKE SURE THE ECONOMY IS SUCCESSFUL, ESPECIALLY THROUGH THE PANDEMIC.

THAT'S STILL A HIGH PRIORITY ON WE CONTINUE TO WORK ON THAT IS WHY WE HAVE BEEN ENGAGING ADDITIONAL HELP TO WORK THERE AND CLEARLY ONCE AGAIN THIS HAS BEEN SUBJECT TO A FIVE PERCENT CUT IT MAKES NO SENSE AT ALL STRATEGICALLY FOR THE STATE OF TEXAS TO CUT THIS IT HAS ZERO IMPACT ON THE STATE BUDGET FOR EVERY DOLLAR THEY CUT IT'S ONE LESS DOLLAR WE GET FOR THE FEDERAL GOVERNMENT THE MORE MONEY WE PUT INTO THIS THE MORE DOLLARS THAT WE GET BACK SO THIS IS ONE THAT WE'VE GOT TO RELOCATE BECAUSE NO ONE UNDERSTANDS ITIN HIGHER EDUCATION AND IT'S TOO IMPORTANT.

TO OUR COMMUNITY.

WE SHOULD PROBABLY BRING BACK TO THE €" BOARD, A PRESENTATION ON WHAT OUR FOLKS HAVE DONE DURING THE PANDEMIC, HELPING GET PEOPLE €" PROVIDING SUPPORT, COUNSELING, ASSISTANCE, IT HAS BEEN REMARKABLE WORK.
