[4. Chancellor and Board Announcements]

>> THANK YOU WE'LL BEGIN TODAY'S MEETING WITH ANNOUNCEMENTS FROM THE CHANCELLOR.

>> THANK YOU THANK YOU MADAME CHAIR.

GOOD AFTERNOON.

EVERYONE, NOW THIS IS OUR FIRST REGULAR MEETING OF THE YEAR AND THERE'S A FEW THINGS I WANTED TO TOUCH BASE YOU.

LET ME GIVE YOU FIRST A COVID UPDATE WOULD HAVE CONTINUED TO COLLABORATE WITH DALLAS COUNTRY AND WE'RE IN ALMOST DAILY CONVERSATIONS WITH THEM AS WE'RE NOW IN PHASE ONE A MISSION CRITICAL WORKERS WITH HIGH RISK FACTORS AND OTHER SUCH AS TEACHERS ANTICIPATES SCHOOL STAFF.

THAT DOES NOT INCLUDE OUR FACULTY AND STAFF.

EAST FIELD CAMPUS HAS BEEN WORKING WITH STATE AND LOCAL OFFICIALS TO ENSURE THAT THE VACCINE IS ACCESSIBLE TO THESE INDIVIDUALS.

AND IT JUST TO POINT OUT WE'RE MONITORING ON REGULAR BASIS AND LOOKING FOR A POINT WE CAN HAVE 100% FACE TO FACE INSTRUCTION AND WE'RE LOOKING FORWARD TO THAT AND CERTAINLY ARE WE HAVE MANY STUDENTS THAT WILL SIMILE NOT BE ABLE TO YOU PARTICIPATE IN THAT HAPPENS.

WE ARE CURRENTLY SCHEDULED TO RETURN TO THE OFFICES ON A LIMITED BASIS ON FEBRUARY 15TH.

AND I ALWAYS HAVE TO PUT THAT AS A CAVEAT THAT WE WILL CONTINUE TO MONITOR THE SITUATION AND WE'LL BE IN CONTACT WITH COUNTY HEALTH AND MAKE DECISIONS ULTIMATELY IN THE BEST INTEREST OF OUR STUDENTS AND STAFF.

YOU KNOW I SAY THAT KNOWING THAT THE REMOTE ENVIRONMENT HAS CERTAINLY BEEN A CHALLENGE FOR MANY.

WE CONTINUE TO WORK HARD.

AND I JUST WANT TO COMMEND OUR STAFF FOR FINDING WAYS TO BOTH SUPPORT EMPLOYEES

[00:05:07]

AND OF COURSE EVEN MORE IMPORTANTLY OUR STUDENTS TO ENSURE THAT THEY HAVE THE TOOLS THAT THEY NEED WHILE THEY'RE LEARNING.

AND WE ARE CLEARLY SEEING STUDENTS PLANNING FOR THE FUTURE HOPING FOR FACE TO FACE WITH A LOT OF INDICATION AS SOON AS WE CAN OPEN UP ONSITE CLASSES THAT WE'LL SEE EVEN MORE STUDENTS RETURN TO OUR DOORS.

>> WE ALSO WANT TO THANK DR. JOSEPH SHE GAVE AN UPDATE ON THE ATHLETIC SPRING SCHEDULE.

AND WE CERTAINLY APPRECIATE HER BOTH PAYING ATTENTION TO THE SAFETY OF OTHER STUDENTS AND OUR COACHES AND OTHER MEMBERS OF THE STAFF WHILE HELPING PUT IN PLACE THE PROTOCOLS TO ENSURE THAT OUR ATHLETES WERE ABLE TO RETURN AND AFTER EVEN ENJOYED GUEST THE UPDATE AND SEEING SCORES OF OUR TEAMS. SO, JUST REALLY APPRECIATE EVERYONE WORKING TOGETHER.

STUDENTS, PARENTS, COACHES, ATHLETIC DIRECTORS.

AND DR. JOE SO WE'VE BEEN ABLE TO MOVE FORWARD WITH THE SPRING SCHEDULE.

ALSO WE CANNOT FORGET THAT THE TEXAS LEGISLATURE IS IN SESSION AND WE WE'RE CERTAINLY WATCHING THIS ALTHOUGH TIPS CREDIBLY DIFFERENT AS BOTH CHAMBERS ADJOURNED UNTIL TUESDAY FEBRUARY THE 16TH.

HOWEVER THEY DID RELEASE BASE BUDGET WHICH WE'RE ANTICIPATED PERHAPS CUTS TO THE BUDGET.

>> CERTAINLY GOING INTO THIS THE BUDGET WHILE SLIGHTLY LESS WE SAW 5% REDUCTIONS OF THINGS THAT INITIALLY WEREN'T IN THAT CATEGORY AND HAD BEEN ADDED TO IT.

AND SO WE'LL BE WATCHING THAT.

ALWAYS HAVE TO POINT OUT THAT THE PRELIMINARY BUDGET IS JUST A PRELIMINARY BUDGET.

WE MAY SEE CHANGES AS WE GO FORWARD.

WHILE THINGS LOOK PRETTY STEADY RIGHT NOW, THAT MAY CHANGE AND THE FIRST BIG HEARING IS COMING UP ON FEBRUARY 23RD WHICH WILL BE SENATE FINANCE CHAIRED BY SENATOR JANE NELSON FROM HERE IN NORTH TEXAS AND JOINED BY SENATORS ROYCE WEST AS WELL AS KELLY HANCOCK.

PAUL IS SITTING ON THAT COMMIT TEAM.

AND WE'LL MAKING SURE OUR VOICES ARE HEARD THERE.

ON THE SENATE SIDE WE HAVE SENATE HIGHER ED CHAIR BY BRANDON EXTRATON WHO IS OUT OF THE HOUSTON AREA.

BUT, VICE CHAIR OF THAT COMMITTEE IS SENATOR ROYCE WEST FROM RIGHT HERE AND ALSO THE DALLAS COUNTY AREA THAT SERVES PRIMARILY IN COLIN COUNTY SENATOR ANGELA PATCHTON IS ON THAT COMMIT HE TEE.

AND THE -- AS OF NOW, TEXAS HOUSE SPEAKER FALEN HAS NOT RELEASED COMMITTEE ASSIGNMENTS.

SO THERE'S A LOT OF RUMOR AND SPECULATION OF WHO WILL BE ON THE TEXAS HOUSED OCCASIONS COMMITTEE HIGHER ED COMMITTEE AND WHO WILL BE CHAIRING THAT COMMITTEE AND WE'RE STILL WAITING TO SEE.

SO, WE'LL BE LOOKING FOR THIS.

WE HAVE PLANNED FOR THE EDUCATION WORKFORCE COMMITTEE AND LEGISLATIVE UPDATE IN MARCH HOPEFULLY WE'LL BE ABLE TO HAVE SOME DETAILS BUT AS YOU CAN TELL WITH THIS SPORADIC MEETING OF THE LEGISLATURE THEN RIGHT NOW IF YOU'RE INVITED BY THE COMMITTEE TO TESTIFY YOU CAN DO THAT REMOTELY.

AND IF YOU ARE SIGNING UP TO TESTIFY YOU HAVE TO DO THAT IN PERSON ONSITE AT THE CAPITAL AND WE'RE NOT SURE YET OF THE PROCESS FOR GOING THROUGH WHAT IT WILL TAKE TO GET ONSITE AND TO SIGN UP.

THAT WAS IN A-- I WAS IN A MEETING THIS MORNING WITH ALL OF THE CEOS OF THE COLLEGES AND UNIVERSITIES IN NORTH TEXAS KIND OF TALKING ABOUT THE VARIOUS STRATEGIES OF HOW THEY WERE LOOKING AT BEING IN AUSTIN AND TESTIFYING AND MAKING SURE THAT THE VOICE OF HIGHER ED IS HEARD DURING THIS TIME.

>> AND IT KIND OF WRAPPING OUR -- COUPLE THINGS I WANT TO HIGHLIGHT.

THAT ARE PROGRAM MAT NICK NATURE.

WE'VE -- WE'VE HAD FOR SEVERAL YEARS A STRONG PARTNERSHIP WITH AMAZON.

WE'VE OPERATED ABOUT A HALF A DOZEN DIFFERENT PROGRAMS WITH THEM.

AND ALL THESE HAVE BEEN JUST AN OUTSTANDING RELATIONSHIP.

[00:10:04]

RECENTLY, WE'VE BEEN INVITED TO PARTICIPATE IN A HANDS-ON AMAZON APPRENTICESHIP PROGRAM DESIGNED FOR STUDENTS FROM ACROSS THE NATION TO LEARN WITH MEKATRONIC TECHNOLOGY AND WHILE GIVING THEM UP TO DATE SKILLS ON THE LATEST EQUIPMENT AND TIED TO THE FUTURE ECONOMY.

THE PROGRAM, AMAZON MEKATRONIC AND PROGRAM IS OFFERED THROUGH DALLAS COLLEGE AND WE HAVE THAT OPPORTUNITIES FOR THE STUDENTS TO EARN AN ASSOCIATE'S DEGREE IN ADVANCED MANUFACTURING METTRONICES BYEN CONTROL ROLLING EAST FIELD CAMPUS IN MESQUITE AND IN THAT PARTICULAR PROGRAM.

WE EXPECT THIS YEAR TO HAVE ABOUT 160 APPRENTICES IN THAT PROGRAM.

AND WHILE THREE THERE INSTITUTIONS WILL BE PARTICIPATING THAT EFFORT FROM ACROSS THE COMMUNITY, REALLY, EXCITED ABOUT THE OPPORTUNITY AND THE BENEFITS THAT OUR STUDENTS WILL BE RECEIVING.

AND ANOTHER OUTSTANDING OPPORTUNITY CAME IN THE FORM OF A $10 MILLION DEPARTMENT OF LABOR GRANT AND JUST CONGRATULATIONS TO THE TEAM FOR MAKING THIS POSSIBLE.

AND THIS WAS ANNOUNCED AS A PART OF IS 45 MILLION H 1 IS B ONE WORKFORCE GRANT PROGRAM THAT IS TIED TO KEY SECTORS OF THE U.S.

COMMITTEE.

AND WE RECEIVED 10 MILLION WHICH WAS THE LARGEST ALLOTMENT OF THE 19 RECIPIENTS NATIONWIDE WE'LL BE FOCUSING ON UP SCALING IN THE CURRENT WORKFORCE AND TRAINING THE WORK FORCE OF THE FUTURE.

AND IN AREAS SUCH AS IT, CYBER SECURITY, ADVANCED MANUFACTURING AND TRANSPORTATION AND BY THE WAY TEAM MY INBOX IS FULL FROM FOLKS ACROSS THE NATION WANTING TO HELP US PARTNER AND SPEND THAT 10 MILLION.

WE HAVE A GREAT PLAN IN PLACE AN A GREAT TEAM TO WORK WITH IN THIS AREA WHERE WE'LL BE PUTTING IN PLACE TRAINING MODELS THAT INCLUDE BOTH CLASSROOM ON THE JOB TRAINING, CUSTOMIZED TRAINING, INCUMBENT WORKING TRAINING AND REGISTERED APPRENTICESHIP PROGRAM AND AS WELL AS INDUSTRY RECOGNIZED APPRENTICESHIP PROGRAM.

SO THIS GOES ALONG WITH THE OTHER WOULD WORK THAT WE'VE DONE IN THIS SPACE AND WITH A $1 IS 2 MILLION APPRENTICESHIP GRANT PREVIOUSLY AND PART OF ANOTHER 4 MILLION GRANT AND SO CONGRATULATIONS THIS REALLY ALLOWS US TO DO SOME IMPORTANT WORK IN PARTNERSHIP WITH EMPLOYERS HERE IN THE NORTH TEXAS AREA.

AND WITH THAT, MADAME CHAIR, THIS CONCLUDES MY COMMENTS.

THANK YOU.

>> THANK YOU CHANCELLOR FOR CONTINUING TO KEEP THE BOARD APPRISED OF THE MANY IMPORTANT MOVEMENTS THAT CONCERN DALLAS COLLEGE TO MAKE SURE WE MOVE IN THE DIRECTION OF SERVICE AND COMMITMENT TO OUR COMMUNITY.

DO WE HAVE ANY TRUSTEES THAT WOULD LIKE TO MAKE ANNOUNCEMENTS TODAY?

>> MADAME CHAIRMAN.

>> YES.

>> YES, THIS IS CLIFF.

I DON'T HAVE ANNOUNCEMENTS.

I JUST AGAIN WANT TO SAY HOW MUCH I APPRECIATE THE EFFORT THAT'S BEEN PUT FORTH FOR THE LEADERSHIP TOMORROW TO HELP ME TO TRY TO COME AS CLOSE TO UP TO SPEED AS I CAN TO BE A PRODUCTIVE BOARD MEMBER.

THERE'S BEEN A LOT OF TWO-HOUR SESSIONS AT THE LEADERSHIP THAT'S PROVIDED ME AND HOPEFULLY IT GIVES THEM A CHANCE TO UNDERSTAND A LITTLE BIT OF MY PERSONALITY AND MY BACKGROUND.

BUT MAINLY JUST TO SAY THANK YOU FOR THE ATTITUDE DURING THIS COVID AND IT'S BEEN A COMBINATION OF IN-PERSON TO ONLINE TYPE MEETING BUT I JUST WANTED TO PUBLICLY SAY THANK YOU TO THE CHANCELLOR AND HIS STAFF AND ALL THE PEOPLE AND PEARLA HAS BEEN PHENOMENAL IN GETTING TOOLS OF THE TRADE LINED UP AND I KNOW SHE FINDS THAT TO BE A CHALLENGE.

BUT I WANT TO TAKE THANK TO YOU ALL OF YOU AND I APPRECIATE YOU ALL VERY MUCH.

>> THANK YOU TRUSTEE BOYD.

>> ANY OTHER TRUSTEES? I WOULD LIKE TO THANK MY FELLOW TRUSTEES WORKING WITH ME AS WE RESTRUCTURE WHITE TEES I LOOK FORWARD TO WORKING WITH EACH OF YOU AS YOU SERVE IN THE FOLLOWING COMMITTEES.

>> CHAIR BRAVO I HAD A PREVIOUSLY DISCLOSED CONFLICT ON ITEM 6 C 1 IS AND WILL NOT BE PARTICIPATING IN THE VOTE ON THAT ITEM.

>> THANK YOU.

VICE CHAIR RITTER, NOTED.

>> OKAY.

AND WITH THAT WE'LL MOVE INTO ITEM 6 OF THE CONSENT AGENDA DOES ANY TRUSTEE HAVE

[6. Consent Agenda]

QUESTIONS OR COMMENTS ABOUT CONSENT AGENDA ITEMS? IF NOT, I WILL ENTERTAIN A MOTION TO APPROVE CONSENT AGENDA ITEMS A 1 TO A 3, B 1 IS AND B 2 AND C 1 IS.

>> SO MOVED.

>> OKAY.

THANK YOU TRUSTEE FLORES, DO WE HAVE A SECOND?

>> SECOND.

>> SECOND BY TRUSTEE BOYD.

SO MISS MOLINA WILL YOU TAKE A ROLL CALL.

>> FOR THE AGENDA ITEMS 6 A 1 TO 3 WITH, B 1, 22 AND C 1 IS WILL I TAKE A ROLL CHAIR VOTE CHAIR BRAVO.

>> AYE.

>> I HAD A QUESTION AT C 1 IS.

>> OKAY.

>> ON -- I FORGOT TO ASK DURING THE COMMITTEE MEETING.

FUNDING ON THIS WAS CARES ACT AND OPERATING BUDGET.

AND I WAS -- I ASKED BEFORE THE CHAIR MONEY GOES AWAY -- CARES MONEY GOES AWAY AT SOME POINT AND WE NEED TO KNOW IF HE WE KNOW WHEN.

AND THEN I WAS WONDERING WHY THIS PARTICULAR ITEM WAS NOT DONE ON THE BUDGET CYCLE RATHER THAN IN FEBRUARY.

P.

>>.

[00:20:04]

>> TRUSTEE COMPTON I CAN ANSWER ABOUT THE CARES ACT WE HAVE MULTIPLE PARTS OF MONEY FOR THE CARES ACT AND FROM THE NEWER SYSTEM EYE LUS PACKAGE AS WELL.

WE HAVE THE NEWEST DOLLARS FOR THE NEXT TWELVE MONTHS.

AND THIS IS JUST A ONE-YEAR AGREEMENT WITH GREEN LOT.

WE WILL USE 50,000 OF CARES ACT FUND TO FUND THE VIRTUAL CAREER FAIR PIECE OF THIS AGENDA ITEM.

>> I THOUGHT THIS WAS A TEN-YEAR PROGRAM.

>> THE I THINK YOU MAY BE CONFUSING THIS WITH THE ERP PRESENTATION.

TRUSTEE ZIMMERMAN THAT'S A TEN-YEAR AGREEMENT.

THIS IS NOT.

>> I THOUGHT GREEN.

>> GREEN LIGHT AGREEMENTS ARE ONE YEAR AGREEMENTS.

MADAME CHAIR IF I COULD BEFORE YOU GO TO THE NEXT PART OF THAT QUESTION.

I WOULD RECOMMEND WE -- YOU REMOVE ITEM C 1 FOR SEPARATE CONSIDERATION BECAUSE TRUSTEE RITTER HAS A CONFLICT AND HE WILL NOT BE PARTICIPATING IN THAT AND I APOLOGIZE I DID NOT REALIZE THAT WAS ON THE CONSENT AGENDA UNTIL NOW.

>> I WAS GOING TO SAY AFTER WE -- I WAS GOING TO LET THEM ANSWER THESE QUESTIONS AND THEN SEPARATE IT OUT.

>> VERY GOOD THANK YOU.

>> I KNOW YOU WANTED TO SAY SOMETHING.

DR. WILKINS YOU WERE SAYING THAT 50,000 WOULD PAY FOR WHAT.

>> VIRTUAL -- THE VIRTUAL -- THE VIRTUAL CAREER FAIR PIECE OF THIS AGENDA ITEM THAT'S WHAT FITS INTO THE REQUIREMENTS OF THE CARES ACT.

>> AND THEN YOU SAID SOMETHING ABOUT THE NEW STIMULUS PACKAGE WHAT ARE YOU TALKING ABOUT.

>> SO THAT WE HAVE CARES ACT FUNDS AND DEPENDS ON THE TIMING OF THE PURCHASE OF THESE DIFFERENT PIECES OF THE PLATFORM WHETHER OR NOT WE WOULD USE OUR EXISTING CARES ACT DOLLARS THAT EXPIRE IN APRIL OR WE WOULD USE NEW STIMULUS DOLLARS THAT HAVE YET TO BE RECEIVED.

SO THE FEDERAL GOVERNMENT PASSED ANOTHER PACKAGE IN DECEMBER AND WE WILL BE RECEIVING ADDITIONAL DOLLARS TO HELP US WITH COVID-19 RELATED EXPERIENCES.

AND THE VIRTUAL AND REMOTE ASPECTS OF THIS SITUATION.

SO WE WOULD BE ABLE TO USE THOSE DOLLARS TO FUND THE VIRTUAL CAREER FAIR PIECE AS WELL.

>> OKAY.

AND THEN YOU WERE SAYING OH, MY OTHER QUESTION WAS WHY DID WE NOT DO THIS ON THE BUDGET CYCLED OUT OF OPERATING BUDGET.

JUST

>> THEY ARE AND THE ONE THAT DR. WILKINS WAS REFERRING TO, THE VIRTUAL JOB FAIR WE -- EXCUSE ME JOHN YOU CAN SPEAK A LITTLE LOUDER.

>> OKAY AIM BETTER FOR YOU NOW.

>> HE YEAH I CAN HEAR YOU A LOT BETTER.

>> THESE ITEMS CAME UP AFTER THE BUDGET CYCLED.

YOU KNOW WE START BUDGET CYCLE IN FEBRUARY OR MARCH AND A GOOD EXAMPLE OF THIS IS COVID IN THE VIRTUAL JOB FAIRS THAT DR. WILKINS WAS JUST TALKING ABOUT.

WHEN WE WERE DOING THE BUDGET CYCLE WE DID NOT HAVE THESE TYPES OF ACTIVITIES IN YOU KNOW BROUGHT FORWARD TO LOOK AT WHAT WE WOULD PUT IN THE BUDGET CYCLE.

THAT'S WHY WE'RE ASKING ABOUT IT NOW BECAUSE IT'S NOT IN THE BUDGET.

>> ANY OTHER QUESTIONS? OKAY.

SO, SEEING NO OTHER QUESTIONS I THINK WE NEED TO MAKE -- GET A NEW MOTION.

I DON'T -- LET'S PULL THE OTHER ONE.

WE DON'T NEED TO DO ANYTHING ELSE ON THAT ONE RIGHT.

>> YES, MADAME CHAIR YOU CAN HAVE A NEW MOTION THE PEOPLE I CAN'T RECALL WHO MADE MOTION TO APPROVE TRUSTEE BOYD SECONDED IT TAKEN SHOULD INCLUDE ITEMS 6 A AND 6 B IF THEY WISH TO AND THEN YOU CAN HAVE A SEPARATE VOTE ON ITEM 6 C.

>> TRUSTEE FLORES AMENDED MOTION.

>> AMEND MOTION TO APPROVE CONCEPT OF ADJUSTMENT ITEMS OF 81-3 AND 6 B IS THROUGH.

>> I SECOND THE AMEND.

>> THANK YOU.

>> WE'LL TAKE A ROLL CALL VOTE ON ITEMS A 1 IS TO A 3, B 1 IS AND B 2.

[00:25:03]

>> CHAIR BRAVO WHAT IS YOUR VOTE.

>> AYE.

>> TRUSTEE FLORES.

>> AYE.

>> TRUSTEE BOYD.

>> AYE.

>> TRUSTEE COMPTON.

>> AYE.

>> TRUSTEE ZIMMERMAN.

>> AYE.

>> TRUSTEE RITTER, AYE.

>> AND TRUSTEE WILLIAM IS NOT PRESENT FOR THE VOTE.

I MISS -- PASSED WITH MAJORITY VOTE OF THOSE PRESENT.

>> NOW CAN I GET A MOTION TO APPROVE ITEM C 1 TRUSTEE BOYD ON THAT ONE I'LL SECOND.

>> SO MOVED.

>> DID WE TAKE A ROLL CALL ON THIS AS WELL MISS MOLINA.

>> FOR THE IS SECOND MOTION CHAIR BRAVO WHAT IS YOUR VOTE?

>> AYE.

>> TRUSTEE FLORES.

>> AYE.

>> TRUSTEE BOYD.

>> AYE.

>> TRUSTEE COMPTON.

>> AYE.

YOU HAVE A MAJORITY VOTE FOR THOSE ABLE AND PRESENT TO VOTE.

>> OKAY SO NOW WE WILL MOVE ON TO ITEM 7 INFORMATIVE REPORTS.

[7. Informative Reports]
