[4.A. Welcome Center Vision Presenter: Paris Rutherford, Catalyst Urban]

WELL WE HAVE ONE COMMITTEE PRESENTATION AND THEN TONIGHT.

I'LL TUNE IT OVER TO JOHN ROBERTSON IN JUST A SECOND.

LIKE TO WELCOME PARIS RUTHERFORD BACK AGAIN.

I THINK THIS THE THIRD MEETING IN ROW PARIS WHICH MIGHT BE SOME KIND OF RECORD.

BUT, WELCOME BACK.

WE'RE GLAD YOU'RE HERE.

AND WE'RE GOING TO HEAR ABOUT THE MASTER PLANNING FOR

[00:05:02]

MOUNTAIN VIEW AND ALSO ABOUT CONCEPT OF WELCOME CENTER WHICH I BRIEF IS TRANSCEND INCIDENT ACROSS ALL OF OUR CAMPUSES AND TO REMIND MEMBERS OF THE BOARD IN FEBRUARY WE'RE GOING TO HAVE A MORE GLOBAL POLICY DISCUSSION ABOUT LAND USE AND MASTER PLANNING ACROSS ALL OF OUR CAMPUS THAT WILL GET AT SOME ISSUES THAT HAVE COME OUT OVER PAST COUPLE MONTHS AS WE HAVE LOOKED AT THESE INDIVIDUAL CAMPUS PRESENTATIONS.

JOHN I'LL TURN IT OVER TO YOU FOR ANY COMMENTS.

AND FOR YOU INTRODUCE PARIS

>> I WILL LET DR. MAY TALK A LITTLE BIT ABOUT WHAT GOT US STARTED WITH THIS WHOLE THING.

I WANT BOARD TO REALLY UNDERSTAND THIS IS A VISIONING CONCEPT RIGHT NOW.

WE ARE NOT MAKING DETAILED PLANS.

WE'RE WORKING ON THE VISION OF WHAT WE SEE TO BE THE WELCOME CENTER TO HELP STUDENTS WITH ALL THEIR BARRIERS DR. MAY, FIRST SLIDE IS UP IF YOU WOULD LIKE TO TALK ABOUT THIS A LITTLE BIT.

>> SURE.

AND THIS IS REALLY KIND OF A GLOBAL SET UP TO ONE WE'RE HAVING THIS CONVERSATION.

AND CERTAINLY, THE BOND ISSUE AND MASTER PLANNING WORK HAS BEEN A CONTRIBUTOR TO THIS.

BUT, WE'VE SPENT AS MANY OF BOARD KNOWS, SEVERAL YEARS REALLY LOOKING AT THE CHALLENGES FACED BY OUR STUDENTS.

WE WERE TALKING ABOUT SOME OF THE EARLIER.

AND I WANT TO SHARE WITH YOU A LITTLE BIT OF DATA TODAY AROUND THE HUNGER ISSUES THAT THEY ARE FACING HOUSING INSECURITY THAT STRUGGLING TO STAY IN SCHOOL.

EVEN WITH THE PANDEMIC.

EVEN WHEN WE HAVE RESOURCES AVAILABLE TO COVER THEIR TUITION.

WE OF COURSE, TODAY, WE KNOW THEY ARE NOT ONLY JUGGLING FAMILY RESPONSIBILITIES BUT MANY OF THEM LOST THEIR JOBS AS A RESULT OF AT PANDEMIC OR HAD BEEN TRANSITIONED TO NEW JOBS.

IN ORDER TO GET THERE.

AND WHAT WE'RE LOOKING A ADDRESSING OVERALL NEEDS, WITH GOAL POPULATION HERE IN DALLAS COUNTY WITH A SOME TYPE OF POSTSECONDARY CREDENTIAL WE SIT TODAY AT ONLY 37 PERCENT WITH THAT CREDENTIAL.

AND UNFORTUNATELY, ABOUT 10 PERCENT OF THAT 37 PERCENT HAVE BEEN IMPORTED FROM OUTSIDE.

BECAUSE WE ONLY TEND TO GRADUATE FROM A POSTSECONDARY EDUCATION ABOUT 27 PERCENT OF THE HIGH SCHOOL GRADUATES TODAY IN DALLAS COUNTY.

THIS YEAR THAT HAPPENS TO BE IF WE DON'T CHANGE THAT TRAJECTORY, THAT'S OUT OF 28,000 HIGH SCHOOL SENIORS.

AND YET, OF THE NEW JOBS CREATED, WE IN FACT HAVE DOCUMENTED THIS, 99 PERCENT ARE REQUIRING A POSTSECONDARY CREDENTIAL GOING FORWARD.

SO THIS IS GETTING AT WHY.

LET ME GET INTO THE A LITTLE A LITTLE BIT OF SPECIFIC DATA HERE IF I CAN SEE THE NEXT SLIDE, PLEASE.

ONE THE QUESTIONS THAT WAS ASKED OF US ON WHAT BASIS DID WE MAKE SOME R ECOMMENDATIONS AND DECISIONS.

I WANT OTTO SHARE DATA WE REALLY GO BACK AT YEAR BEFORE EVEN THE FIRST ONE HERE IN 2015.

WHEN WE DID OUR STUDENT EXPERIENCE STUDY WHICH WHERE WE REALLY BEGAN TO SEE THINGS LIKE TRANSPORTATION BEING IN THE WAY.

LOOKING AT THAT WE LOOKED SPECIFICALLY WITH HELP SURVEY LOOKING A WHAT'S GOING ON WITH HOUSING INSECURITY, AND OF COURSE ONE OF THE THINGS WE FOUND IS THAT ON A GIVEN DAY UP TO 46 PERCENT OF OUR STUDENTS FEEL SOME LEVEL OF INSECURITY WITH AS HIGH 11 PERCENT NOT KNOWING WHERE THEY ARE GOING TO STAY ANY GIVEN NIGHT.

THEY ARE NOT TECHNICALLY HOMELESS AS WHILE SAYS HOMELESS HERE, THAT WOULDN'T MEET ALL FROM AT TECHNICAL DEFINITIONS WE SAW IN 2016 NOW IT'S ABOUT 16 PERCENT IN 2019.

BUT, ON A GIVEN DAY, THEY ARE GOING FROM SOFA TO SOFA FROM HOUSE TO HOUSE OFTEN WITHOUT A PERMANENT PLACE TO LIVE.

THAT IS A CONSIDERABLE NUMBER OF OUR STUDENTS.

AT 16 PERCENT.

THEN WE LOOK FOOD INSECURITY.

AGAIN, FROM THE SOME OF SAME SURVEYS, 51 PERCENT LOOKING AT FOOD INSECURITY AND DROPPED TO 38 PERCENT.

WE BELIEVE THAT'S BECAUSE OF OUR FOOD PANTRIES WE'VE BEEN ABLE TO DOCUMENT THE IMPACT THAT THAT'S HAD DIRECTLY.

[00:10:02]

WE SAW IN FACT A DECR THESE NEEDS AND CERTAINLY THEY VARY BY VARIOUS AREAS.

BY THE WAY THE HOPE SURVEY REFERENCE AS PARTNERSHIP THAT WE HAVE WITH THE HOPE CENTER AT TEMPLE UNIVERSITY IN PHILADELPHIA.

WE WORKED VERY CLOSELY WITH THEM.

AND INCLUDING A PARTNERSHIP WHERE THEY HAVE JOINED WITH US IN I'LL TALK ABOUT THIS SOME OF OUR EMERGENCY AID WORK.

>> EXCUSE ME.

>> IN HOPE SURVEY THESE ARE OUR STUDENTS THAT WE SURVEY INSTEAD

>> THAT'S EXACTLY RIGHT.

THESE ARE DALLAS COLLEGE STUDENTS THAT WERE SURVEYED.

THAT WERE ENROLLED AT THAT TIME IN DALLAS COLLEGE.

>> THANK YOU.

>> AND THE SAME WOULD TRUE OF TRELLIS SURVEY.

WHILE HOPE SURVEY MANY STATES AND MANY COLLEGES ACROSS COUNTRY PARTICIPATED.

TRELLIS IS -- TRELLIS FOUNDATION IS A TEXAS BASED FOUNDATION LOOK COMMUNITY COLLEGES IN TEXAS WHILE THEY ASK SOME OF SAME QUESTIONS THEY WERE A BIT DIFFERENT.

INN A FEW OTHERS.

WHERE THEY GET TO CONCERNS ABOUT THEIR MONTHLY EXPENSES.

THAT 78 PERCENT RAN OUT OF MONEY OVER THE PAST 12 MONTHS.

56 PERCENT IN THIS STUDY.

A LITTLE BIT DIFFERENT THAN WHAT THEY SHOWED IN THE OTHER, BUT AGAIN, SOME OF THESE VARY BY POINTS IN TIME.

SHOWING HOUSING INSECURITY.

AND AGAIN, FOOD INSECURITY NOT KNOWING IN MISSING MEALS ON A REGULAR BASIS.

AND THE BOARD WILL RECALL THAT WE ENTERED INTO A PARTNERSHIP SEVERAL YEARS AUNT BERTHA DOES, WE'VE WHITE LABELLED THAT INCORPORATED INTO OUR WEB PAGE.

WE GET TO SEE IN REAL TIME WHAT OUR STUDENTS ARE SEARCHING FOR.

WE DON'T KNOW WHO THE STUDENTS ARE.

THAT'S ANONYMOUS DATA.

JUST LIKE THE OTHER SURVEYS.

WE DON'T GET SPECIFIC NAMES.

BUT WE CAN SEE THE CHANGES AND WHAT THEY ARE DEALING WITH.

AND YOU KNOW, WHEN WE STARTED WORKING WITH AUNT BERTHA TRANSPORTATION WAS A BIG ISSUE.

AND AS WE PARTNER WITH A THAT HAS DROPPED.

THEN, FOOD INSECURITY WAS A BIG ISSUE.

AT THE TOP OF THE LIST.

AS WE PARTNERED WITH NORTH TEXAS FOOD BANK THAT'S ALSO DECR ARE SEARCHING FOR HAVE TO DO WITH HOUSING IN THAT AREA.

THEN ABOUT 13 PERCENT 9 PERCENT MONEY I CAN GET INTO OTHER SURVEYS WHETHER THERE'S NOT A LOT OF WORRY ON PART OF STUDENTS ABOUT PAYING TUITION, THERE'S REALLY A LOT OF CONCERN ABOUT PAYING THE COST OF LIVING.

NEXT SLIDE PLEASE, PERLA.

>> YOU KNOW, AND THIS IS OF COURSE, NOTHING NEW TO YOU.

THIS IS KIND OF A SUBSET OF WHAT WE'VE CALL CAREER CONNECTED NETWORK.

WHICH IS HOW WE CONNECT STUDENTS TO VARIOUS SERVICES.

AND WE POINTED OUT THAT THE GOOD NEWS IS WE DON'T HAVE TO INVENT THESE SERVICES BUT WE DO HAVE TO FIGURE OUT HOW TO CONNECT STUDENTS TO THEM.

YOU KNOW WE DIDN'T HAVE TO CREATE DART THANK GOODNESS PUBLIC TRANSPORTATION EXISTED.

BUT IT TURNED OUT OUR STUDENTS WEREN'T TAKING ADVANTAGE HAVE OF IT AND IT WAS CUMBERSOME PROCESS.

PARTNERSHIP WITH DART NOW ALLOWED THOUSANDS OF STUDENTS EACH YEAR TO TAKE ADVANTAGE OF THAT OPPORTUNITY GET THAT AS PART OF THEIR SAME AS OCCURRED WITH MANY OF OUR OTHER SERVICES AS WE HAVE WORKED TO MEAT THE NEEDS.

AND WE MENTION EARLIER ONE BIG ITEM ON HERE HAS BEEN THE PARTNERSHIP WITH GROUP CALLED EQUITY ON EMERGENCY AID WHERE WE'VE BEEN ABLE TO HELP STUDENTS NOW OVER 10,000 STUDENTS GET ADDITIONAL RESOURCES IN ORDER TO STAY IN SCHOOL DURING THIS PARTICULAR CRISIS.

NEXT SLIDE WAS THERE A QUESTION?

>> SO, AS WE LOOK AT INVESTING IN OUR CAMPUS GOING FORWARD.

IF TRULY CENTRIC, IT REALLY MEANS THAT WE NEED TO THINK A BIT DIFFERENTLY ABOUT OUR CAMPUS AND NOT JUST A PLACE THAT HOUSED CLASS ROOMS AND LIBRARY AND THE TYPICAL SERVICE AREAS BUT REALLY AS RESOURCE AS STUDENTS CAN ENGAGE WHERE THEY ARE.

NOW WE'RE ALREADY DOING THIS OBVIOUSLY WITH A LOT OF SERVICES WE'VE DONE BUT WE'VE REALLY NOT INTEGRATED THAT IN DAY TO TODAY.

WHILE WE DONE THINGS LIKE DART PASS SOMEWHAT TRANSPARENT.

WE'VE INTEGRATED OUR FOOD PANTRIES, WE'VE REALLY NOT CREATED A

[00:15:04]

CONVENIENT CENTER AROUND THOSE SERVICES AND OTHER THAT IS OUR STUDENTS ARE FACING.

EVEN THINGS THAT ARE NOT COSTLY AS RELATES TO SOME OF OUR HOME THEY CAN HAVE AN ADDRESS, THAT'S A BIG PROBLEM FOR OUR STUDENTS.

BECAUSE YOU HAVE TO HAVE AN ADDRESS IN ORDER TO GO TO COLLEGE.

AND TO BE ABLE ELIGIBLE FOR SOME OF THE RESOURCES THAT WE HAVE.

SO YOU KNOW, THAT'S KIND OF A WHERE WE'RE HEADED WITH THIS.

I THINK THAT'S LAST SLIDE ON THIS.

BUT AS WE GO BUT I WANT TO SEE IF THERE ARE ANY QUESTIONS ON THE WHY WE'RE HAVING THIS CONVERSATION AND THIS EFFORT.

AND THEN, HAVE JOHN AND PARIS TALK ABOUT WHAT WE'RE PROPOSING AS A MODEL USING MOUNTAIN VIEW AS THE EXAMPLE.

>> THANKS, JOE.

I'M NOT SEEING ANY QUESTIONS IN THE PARTICIPANTS BOX BUT IF ANYBODY HAS ONE RAISE YOUR HAND.

JOE LET ME ASK YOU QUESTION, I THINK WHAT WE HAVE BEEN DOING ON THIS TOPIC OF ADDRESSING STUDENT NEEDS, YOU KNOW, IS AS IMPORTANT AS WE'VE DOING ON CURRICULUM SIDE TO ASSURE ACADEMIC SUCCESS, I MEAN THEY KIND OF GO TOGETHER.

YOU HAVE TO HAVE BOTH.

I'M WONDERING AS WE CONTINUE TO BUILD THIS OUT, ARE YOU ENVISIONING THAT THESE SERVICES WILL BE IDENTIFIED AND DELIVERED WITH COLLABORATORS? YOU KNOW PERHAPS IN AREAS WHERE WE DEFICIENCY LIKE HEALTHCARE AS OPPOSED TO US TRYING TO TAKE THAT ON DIRECT? I MEAN THAT IS YOUR SORT OF PHILOSOPHY AND APPROACH ON (SIMULTANEOUS SPEAKERS)

>> I THINK YOU KNOW THE ANSWER TO THAT CHAIRMAN.

LET'S GO BACK TO PREVIOUS SLIDE ON TWO PREVIOUS -- YEAH.

THERE.

>> YOU KNOW, WHAT WE'VE DONE IS INTENTIONALLY NOT INVENT ANYTHING HERE.

AND FIND PARTNERS TO COLLABORATE.

EVEN WHEN SOMETHING NEEDED TON INVENT LIKE DALLAS COUNTY PROMISE WE FOUND A PARTNER.

OR LIKE THE EQUITY EMERGENCY AID PLATFORM WE FOUND A PARTNER TO WORK WITH IN ORDER TO IMPROVE THESE TRANSITIONS.

THAT'S REALLY WHAT THE NETWORK IS ABOUT.

IT'S FOCUSING ON THE DOTTED LINE WHERE WE ASK THE STUDENTS DON'T HAVE TO CREATE THEIR OWN NETWORK BUT WE'RE HANDLING THAT FOR THEM.

AND PUTTING TOGETHER AT PARTNERSHIPS AND THE COLLABORATION AND YOU KNOW OUR PHILOSOPHY WE DON'T DO ANY OF THIS ALONE.

THERE NO NEED TO INVENT IT WHEN NORTH TEXAS THAT GET EXCITED ABOUT PARTNERING WITH US.

I WOULD SAY THAT I KNOW MANY, MANY OF YOU KNOW THIS.

I THINK WE'RE UNIQUE IN THE COUNTRY WHERE WE HAVE A COMMUNITY THAT GIVES GREATLY.

THAT'S VERY GENEROUS.

THAT ALREADY HAS A CULTURE OF COLLABORATION AND PARTNERSHIP.

I MEAN I WORK WITH K-12.

UNEQUALLED IN ANYWHERE IN COUNTRY OUR PARTNERSHIPS WITH UNIVERSITIES IS UNEQUALLED EVEN BUSINESS INDUSTRY.

BUT EVEN MORE IMPORTANT SOME OF THESE OTHER SUPPORT SERVICES THAT WE HAVE IN PLACE.

YOU MENTION HEALTHCARE.

WHICH IS AN AREA THAT WE ARE WORKING ON.

AND AS YOU KNOW FROM A SOME OF YOUR PREVIOUS WORK, MENTAL HEALTH IS HIGH PRIORITY.

WE HAVE PARTNERS WITH UT SOUTHWESTERN AS WELL AS OTHERS TO BUILD OUT THOSE PARTNERSHIP AND RELATIONSHIPS THAT WE CONTINUE TO EXPAND.

BUT THAT REALLY DOVETAILS WITH OVERALL HEALTHCARE NEED.

IF WE DIDN'T GET IT BEFORE, THE COVID CRISIS WE CERTAINLY GOOD AT THE TIME NOW.

THAT, THAT, STUDENTS REALLY RELY ON OUR SUPPORT AND HEALTHCARE SERVICES TO MEET THOSE NEEDS.

SO, WE'RE HAVING CONVERSATIONS GOING ON AS WE SPEAK.

WITH PARTNERS WHERE IN AN EARLY COLLABORATION WITH UT SOUTHWESTERN ON TELEHEALTH CURRICULUM PROGRAM.

BRINGING TOGETHER BOTH THE LEARNING ASPECTS OF THAT AS WELL AS PROGRAMMATIC ASPECTS OF WHAT IS IN FACT WILL BE OUR NEWEST HEALTHCARE PROGRAM THERE.

BUT IT'S A LITTLE BIT OF SELF SERVING BECAUSE WE NEED INDIVIDUALS WITH THOSE SKILLS TO WORK WITH OUR STUDENTS AS WELL.

>> I'VE GOT A QUESTION

>> FOR THOSE STUDENTS WHO ARE HOMELESS OR EXPERIENCING HOUSING INSECURITY AND DON'T HAVE A CURRENT ADDRESS IF THEY NEED TO GET A TEXTBOOK THAT'S NOT AVAILABLE IN E COPY HOW WOULD THEY GET THAT

[00:20:02]

TEXTBOOK IF THERE NO ADDRESS TO SEND IT TO?

>>

>> YEAH.

>> THAT HAS AB CHALLENGE AS CERTAINLY WE HAD A PLAN FOR THAT PRIOR TO COVI COME PICK THEM UP.

WE STILL WENT THAT ROUTE WITH THEM.

ONE OF THE IDEAS THAT WE'RE WORKING ON THAT WE'VE HAD A NUMBER OF CONVERSATIONS ON THOUGH IF YOU'RE FAMILIAR WITH THE AMAZON TYPE OF BOXES OR FEDEX BOXES OR OTHERS WHERE YOU GET A BOX IS AVAILABLE BUT NOT PERMANENTLY ASSIGNED TO YOU A GET A CODE.

ALMOST ALL OF OUR HOMELESS STUDENTS HAVE SMART PHONE.

THAT'S PRETTY UNIVERSAL.

THAT'S HOW THEY ACCESS ALL OF OTHER SERVICES A MATTER OF COURSE.

AND SO THAT'S, ONE OF THE THINGS WE CAN DO COMMUNICATE WITH THEM THROUGH THAT TECHNOLOGY.

BUT JOHN, THAT'S A VERY SPECIFIC QUESTION ON A NEED AND THAT'S WHERE WE HAVE ONE THAT WORKED WITH YOU WANT TO COMMENT ON THAT ONE?

>> YES.

>> BECAUSE I THINK PARIS WILL HELP ANSWER A LOVE THAT IN HIS PRESENTATION WITH THE CERTAIN INFORMATION AND WHAT WE FOUND OUT WITH STUDENTS IN THE PAST.

BUT WE'RE LOOKING

>> WELL I THINK A SPECIFIC QUESTION WAS THIS FALL WITH OUR STUDENT THAT IS DIDN'T HAVE ADDRESSES HOW DID WE GET THEIR LEARNING MATERIALS TO THEM?

>> THEY FOUND WAYS TO GET THOSE TO EITHER THE STUDENT PICKED THEM UP IN LIBRARY.

THEY PICKED THEM ALL UP WE FOUND WAYS.

THEY USED A VARIOUS STUDENTS USING VARIOUS METHODS.

>> THANK YOU.

>> THANK YOU.

JOHN, YOU WANT TO PROCEED?

>> YES I'LL TURN IT OVER TO PARIS SO WE KEEP US ON TRACK.

>> THANK YOU JOHN AND GOOD TO BE HERE.

WELL, FOLLOWING THAT INTRODUCTION I THINK IT'S HELPFUL TO UNDERSTAND WHY AS DR. MAY POINTED OUT.

WE'LL BE TALKING AS HE MENTIONED ABOUT YOU CAN GO TO NEXT SLIDE, ABOUT SOME IDEAS OF HOW THOSE NEEDS COULD BE MET.

NOT ONLY FOR STUDENTS THAT HAVE SPECIFIC NEEDS BUT FOR ALL STUDENTS.

WANTING TO MAKE SURE THAT THERE IS FACILITY THAT HAS A RANGE OF USES THAT ARE YOU KNOW SPECTRUM OF STUDENTS.

NOT JUST ONE PARTICULAR POPULATION.

SO NOBODY FEELS ISOLATED OR SEPARATED OUT FROM THAT STANDPOINT.

SO WHAT WE WILL TALKING ABOUT THAT FROM AN INTENTIONAL STANDPOINT WE WILL TALK ABOUT HOW THIS FACILITY CAN FIT WITHIN THE INTEGRATION CONTEXT.

FROM COMMUNITY INTEGRATION PLAN WE HAVE GONE OVER WITH YOU PREVIOUSLY THIS CASE MOUNTAIN VIEW.

AND THEN, BEFORE YOU ALL LAUNCH INTO A DETAILED DESIGN, WE THOUGHT IT WOULD HELPFUL TO ANALYZE THIS FACILITY THROUGH THE LENS OF THE STUDENTS PERCEPTION.

SO WE IDENTIFIED THREE DIFFERENT TYPES OF STUDENTS AS YOU'LL SEE AND KIND OF THOUGHT ABOUT THEIR DAY AS THEY GO TO THE CAMPUS AND THEY GO THROUGH THE CAMPUS AND HOW THIS FACILITY COULD HELPFUL FOR THEM.

WE PUT ESSENTIALLY KIND A STORY BOARD TOGETHER THAT WALKS THAT YOU THAT STORY LINE FOR EACH ONE OF THEM.

AND WE'LL WALK THROUGH THAT AND THEN TALK ABOUT THE CONCEPT ITSELF.

NEXT SLIDE, PLEASE.

SO FIRST OF ALL, THE INTENTION HERE TO MEET THE WHY THAT DR. MAY WENT THROUGH EARLIER, AS MENTIONED IS TO HAVE A POINT WHERE STUDENTS ARE WELCOMED, BUT IT'S ALSO A CENTRAL GATHERING PLACE FOR ALL STUDENTS TO COME IN HAVE AN UNDERSTANDING OF WHAT'S GOING ON IF THEY ARE NEW AT THE CAMPUS BUT ALSO HAVE CERTAIN SERVICES MET AND NEEDS MET ALONG WAY.

IT BECOMES KIND OF A CENTRAL NEXUS POINT.

THAT COMBINES SOME PRIVATE OFFERINGS WITHIN THE A LARGER STUDENT LIFE DISTRICT, WHICH I'LL DESCRIBE HERE IN A MINUTE.

SO IT'S NOT JUST THIS FACILITY IT'S ACTUALLY ENVISION TO BE PART A SUB DISTRICT ON CAMPUS.

AND I'LL REMIND YOU THE COMMUNITY INTEGRATION PLAN SHOWS SOME OF THAT.

AND THEN OF COURSE, FACILITY ITSELF HAS SPECIFIC SERVICES THAT FOR STUDENTS THAT HAVE NEEDS FOR THOSE SERVICES.

AND THEN FINALLY, IT HAS SOME FACILITIES FOR ADMINISTRATION AND STUDY COMMONS CONFERENCE, ET CETERA.

NEXT SLIDE, PLEASE.

>> SO YOU MAY RECALL THE COMMUNITY INTEGRATION PLAN HERE FOR MOUNTAIN VIEW TO ORIENT YOU ILLINOIS IS ON RIGHT.

ESSENTIALLY ALL OF LIGHT PINK BUIL PART OF YOUR MASTER PLAN, PART OF YOUR MASTER PLAN PROGRAMMING THE DARK YELLOW AND

[00:25:05]

DARK PINK ARE NEW BUILDING THAT IS WOULD HAVE THESE THIS POTENTIAL FOR SOME PRIVATE OFFERINGS TO COME IN TO MAKE THAT CONNECTION TO THE COMMUNITY.

SO IN THIS CASE WE HAVE WE'RE REALLY EMPHASIZING MAIN ENTRANCE OFF ILLINOIS.

YOU CAN GO TO THE NEXT SLIDE.

AND THERE'S AN AREA AS YOU MAKE YOUR WAY INTO THE CORE OF CAMPUS WHICH AS YOU RECALL, KIND OF LINKS TOGETHER THE SMALL PONDS THAT EXIST OUT THERE TO CENTRAL PROMENADE AROUND THAT WATER FEATURE.

THIS BECOMES A STUDENT LIFE DISTRICT THAT HAS BOTH PRIVATE OFFERING AS WELL NEW FACILITIES FROM YOU KNOW, THE COLLEGE.

AND SO THERE'S

>> EXCUSE ME.

>> YES, MA'AM.

IF I MIGHT.

CAN YOU NOT BEING ABLE TO I'M NOT GETTING TO WATCH THE PRESENTATION ON THE SYSTEM.

SO IF YOU COULD I'VE GOT IT ON MY STATIC DISPLAY.

IF I MIGHT, WHAT PAGE ARE YOU ON?

>> SURE ON PAGE 5 OF THE PRESENTATION

>> VERY GOOD.

YEAH IF YOU COULD JUST LET KNOW WHAT PAGE I'M ON THAT WOULD BE HELPFUL.

>> THAT.

NO WORRIES.

SO, ON PAGE 5 OF THE PRESENTATION WE'RE SHOWING THE STUDENT LIFE DISTRICT THERE'S A RED BOUNDARY AROUND BUILDING THAT IS COMPRISE DIFFERENT USES BOTH PUBLIC AND PRIVATE THAT WOULD CATER TO ALL STUDENTS NEEDS FROM FOOD SERVICES DOWN TO SOCIAL NEEDS SPORTS.

NEXT SLIDE, PLEASE.

TO 6.

IN YOU WILL RECALL THIS RENDERING OF WHAT THAT CENTRAL AREA IN PROMENADE LOOKS LIKE WHEN YOU GET INTO THE CORE OF CAMPUS.

THE GATEWAY CENTER KIND OF WELCOME CENTER IS ON BOTTOM LEFT.

AND WE WILL GET INTO MORE DETAIL.

NEXT SLIDE, PLEASE.

>> AND AT RENDERING HERE ON PAGE 7 AS YOU MAKE YOUR WAY IN FROM ILLINOIS IN CENTRAL BOULEVARD AND CENTER OF THE STUDENT LIFE DISTRICT.

SO YOU CAN IMAGINE MIXED USE FACILITIES ON RIGHT AND YOU'RE GOING DOWN TOWARDS WHERE THIS GATEWAY CENTER WELCOME CENTER AT THE END OF THE LEFT.

NEXT SLIDE, PLEASE.

SO LET'S TALK ABOUT GATEWAY CENTER ON SLIDE NUMBER 8.

OF COURSE THERE'S 500 DIFFERENT WAYS THE BUILDING AESTHETICS CAN BE DESIGNED WE'VE SHOWN ONE OPTION HERE.

BUT PLEASE DON'TS TAKE THIS LITERALLY.

IT'S REALLY JUST INTENDED TO SHOW YOU ONE SENSE OF WHAT THAT COULD LOOK LIKE.

BUT IT DOES FIT WITHIN THE PLAN OF THE COMMUNITY INTEGRATION PLAN.

IT GOT KIND OF A CURBING ROAD THAT TAKES INTO CORE OF THE ACADEMIC COMPLEX FROM PLAZA YOU SAW ON THE RENDERING EARLIER.

YOU SEE KIND OF A PEDESTRIAN PROMENADE ON THE RIGHT OF SCREEN THAT A CURB ARRESTS THAT CENTER WATER FEATURE.

THIS LOOKING SPECIFICALLY AT THIS NEW FACILITY.

NEXT SLIDE PLEASE.

SO AS WE COME INTO A FACILITY THEIR THREE DIFFERENT TYPES OF STUDENTS WE WANTED TO TALK ABOUT IN TERMS OF DAY IN THEIR LIVES AND THAT STORY BOARD CONCEPT.

>> SLIDE 9, THANK YOU.

>> SO THOSE WOULD BE WE JUST GIVEN THEM YOU KNOW FICTITIOUS NAMES OF ANDREW, THERESA AND ROBERT.

AND WE'LL TALK AND YOU'LL SEE THEM SHOWING UP IN SOME OF THESE SLIDES.

EACH ONE OF THEM COME FROM DIFFERENT EXPERIENCES LIFE EXPERIENCES HAVING DIFFERENT NEEDS, NEXT SLIDE, PLEASE.

>> SO FIRST WILL BE TERESA AND ANDREW.

THEY ARE ON THEIR WAY TO CAMPUS USING DART.

THEY ARE TAKING A BUS IN.

AND TERRACE THERESA IS THERE WITH HER DAUGHTER ARIANA ON SLIDE 10.

SHE'S SINGLE MOTHER SHE DOES NOT HAVE STABLE HOUSING ANDREW HAS GRADUATED FROM HIGH SCHOOL, HE'S A PROMISE STUDENT.

SO, YOU KNOW THEY HAVE HAPPEN TO BE ON BUS TOGETHER AND YOU EACH OTHER THROUGH CLASSES AND THEY STARTED THEIR DAY TAKING DART TO MOUNTAIN VIEW'S CAMPUS IN THIS SITUATION.

SO IT BRINGS TO MIND, WHAT HAPPENS IS THEY START IN THE BUS TO ARRIVE ON CAMPUS.

AND AS THEY MAKE THEIR WAY INTO THE FACILITY, HOW THAT IS WHOLE PROCESS ELEVATING FOR THEM THROUGH THEIR OWN PERSPECTIVES? NEXT SLIDE, PLEASE.

>> S NUMBER 11.

OF LOOKING AT THE ENTRANCE OF THE CAMPUS YOU REMEMBER THIS FEATURE WAS AT THE END OF THE ROAD.

BUT IT CREATES A SENSE OF EXCITEMENT FOR THEM.

THAT THEY ARE COMING ON TO A PLACE REALLY INDICATORS TO THEIR NEEDS.

THEIR LIFE NEEDS FROM AN EDUCATION STANDPOINT TO GET THEM READY FOR CLASS.

AND FOR THE EDUCATION AND MISSION THAT YOU ALL SERVE.

SO IT'S, IT REALLY OFFERS A CHANCE FOR NEW LIFE.

THAT'S UP LIFTING EXPERIENCE.

THAT'S BEFORE WE GET TO THE FACILITY.

IT'S REALLY BAT PLAN ITSELF.

NEXT SLIDE, PLEASE.

AS THEY ARRIVE AT THE FACILITY IT WAS IMPORTANT TO THINK ABOUT HOW THE BUILDING AND HOW DARK INTERFACE TOGETHER.

SO IT IS WELCOME YOU THINK ABOUT MANY DART STOPS NOTHING AGAINST DART A GREAT

[00:30:04]

OPERATOR.

BUT A LOT OF TIMES THEY WILL BE JUST YOU KNOW KIND OF SECONDARY STOPS ON THE SIDE OF THE ROAD.

YOU GET OUT RAIN YOU'RE GETTING WET.

REALLY FEEL LIKE SECOND CLASS CITIZEN IN SOME OF THOSE INSTANCES.

THIS SPECIFICALLY WAS TO NOT DO THAT SO ON SLIDE NUMBER 12 YOU CAN SEE HOW BUS HERE PARKING SPACE VERY CLOSE TO THE STORE FRONT.

SO WHEN THEY EXIT THE BUS AND COME INTO LOBBY IS MORE LIKE A STATION.

YOU KNOW IT'S A PORTAL.

IT'S IMPORTANT FOR FEELING YOU CAN SEE STUDENTS THERE GETTING OFF, THEY ARE BEING GREETED AS THEY GET OFF TO KIND OF START THERE DAY.

JUST VERY FIRST THRESHOLD MOMENT AS THEY COME ON TO CAMPUS AND THEN MAKE THEIR WAY INTO INN TO CONDITIONED SPACE IS ONE OF KIND OF AN UPLIFTING ELEVATING EXPERIENCE.

NEXT SLIDE, PLEASE.

SINCE SLIDE 13 THERESA AND ARIANA AT THIS POINT THEY HAVE DIVERGE FROM THEIR FRIENDS.

THEY ARE GOING OFF TO HAVE SPECIFIC SERVICES TO MEET THEIR NEEDS.

THEY ARE MAKING THEIR WAY OVER TO AN AREA OBVIOUSLY THAT WILL BE SPECIFIC NAMED AS IT PROGRESSES ESSENTIALLY PERSONAL SERVICES AREA.

AND WHAT'S IMPORTANT HERE IS AN IT CREATES ANOTHER MOMENT OF EXCITEMENT BECAUSE THEY KNOW IN THIS CASE, SINCE SHE DOES NOT HAVE HOUSING BASIC NEEDS ARE ABOUT TO BE MET AND WILL PROVIDE FOR HER AND HER DAUGHTER TO MOVE INTO THE DAY SUCCESSFULLY.

NEXT SLIDE, PLEASE.

>> A OPPORTUNITY FOR PRIVATE BATHROOM FACILITIES TO BE TAKE CARE PERSONAL NEEDS FOR HER AND HER DAUGHTER, YOU KNOW, THEY HAVE A CHANGE OF CLOTHES, IT'S THEY CAN GO THROUGH THAT PROCESS IN PRIVACY GIVES THEM A PRIVATE MOMENT OF YOU KNOW, REST AS THEY GET READY FOR THINGS.

SO IT'S A NICE QUIET MOMENT.

NEXT SLIDE.

ON SLIDE 15 YOU IMMEDIATE ROBERT.

ROBERT IS DIFFERENT SITUATION.

IN THAT HE HAS DRIVEN TO CAMPUS.

HE'S PARKED HERE.

HE HAS RECENTLY BEEN MOVED TO A TEXAS HE'S LIVING WITH FAMILY IN DALLAS HE LOOKING TO CAMPUS TO ADVANCE HIS BUSINESS CAREER PROSPECTS.

HE'S JUST DRIVEN IN YOU SEE HIM WITH A FACILITY BEHIND.

NEXT SLIDE.

SO SLIDE 16 ROBERT MAKES HIS WAY INTO THE CREDIT UNION TO YOU KNOW TRANSACT SOME BUSINESS GET SOME MONEY FROM ATM.

HAPPENS TO MEET YOU KNOW TERESA AND HER DAUGHTER.

THEY KNOW EACH OTHER FROM CLASS.

THAT'S NICE EXPERIENCE FOR THE TWO OF THEM.

AND YOU KNOW THAT HAPPENS THROUGH KIND OF THIS FUNCTIONAL INTERACTION AT THE CREDIT UNION.

NEXT SLIDE PLEASE.

>> AND SLIDE 17, YOU KNOW, THIS IS MORNING TIME THEY MAKE THEIR WAY OVER TO THE CAFE.

AND ALL THREE OF THEM RUN INTO EACH OTHER THEY ARE GETTING SOME FOOD.

OBVIOUSLY THERE'S KIND OF COMMUNITY THAT GOING ON THEY ARE HAVING DISCUSSION ABOUT WHAT'S HAPPENING THE REST OF THE DAY.

ANOTHER SERIES OF POSITIVE EVENTS THAT ARE GOING ON FOR ALL THREE OF THEM.

NEXT SLIDE PLEASE.

SLIDE 18 IS THE MOMENT THERESA DROPS ARIANA OFF AT DAY CARE.

SO CHILD CARE IS AVAILABLE FOR ARIANA.

SHE'S EXCITED TO SEE HER FRIENDS HER TEACHER.

IT'S A MOMENT OF COMFORT AND YOU KNOW, AND YOU KNOW R MARIAH FEELS GOOD ABOUT OR THERESA FEELS GOOD AND SHE CAN NOW START HER DAY, KNOWS THAT HER DAUGHTER IS IN GOOD HANDS.

THINGS ARE SAFE.

SO FORTH AND SO ON.

SHE FEELS CONFIDENT SHE'S ABLE TO FOCUS ON THE WORK AT HAND.

NEXT SLIDE, PLEASE.

SLIDE NUMBER 19 THEN SO AS SHE DROPS HER DAUGHTER OFF SHE THEN WALK HEALTH AND HUMAN SERVICES COUNSELOR.

HE HAS AN APPOINTMENT WITH HER SITS DOWN IN THE OFFICE.

THEY TALK ABOUT HER HOUSING NEEDS.

THEY SET UP TELEHEALTH APPOINTMENT.

THEY SET UP EVEN A NEW WORK INTERVIEW THERESA YOU CAN SEE ON SLIDE EARLIER PURSUING AN ACCOUNTING DEGREE.

CERTIFICATE.

SO THEY, THEY IT GIVES HER AN OPPORTUNITY TO KIND OF LINE THINGS UP.

NEXT SLIDE, PLEASE.

>> THERE WILL BE PRIVATE WORK ROOMS ALSO A PART OF PROGRAMMING WHERE YOU COULD FUNK A RANGE OF DIFFERENT WAYS.

IN THIS CASE YOU CAN SEE THERESA HAS AN INTERVIEW WITH POTENTIAL EMPLOYER ON A LAPTOP THAT'S PROVIDED BY THE COLLEGE.

AND SHE'S RELIEVED TO HAVE THOSE, YOU KNOW THOSE AMENITIES AVAILABLE TO HER.

ALL OF THESE THINGS ARE HAPPENING BEFORE SHE GOES TO CLASS.

BUT YOU CAN IMAGINE THE LEVEL CONFIDENCE BEING BUILT ALONG THE WAY.

NEXT SLIDE, PLEASE.

>> SLIDE NUMBER 21 SHE'S FINISHED WITH THAT PART OF HER DAY.

SHE COMES OUT HOOKS UP AGAIN WITH HER FRIENDS THEY ARE IN STUDY LOUNGE ON SECOND LEVEL THEY ARE OVERLOOKING THING THE CENTRAL AREA PROBABLY BEST VIEW ON

[00:35:02]

CAMPUS AN AFFORDED TO THE STUDENTS IN COMMON STUDY COMMONS AREA.

SHE OBVIOUSLY SHARES THE EXCITING THINGS OF HER JOB PROSPECTS WITH HER FRIENDS.

POSITIVE EXPERIENCES ENSUE.

NEXT SLIDE, PLEASE.

YOU CAN ADVANCE TO THE NEXT SLIDE, PLEASE.

MAYBE.

THERE WE DO.

GO BACK ONE, PLEASE.

THANK YOU.

THERE WE GO.

SO NOW IT'S TIME TO START MAKING WAY FROM WHERE THEY WERE TO THE REST OF CAMPUS THEY COME DOWN THESE ARCHITECTURAL STAIRS KIND TWO STORY SPACE YOU CAN SEE RECEPTION THERE ON THE RIGHT.

AND WHAT'S IMPORTANT HERE IS ABOUT BUILDING SENSE OF PRIDE OF PLACE AND HAVING SOME DRAMA AS RELATES TO ARCHITECTURE AND OBVIOUSLY THE ALTHOUGH GONE OF COLLEGE.

YOU KNOW GIVES THEM SAME SENSE THAT YOU WOULD HAVE ON ANY COLLEGE CAMPUS WITH THE EXCITEMENT OF ARCHITECTURE AROUND THEM.

NEXT SLIDE, PLEASE.

>> SO HERE THEY ARE NOW, AT THIS POINT, ALL THREE OF THEM HAVE ARRIVED AT P GOING TO CLASS.

SO A LOT OF DIFFERENT THINGS HAVE HAPPENED UP TO THIS POINT.

THEY'VE COME TOGETHER A FRIEND UNIT.

YOU KNOW, SOME OF THEM, THEY'VE HAD FOOD, THEY'VE HAD DISCUSSIONS YOU KNOW, OR THEORY IS HAD HOUSING ISSUES.

YOU WILL SEE IN MINUTE.

SO LOT OF DIFFERENT ACTIVITIES HAPPENED BEFORE THEY STOP IN CLASS

>> THROUGH AMAZON OR UP S OR OTHER DELIVERIES PRETTY FLEXIBLE IN TERMS OF HOW THEY CAN BE USED.

NEXT SLIDE, PLEASE.

SO YOU WILL RECALL THAT SHE WAS NOT ONLY HOUSING ASK SECURE BUT HOMELESS ACTUALLY.

WELL, THIS FACILITY OFFERS THE POTENTIAL OF FOR SOME TEMPORARY.

BUT HERE ESSENTIALLY A STUDIO UNIT.

WITH A SLEEPING LIVING AREA AND A BATHROOM BEHIND WITH A SMALL KITCHEN NET.

I CAN SEE THERESA AND HER DAUGHTER THERE ENJOYING THE END OF THE DAY.

YOU KNOW VERY DIFFERENT THAT HOW THEY STARTED THE DAY.

YOU KNOW HAVING BEEN ON A RELATIVELY'S COUCH OR SOMETHING LIKE THAT THEY NOW HAVE PRIVACY OF THEIR OWN SPACE.

WHILE THEY ARE HOUSING IS BEING ADDRESSED THROUGH SOME OF THE SERVICES OFFERED ON CAMPUS SO THEY CAN MOVE FROM THIS UNIT INTO MORE PERMANENT HOUSING THROUGH RELATIONSHIPS AND PARTNERSHIPS THAT DR. MAY SUGGESTED EARLIER.

NEXT SLIDE, PLEASE.

>> SO SLIDE 27 YOU CAN SEE THIS IS KIND OF A WHAT'S HAPPENED AT THE END OF THEIR EXPERIENCE.

THEY'VE GONE THROUGH THE FACILITIES, THEY'VE GOT, THEY'VE HAD THEIR EDUCATION ON CAMPUS.

YOU KNOW, ANDREW BENEFITTED FROM BEING A PROMISE STUDENT AND EXCELLED.

IT WAS ADMITTED TO UTD.

WHERE A THERESA NOW NO LONGER HOMELESS, SHE'S RECEIVED HER ACCOUNTING CERTIFICATE AND HIRED BY AN ACCOUNTING FIRM AND WELL POSITIONED NOW.

AND, ROBERT IS ACHIEVED HIS GOAL OF WORKING THROUGH BUSINESS ADMINISTRATION HE'S WITH A LOGISTIC COMPANY.

SO ALL THREE OF THEM DIFFERENT TYPES OF POSITIVE EXPERIENCES WITH GOOD END RESULTS FOR ALL THREE.

NEXT SLIDE, PLEASE.

SO AS THAT RELATES TO YOU JUST SAW SERIES OF EXPERIENCES.

IF YOU TAKE VERY SIMPLE PROGRAM CONCEPT AND PROGRAMATIC WAY.

THIS SHOWS FACILITY AS IT WAS KIND OF DEPICTED IN COMMUNITY INTEGRATION PLAN.

THIS FOUR BASIC COMPONENTS TO IT.

TRANSIT CENTER WHERE THE BUS ARRIVES AND LOBBY IS ASSOCIATED WITH THAT.

THERE'S A STUDENT NEEDS AREA, THERE'S HEALTH AND HUMAN SERVICES AREA, THEN THERE'S THE WELCOME CENTER AREA.

AND YOU SEE THEY ARE ON THE RED LINE THAT WOULD BE THE MOVEMENT HOW BUS WOULD COME INTERFACE WITH FACILITY.

[00:40:01]

PARKING AROUND IT AS WELL.

NEXT SLIDE.

ON SLIDE NUMBER 29, BE GROUND LEVEL OF THAT BUILDING.

AGAIN HIGH LEVEL CONCEPT.

THIS CAN DESIGNED YOU KNOW 20 DIFFERENT WAYS.

THIS SHOWS ONE DEPICTIONS OF HOW IT COULD BE EACH CAMPUS WOULD HAVE THEIR OWN SPECIFIC GEOMETRY THAT RELATES TO THE SPECIFIC PLAN MOST LIKELY.

BUT YOU CAN SEE NUMBER ONE THERE'S A TRANSIT CENTER PROBABLY FOOD PANTRY.

CONNECTED WITH THAT.

AND NUMBER 2 IS STUDENT NEEDS AREA, PRIVATE BATHROOM, LAUNDRY LOCKER SYSTEM.

ALSO DAY CARE BOTH IN AND OUTDOORS.

NUMBER 3, THE HEALTH AND HUMAN SERVICES THOSE ARE OFFICES, LEGAL SERVICES, YOU KNOW WORK ROOMS, YOU KNOW TELEHEALTH AREA.

AND THEN THE WELCOME CENTER IS UP FRONT ALONG THE STREET.

WHICH WILL INCLUDE THE CAFE, STUDY LOUNGE OBVIOUSLY BUILDING LOBBY.

AND BUT ALSO THE SOME MEETING SPACE CONFERENCE FACILITY.

NEXT SLIDE TAKES US TO THE UPPER LEVEL.

AND THE UPPER LEVEL WOULD HAVE UP TOWARDS THE STREET, WOULD BE THE STUDY COMMONS AS WELL ADMINISTRATION FACILITIES.

AND THEN THIS REAR WING WOULD BE THE TEMPORARY HOUSING UNITS AS WAS DESCRIBE EARLIER.

OBVIOUSLY, ACCESS CONTROL AND YOU KNOW, OPERATIONS OF THIS ALL NEEDS TO BE WORKED THROUGH.

BUT IN CONCEPT IT SHOWS HOW THIS ONE FACILITY PLUG INTO THE LARGER MIXED USE DISTRICT.

AND THIS FACILITY ITSELF MULTI USE IN NATURE ON TWO LEVELS.

NEXT SLIDE, PLEASE.

I THINK THAT CONCLUDES THE DESCRIPTION OF FACILITY AND LOVE TO TAKE ANY QUESTIONS I'M SURE WE CAN GO BACK TO SLIDES AS NEEDED.

>> THANKS PARIS APPRECIATE IT I SEE CHAIR FLORES BEFORE I CALL ON HER I WANT I DON'T THINK CAPABILITY TO THE RAISE THEIR HAND ANY OF THREE OF YOU HAVE QUESTION YOU WOULD YOU WOULD LIKE TO ASK?

>> WELL IF I MIGHT

>> PLEASE.

>> ALL RIGHT.

YES.

(SIMULTANEOUS SPEAKERS)

>> I DON'T THINK THEY HAVE THE CAPABILITY TO RAISE THEIR HAND.

DO YOU HAVE A QUESTION YOU WOULD LIKE TO ASK?

>> WELL IF I MIGHT, THIS -- >> THIS IS SOMETHING DICKENS WOULD REALLY JOY.

VERY GOOD STORY BUT I CAN'T IMAGINE THE ABSOLUTE DISASTER IT WOULD BE WITH MAINTAINING THE RESIDENTIAL AREAS AND IT SOUNDS LIKE A GREAT THING BUT I DON'T KNOW HOW MUCH THIS WOULD COST.

JUST A QUESTION.

I DON'T KNOW HOW MUCH THIS WOULD COST.

MORE OF A STATEMENT I GUESS.

THANK YOU.

>> I THINK OBVIOUSLY WITH WHERE THINGS ARE IN THE PROCESS THIS BEING -- PROGRAMMING THE NEXT STEP WOULD BE MORE TO FIND PROGRAMMING AND FROM THAT PROGRAMMING WOULD BE YOUR DRAWINGS AND SUCH THAT COULD BE PRICED.

THERE IS A BUDGET THAT IS ARRIVED AT ALONG THE WAY.

THIS REALLY IS TO HAVE AN UNDERSTANDING OF WHAT SHOULD BE LOOKED AT.

DOES THIS MAKE SENSE SO YOU CAN START TO ANSWER THOSE QUESTIONS THAT YOU'RE RAISING WHICH ARE GOOD QUESTIONS.

FROM MY STANDPOINT THERE IS OPPORTUNITIES FOR PARTNERSHIPS IN TERMS OF OPERATIONS.

THE FACT THAT THERE ARE OTHER AREAS ON THE CAMPUS INTEGRATION PLAN THAT HAS THE POTENTIAL FOR SOME OTHER USES DOES LEAD TO THE POTENTIAL FOR OTHER TYPES OF PARTICIPATION LIKE YOU HAD THUS FAR SUCCESSFULLY AT THE COLLEGE.

SO I WOULD THINK THIS WOULD BE NO DIFFERENT BUT THIS IS REAL EARLY AS WAS PRESENTED EARLIER.

SOME OF THE NEXT STEPS WOULD BE GETTING INTO THE DETAILS.

>> AND DOROTHY -- YOU WILL GET US INTO SOME OF THOSE ISSUES.

SONNY, DO YOU HAVE A COMMENT OR QUESTION? I JUST WANTED TO CHECK.

>> I'M GOOD.

>> CHARLOTTE, SOMETHING.

>> I'M LOOKING AT THIS CONCEPT AND THIS MAY BE A POINT FOR DISCUSSION WOULD YOU SAY IN FEBRUARY? BUT WE NEED TO DECIDE WHAT OUR MAIN FOCUS IS AND YOU'VE GOT SO MANY CONCEPTS IN THERE AND SOME OF THIS I'M THINKING ABOUT MAINTENANCE, DEMAND ESPECIALLY WHEN YOU

[00:45:04]

GET INTO HOUSING.

AND SO FORTH.

LET ME ASK -- LET ME ASK YOU A QUESTION ABOUT THE STORY THAT YOU TOLD.

THE LADY AND HER DAUGHTER.

THEY ARRIVE BY PUBLIC TRANSPORTATION.

NUMBER ONE WHERE DID THEY COME FROM? AND THEN NUMBER TWO, THEY ARE END THEIR DAY IN AN EFFICIENCY APARTMENT.

HOW LONG ARE THEY THERE FOR? HOW MANY APARTMENTS CAN YOU PROVIDE? I SEE SO MANY ISSUES WITH A CONCEPT LIKE THIS.

AND TO SOME EXTENT WE NEED TO DECIDE ARE WE A COLLEGE AND TO WHAT EXTENT DO WE WANT TO -- I UNDERSTAND EVERYBODY HAS ISSUES AND THEY HAVE PROBLEMS BUT WE CANNOT SOLVE EVERY PROBLEM.

BUT THOSE WERE SOME OF THE THINGS THAT WERE GOING THROUGH MY HEAD WHEN YOU WERE GOING THROUGH YOUR STORY BOARD.

AND I'M NOT SURE THAT THAT IS SOMETHING THAT WE SHOULD EVEN BE LOOKING AT DOING.

THERE NEEDS TO BE SOME LIMITATIONS SOMEWHERE.

>> SURE.

>> THAT IS ALL I HAD TO SAY.

>> AND THOSE ARE GOOD QUESTIONS, GOOD COMMENTS FOR SURE.

IN TERMS OF WHERE THEY ARE COMING FROM AND WHERE THEY ARE GOING WE EACH PROBABLY HAVE OUR OWN THOUGHTS ABOUT THAT.

COMING FROM RELATIVES.

COULD BE GOING TO MORE PERMANENT HOUSING.

THIS PROVIDES A CRUTCH IN BETWEEN.

AS IT RELATES TO QUANTITIES THIS CONCEPT DIAGRAM, YOU'RE RIGHT THE DEMAND THAT DR. MAY OUTLINED EARLY IS A VERY LARGE NUMBER IN TERMS OF THE STUDENT POPULATION.

THIS CERTAINLY -- THIS AND A NUMBER OF THESE THAT COULD HAPPEN AROUND CAMPUS PROBABLY WOULDN'T MEET THAT FULL NUMBER UNLESS YOU REALLY EXPANDED THAT PROGRAM.

THIS HAS MAYBE 35-40 PEOPLE IN THIS TICKET -- PARTICULAR ITERATION.

THAT MORE DETAILED CONVERSATION THAT YOU HAVE WILL PROVIDE A GOOD AVENUE TO EXPLORE THAT MORE FULLY IF THAT IS A DIRECTION THAT YOU WANT TO TAKE.

THIS PARTICULAR CONCEPT DOESN'T HAVE TO HAVE THE HOUSING IN IT.

THAT IS A PIECE THAT CAN BE REMOVED AND THE REST OF THE SERVICES STILL EXIST JUST FINE SO YOU'RE RIGHT.

IT'S A POLICY DECISION FOR Y'ALL TO ARRIVE UPON AND THE FINAL THING IS PART OF THE STUDENT LIFE DISTRICT THIS IS WHERE THE MOST INSECURE FOLKS IN THE EVENING WOULD GO TO PROVIDE THAT KIND OF CRUTCH ON THE INTERIM.

THERE IS POTENTIAL FOR ADDITIONAL HOUSING ELSEWHERE WITHIN THAT DISTRICT THAT I DESCRIBED UP FRONT AND YOU COULD HAVE SEVERAL HUNDRED PEOPLE PRIVATELY OWNED AND MANAGED OR PUBLICLY OR PRIVATE PUBLIC PARTNERSHIP.

YOU COULD HAVE SEVERAL HUNDRED UNITS ON EACH CAMPUS SERVING THOSE NEEDS FOR WORKFORCE HOUSING AND OTHERS.

SO HOPEFULLY THAT ANSWERS -- >> WE KEEP COMING BACK TO THIS HOUSING BUSINESS.

AND YOU KNOW YOU ALL TALK ABOUT CONTRACTS WITH SOMEBODY TO RUN IT AND SO FORTH.

BUT IN MY ESTIMATION WE NEED TO DECIDE ARE WE A LEARNING INSTITUTION AND HOW FAR WE WANT TO GO WITH SOME OF THIS OTHER STUFF? BECAUSE I SEE ALL KINDS -- YOU CAN HAVE A CONTRACT WITH SOMEBODY BUT THAT DOESN'T MEAN IF SOMETHING HAPPENS ALL OF THE LIABILITY ISSUES THAT COME UP AND WE GET INTO A MESS.

>> I AGREE COMPLETELY BECAUSE I HAVE SECURITY QUESTIONS.

IF WE'VE GOT THAT KIND OF A MOVEMENT OF FOLKS OF THAT AGE GROUP SOMETIMES THEY DON'T MAKE THE BEST DECISIONS IN THEIR LIVES AT THAT AGE.

MAINTENANCE ON THE PROPERTY.

HOW WOULD WE KEEP UP MAINTENANCE IF WE'VE GOT THAT MANY OF THE YOUNGER KIDS MAKING BAD DECISIONS.

I JUST -- AGAIN, WE NEED TO MAKE A DECISION.

ARE WE EDUCATING OR ARE WE HOUSING?

[00:50:04]

WHAT ARE WE DOING? BECAUSE THIS IS AN -- EXPENSE AND LIABILITY COMES IN.

OH, YEAH.

>> IF I COULD COMMENT ON THAT AND I APPRECIATE THE DISCUSSION FROM THE BOARD.

THE REALITY IS MOST OF US WENT TO HIGHER EDUCATION INSTITUTION THAT'S PROVIDED HOUSING FOR STUDENTS.

THAT IS THE COMMON THING TO ADDRESS BECAUSE STUDENTS HAVE HAD NEEDS FOR GENERATIONS AND HUNDREDS OF YEARS.

THE FACT THAT WE HAVE A REALLY REFLECTS THE HISTORY OF THE COLLEGE WHEN WE STARTED AT A TIME WHEN ONLY 25% OF THE POPULATION REQUIRED A POST SECONDARY EDUCATION WE COULD PROVIDE OPPORTUNITY KNOWING THAT MOST PEOPLE DIDN'T NEED WHAT WE WERE OFFERING TO MEET THE NEEDS.

TODAY 99% OF THE JOBS REQUIRE POST SECONDARY EDUCATION.

WE'RE LEAVE A LOT OF THE FOLKS I THINK THAT WE CARE ABOUT GREATLY.

PEOPLE IN SOUTH DALLAS.

PEOPLE COMING OUT OF POVERTY OUT OF HIGH SCHOOLS BEHIND THAT CANNOT NAVIGATE THE WAY THAT WE HAVE IN THE PAST.

NOW IF THE BOARD CHOOSES WE CAN LOOKING AT THE CONCEPTS AND SEE IF WE CAN CONSIDER PARTS OR ALL OF THESE GOING FORWARD.

IF WE'RE GOING TO EXCLUDE FOLKS WE NEED TO ACKNOWLEDGE THAT WE ARE EXCLUDING FOLKS FROM HIGHER EDUCATION.

IT'S EXCLUDING THEM FROM A FUTURE.

>> NO.

NO.

NO.

IF I -- MAY INTERJECT.

WHEN THE COLLEGE DISTRICT WAS INITIATED WHAT THE VISION AND CONCEPT WAS WHAT I'M SAYING IS THAT WE NEED TO DECIDE WHAT WE WANT TO BE.

AND WHAT WE WANT TO DO.

I AM ALSO SAYING THAT WE CANNOT BE EVERYTHING TO EVERYBODY.

SO WE NEED TO DECIDE AS A BOARD WHAT IS OUR VISION MOVING FORWARD? AND HOW FAR WE REALISTICALLY WANT TO GO INTO SOME OF THIS SOCIAL STUFF.

>> CHARLOTTE A THANK YOU.

YOU'VE FRAMED THE POLICY DECISION VERY WELL.

HOW ARE WE GOING TO ADDRESS AS A BOARD SOME OF THE SOCIAL DETERMINANTS OF EDUCATIONAL SUCCESS? THAT IS THE BIG ISSUE.

>> AND WHAT ROLE DO WE PLAY?

>> WHAT DOES THAT LOOK LIKE? SO WE'VE GOT TO COME UP WITH A POLICY FRAMEWORK TO GET INTO THE DIMENSIONS OF THAT.

YOU FRAMED IT WELL AND THAT IS THE NUB OF THE ISSUE AND WE'VE GOT SOME WORK TO DO.

I APPRECIATE THE COMMENTS VERY MUCH.

WE'VE GOT TO MOVE ON TO THE BOARD MEETING SHORTLY BUT LAST QUESTION FROM YOU?

>> I'M GLAD TO HEAR THAT WE WILL DISCUSS IT AS A POLICY ISSUE BEGINNING IN FEBRUARY.

BECAUSE WE DO NEED TO DECIDE BUT I'M VERY GLAD TO SEE THIS PRESENTATION.

THIS IS A CONCEPT THAT WAS DISCUSSED AS WE WERE DEVELOPING THE BOND PROGRAM.

GATEWAYS FOR EACH OF OUR CAMPUSES BECAUSE WE'RE NO LONGER IN THE 60S AND 70S WHEN OUR CAMPUSES WERE PLANNED AND DEVELOPED.

SO ANY WAY I LOOK FORWARD TO THAT DISCUSSION AND THAT DECISION.

AND IF WE WERE TO MOVE FORWARD IF THE BOARD IS SAYING OKAY.

WE LIKE THIS.

AND LET'S MOVE FORWARD.

WHEN WE'RE ABLE TO START FULLY IMPLEMENTING THE BOND WHAT IS THE TIME LINE FOR THIS CENTER AND THE ROLLOUT FOR THE ADDITIONAL ONES? THAT ANSWER DOESN'T NEED TO COME NOW BUT IF WE CAN GET THAT ANSWER.

>> HOW DOES THE COMMUNITY FEEL? AND WHAT IS OUR MEANS OF ENGAGING THEM AS WELL.

AND WE TALKED ABOUT THAT IN THE CONTEXT OF BROOKHAVEN AND A COUPLE OF OTHERS AS WELL.

ANY OTHER QUESTIONS FROM THE BOARD ON THE GATEWAY PRESENTATION?

>> YES.

WITH COVID WE ARE NOT EVEN MEETING ON CAMPUS.

RIGHT?

>> YOU WANT TO ANSWER THAT.

I DON'T THINK THAT IS ENTIRELY ACCURATE.

>> THAT IS NOT ACCURATE.

AND MAINLY BECAUSE OF SOME OF THE STUDENTS THAT AS WE KNOW MANY OF THEM LACK SOME OF THE RESOURCES.

THEY REALLY EVEN IF THEY ARE TAKING ON-LINE COURSES HAVE RELIED ON OUR FACILITIES TO

[00:55:05]

BE OPENED TO ACCESS OUR LIBRARY AND LABS AND OTHERS TO DO THAT.

SO WE HAVE OPENED UP THOSE FACILITIES FOR VIRTUALLY ALL OF THE FALL SEMESTER.

SINCE THANKSGIVING BECAUSE OF THE INCREASE THAT IS GOING ON WE'VE AVOIDED THE RISK BETWEEN NOW AND THE END OF THE YEAR BUT IT'S OUR INTENT THAT WE WILL COME BACK.

WE'VE ALSO OF COURSE MET WITH OUR LAB CLASSES THAT DO REQUIRE HAND'S ON LABS AND INSTRUCTION.

SO WHILE WE PRIORITIZED REMOTE LEARNING FOR THOSE CLASS CLASSES THERE ARE A LOT OF THEM THAT CAN'T.

>> BUT AS A HOUSING ORGANIZATION NEEDING FOR PEOPLE TO BE IN THEIR HOUSING ON A 24/7 KIND OF A SCHEDULE IT WOULDN'T BE THAT WE COULD JUST SAY WE'LL LEAVE THE DOOR OPEN.

THERE IS SO MUCH TO THIS THAT -- YEAH.

WE NEED TO GET ON WITH OUR 4:00 MEETING.

THANK YOU.

>> YOU'RE EXACTLY RIGHT.

THERE ARE A LOT OF CONSIDERATIONS BOTH FROM A POLICY AND OPERATIONAL POINT OF VIEW.

I'VE BEEN RESPONSIBLE FOR RESIDENTIAL CAMPUSES IN THE PASTAS A PRESIDENT AND THE CHALLENGES ARE A DIFFERENT IN MANY WAYS BUT IT REALLY IS UP TO THE BOARD TO DECIDE HOW WE GO ABOUT SERVING A POPULATION THAT IS CHANGED AND AN ECONOMY THAT IS CHANGED AS WELL AND IT'S APPROPRIATE THAT WE LOOK AT SOME OF THESE OPTIONS EVEN IF WE DECIDE TO DO SOMETHING DIFFERENT THAT WE AT LEAST HAVE THE DISCUSSION AND UNDERSTAND WHY WE'RE GOING THAT WAY OR NOT GOING THAT WAY.

>> THANK YOU, JOE.

THANK YOU, BOARD MEMBERS.

PARIS WE APPRECIATE YOUR PRESENTATION AND I HAVE A FEELING WE MAY BE SEEING YOU AGAIN AT SOME APPOINTMENT.

THANK YOU VERY MUCH.

JOHN, DO YOU WANT TO GIVE A QUICK OVERVIEW OF THE THREE ACTION ITEMS ON THE AGENDA

[5. Overview of Regular Agenda Items]

TONIGHT.

>> YES.

THE FIRST ONE IS AGREEMENT WITH SHERIFF TO HAVE USE THEIR FIRING RANGE FOR CERTIFICATION OF OUR PEACE OFFICERS.

THE OTHER ONE IS TO GIVE Y'ALL AN IDEA OF ALL OF THE THINGS THAT WE ARE STARTING TO DO WITH GREEN LIGHT.

THERE WAS WITH THIS REORGANIZATION WE FOUND SOME STUDENT SERVICE AREAS THAT WE REALLY NEED TO HAVE.

GREEN LIGHT STARTED WITH PROVIDING THE CREDENTIALING BUT THEY CAN DO MORE THINGS THAT PROVIDE SERVICES TO OUR STUDENTS AND IF WE NEED TO TALK ABOUT IT IN THE 4:00 I WILL LET MY PARTNERS DR. WILKINS, FLOYD AND JOSEPH TALK ABOUT WHAT THEY ARE DOING SPECIFICALLY.

>> THE SHOOTING RANGE.

NO.

>> THIS IS REVENUE TO THE DISTRICT.

WHICH WE NEED SPACE FOR CONSTRUCTION EDUCATION FOUNDATION THAT THEY USE FOR OFFICES IN OUR BUILDINGS.

THIS IS IN THE EXISTING WEST CAMPUS AND IT'S JUST TO GET US THROUGH THE TIME PERIOD UNTIL THE NEW CAMPUS IS BUILT WHICH WILL BE NEGOTIATED THE NEW DEAL WITH THEM AT THAT TIME.

THIS IS JUST AN INTERIM THING TO CONTINUE ON.

>> THIS IS MORE THAN A LANDLORD RESPONSIBILITY.

THIS IS A REAL COLLABORATIVE EFFORT WHERE WE WORK TOGETHER WITH A LOT OF OUR CONSTRUCTION PARTNERS.

>> AND THIS HAS BEEN GOING ON SINCE JULY 2020?

>> YES.

THAT IS CORRECT.

THIS IS A RETRO.

IT WAS JUST MISSED.

>> OKAY.

>> WE'VE HAD THIS RELATIONSHIP FOR PROBABLY 20 YEARS DURING SOME OF THE TRANSITIONS IT WAS OVERLOOKED THAT IT HAD LAPSED.

PARTLY WE DIDN'T THINK WE WOULD STILL BE IN THE EXISTING FACILITIES AT THIS TIME BUT WE'RE WELL ON OUR WAY TO GETTING IN THE NEW FACILITIES.

>> WHAT IS THE SQUARE FOOTAGE FOR THE CONSTRUCTION EDUCATION FOUNDATION?

>> I DON'T REMEMBER THE EXACT SQUARE FOOTAGE.

I DON'T THINK CHRIS IS ON HERE TO BE ABLE TO ANSWER.

[01:00:04]

I WANT TO THINK -- >> I WILL GO AHEAD AND PROMOTE HER.

GIVE ME TWO SECONDS.

>> SHE MIGHT REMEMBER OFFHAND.

I DON'T HAVE THAT NUMBER RIGHT IN FRONT OF ME.

>> I HAVE A QUESTION WHEN YOU FINISH.

>> WHY DON'T YOU GO AHEAD CHARLOTTE A.

>> IT'S ABOUT THE GREEN LIGHT CONTRACT.

YOU'RE PROPOSING TO DO UP TO $126,000.

WHAT ARE THEY DOING FOR US NOW?

>> THEY ARE PROVIDING FREE OF CHARGING CREDENTIALING SERVICES WHERE THEY TAKE THIS IS WAY OVER MY HEAD.

I MIGHT HAVE TO LET DR. MAY OR TIM OR MARSHALL TALK BUT WHERE STUDENTS CAN HAVE ALL OF THEIR TRANSCRIPTS PUT IN THIS SECURE FORMAT AND BE IN CONTROL OF THEIR CREDENTIALS RATHER THAN HAVING TO GO BACK TO A COLLEGE OR UNIVERSITY AND HAVING THEM SEPTEMBER.

THIS IS THE TECHNOLOGY WE STARTED ON ABOUT A YEAR AGO.

>> AND WE WERE NOT PAYING ANYTHING FOR IT, RIGHT?

>> YEAH.

THAT IS CORRECT.

INITIALLY THE PARTNERSHIP WELL IT STILL EXISTS.

IT'S NOW GROWN DRAMATICALLY SO THAT OUR STUDENTS INSTEAD OF HAVING TO CONTACT OUR REGISTRAR'S OFFICE TO GET THEIR TRANSCRIPTS THEY CAN DO IT FROM AN APP ANY TIME ANY PLACE SO THAT HAS GROWN.

WE REALIZE THAT WE CAN PUT OTHER CREDENTIALS ON THERE.

WE WERE ONLY DOING CREDIT BUT THEY WERE STILL HAVING TO DO THE OLD WAY FOR NONCREDIT.

THERE ARE ADULT EDUCATION EFFORTS.

SO WE'RE LOOKING AT EXPANDING THAT OUT.

WE WANT TO EXPAND THAT RELATIONSHIP AND IT GETS EVEN INTO NOW THAT WE'RE DOING A SET OF REAL JOB FAIRS VIRTUAL JOB FAIRS THEY HAVE THE CAPABILITY TO HELP US WITH REVERSE TRANSFER WITH UNTD NOW SOON TO BE TWU AND OTHER INSTITUTIONS AS WELL.

IT'S ABOUT EXPANDING THAT PARTNERSHIP.

>> OKAY.

BUT BACK UP JUST A MINUTE.

RIGHT NOW WE WERE NOT PAYING THEM ANYTHING FOR THE TRANSCRIPT SERVICE, RIGHT?

>> WE HAD A FIVE-YEAR AGREEMENT WITH THEM TO SUPPORT THEM AS THEY DEVELOP AND THAT WE WOULD NOT PAY ON THE TRANSCRIPTS THEMSELVES UNTIL FIVE YEARS.

AFTER THAT AND THEN WE WOULD NEGOTIATE A NEW AGREEMENT WITH THEM.

>> SO, ITS BEEN FIVE YEARS?

>> WE'RE STILL DOING THE OTHER AT NO COST.

THIS IS ADDITIONAL SERVICES THAT WE'RE CONTRACTING WITH THEM.

>> OKAY.

NOW -- THIS VIRTUAL JOB.

BECAUSE THIS IS WHAT I'M GETTING AT.

I SEE THESE DOLLAR FIGURES IN PARENTHESIS, TRACKING STUDENT NONDEGREE INFORMATION.

$50,000.

WHAT IS THAT? ACCESSIBILITY COMPLIANCE.

$10,000.

VIRTUAL JOB FAIRS.

$50,000.

AND THE FUNDING SOURCES YOU SAID THE OPERATING BUDGET AND THEM THE CARES ACT.

THE CARES ACT.

THAT MONEY GOES AWAY, DOESN'T IT?

>> I CAN ANSWER THAT DR. MAY.

YOU'RE NOT COMING THROUGH.

>> MONEY ALLOWS FOR CERTAIN FUNCTIONS THAT WE WOULD NOT HAVE NEEDED HAD IT BEEN FOR COVID.

>> EXCUSE ME.

BECAUSE I HAVE VERY, I CAN'T UNDERSTAND WHAT HAS BEEN SAID NOW.

BUT CAN I MAKE A SUGGESTION? CAN WE TABLE THIS ITEM BECAUSE I'VE GOT QUESTIONS ABOUT THIS.

[01:05:02]

BECAUSE LIKE I SAID I THOUGHT THE CARES ACT MONEY WENT AWAY AND THEN YOU'RE TALKING ABOUT THE OPERATING BUDGET SO HOW LONG IS THIS AGREEMENT AND HOW MUCH IS IT ANNUALLY? AND WHEN THE CARES MONEY GOES AWAY HOW MUCH IS THE OPERATING BUDGET GOING TO BE PICKING UP?

>> SO THE VIRTUAL CAREER FAIR IS AN ANNUAL COST.

IF WE GO BACK TO HAVING FULL-TIME IN PLACE PHYSICAL JOB FAIRS THEN WE WON'T HAVE TO PAY FOR THE ANNUAL FEE FOR THE VIRTUAL JOB FAIR SO IT'S TAKING PLACE OF THE FACE TO FACE JOB FAIRS.

THE OTHER ONES -- ARE ANNUAL SERVICES.

>> EXCUSE ME.

WHO IS SPEAKING?

>> THIS IS TIM MARSHALL.

>> OKAY.

BECAUSE I DIDN'T RECOGNIZE YOUR VOICE.

>> I'M SORRY.

I SHOULD HAVE SAID MY NAME.

THE CARES ACT CAN TAKE CARE OF THAT PARTICULAR PIECE OF THE FUNCTIONALITY.

AND WE CAN USE IT ANNUALLY OR NOT USE IT ANNUALLY.

ALL OF THESE ARE ANNUAL COSTS.

>> AND THAT'S WHAT COMES TO THE $126,000?

>> I BELIEVE THAT IS CORRECT.

>> THAT IS CORRECT.

>> YEAH.

THERE ARE FOUR DIFFERENT THINGS THAT ARE IN THE DETAILS OF THE AGENDA THAT WE HAVE GOING ON WITH THEM AND THAT IS WHY THERE IS A PART WORKFORCE AND ADVANCEMENT IS DOING, THAT STUDENT SERVICES IS DOING AND THEN INSTRUCTION, ACADEMICS IS DOING AND ALL OF THESE ADD UP TO BE THE $126,000 IN TOTAL.

WE'RE NOT PAYING FOR THE CREDENTIALING PART OF IT BUT THEY GO HAND IN HAND WITH A LOT OF OTHER THINGS THAT THEY CAN DO SO WE'RE LOOKING AT USING GREEN LIGHT.

THESE ARE ITEMS THAT WE DID NOT HAVE IN THE BUDGET BOOK AND THAT IS WHY WE'RE BRINGING THEM TO THE BOARD.

THESE ARE NEW.

>> ANY OTHER QUESTIONS CHARLETTA?

>> I'M GOING TO ASK AGAIN.

CAN WE TABLE THIS?

>> I WOULD HOPE THAT WE COULD MOVE FORWARD.

WE'VE BEEN INFORMED ABOUT GREEN LIGHT FOR SEVERAL YEARS NOW.

IT'S GOOD TO SEE THE INCREASED CAPABILITY ESPECIALLY SINCE IN SOME AREAS STUDENTS NEED MORE ON-LINE ACCESSIBILITY.

AND BEING A STUDENT MYSELF BEING ABLE TO HAVE THOSE CREDENTIALS ACCESSIBLE ON-LINE IS GREAT AND EVEN THOUGH WE'RE NOT GOING TO BE CHARGED FOR THAT THANKFULLY WE STILL NEED TO PROVIDE THESE OTHER SERVICES IN MY OPINION.

I DON'T AGREE WITH TAKING BUT THEN AGAIN IT'S THE MAJORITY OF THE BOARD.

>> WE CAN VOTE FOR THAT IN A MINUTE.

>> WHY DON'T I MAKE THE SUGGESTION.

WRAP UP THE FINANCE COMMITTEE NOW AND IF SOMEBODY WANTS TO OFFER A MOTION TO TABLE ANY ITEM AT THE FULL BOARD MEETING THAT WOULD BE IN ORDER THERE.

SO AND IF WE NEED TO CONTINUE THIS DISCUSSION ON THIS ITEM OR ANY OTHER ITEM COMING OUT OF THE FINANCE COMMITTEE WE CAN.

IF THAT IS ACCEPTABLE TO EVERYBODY.

I WANT MY COLLEAGUES ON THE BOARD TO KNOW THAT I WILL BE RECUSING MYSELF FROM THE GREEN LIGHT ITEM AND THE REASON IS ABOUT FIVE MONTHS AGO, SIX MONTHS AGO I TOOK A NEW JOB AS A CEO OF A SUBSIDIARY.

THE COMPANY IS COMMERCIALIZING SOFTWARE THAT WAS DEVELOPED AT UT SOUTHWESTERN.

AND I'M NOT INVOLVED AND DON'T PLANNED TO BE INVOLVED WITH GREEN LIGHT'S RELATIONSHIP WITH THE COMMUNITY COLLEGE BUT TO AVOID ANY KIND OF ISSUE I WILL BE RECUSING MYSELF AND I WANTED MY BOARD COLLEAGUES TO BE AWARE OF THAT BEFORE THE ITEM CAME FORWARD.

IS THERE ANY OTHER BUSINESS TO COME BEFORE THE FINANCE COMMITTEE? WE HAVE OUR NOTES FROM OUR LAST MEETING.

BUT TRUSTEES ANYTHING ELSE YOU WOULD LIKE TO COVER HERE?

>> DID WE ANSWER THE QUESTION ON SQUARE FOOTAGE?

[01:10:03]

>> JOHN.

>> -- 61,000 SQUARE FEET AND THE PORTION THAT WE'RE SUBLEASING IS 4500.

>> CAN YOU SPEAK LOUDER.

YOU SOUND REALLY LOW.

>> IS THAT ANY BETTER?

>> NO.

>> THE TOTAL BUILDING IS 60,000 SQUARE FEET AND THEY LEASE 4500 SQUARE FEET FOR OFFICES.

>> DOROTHY, DOES THAT ANSWER YOUR QUESTION?

>> YEAH.

THAT SOUNDS LIKE THE GARLAND CHAMBER OF COMMERCE.

THE RICHLAND CAMPUS SITUATION.

THANK YOU.

>> THANK YOU.

>> WELL IF THERE IS NO OTHER BUSINESS WE WILL ADJOURN THE FINANCE COMMITTEE AND MADAM CHAIR I'LL TURN IT OVER TO YOU FOR WHAT COMES NEXT.

THANK YOU EVERYBODY.

THANK YOU FOR THE PRESENTATION JOHN AND DEAN.

>> THANK YOU, TRUSTEE RITTER.

WE'RE GOING TO ADJOURN BUT WE'RE GOING TO ADJOURN UNTIL 4:50 BECAUSE WE NEED TO GIVE OUR I.T.

TECHNICIANS A CHANCE TO REFRESH THE PLATFORM AND DO SOME OTHER BACKGROUND THINGS THAT THEY NEED TO DO TECHNICALLY.

WE'LL ADJOURN UNTIL 4:50.
